Ref:- OFB letter No. 100/MISC/Renaming/A/NG dated 08-08-2012.

This is with reference to the above-quoted, The comments/remarks/suggestions as received from various Associations/Federations in response to the letter dated 08-08-2012 quoted under reference above, had been compiled and submitted to Ordnance Factory Board. The Ordnance Factory Board after deliberation upon the subject suggestions/comments in its meeting held on 31-10-2012 has observed that the feasible re-designation may be as under:-

Accordingly, it is hereby requested to submit/forward your views on the above-mentioned specific proposal immediately so as to reach this office by 22-11-2012, to enable timely compilation and submission to Ordnance Factory Board for consideration, as directed.

Re-designate the posts of LDC/UDC and Assistant in Central Secretariat

Change in designations of Assistants of CSS

When answering in Rajya Sabha to the unstarred question about change of designation of the Assistant and Section Officers of CSS, the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri.V.Narayanasamy said that there was no such agreement between Government and CSS/CSCS associations. In the 57th Ordinary Meeting of the Departmental Council (JCM) of DoP&T, held on 8.5.2010, a demand was raised by the staff side to re-designate the posts of LDC/UDC and Assistant in Central Secretariat. The Official side had expressed its “No Objection” to the proposal. The staff side was asked to come up with their suggestions in this regard. These posts have not been re-designated.

The Department Related Parliamentary Standing Committee on Home Affairs in its Sixtieth Report and Eighty-third Report had recommended conferment of Group ‘A’ status to the Section Officer of CSS and re-designate the post as ‘Assistant Secretary to the Government of India’.

The Fifth Central Pay Commission had not agreed to the restoration of designation of Assistant Secretary to the Section Officers which was accepted by the Government. Accordingly it was not found feasible to re-designate the post of Section Officer. This was mentioned in Action Taken Note to 60th Report of Parliamentary Standing Committee on Home Affairs published in 68th Report. This was reiterated in Action Taken Report to 83rd Report of the Committee also.
