<h3 class="wp-block-heading">Subject : Computing of marks for engagement as GDS in light of the Grading System Introduced by the CBSE.</h3>



<p>Sir/Madam</p>



<p>The undersigned is directed to refer to DG Posts’ letter No. 17-39/2012-GDS dated 08 Jan 2014 and 21.05.2019, wherein clarification on the computing of marks for engagement as <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener">GDS</a></strong> in light of the Grading System introduced by the CBSE was issued.</p>



<p>2. The Competent Authority has approved the following in supersession of all earlier instruction for selection of candidates applying for the same post of GDS, i.e. who either possess Marks, total Marks or Grading Point, the method of arriving at the total marks obtained in each of the three cases will be as follows:-</p>



<p>(a) For applicants with marks, the method will remain the same as is being done now 1.e. their total marks will be worked out by taking into account the marks obtained in the compulsory and elective/optional subjects (other than extra subjects, if any).</p>



<p>(b) For applicants having both Total Marks and Grading Point (i.e. mark list issued with total marks and grading point both), in such cases the method used will be as follows:-</p>



<p>“The candidate’s total marks will be worked out while ignoring the Grading Point; this methodology will ensure that candidate possessing higher marks will be selected.”</p>



<p>(c) For candidates having grades subject-wise, marks will be arrived for each subject (compulsory and elective subjects but not extra subjects), by applying the multiplying factor of 9.5 in the following manner:-</p>

<p>2. In this connection it is intimated that Secretary (Coordination), Cabinet Secretariat convened a meeting on 21.10.2020 at 10.30 A.M. through video conference lo discuss the rules/ provisions in MO recruitment/career management of sportsperson in their organization/PSUs.</p>



<p>3. Joint Secretary &amp; Additional FA(AN) attended the meeting and directed to obtain the information on the following issues:</p>



<ul class="wp-block-list"><li>a) No. of recruitment of the meritorious sportsperson made by the Defence Accounts Department in terms of DoP&amp;T OM dated 04.08. 1980.</li><li>b) As on date, in which grade/post, candidates who are recruited as meritorious sportsperson (Group B &amp; C) in Defence Accounts Department are placed. Total no. in each grade to be indicated.</li><li>c) Provision in the existing RRs (Group &#8216;B&#8217; &amp; &#8216;C&#8217;) for the recruitment in r/o of sportsperson in DAD.</li><li>d) Provisions regarding career Progression in the existing RRs in r/o sportsperson.</li></ul>



<p>4. Office of CGDA is requested to furnish requisite information for further action by this Ministry.</p>

<p>*As per the prov1s10ns contained in existing recruitment rules of Hindi Pradhyapak, eligible Hindi Pradhayapaks for promotion will be given promotion to the post of Assistant Director (Language) as per the vacancies available. Accordingly, the posts of those Hindi Pradhayapaks will be deemed abolished. The remaining Hindi Pradhayapaks will remain in the Hindi Pradhayapak’s post, till they complete the qualifying service and mandatory training according to the provisions of recruitment rules for promotion. In future, when the remaining Hindi Pradhayapaks will also complete qualifying service and compulsory training as per the provisions of the existing recruitment rules, they will also be promoted to the post of Assistant Director (Language) as per the rules, after which the posts of all Hindi Pradhayapaks will be deemed to be abolished.</p>

<p class="has-text-align-right"><strong>New Delhi, the 30th June, 2020</strong></p>



<p><strong>S.R.O. 11.- </strong>In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Indian Air Force (Group &#8216;C&#8217;), Fire Fighting Staff, Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group &#8216;C&#8217; posts of Fire Fighting Staff in Indian Air Force, Ministry of Defence, namely:-</p>



<p><strong>1. Short title and commencement .- </strong>(1) These rules may be called the Ministry of Defence, Indian Air Force, Fire Fighting Staff (Group ‘C’ Post) Recruitment Rules, 2020.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>2. These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.</p>



<p><strong>3. Number</strong> <strong>of posts, classification and level in pay matrix .- </strong>The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.</p>



<p>4. <strong>Method of recruitment, age-limit, qualifications, etc .- </strong>The method of recruitment to the said posts, age- limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.</p>



<p>5. <strong>Disqualification .-  </strong>No person ,</p>



<p>(a) who has entered into or contracted a marriage with a person having a spouse living; or</p>



<p>(b) who, having a spouse living, has entered into or contracted a marriage with any person,</p>



<p>Shall be eligible for appointment to the said posts:</p>



<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule.</p>



<p>6. <strong>Power to relax .-</strong>Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons</p>



<p>7. <strong>Saving .- </strong>Nothing in these rules shall affect reservation, relaxation of the age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.</p>

<p><strong>NOTE (i):</strong>&nbsp;The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission.</p>



<p><strong>NOTE (ii):</strong>&nbsp;The above number of vacancies is tentative and may be changed at any stage by Services H. Q.</p>



<p><strong>N.B. (I) (a):</strong>&nbsp;A candidate is required to specify clearly in respective column of the Online Application the Services for which he/she wishes to be considered in the order of his/her preference. A male candidate is advised to indicate as many preferences as he wishes to, subject to the condition given at paras (b) and (c) below, so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointment.</p>



<p>Since women candidates are eligible for OTA only, they should give OTA as their first and only preference.</p>



<p>(b) (i) : If a male candidate is competing for Short Service Commission (Army) only, he should indicate OTA as the one and only choice. However, a male candidate competing for Short Service Commission Course at OTA as well as Permanent Commission course at IMA, Indian Naval Academy and Air Force Academy should indicate OTA as his last preference, otherwise OTA will be deemed to be the last choice even if it is given a higher preference by the candidate.</p>



<p>(b) (ii) : Women candidates are being considered only for Short Service Commission at OTA. They should indicate OTA as the only choice.</p>



<p>(c) Candidates who desire to join Air Force Academy must indicate AFA as first choice, as they have to be administered Computer Pilot Selection System (CPSS) and/or and AF Medicals at Central Establishment/Institute of Aviation Medicines. Choice exercised for AFA as second/third etc. will be treated as invalid.</p>



<p>(d) Candidates should note that, except as provided in N.B. (II) below, they will be considered for appointment to those courses only for which they exercise their preference and for no other course(s).</p>



<p>(e) No request for addition/ alteration in the preferences already indicated by a candidate in his/her application will be entertained by the Commission. No change of choice once exercised will be allowed. Second choice will come for consideration only when the first choice is not offered to the candidate by Services HQ. When first choice is offered and a candidate declines the same, his/her candidature will be cancelled for all other choices for regular Commission.</p>



<p><strong>N.B. (II)</strong> The left-over candidates of IMA/ Indian Naval Academy/ Air Force Academy courses viz., those who have been recommended by the Union Public Service Commission for grant of Permanent Commission on the basis of the final results of this Examination, but who could not be inducted in these courses for any reason whatsoever may be considered for grant of SSC even if they have not indicated their choice for this course in their applications, if they are subsequently willing to be considered for this course subject to the following conditions :</p>



<ul class="wp-block-list"><li>(i) There is a shortfall after detailing all the candidates who competed for the SSC Course; and</li><li>(ii) The candidates who are detailed for training even though they have not expressed their preference for SSC will be placed in the order of Merit List after the last candidate who had opted for this Course, as these candidates will be getting admission to the Course to which they are not entitled according to the preference expressed by them.</li><li>(iii) Candidates with Air Force as first and only choice cannot be considered as left-over for grant of SSC (OTA) if they fail in Computer Pilot Selection System (CPSS) and/or Pilot Aptitude Battery Test. Such candidates, if they desire to be considered for SSC (OTA) should exercise their option for OTA also.</li></ul>



<p><strong>NOTE 1 : NCC “C”</strong>&nbsp;Certificate&nbsp;<strong>(Army Wing (Senior Division)/ Air Wing/ Naval Wing)</strong>&nbsp;holders may also compete for the vacancies in the Short Service Commission Course but since there is no reservation of vacancies for them in this course, they will be treated as general candidates for the purpose of filling up vacancies in this course. Candidates who have yet to pass NCC “C” Certificate&nbsp;<strong>(Army Wing(Senior Division)/Air Wing/Naval Wing)</strong>&nbsp;examination, but are otherwise eligible to compete for the reserved vacancies, may also apply but they will be required to submit the proof of passing the NCC “C” Certificate (Army Wing(Senior Division)/Air Wing/Naval Wing) examination to reach the IHQ of MoD (Army)/Dte Gen of Rtg (Rtg A) CDSE Entry for SSC male candidates and SSC women entry for female candidates West Block III, R. K. Puram, New Delhi-110066 in case of IMA/SSC first choice candidates and IHQ of MOD (Navy) DMPR, (OI&amp;R Section), Room No. 204, “C” Wing, Sena Bhawan, New Delhi- 110 011 in case of Navy first choice candidates and PO 3 (A)Air Headquarters “J” Block, Room No. 17, Opp. Vayu Bhawan, Motilal Nehru Marg, New Delhi-110 106 in case of Air Force first choice candidates by 13th May 2021. To be eligible to compete for reserved vacancies the candidates should have served for not less than 3 academic years in the Senior Division Army Wing/ Air Wing/Naval Wing of National Cadet Corps and should not have been discharged from the NCC for more than 24 months for IMA/Indian Naval Academy/Air Force Academy courses on the last date of receipt of Application in the Commission‘s Office.</p>



<p><strong>NOTE 2</strong> : In the event of sufficient number of qualified NCC “C” Certificate (Army Wing (Senior Division)/Air Wing/Naval Wing) holders not becoming available on the results of the examination to fill all the vacancies reserved for them in the Indian Military Academy Course/ Air Force Academy Course/ Indian Naval Academy Course, the unfilled reserved vacancies shall be treated as unreserved and filled by general candidates. Admission to the above courses will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board of candidates who qualify in the written examination. The details regarding the (a) scheme, standard, syllabus of the examination, (b) Guidelines with regard to physical standards for admission to the Academy and (c) Brief particulars of services etc. for candidates joining the Indian Military Academy, Indian Naval Academy, Air Force Academy and Officers‘ Training Academy are given in Appendices I, II and III respectively.</p>



<ol class="wp-block-list" start="2"><li>CONDITIONS OF ELIGIBILITY</li><li>FEE</li><li>All candidates whether already in Government Service including candidates serving in the Armed Forces, Government owned industrial undertakings or other similar organizations or in private employment should submit their applications online direct to the Commission.</li></ol>



<p>N.B.I: Persons already in Government Service, whether in permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are, however, required to inform their Head of Office/Department in writing that they have applied for the Examination.</p>



<p>N.B.II: Candidates serving in the Armed Forces are required to inform their Commanding Officer in writing that they have applied for this examination. They are also required to submit NOC in this regard at the time of SSB interview.</p>



<p>Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidatures will be liable to be cancelled.</p>



<ol class="wp-block-list" start="5"><li>The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.</li><li>No candidate will be admitted to the examination unless he holds a certificate of admission for the examination.</li><li>If any of their claims is found to be incorrect/false/fraud/fabricated they may render themselves liable to disciplinary action by the Commission in terms of the following provisions:</li><li>The courses to which the candidates are admitted will be according to their eligibility as per age and educational qualifications for different courses and the preferences given by the candidates.</li></ol>



<p>The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the Application Form. This will be subject to verification of all the eligibility conditions.</p>

<p>G.S.R. 451 (E) In exercise of the powers conferred under proviso to sub-section (1) of section 102 of the Consumer Protection Act, 2019 (35 of 2019), the Central Government hereby makes the following rules, namely:</p>



<p>1. <strong>Short title and commencement </strong>&#8211; (1) These rules may be called the <strong><em>Consumer Protection (Salary, allowances and conditions of service of President and Members of the State Commission and District Commission) Model Rules, 2020.</em></strong></p>



<p>(2) They shall come into force on the 20th day of July, 2020.</p>



<p>2. <strong>Definitions</strong>. &#8211; (1) In these rules, unless the context otherwise requires, &#8211;</p>



<ul class="wp-block-list"><li>‘Act’ means the Consumer Protection Act, 2019 (35 of 2019);</li><li>‘Member’ means a Member of the District Commission or the State Commission, as the case may be;</li><li>‘President’ means the President of the District Commission or the State Commission, as the case may be;</li><li>‘State Government’ includes an administrator of a Union territory appointed under article 239 of the Constitution except in rule 13.</li></ul>



<p>(2) The words and expressions used herein and not defined and defined in the Act shall have the same meaning respectively assigned to them in the Act.</p>



<p>3. <strong>Salaries and allowances payable to President and members of District Commission.</strong></p>



<ul class="wp-block-list"><li>The President shall be entitled to the salary and allowances as are admissible to a District Judge in the super time scale of pay.</li><li>A Member shall receive a pay equal to the pay at the minimum of the scale of pay of a Deputy Secretary of the State Government and other allowances as admissible to such officer.</li><li>The pay of a person appointed as President or member, who is in receipt of any pension, shall be reduced by the gross amount of pension drawn by him.</li><li>There shall be an annual upward revision of the pay of the President and member at the rate of 3%.</li></ul>



<p>4. <strong>Salaries and allowances payable to President and members of the State Commission</strong>.</p>



<ul class="wp-block-list"><li>President of the State Commission shall receive the salary and other allowances as are admissible to a sitting judge of the High Court of the State.</li><li>A Member of the State Commission shall receive a pay equivalent to the pay at minimum of the scale of pay of an Additional Secretary of the State Government and other allowances as are admissible to such officer.</li><li>The pay of a person appointed as President or member, who is in receipt of any pension, shall be reduced by the gross amount of pension drawn by him.</li><li>There shall be an annual upward revision of the pay of a member at the rate of 3%.</li></ul>



<p>5. <strong>Medical fitness</strong>. No person shall be appointed as President or Member unless he is declared medically fit by an authority specified by the State Government in this behalf.</p>

<p>6. <strong>Casual vacancy</strong>. In case of a casual vacancy in the office of President in the State Commission or District Commission, as the case may be, the State Government shall have the power to appoint the senior most Member to officiate as President.</p>



<p>7. <strong>House rent allowance</strong>. &#8211; The President or member shall be entitled to house rent allowance at the same rate as are admissible to Group ‘A’ Officer of the State Government of a corresponding status.</p>



<p>8. <strong>Transport allowance</strong>. &#8211; The President or member shall be entitled to transport allowance at the same rate as are admissible to Group ‘A’ Officer of the State Government of a corresponding status.</p>



<p>9. <strong>Leave and medical treatment and hospital facilities.</strong> &#8211; The President and members of the State Commission and the District Commission shall be entitled to leave, Leave Travel Concession, medical treatment and hospital facilities as per the provisions applicable to Group A Government servants in the State Government.</p>



<p>10. <strong>Declaration of Financial and other Interests.</strong> &#8211; The President or member shall, before entering upon his office, declare his assets, and his liabilities and financial and other interests.</p>



<p>11. <strong>Other conditions of service.</strong></p>



<ul class="wp-block-list"><li>The terms and conditions of service of the President or member with respect to which no express provision has been made in these rules, shall be such as are admissible to a Group ‘A’ Officer of the State Government of a corresponding status.</li><li>The President or member shall not practice before the National Commission, the State Commission or the District Commission after retirement from the service of the State Commission or the District Commission, as the case may be.</li><li>The President or member shall not undertake any arbitration work while functioning in these capacities in the State Commission or the District Commission, as the case may be.</li><li>The President or member of the State Commission or the District Commission, as the case may be, shall not, for a period of two years from the date on which they cease to hold office, accept any employment in, or connected with the management or administration of, any person who has been a party to a proceeding before the State Commission or the District Commission:<ul><li>Provided that nothing contained in this rule shall apply to any employment under the Central Government or a State Government or a local authority or in any statutory authority or any corporation established by or under any Central, State or Provincial Act or a Government company as defined in clause (45) of section 2 of the Companies Act, 2013 (18 of 2013).</li></ul></li></ul>



<p>12. <strong>Oaths of office and secrecy</strong> &#8211; Every person appointed to be the President or member shall, before entering upon his office, make and subscribe an oath of office in Form I and oath of secrecy in Form II annexed to these rules.</p>



<p>13. The salary, remuneration and other allowances shall be defrayed out of the Consolidated Fund of the State Government and in the case of the Union Territories, from the Consolidated Fund of India.</p>



<p>14. The terms and conditions of the service of the President and the members of the District Commission and the State Commission shall not be varied to their disadvantage during their tenure of office.</p>

In exercise of the powers conferred by sub-section (1) of Section 21 read with sub-section (1) of section 54 and clause (x) of sub-section (2) of section 54 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), as amended vide the Aadhaar and Other Laws (Amendment) Act, 2019 (14 of 2019), the Unique Identification Authority of India hereby makes the following regulations governing appointment of officers and other employees of the Authority, namely:‒</p>

<p class="has-text-align-center"><strong>Chapter I</strong></p>



<p><strong>Preliminary</strong></p>



<p><strong>Short title and commencement.</strong> (1) These regulations may be called the Unique Identification Authority of India (Appointment of Officers and Employees) Regulations, 2020.</p>



<p>(2) These regulations shall come into force on the date of their publication in the Official Gazette.</p>



<p>Definitions.- (1) In these regulations unless the context otherwise requires, ‒</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) “Act” means the <a href="https://centralgovernmentnews.com/tag/aadhar/" target="_blank" rel="noreferrer noopener" aria-label="Aadhaar (opens in a new tab)">Aadhaar</a> (Targeted Delivery of Financial and Other Subsidies, Benefits and Services)Act, 2016 (18 of 2016), as amended vide the Aadhaar and Other Laws (Amendment) Act, 2019 (14 of 2019);</p><p>(b) “Appointing Authority” means Chief Executive Officer or such other officer to whom such powers and functions have been delegated by the Authority by general or special order;</p><p>(c) “Authority” means Unique Identification Authority of India established under sub-section (1) of Section 11 of the Act;</p><p>(d) “Chairperson” means the Chairperson of the Authority appointed on full-time or part-time basis under Section 12 of the Act;</p><p>(e) “Chief Executive Officer” means Chief Executive Officer of the Authority appointed under Section 18 of the Act by the Central Government;</p><p>(f) “Post” means any post in a grade whether permanent or temporary mentioned in the Schedule annexed to these regulations;</p><p>(g) “Selection Committee” means a committee constituted to consider selection for appointment, absorption, promotion and deputation of officers and other employees in any grade in accordance with the Schedule to these regulations.</p></blockquote>



<p>(2) The words and expressions used in these regulations, but not defined, shall have the same meaning as respectively assigned to them under the Act.</p>



<p>(3) For the purposes of these regulations, the terms ‘he’, ‘him’, ‘his’ and ‘himself shall also refer to ‘she’, ‘her’ and ‘herself’ wherever the context warrants and singular will also include plural.</p>



<p><strong>Power to implement. </strong></p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(1) The power to implement these regulations vests in the Chief Executive Officer or with such officer to whom powers have been delegated by the Authority.</p><p>(2) The powers exercisable under sub-regulation (1) shall also be exercisable by any superior entity including officer higher in precedence.</p><p>(3) The Chief Executive Officer or the officer to whom such powers have been vested shall be responsible for deciding on all complaints, grievances, disputes and other similar matters arising in the course of implementation of these regulations:</p></blockquote>



<p>Provided that any officer or employee aggrieved of the decision may institute an appeal against such decision within forty five days of the issue of order conveying the decision before :</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) the Chief Executive Officer where such orders have been passed by an officer subordinate to him, or</p><p>(b) the Authority where such orders have been passed by the Chief Executive Officer: Provided further that the Chief Executive Officer shall not participate in the meeting of the Authority where an appeal on his decision is decided.</p></blockquote>



<p><strong>Constitution of Officers and Employees Cadre.</strong></p>



<p>(1) The officers and employees cadre shall consist of:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) any person absorbed at the time of initial constitution of the cadre of the Authority under regulation 5; and</p><p>(b) any person appointed to a post under regulations 7, 8 and 9 after initial constitution of the cadre.</p></blockquote>



<p>(2) Any person appointed under clause (a) of sub-regulation (1) of this regulation shall on such appointment be deemed to be a member of the cadre in the appropriate grade applicable to him from the date of his initial appointment with the Authority or the twelfth date of July 2016, whichever is later.</p>



<p>(3) The pay, on appointment in the Authority under this regulation, shall normally be fixed as per the relevant rules, regulations or instructions of the Central Government as applicable on the appointee or at the minimum of the pay in the respective level in the pay matrix. The Authority may, however, fix it at a higher point in the level keeping in view the seniority and pay already being drawn, higher academic qualifications or special experience of value to the Authority, by granting additional increments, not exceeding four in the pay matrix level fixed for the grade in which the appointment is made, on the recommendation of the Selection Committee.</p>

<p><strong>Union Home Ministry recently announced government benefits of better pay and service benefits to CAPF officers</strong></p>



<p>The Union Home Ministry has formed a six-member committee to prepare final modalities for granting the recently announced government benefits of better pay and service benefits to CAPF officers, said officials on Thursday.</p>



<p>The committee, headed by a director-level officer, has been asked to “ensure processing and completion of all proposals” by September 30.</p>



<p>The latest order is seen in the backdrop of a number of officers writing to Union Home Minister Amit Shah, seeking his intervention, and launching a social media campaign claiming that despite a Supreme Court order and subsequent approval by the Union Cabinet, their headquarters were delaying these benefits to them.</p>



<p>PTI had reported about the contents of a number of such letters earlier this month.</p>



<p>The ministry, recently, also asked the chiefs of all the Central Armed Police Forces (CAPFs) to send in their proposals without any delay to it else it would be considered a contempt of the top court”s order that has asked it to accomplish the task by September-end.</p>



<p>“The officers will take stock of all such proposals of non-financial functional upgradation (NFFU) and non-functional selection grade (NFSG) received by various sections…and will prepare force-wise proposals after scrutiny of records and place them before the screening committee for final deliberation,” an August 21 order, accessed by the news agency, said.</p>



<p>The direction has been issued by the Police-II division of the ministry that looks after the affairs of the CAPFs.</p>



<p>A difference of opinion had also cropped up between these officers and those from the IPS with regard to framing of new recruitment rules (RRs).</p>



<p>CAPF officers contend that as they have been granted the categorisation of an organised Group ”A” cadre, their RRs should be revised and this will allow them more positions in senior ranks as compared to the officers who come on deputation to these forces.</p>



<p>The Indian Police Service officers however state that framing of RRs is a procedure well laid out.</p>



<p>“Every organised cadre has a procedure for recruitment, promotion and for availing of service benefits. The eligibility criteria are drawn after taking a holistic picture of the service and the officer”s service tenure. It cannot be held back by anyone and it is being prepared in earnest,” an IPS officer said.</p>



<p>These proposals will be finally placed before the screening committee headed by the Union home secretary and a final framing of RRs and procedures will be brought out by the MHA, he said.</p>



<p>A senior Home Ministry official said Thursday the home secretary-led screening committee will strictly go by the procedure in granting the benefits of the NFFU and NFSG to these officers of paramilitary forces.</p>



<p>“The decision will be taken on the merits of the proposals and the established norms for Group A services and not because some one has launched a campaign,” the home ministry official said.</p>



<p>The Modi government, on July 3, had announced that the cadre officers of forces like CRPF, CISF, BSF, ITBP and SSB will be given the NFFU and will be categorised as an organised group A service.</p>



<p>This decision had come after a decade-long legal battle waged by the cadre officers seeking a level playing field by ending the dominance of IPS officers in their senior ranks.</p>



<p>The new order is meant to benefit about 11,000 serving cadre officers and a few thousand more who have retired since 2006 from the five CAPFs.</p>



<p>The apex court had in February upheld a Delhi High Court verdict on the subject and agreed that all the CAPF officers be recognised as “organised services”, saying it will remove stagnation, ensuring the promotion and other service-related benefits to officers in the same post.</p>



<p>These officers command units are deployed to undertake anti-Naxal operations, counter-terrorism and counter-insurgency tasks, border guarding and they also render a variety of roles for maintenance of internal security and conduct of elections across the country.</p>

<p>Subject:<strong> Procedure to be followed in cases of disagreement on Recruitment Rules &#8211; regarding.</strong></p>



<p>The undersigned is directed to state that as per extant instructions, the process of framing / amending of Recruitment Rules for a post involves consultation with DoPT, UPSC and thereafter vetting by the Legislative Department. As per established procedure, the Administrative Ministries / Departments frame service rules/recruitment rules or propose amendments thereof, based mainly on the model RRs or instructions issued by DoPT from time to time and refer them to DoP&amp;T for concurrence. After the receipt of concurrence from DoPT, the Ministries/Departments refer proposals to UPSC for advice. After receipt of concurrence of UPSC. with the approval of Competent Authority, RRs are finally notified, after vetting by the legislative Department.</p>



<p>UPSC brought certain instances to the notice of this Department, where post the advice of Commission, RRs have been notified incorporating substantial changes in the recruitment rules / service rules (RRs/SRs). without obtaining the concurrence of the Commission, which is not in order. On consideration of the matter, it has been decided that if substantial changes are effected in the RRs after the receipt of advice of UPSC. the same shall be brought to the notice of UPSC by the administrative Ministry for obtaining their advice / concurrence on the same. Non-adherence to this procedure may result in the case being treated as a case of disagreement with the Commission, and therefore administrative Ministries have to take a conscious decision in this regard. Substantial changes referred here are those changes having a bearing on the principles of recruitment, viz., change in the method of recruitment, eligibility criteria etc and does not include vetting changes made by the Legislative Department, spelling or grammatical corrections.</p>



<p>In light of the foregoing, all  Ministries/ Departments are requested to refer the proposals back to UPSC for concurrence in cases where administrative  Ministry / Department, after the receipt of advice of the Commission, want to carry out any change/s in the draft RRs/SRs, which is / are substantial in nature. All Ministries/Departments are requested to adhere to these instructions.</p>
