RECRUITMENT IN RAILWAYS AND ADHERENCE TO RESERVATION POLICY

Will the Minister of RAILWAYS be pleased to state:

(a) whether it is a fact that Indian Railways have recruited least number of permanent employees in the last eight years;

(b) if so, the details of recruitment held for both permanent and contractual employees with the details of position in the last five years;

(c) whether it is also a fact that, railways recruitment has violated reservation policy in the last eight years; and

(d) if so, the details of recruitment held under the reserved and non-reserved category for the last five years?

(a) & (b): No, Sir. Occurrence and filling up of vacancies is a continuous process and the same is filled by placement of indents by Railways with recruitment agencies as per operational requirements. During the process, vacancies may arise and these are filled subsequently.

The year-wise details of permanent candidates empanelled/ recruited for various Group ‘C’ posts (including Level 1 & Security related Posts) and Contractual employees engaged in the last five years are as under:

रेलवे में भर्ती और आरक्षण नीति का अनुपालन

क्या रेल मंत्री यह बताने की कृपा करेंगे किः

(क) क्या यह सच है कि विगत आठ वर्षो में भारतीय रेलवे ने स्थायी कर्मचारियों की सबसे कम भर्ती की है;

(ख) यदि हाँ, तो विगत पाँच वर्षों में पदों के ब्याौरे सहित स्थायी और संविदा पर लगे कर्मचारियों दोनों के लिए हुई भर्ती का ब्यौरा क्‍या है;

(ग) क्या यह भी सच है कि विगत आठ वर्षो में रेलवे में हुई भर्ती में आरक्षण नीति का उललघंन किया है; और

(घ) यदि हाँ, तो विगत पाँच वर्षों में आरक्षित और अनारक्षित श्रेणी के तहत हुई भर्ती का ब्योरा क्‍या है?

(क) और (ख): जी नहीं। पदो का रिक्त होना और उन्हें भरना सतत प्रक्रिया है और इन्हें परिचालनिक आवश्यकताओं के अनुसार भर्ती एजेंसियों को रेलवे द्वारा दिए गए इंडेंट द्वारा भरा जाता है। इस प्रक्रिया के दौरान, पद रिक्त हो सकती हैं और इन्हें अनुवर्ती भरा जाता है।

विभिन्‍न समूह ‘ग’ पदों (लेवल 1 एवं सुरक्षा संबंधित पद सहित) के लिए पैनलबद्ध/भर्ती स्थायी उम्मीदवारों का वर्षवार विवरण एवं विगत पांच वर्षों में कॉन्ट्रैक्ट पर नियुक्त कर्मचारियों का ब्यौरा निम्नानुसार है:

To reduce the time gap to fill up the vacancies in Railways, systems of ‘Online Applications’ and ‘Computer Based Tests’ (CBTs) in recruitment for Group ‘C’ and erstwhile Group ‘D’ posts, have been introduced through a series of pilot projects. Under this system, examination for 54 categories of Senior Section Engineers (SSEs) and Junior Engineers (JEs) have been conducted successfully in 2015. Based on the success of Computer Based Tests for SSEs and JEs, CBTs have also been conducted in three more subsequent examinations i.e. Special Recruitment Drive (SRD) for Persons with Disabilities (PWDs) for Non-Technical Popular Categories (NTPC) Under-Graduate Level, NTPC Graduate Level posts and another SRD for PWDs for erstwhile Group ‘D’ posts.

This Press Release is based on the information given by the Minister of State for Railways Shri Rajen Gohain in a written reply to a question in Lok Sabha on 10.08.2016 (Wednesday).

Railway Board had instructed all the recruiting arms to verify the certificates in respect of the candidates qualifications of the non-gazetted posts directly to the Board/University/Institution or the Council as the case may be, provided the said body is run by Central Government/State Government Bodies enacted by Act of Parliament or State Legislature

Ministry of Railways has issued clarification to all recruiting arms to follow the guidelines prescribed in Recruitment to non-gazetted posts on the Railways and complete certification verification directly with the concerned Institution.

Attention is invited to this Ministry’s letter of even number dated 28/8/2014 on the above subject. References are being received in this office regarding the applicability of the said instructions w.r.t other aspects as mentioned in para 3 of the letter ibid, apart from recognition of institutions. Accordingly, the matter has been looked into and it is clarified that the issues of duration of a course, equivalence etc. may also be confirmed by the concerned recruiting agency/appointing authority, contacting directly to the Board/University/Institution or the Council as the case may be, provided the said body is run by Central Government/State Government Bodies enacted by Act of Parliament or State Legislature or recognized by Central Government/State Government Bodies enacted by Act of Parliament or State Legislature.

(This also disposes off RRB/Patna’s letter No.RRB/PAT/02/CEN/2010 dated 16/8/2011 and para 2 of RRB/Bhopal’s letter No. RRB/BPL/Rly.Bd.Corres./87–D dated 16/01/2015).

Sub: – Fixation of stipend for Apprentice JEs selected through LDCE during their training period.

Ref: PNM/AIRF item No.11/ 2013.

All Indian Railwaymen’s Federation have raised the issue regarding fixation of stipend for Apprentice IE5 selected through LDCE during their training period. The issue was discussed in PNM meeting and it has been decided to-reiterate the existing relevant provisions of IREM. In this context, attention is invited to para-1905 (2) of IREM Vol.H (Revised Edition-1990) which stipulates as under:-

“………..Permanent Railway servants on appointment as apprentices in any category may be granted pay equivalent to the rate of stipend laid down for that particular category of Apprentices or their substantive pay as admissible to them from time to time whichever is higher. Temporary railway servants on appointment as apprentices in any category may be granted pay equivalent to the rate of stipend drawn by the Apprentices in their category”.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Qualification for recruitment of staff from open market in Pay Band-I (Grade Pay: Rs.1800).

Attention is invited to this Ministry’s letter of even number dated 09/12/2010 wherein minimum educational qualification for all recruitments against direct recruitment quota through all modes has been prescribed as 10th pass or ITI or equivalent.

2. The issue whether candidates with 8th pass qualification and in possession of qualification of Course Completed Act Apprenticeship, who are granted National Apprenticeship Certificate (NAC) by National Council for Vocational Training (NCVT) can be considered for appointment/engagement to posts in Pay Band-I (Grade Pay: Rs.1800).

3. The issue has been examined in consultation with Directorate General of Employment &Training (DGET), M/o Labour & Employment, Man Power Planning Directorate & Pay Commission Directorate of this Ministry and it has been decided that para 2 of Board’s letter ofeven number dated 09/12/2010 may be read as under:-

2. The Ministry of Railways have decided that henceforth minimum educational qualification for recruitment in Pay Band-I of Rs.5200-20200 having Grade Pay of Rs.1800/- will be 10th pass or ITI or equivalent or National Apprenticeship Certificate(NAC) granted by NCVT. These instructions will be applicable for all future recruitment henceforth against direct recruitment quota through all modes.

4. Cases decided in the past need not be re-opened.
