<ol class="wp-block-list"><li>the number of schemes in operation for ex-servicemen including those in which there is reservation for them;</li><li>the number of such schemes that are in operation in the State of Rajasthan;</li><li>the percentage of reservation available for ex-servicemen in these said schemes;</li><li>the details of the percentage of <a href="https://centralgovernmentnews.com/tag/ex-servicemen/" target="_blank" rel="noreferrer noopener">ex-servicemen</a> who have been re-employed along with percentage of non ex-servicemen who have been employed against reserved vacancies for ex-servicemen ; and</li><li>the reason for low re-employment rate of ex-servicemen?</li></ol>

<p>(a) The following Ex-servicemen (ESM) resettlement schemes are sponsored by Directorate General Resettlement (DGR) to provide resettlement opportunities to ESM of three Armed Forces Services:-</p>



<ol class="wp-block-list"><li>Security Agency Scheme</li><li>ESM Coal Loading and Transportation Scheme &amp; Tipper Attachment Scheme</li><li>Tipper Attachment Scheme for War Widows and Disabled</li><li>Management of CNG Stations</li><li>Allotment of&nbsp;&nbsp; BPCL/IOCL Company Owned Company Operated (COCO) Outlets/Retail Pumps</li><li>Allotment of Mother &nbsp;Dairy &nbsp;Milk Booths &nbsp;and Fruit &nbsp;&amp; Vegetable &nbsp;(Safal) &nbsp;Shops in NCR</li><li>Allotment of Regular LPG Distributorship</li><li>Retail Outlet Dealership (Petrol/Diesel)</li></ol>



<p>Kendriya Sainik Board (KSB) is implementing welfare schemes for ESM/Widows/War Widows and their dependents. The details of such schemes are at&nbsp;<strong>Annexure :A .</strong></p>



<p>(b) All the &nbsp;schemes &nbsp;of&nbsp; DGR &nbsp;as&nbsp; mentioned &nbsp;in reply &nbsp;to &nbsp;part &nbsp;(a) &nbsp;of the question &nbsp;except ‘<strong>Management of CNG Stations’</strong>&nbsp;and ‘<strong>Allotment of Mother Dairy Milk Booths and Fruit &amp;&nbsp;</strong><strong>Vegetable (Safal) shops in NCR’&nbsp;</strong>are meant for all States/UTs.</p>



<ul class="wp-block-list"><li>All welfare schemes of KSB are meant for all States/UTs.</li></ul>



<p>In addition to the above, details of schemes provided by State Government of Rajasthan are at&nbsp;<strong>Annexure :B</strong>&nbsp;.</p>



<p>(c) All the schemes mentioned in reply to part (a) of the question except :Tipper Attachment Scheme for War Widows and Disabled Soldiers , which is only for War Widows &nbsp;and disabled soldiers having 50% or more disability and :Allotment of Regular LPG Distributorship and Retail Outlet Dealership (Petrol/Diesel) which also includes widows and dependents of ESM, are exclusively for</p>



<p>(d) DGR compiles data regarding implementation of reservation policy for Ex-servicemen in Central Government Ministries/Departments , Nationalized Banks/Financial Institutions , Central Public Sector Enterprises(CPSEs) and Central Armed Police Forces (CAPP) on half years Details of percentage of ESM re-employed in such Departments as per information available as on 3151December 2019 is at Annexure :C .</p>



<p>Data regarding employment of non ex-servicemen against vacancies reserved for ex­ servicemen is not compiled.</p>



<p>(e) DGR Schemes are based on requisitions from user Departments and sponsorship is made once such vacancies are released to DGR and they are utilized in totally.</p>



<p>Low employment rate of ex-servicemen in jobs is mainly due to not possessing National Council of Vocational Training (NCVT) qualification which is an essential qualification for technical posts and inadequate preparation by ESM for the competitive selection process in recruiting agencies which is totally academic.</p>

<p><strong><u>Details of benefits (Schemes for Ex-Servicemen) given by the State Government of Rajasthan</u></strong></p>



<ol class="wp-block-list"><li>Cash/Land/Annuity/Lump sum benefits to Gallantry Award</li><li>Reservation in allotment of industrial plots/sheds-2 percent , Salt plots-9 percent, Mines &amp; Minerals-10 percent, National permit-10 percent and House sites-10 percent &amp; Houses-2 percent , Milk vending Booths-on</li><li>Maintenance &nbsp;grant&nbsp; &nbsp;of &nbsp;1,00,000/- &nbsp;Yearly&nbsp; &nbsp;to &nbsp;the&nbsp; &nbsp;100% &nbsp;disabled&nbsp; &nbsp;Ex-servicemen (paraplegic&nbsp;<em>I</em>tetraplegic) at Paraplegic Rehabilitation Center (PRC), Kirkee.</li><li>Scholarship to 1,000 Meritorious Girls of Ex-Servicemen @ 100/- pm up to School level and Rs 500/- pm upto college level.</li><li>Financial Assistance to World War II Veterans and widows @ Rs 10,000/- pm who are not in receipt of any</li><li>Reservation of 1% in Medical &nbsp;colleges, 3% seats in Engineering colleges, 5% seats in polytechnic and Ed courses and each ITI for wards of Ex-Servicemen.</li><li>Provision ofresidential plots to Ex-Servicemen at village</li><li>Priority in allotment of house-sites and constructed houses, 10 percent reservation of plots and 2 percent of flats for widows and Ex-Servicemen.</li><li>Rent Control&nbsp; act and land tenancy &nbsp;act have been amended to facilitate resumption &nbsp;of land/houses by Ex-Servicemen.</li><li>Exemption from payment of Municipal Tax on houses of Ex-Servicemen , widows &nbsp;and their minor children who are not income tax</li><li>Allotment of Barani or Sivaichak land upto 10 acres to Ex-Servicemen/Serving</li><li>Dual Family Pension in the second service of the</li><li>State Govt has established Rajasthan Ex-Servicemen Corporation Limited (REXCO) for employment of ex-servicemen in Govt establishments on contractual basis.</li><li>One time lump sum grant of Rs 20,000/- to Tetra Pelagic/Paraplegic Ex-servicemen.</li><li>War Widow Hostel and Rehabilitation Centre- 03 War widow hostels cum rehabilitation centres are functioning at Jaipur, Jhunjhunu , Sikar and girls hostel in Kota in the New War Widow Hostel under construction in Jodhpur.</li><li>Facilities for War Widows and children</li></ol>



<p>(a) 25 Lac (Out of this amount Rs. 5 Lac immediate Relief) and 25 bighas land in Indira Gandhi Nahar Pariyojana (IGNP) would be given to the widows.<br /><strong>or</strong></p>



<p>(b) Rs 25 Lac (Out of this amount 5 Lac immediate Relief) and MIG Housing Board House.<br /><strong>or</strong></p>



<p>(c) 50 Lacs (Out of this amount Rs. 5 Lac immediate Relief).</p>



<ul class="wp-block-list"><li>Parents of the deceased to be given 3.00 Lac fixed deposit in Post Office in monthly income schemes.</li><li>School going children to get 1,800/- as scholarship per year and Rs. 3,600/- for students of college, Technical, Medical, Engineering. This scholarship will be given by Education Department and Free education for children in Government school, College, Technical Education, Medical &amp; Engineering.</li><li>Employment to be provided to widow or her son or unmarried daughter (upto Level 10) with a right to be exercised by the widow to keep her option for employment open till the child grows and becomes eligible for service.</li><li>A school/ Dispensary/ Hospital/ Panchayat Bhawan/ Roads/ Park/ Public Places will be re-named on the name of the martyr soldier.</li><li>Free Roadways pass will be issued for widow and dependent children.</li><li>Issue Special I Card to War Widows for regards to be in office.</li></ul>



<ol class="wp-block-list" start="17"><li>Facilities for War Disabled ex-servicemen</li></ol>



<ul class="wp-block-list"><li>5 Lac cash and 25 Bighas of land or 30 Lacs Cash</li><li>For permanently incapacitated &nbsp;battle &nbsp;casualties &nbsp;employment &nbsp;would &nbsp;also be provided to himself or a dependent upto level 10.</li></ul>



<ol class="wp-block-list" start="17"><li>Facilities from Amalgamated Fund (Schemes for Ex-Servicemen)</li></ol>



<ul class="wp-block-list"><li>Scholarship- 3,000/- yearly for &nbsp;11th &nbsp;and 12th classes&nbsp; and Rs.&nbsp; 5,000/­yearly for higher education &nbsp;and &nbsp;Rs 8,000/- Yearly for Technical and Medical Education.</li><li>Marriage Grant – 15,000/- per daughter.</li><li>Immediately Relief Rs 1,000/- One time.</li><li>5,000/- given to student for coaching who pass in National Defence Academy (NDA) &nbsp;<em>I &nbsp;</em>Combined &nbsp;Defence &nbsp;Services &nbsp;(CDS) &nbsp;<em>I &nbsp;</em>Officers Training Academy (OTA).</li><li>Stipend of Rs. 3,000/- yearly to Ex-Servicemen trainees in ITIs.</li><li>Stipend of 900/- per month to permanent disabled ex-servicemen trainees in Quality Assurance Manager in Training (QMIT).</li></ul>

<h3 class="wp-block-heading">Please Ensure: </h3>



<p>1. The claim is preferred on the form IAFT-1715.</p>



<p>2. The claim has been signed by the officer himself and countersigned by the Controlling Officer mentioned in Rule 6 of TR 2014 unless the claimant is his own Controlling Officer or by the local superior Officer where the move has been authorised by the move sanctioning authority under appendix III TR.</p>



<p>3. The claim is receipted by the Officer.</p>



<p>4. An attested copy of IHQ of MoD (Army) posting order is attached with the claim. Copy of list of various postings available on Army Intra Net is not acceptable. Please enclose Letter of AHQr notifying posting or in case of Unit Move, order under Relief Program</p>



<p>5. A copy Part-II office order notifying POSOUT / POSIN is attached with the claim.</p>



<p>6. All the tickets for which reimbursement has been claimed are attached with the claim in original.</p>



<p>7. The adjustment claim is submitted within 60 days from the date of completion of journey. Prefer separate claims for Self and Family if moves have taken place on different dates.</p>



<p>8. The details of advances taken for the move in question are invariably mentioned in the claim. Tickets purchased through DTS (Air/Rail) should be treated as advance and incorporated in the claim by adding in the total amount claimed as well as in advances for proper adjustment.</p>



<h3 class="wp-block-heading">Move of Self &amp; Family &#8211; Check List for Permanent Duty Claim</h3>



<p>9. Entitlement is from Old duty station to New duty station only irrespective of leave / joining time granted. If officer / family travel via Home town, he /she need to prefer LTC claim for the same.</p>



<p>10. Air tickets along with boarding passes as well as rail tickets must be attached with the claim in original. The air tickets must be booked through Booking Counter/direct website of operating air line or through Govt. Authorised travel agents i.e. Balmer &amp; Lawrie, Ashok Travels or IRCTC. Tickets booked through private agencies or private websites are not admissible.</p>



<p>11. In case of journey undertaken by private airline where journey by Air India is mandatory a copy of IFA sanction to undertake journey by private Airline is enclosed.</p>



<p>12. Officers Posted to North East region are permissible to travel by private Air Lines on duties.</p>



<p>13. Additional fare to officer to bring family from old duty station is admissible only if NAC for the Govt Accommodation is issued by the station HQr of new duty station and family moved after allotment of accommodation. Additional fare is not admissible for retention of accommodation at old duty station on academic or other reasons.</p>



<h3 class="wp-block-heading">Conveyance of Baggage &#8211; Check List for Permanent Duty Claim</h3>



<p>14. Entitlement is 6000 kg from old duty station to new duty station in peace posting and from old duty station to SPR /Home (or vice versa) in case of field posting.</p>



<p>15. The move of family baggage/ car etc. to the new duty station/SPR is undertaken within the lien period (i.e. six months from the date of move of  the Officer) and where the move is undertaken beyond the lien period, enclose sanction of competent authority extending the lien period in terms of Rule 16(ii).</p>



<p>16. In case of field posting where entire quantity of baggage has been conveyed, a copy of allotment letter for Govt built married accommodation is enclosed. In case officer is moving Single to field unit baggage entitlement is 100kg on warrant only.</p>



<p>17. In case the baggage has been shifted to SPR, a copy of declaration notifying the SPR is enclosed. As per SAO 10/S/86, declaration of SPR is to be done within the period of Two months only, otherwise last duty station will be treated as SPR by default. No change of SPR is permissible, once the same is declared, during the period of field posting.</p>



<p>18. Tax invoice (Consignee Note) duly indicating the quantity of baggage (mention the weight) and payment receipt is enclosed with the claim.</p>



<p>19. In case of both husband and wife being Govt servant entitlement of baggage is 6000 kg combined for both of them. They can convey at any proportion as per their convenience but total should not exceed 6000 kg.</p>



<h3 class="wp-block-heading">Conveyance of car: Check List for Permanent Duty Claim:</h3>



<p>20. The Officer himself owned car at the old duty station prior to his posting. Enclose copy of RC of CAR in name of Officer. Car in the name of spouse/ father/ mother etc is not admissible for admittance of conveyance.</p>



<p>21. The car has been conveyed from the Officer`s old duty station to new duty station in case of peace posting and from old duty station to SPR / Home for field posting.</p>

<p>22. If car is conveyed by loading on truck, Tax invoice (Consignee Note) duly indicating the car details and payment receipt is enclosed with the claim. Also attested copies of the documents pertaining to the vehicle through which car was conveyed viz. Valid national permit, insurance policy, certificate of registration, driver’s driving licence etc. are attached with the claim. Claim will be admitted as per the weight of vehicle noted in the RC  of Vehicle. ( Weight of Veh X 50 X Km /6000)</p>



<p>23. If car is moved by road under own propulation /Chauffer driven, mention the same in claim. Enclose copy driving licence along with copy of RC of vehicle. Claim will be admitted as per the RMA rate notified by the station HQr of starting station.</p>



<p>24. Officer can claim conveyance of one car or bike. Same is not admissible for car and bike both or two cars.</p>



<h3 class="wp-block-heading">CTG &#8211; Check List for Permanent Duty Claim:</h3>



<p>25. CTG admissible is 80% of basic pay of last month of move date and 100% for transfer from /to Andaman &amp; Nicobar Island.</p>



<p>26. Date of move is date of SOS from old unit and not TOS date at new unit.</p>

<p>Sub: <strong>Removal of ambiguity in fixation of pay  of re-employed ex-servicemen and grant of the same benefit extended to commissioned officers who are below officers rank.</strong></p>



<p>The above demand was discussed as Item No.26 of the Standing Committee meeting of the National Council (JCM) held on 7-3-2019. During the course of discussion the Staff side was informed that the issue is in final stage in consultation with the Ministry of Defence and necessary instructions are expected to be issued very shortly. However to our knowledge no Government order has been issued to implement the demand of Ex-servicemen. Therefore it is once again requested that the discrimination meted to the PBOR’s may be removed and necessary Government Orders may please be issued to remove the anomaly / ambiguity in the fixation of pay of re employed ex-servicemen.</p>

<p><strong>Rehabilitation of Ex-Servicemen</strong></p>
<p>The Directorate General of Resettlement (DGR), an Attached Office of the Department of Ex-Servicemen Welfare, Ministry of Defence, is responsible for rehabilitation of retired defence personnel in the country including in the State of Himachal Pradesh. DGR implements certain schemes /resettlement opportunities for retired defence personnel viz. Security Agency scheme, management of CNG stations in NCR, allotment of Bharat Petroleum Corporation Ltd., / Indian Oil Corporation Ltd. (Company Owned Company Operated) outlets, Coal Loading and Transportation scheme, Mother Dairy/Gopaljee outlets, etc.<br />
Reservation ranging from 10% to 24.5% of the available vacancies in Group C&amp;D posts in Central Government and Central public Sector Undertakings/ Banks has been provided for the willing and eligible Ex-servicemen (ESM). 10% vacancies are reserved in the posts up the level of Assistant Commandants in Para-military forces. Moreover, age relaxation is available for the ESM in services or Posts filled by direct recruitment. ESM Officers are sponsored by DG Resettlement for jobs, based on requisitions received from Government/PSUs and Corporates.</p>
<p>In addition to this, Army Welfare Placement Organization and similar placement cells in Air Force help ESM in finding suitable jobs in Banks, Industries, corporate Houses, Academic Institutions, Hospitals, Hotels and Real Estate, etc.</p>
<p>Professional and vocational training to retiring officers, Junior Commissioned Officers &amp; Other Ranks is imparted by DGR through various training institutes for rehabilitation and resettlement of ESM in civil life.</p>
<p>Most State Governments also provide reservation to ESM in State Government jobs as per their own reservation policy which varies from State to State. Himachal Pradesh Government has provided 15% reservation to Ex-servicemen in Class I to Class IV posts in all services of the State Government including Public Sector Undertakings/Corporations and Autonomous Bodies. Posts like Sub-Inspector, Constable, Water Carrier, Dhobi, Cook, Sweeper and Barber reserved for Ex-servicemen are being requisitioned by the Police Department of Himachal Pradesh and the same are being filled up from the Ex-servicemen. Instructions to the concerned employer/department for filling up posts reserved for Ex-servicemen through Ex-servicemen Employment Cell are already in place.</p>
<p>The total number of ex-servicemen rehabilitated in Himachal Pradesh during the last three years and current year is 1187.</p>
<p>This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Smt Viplove Thakur in Rajya Sabha today.</p>

<div>The undersigned is directed to say that orders were issued vide this Ministry’s letter No 1(4)12007/D(Pen/Policy) dated 21.8.2009 amended vide letter No 1(4)/2007/ D(Pen/Policy) dated 9.2.2011 regarding revision of restored amount of commuted portion of pension as well as notional full pension with effect from 1.1.2006 in respect of Armed Forces Personnel absorbees who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies and have become entitled for restoration of 45% of pension in the case of PBOR and 43’% of pension in the case of Commissioned officers.</div>

<div>2. In compliance of orders of Hon’ble CAT, Hyderabad Bench order in CP No 26/2012 in OA 710/2010, Ministry of Personnel, Public Grievances &amp; Pensions, Deptt of Pension &amp; Pensioners’ Welfare vide their OM No 4130/2010-P&amp;PW(D) dated 11th July 2013 has issued order that restored pension of those Government servant who had drawn lump- sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies and whose pension has been restored from a date before 1.1.2006, the pre-revised restored pension (without DP) shall be revised with effect from 1.1.2006 by multiplying the same by a factor of 2.26, if the same is more beneficial than the amount of revised restored pension in terms of 6th CPC orders. These instructions have been issued as a special case and would not be taken into consideration for revision of pension on the basis of recommendations of next Pay Commission.</div>

<div>3. The undersigned has been directed to say that the provisions of Ministry of Personnel, Public Grievances &amp; Pensions, Deptt of Pension &amp; Pensioners’ Welfare OM No 4/30/2010-P&amp;PW(D) dated 1 lth July 2013 shall apply mutatis – mutandis to Armed Forces personnel absorbees.</div>

<div>4. The other terms and conditions prescribed vide this Ministry’s above mentioned letter dated 21.8.2009 as amended, which are not affected by the provisions of this letter, shall remain unchanged. Pension Sanctioning Authorities shall revise restored portion of pension of absorbee pensioners’ suo moto, if found beneficial, by issue of revised Pension Payment orders, where the restored pension has already been revised in terms of this Ministry’s above said letter dated 21.8.2009.</div>

<div>Nagpur: The Nagpur bench of Maharashtra Administrative Tribunal (MAT) held that a re-employed pensioner was entitled for receiving &#8220;<a href="http://centralgovernmentstaffnews.blogspot.com/" target="_blank">dearness allowance</a> (DA)&#8221; on his pension as well as on his salary.</div>

<div>&#8220;There is no rule that prohibits claiming dearness allowance on pension amount as well as on basic salary that is received after re-employment. The intention of legislation was to give benefit to the government employee who prefers retirement before the age of 55 years and is obviously subjected to payment of reduced amount as pension as compared to those who superannuate at 58 years,&#8221; Justice (retired) MN Gilani stated.</div>

<div>Applicant Mohammed Jameel had sought voluntary retirement from the Public Health Department on October 5, 1999, before attaining 55 years and joined as a lecturer in Law College in Gondia from the next day. He retired on February 9, 2007, after putting in seven years of teaching. On the same day, city-based district treasury officer issued an order of recovery of Rs1.31 lakh from his pension amount on the grounds that drawing &#8220;two dearness allowances&#8221; was not permitted. The petitioner received the DA on his pension as well as on his salary during his re-employment.</div>

<div>He challenged this order through counsel Tushar Mandlekar relying on the MCS Pension Rules that say in case of persons retiring before attaining the age of 55 years, the competent authority while fixing the pay should ignore the &#8220;entire pension&#8221; clause in case of employees other than Class I. The government relied on the guidelines issued through its circulars for pointing out that excess DA payment was not permissible.</div>

<div>Mandlekar argued the definition of &#8220;pension&#8221; as per Article 366 of the Constitution of India was inclusive of DA. The definition of pay, pension, and pensionable pay, are defined under Rule 9 (36), (37), (38), and Rule 60 of MCS, if read together along with the definition of pension under Article 366, makes it clear that DA was included in pay and pension, and thus could not be separated or deducted independently.</div>
<div></div>
<div>The tribunal held that Rule 157 (3) of MCS Pension Rules was independent and had its own identity, which mandated the government to ignore the &#8220;entire pension&#8221; clause that included allowances attached to it.</div>
<div></div>
<div>MAT added that there was no reason for paying and disbursing officer to rely on Rule 262 of Maharashtra Treasury Rules 1968 or government circulars. &#8220;The payment of pension to the re-employed pensioners is required to be fixed in accordance with the provisions of Chapter XIV of MCS Pension Rules, 1982. It is provided in Rule 157 (3) that &#8220;entire pension&#8221; needs to be ignored while fixing the new pay,&#8221; Justice Gilani said before quashing the district treasury officer order.</div>

<p>Basholi: External Affairs Minister Sushma Swaraj on Friday said the government has decided to give six per cent reservation to ex-service men in recruitment in police force and provide land at low cost for establishment of their colonies.<br />
&#8220;We have decided to give six per cent reservation to the ex-servicemen in the police force so they get re-employment,&#8221; Swaraj said while addressing an election rally here today.</p>
<p>In a bid to woo ex-servicemen who form a large chunk of voter base in this village, which shares border with Punjab and Himachal Pradesh, Swaraj said the government has decided to provide land at low cost to the ex-servicemen so that their colonies could be established.</p>
<p>&#8220;We will encourage herbal farming so that an ex-servicemen can get extra earning from herbal framing,&#8221; she said.<br />
She said the government was committed to settle the claims of the refugees from the Pakistan-occupied Kashmir.</p>
<p>&#8220;Claims of the 1947 Pakistan-occupied Kashmir refugees would be settled so that they don&#8217;t remain refugees any longer. We will also provide compensation to the refugees of 1965 and 1971,&#8221; she said.</p>
<p>Swaraj said the government would also provide ownership rights to the people who are living in the evacuee property in the state.</p>
<p>&#8220;The people who live in the evacuee property would get the ownership rights of the property,&#8221; she said.</p>
<p>While appealing the voters in the area to vote for the party candidate, Swaraj said to bring about development in the state people must give chance to BJP.</p>
<p>Meanwhile in another election rally in Nagrota, Union HRD Minister Smriti Irani appealed the voters in the state to end the ?dynastic rule?.</p>
<p>&#8220;The time has come to end the dynastic rule of Father-son and Father-Daughter from the state,&#8221; she said.</p>
<p>She said that the National Conference, congress and PDP led have done nothing for the people of the state and it was the time to weed out the corrupt government from the state.</p>
<p>&#8220;The funds worth crores meant for the development of this state were misused by the successive governments here for the reasons best known to them,&#8221; she said.</p>

<p>Three top ranking retired armed forces commissioned officers &#8211; a wing commander, a lieutenant colonel, and a major &#8211; currently occupying the posts of joint director and deputy directors with state&#8217;s sainik welfare and resettlement department, are accused of drawing dearness allowance or relief from two sources, the state government as well as the defence forces, since several years.</p>
<p>A complaint was filed by Raju N R, a military veteran, on October 20 with the Lokayukta on the irregularity, which is said to have caused the state exchequer a loss of several lakhs. The officials concerned are Wg Cdr (rtd) Eshwar Kodolli, Maj (rtd) Shivaji M Tukkar and Lt Col (rtd) Geetha M Shetty.</p>
<p>Kodolli is currently serving as joint director (i/c), Tukkar is deputy director (Bagalkot and Koppal), and Shetty, deputy director (Shimoga and Davangere). The allegations levelled against them include giving false declaration to the pension disbursing authorities of armed forces to get dearness relief on their defence pension. Once employed by state government (where they draw salary with DA), they are not entitled to DA on defence pension.</p>
<p>&#8220;Defence services officers are selected for re-employment in the Karnataka state department of sainik welfare &amp; resettlement (DSWR), and so, state government employees,&#8221; Raju told Bangalore Mirror. &#8220;Every retired defence services officer is required to render an annual certificate to the Defence Pension Disbursing Authority (PDA) for drawing defence pension. In this certificate, they declare that they are, or are not, re-employed in a government job. Based upon their declaration, the PDA pays DA on their defence pension. The PDA has no means to check the veracity of this declaration, and the defence services officer is honour-bound to make a truthful declaration. A false declaration for personal gain is an act of moral turpitude, which attracts disciplinary action.&#8221;</p>
<p>Tukkar has been re-employed with the department of sainik welfare and resettlement since Nov 9, 2009, Shetty since June 13, 2011 and Kodolli since October 20, 2011, as per records available with Raju. But they have continued to draw DR &#8211; which is currently 100% on the pension &#8211; and DA, Raju said. This despite an armed forces tribunal order in June 2013 in a similar case pertaining to two other officers &#8211; Maj (rtd) R S Vishwanath and Col (rtd) CM Uthaiah &#8211; to refund the Dearness Relief drawn for the period of their re-employment.</p>

<p>(c) the number of retired soldiers below fifty years registered on the rolls of respective Directorate General of Resettlements who have not found any alternative job as on date; and</p>
<p>(d) the details of long-term plan for resettlement of retired soldiers including resettlement on Government land, particularly in J&amp;K and Eastern Sector?</p>

<p>(b) Reservation ranging from 10% to 24.5% of the available vacancies in Group C &amp; D posts in Central Government and Central Public Sector Undertakings / Banks has been provided for the willing and eligible ex-servicemen. Most State Governments also provide reservation to ex-servicemen in State Government jobs. 10% vacancies are reserved in the posts upto the level of Assistant Commandants in Para-military forces. Moreover, age relaxation is available for the ex-servicemen in services or posts filled by direct recruitment. ESM Officers are sponsored by DG Resettlement for jobs based on requisitions received from Government / PSUs and Corporates. DG Resettlement implements certain schemes / resettlement opportunities for ESM viz. Security Agency scheme, management of CNG stations in NCR, allotment of Bharat Petroleum Corporation Ltd., / Indian Oil Corporation Ltd. (Company Owned Company Operated) outlets, Coal Loading and Transportation scheme, Mother Dairy / Gopaljee outlets.</p>
<p>Meaningful professional and vocational training to retiring officers, junior Commissioned Officers &amp; Other Ranks is imparted by DGR through various training institutes for the rehabilitation and resettlement of ESM in civil life.</p>
<p>Army Welfare Placement Organization and similar placement cells in Air Force help ESM in finding suitable jobs in Banks, industries, corporate Houses, Academic Institutions, Hospitals, Hotels and Real Estate.</p>
<p>(c) No such data are maintained.</p>
<p>(d) There is no plan for resettlement of ESM on Defence Land. However, there are two policies involving Defence land for the welfare of ESM viz.</p>
<blockquote><p>(i) Use of temporarily surplus Defence Lands for agricultural / horticultural purposes and<br />
(ii)Leasing of Defence Land for retail outlets.</p></blockquote>
<p>However, welfare of ESM is a continuous process and all eligible ESM are provided the entitled facilities. All efforts are made on an on-going basis by the Department of Ex-servicemen Welfare to address the concerns of ESM.</p>

Subject: <strong>Monitoring of the implementation of reservation policy for ESM in Central Government Ministries/Departments, Banks, PSUS and CPMFs &#8211; designation of DGR as the Nodal Agency &#8211; Regarding.</strong></p>
<p>As per DOP&amp;T’s Notification No. 36034/1/2006-Estt.[Res) dated 04.10.2012, 10% of the vacancies in the posts upto of the level of the Assistant Commandant in all para-military forces, 10% of the vacancies in Group ‘C’ posts; and 20% of the vacancies in Group ‘D’ posts are reserved for Ex- Servicemen (ESM) in Central Govt. jobs. Likewise 14.5% vacancies in Group ‘C’ and 24.5% vacancies in Group ‘D’ are reserved for ESM in Nationalized Banks and CPSUS.<br />
2. Cabinet Secretariat has mandated Deptt. of Ex- Servicemen Welfare to collect and compile the data/information in respect ofimplementation of reservation policy for ESM in Central Govt. Ministries/ Departments, Banks, Public Sector Undertakings, Central Para Military Forces etc. and other implementing agencies vide their OM 1/21/5/2011-Cab dated 16.12.2013 (copy enclosed).</p>
<p>3. With the approval of the Competent Authority, Directorate General of Resettlement (DGR) has been designated as the Nodal Agency on behalf of Deptt. of ESW to collect and compile the required data for facilitating monitoring of implementation of reservation policy for ESM.</p>
<p>4. All Central Government Ministries/Deptt., PSU Banks, Public Sector Undertakings, Central Para Military Forces etc. and other implementing agencies are requested to furnish data as per enclosed proforma annually w.e.f. 01.01.2014, directly to the Nodal Agency i.e. DGR. The first report may be sent by 15th June, 2014.</p>
<p>5. Deptt. of Public Enterprises is requested to issue suitable instructions to all CPSUs to furnish the required information directly to DGR, under intimation to this Deptt.</p>
<p>6. Ministry of Home Affairs is requested issue suitable instructions to all the CPMFs. Deptt. of Financial Services may also issue suitable instructions to all Nationalized Banks to furnish the required information directly to DGR in the prescribed proforma, under intimation to this Deptt.</p>
