<p>Subject: <strong>Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding.</strong></p>



<p>The undersigned is directed to refer to OM of even number dated the 7th October, 2020 whereby orders regulating the attendance of Central Government employees were issued.</p>



<ol class="wp-block-list" start="2"><li>Ministry of Home Affairs has issued detailed guidelines on containment of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COV</a>ID-19 on 27th January 2021, in order to maintain caution and to strictly follow the prescribed containment strategy, focus on surveillance, containment, caution, and strict observance of the guidelines. In view of this, the matter has now been re-considered and it has been decided as under:-</li></ol>



<ul class="wp-block-list"><li>(a) The Government servants at all levels are to attend office on all working days without any exemption to any category of employees.</li><li>(b) The officers/ staff shall follow staggered timings to avoid over-crowding in offices/ workplaces as decided by the Heads of Department.</li><li>(c) All officers/ staff residing in the containment zone shall be exempted from coming to offices till the containment zone is de-notified. These officers/ staff who are residing in the Containment Zone shall work from home and shall be available on telephone and electronic means of communications at all times.</li><li>(e) Biometric attendance shall continue to be suspended until further orders.</li><li>(f) Meetings, as far as possible, may continue to be conducted with video-conferencing, and personal meetings with visitors, unless absolutely necessary in the public interest, are to be avoided.</li></ul>



<ol class="wp-block-list" start="3"><li>A Standard Operating Procedure (SoP) on preventive measures to contain the spread of COVID-19 in offices, issued by the Ministry of Health &amp; Family Welfare on 13.2.2021, is also available at www.mohfw.gov.in All Ministries/ Departments/ Offices as well as the Central Government employees are directed to ensure strict compliance of instructions issued by MHA, Ministry of Health &amp; Family Welfare and DoP&amp;T, from time to time, on regular sanitization/ cleaning of workplaces, maintenance of social distancing norms, wearing of masks and health &amp; hygiene practices, etc.</li></ol>

<p>Dear Sir/ Madam,</p>



<p>SUBJECT: <strong>Change in Guidelines on aggregate holding of equity shares by a foreign company in Pension Funds as provided under Section 24 of the PFRDA Act, 2013 &#8211; Manner of calculation of such aggregate holding of equity shares by a foreign company in a Pension Fund under National Pension System &#8211; reg.</strong></p>



<p>Reference is invited to the Circular No. PFRDA/2020/34 /REG-PF/4 dated 13th August, 2020 on Guidelines on aggregate holding of equity shares by a foreign company in Pension Funds as provided under Section 24 of the PFRDA Act, 2013.</p>



<ol class="wp-block-list" start="2"><li>In a partial modification to the above Circular, it has been decided by the Authority that point (a) under sub-paragraph (ii) of paragraph 6 of the Circular shall be read as under:<br />“(a) a banking company /banking companies except foreign banks”</li><li>Subject to the aforementioned revision, all other terms and conditions as contained in the aforementioned guidelines shall remain unchanged. All Pension funds are called upon to note these changes and ensure necessary compliance.</li><li>This circular is issued in exercise of powers of the Authority under Section 14 (1) of the PFRDA Act, 2013.</li><li>The revision shall be effective from the date of this circular.</li></ol>

<p>Reference from Federation (NFIR and AIRF) and a few Railways have been received for ignoring the promotion/ upgradation from ASM (GP 2800) to SM (GP 4200) for grant of financial upgradation under <a href="https://centralgovernmentnews.com/category/macp/" target="_blank" rel="noreferrer noopener">MACPS</a> to those employees who have further been absorbed in other cadres by way of selection on lateral induction or due to medical de-categorisation. The matter has been examined in consultation with Finance Directorate and it has been decided that the benefit of Board’s letter dated 25.02.2020 (RBE No. 26/2020) would also be extended to such employees who have progressed to other cadres by way of lateral induction/ selection or due to medical de-categorization and would be granted financial upgradation under MACPS by ignoring their promotion /financial upgradation from ASM (GP 2800) to SM (GP 4200) irrespective of their progression in other cadres.</p>

<p>Please connect Board’s letter of even no. dated 24.8.2020 wherein a suggestive list of discrepancies was provided with a request to carryout intensive checks of <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">pension </a>payments. Now, one of the Zonal <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a> has brought out some more discrepancies noticed by them during the spot checks. Accordingly, a revised suggestive list duly incorporating these discrepancies is attached for ready reference.</p>



<p>Kindly arrange to notify the staff deputed for the purpose to verify the pension payments accordingly.</p>

<p>1. Payment of revised pension as per <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a></strong>.<br />2. Admissibility of DR to the pensioners who are permanently absorbed in PSUs.<br />3. Age related additional quantum of pension w.r.t date of birth of the pensioner / family pensioner and with reference to the prescribed percentage of increase.<br />4. Ascertaining missing age profile of the pensioner/ family pensioner.<br />5. Restoration of commuted pension.<br />6. Payment of enhanced family pension at the extant rates and the period.<br />7. Wrong fixation of Basic pension to ex-gratia pensioners.<br />8. Discrepancies in payment of Fixed Medical Allowance to the Pensioners,<br />9. Continuation of pension payment to deceased pensioners’ account<br />10. Amount lying unconnected in inoperative Bank Account of the pensioners.<br />11. Any other item which PFA/ CPO may consider fit.</p>

<p>The Government of Tamil Nadu pass the following orders in regard to the observance of Holidays in the State of Tamil Nadu for the year 2021:</p>



<p>(I)&nbsp;<strong>Public Holidays:</strong>&nbsp;The Holidays declared under the Negotiable<br />Instruments Act, 1881 (Central Act XXVI of 1881) indicated in the notification appended to this order will be published in the Tamil Nadu Government Gazette.</p>



<p>(ii)&nbsp;<strong>Government Holidays:</strong>&nbsp;The Government direct that all the offices under the control of the Government of Tamil Nadu be closed on</p>



<p>(a) The dates specified in the notification appended to this<br />order (except Annual Closing of Bank Accounts on 01.04.2021)<br />(b) All Saturdays and Sundays in the year 2021.</p>



<p>2. The above notified Public Holidays shall also apply to all State Government Undertakings / Corporations / Boards, etc.</p>

<p>With a view to improving the quality of public expenditure, containing non-developmental expenditure and ensuring availability of adequate resources for meeting the needs of critical priority schemes, Ministry of Finance, has from time to time issued instructions on Expenditure Management. In the context of the present fiscal situation and the consequent pressure on Government resources, there is a need for further economy and rationalization of non-priority expenditure, while protecting and preserving priority expenditure. With this objective, the following economy instructions will come into force with immediate effect.</p>



<p><strong>1. ADMINISTRATIVE EXPENDITURE :</strong></p>



<p>All Ministries/ Departments including Attached Offices/ Subordinate Offices and Autonomous Bodies shall observe the following instructions for curtailing Administrative Expenditure.</p>



<p>a.) No printing/publishing of books, publications, documents, etc. will be done on imported paper, except where printing is done abroad by Indian Missions, etc.<br />b.) Expenditure on functions such as celebrations of Foundation Day, etc. should be discouraged or if felt necessary be appropriately curtailed. In any case, travel for such functions and provision of bags or mementoes should be avoided.<br />c.) Consultancy Assignments – All Ministries/Departments may carry out a review of the individual Consultants appointed in their respective Ministries /Departments in consonance with the provisions of GFR and reduce the number of Consultants to the minimum requirement. Due economy may be observed while determining the fees of the Consultants and care may be taken that such fees are not disproportionate to the quality and quantity of work to be carried out by the Consultants.</p>

<p><strong>2. CREATION OF POSTS :</strong></p>



<p>a.) There will be a ban on creation of new posts, except with the approval of Department of Expenditure, in Ministries/Departments, Attached Offices, Subordinate Offices, Statutory Bodies and Autonomous Bodies.<br />b.) This ban will cover all creation of posts under powers which have been delegated to any organization regardless of the source of such authority or power.<br />c.) If any posts have been created after 01.07.2020 under delegated powers or authority, without approval of Department of Expenditure and have not yet been filled, then such posts shall not be filled. If it is deemed absolutely essential to fill them, proposals may be sent for approval of Department of Expenditure.<br />3. Secretaries of the Ministries/ Departments, being the Chief Accounting Authorities as per Rule 70 of GFR, shall be fully charged with the responsibility of ensuring compliance of the above instructions. Financial Advisers shall assist respective Departments in securing compliance with these measures.</p>

<p>Subject: <strong>53rd Level-II (L-II-53) Training Programme from 10th August, 2020 to 21st August, 2020 for PAs/ PSs(ad-hoc) of CSSS &#8211; regarding.</strong></p>



<p>The undersigned is directed to say that PAs/ PSs(ad-hoc) of CSSS, whose names are given in the Annexure to this OM, have been nominated to participate in the 53rd Level-II (L-I1-53) Training Programme being conducted by the ISTM from 10.08.2020 to 21.08.2020. The training will be conducted by ISTM in online/ flipped mode.</p>



<p>2. It may be noted that successful completion of Level-II training programme will be essential for promotion to the grade of Private Secretary. <strong>The officers who do not attend or successfully complete the Level-II Training Programme will be liable to debarment and denial of promotion as envisaged in DOP&amp;T OM No. T-25017/1/2015-Trg (ISTM Section) dated 4th July, 2016.</strong></p>



<p>3. Since the online Level-II training programme does not have any study tour, no TA/DA shall be admissible to the participants.</p>



<p>4. In view of above, all the 35 candidates, whose names are mentioned in the Annexure to this OM, are directed to contact the course coordinator of this training programme for further necessary action and also attend the mandatory training programme without fail Shri Jitender- Bhatti,- Assistant -Director (Tel- No. 011-26737649, Mobile No.- 9811129334, e-mail ID: jbhatti.edu@nic.in) is the course coordinator of this training programme.</p>



<p>5. All the nominated candidates for the above-stated training programme are directed to visit the ISTM website, fill up the online form at the URL path: <a href="http://www.istm.gov.in/home" target="_blank" rel="noreferrer noopener">http://www.istm.gov.in/</a> nomination form and submit the same to ISTM immediately.</p>

It is also intimated that once the nomination form is submitted online at the URL path given above, the same may also be got endorsed and forwarded by the Competent Authority in the respective Ministry/ Department and submitted to ISTM (through online mode at the e-mail ID given above) positively before joining. It may please to noted that without the endorsement of the nomination by the Competent Authority in the respective Ministry/ Department, no candidate will be allowed to join the training programme. Further, it may please be noted that the said training programme will be conducted on the iGOT platform. Therefore, it is imperative that a candidate needs also to be registered as an user on ISTM-TMIS before joining the programme. <p><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September &amp; October 2020 under X BPS/ Joint Note dated 25.5.2015</strong></p>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2020 are as follows:-</p>



<p class="has-text-align-left"><strong>April 2020 – 7509.72<br />May 2020 – 7532.55<br />June 2020 – 7578.20</strong></p>



<p>The average CPI of the above is 7540 and accordingly the number of DA slabs are 775 (7540 – 4440= 3100/4= 775 Slabs) The last quarterly Payment of DA was at 761 Slabs. Hence there is an increase in DA slabs of 14 i.e. 775 Slabs for payment of DA for the quarter August, September &amp; October 2020</p>



<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of August, September &amp; October 2020 shall be 77.50 % of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>
