<h3 class="wp-block-heading"><strong>Subject: Grant of ad-hoc bonus for 30 days to the Group &#8216;C&#8217; RPF/RPSF personnel for the financial year 2021-2022.</strong></h3>



<p>The President is pleased to decide that all Group &#8216;C&#8217; RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2021-22, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.IITI9A), dated 29th August, 2016.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/78-days-bonus-for-railway-employees-2022/">Railway Employees Bonus Order 2022</a></h2>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<ul class="wp-block-list"><li>a) Only those Group &#8216;C&#8217; RPF/RPSF personnel who were in service on 31.3.2022 and have rendered at least six months of continuous service during the year 2021-22 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</li><li>b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/ calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs.7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</li><li>c) All payments under these orders will be rounded off to the nearest rupee.</li><li>d) Various points regarding regulation of Ad-hoc/ Non-PLB Bonus are given in the Annexure.</li><li>e) All the Group &#8216;C&#8217; RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</li></ul>



<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/ PLB/ ex-gratia/ incentive payment scheme, if any, in force in the borrowing organization.</td></tr><tr><td>(d)</td><td>Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in &#8216;C&#8217; above.</td><td>(d)</td><td>The total amount of bonus/ex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a Central Government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.</td></tr><tr><td>(e)</td><td>Employees from State Government/ U.T./ Admn./ Public Sector Undertakings on reverse deputation with the Central Government.</td><td>(e)</td><td>Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.</td></tr><tr><td>(f)</td><td>Superannuated employees who were re-employed.</td><td>(f)</td><td>Re-employment being fresh employment, eligibility period is to be worked out separately for re-employment period, the total amount admissible, if any, for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.</td></tr><tr><td>(g)</td><td>Employees on half-pay leave/ E.O.L./ leave not due/ study leave at any time during the accounting year.</td><td>(g)</td><td>Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./ dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.</td></tr><tr><td>(h)</td><td>Employees under suspension at any time during the accounting year.</td><td>(h)</td><td>Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments. Such an employee becomes eligible for the benefit of ad- hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.</td></tr><tr><td>(i)</td><td>Employees transferred from one Ministry/department/Office covered by ad-hoc bonus orders to another within the Government of India or a union Territory Government covered by ad-hoc bonus orders and vice versa.</td><td>(i)</td><td>Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organisation will also be eligible for the ad-hoc bonus. <p>Board (CRB, FC) has approved following in an Action plan for Economic Measure and Rationalization of Expenditure:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>a) Freezing new posts creation except safety, till further orders;<br />b) Reviewing of posts created in last two years and if, recruitment has not been done against these posts, reviewing the same for surrendering; and<br />c) Surrendering 50% of existing vacancies, in other than Safety category.</strong></p></blockquote>



<p>2. The aforesaid decision of Board is hereby communicated for strict compliance.</p>



<p>3. Instructions regarding review of pending indents(non safety) with RRB is being issued separately.</p>



<p>4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.</p>

<p>Attention is invited to Board’s letters cited above regarding modalities of re-engagement of retired employees and remuneration to be paid to them. Some Railways have brought to the notice of the Board that there is an issue of disparity in revised rates/remuneration to re-engaged staff prior to and post 16.10.2017. The issue also figures as AIRF PNM agenda item No. 18/2018. The matter has been examined in Board’s office carefully and it has been decided as under with the concurrence of Finance Directorate.</p>



<p>a) All employees who have worked for more than a year as on 16.10.2018 on daily rates in accordance with terms and conditions under RBE No.219/2009 and are continuing to be so engaged presently will be eligible for the monthly rates in terms of the 16.10.2017 (RBE No.150/2017) circular with effect from 16.10.2018. This is subject to (b) below.</p>



<p>b) Where any re-engaged employee’s extant contract specifies in writing an extended period of validity of more than one year and this spills over beyond 16.10.2018, the revision in eligibility as per the 2017 rates will be admissible only from such extended date.</p>



<p>c) Revised terms and conditions will be drawn up accordingly as per (a) and/or (b) above as applicable. Revised contract will clearly specify the validity as not more than one year that can be renewed as per applicable terms and conditions. Other usual stipulations (including maximum age) will continue to apply.</p>



<p>This disposes of WCR’s letter NO. WCR/V-HQ/Comp./2018/AuW11 dated 04.09.2018.</p>

<p>Sub: <strong>Extension of retirement age of Doctors- Travel Entitlements reg.</strong></p>
<p>In terms of Board&#8217;s letter No. E(P&amp;A)1-2016/RT~16, dated 20/09/2018 &amp; 17/10/2018, doctors belonging to IRMS and Dental Doctors-under the Ministry of Railways has been provided opportunity to serve the Government upto 65 years under certain conditions on their exercising the option of posting to a clinical post.</p>
<p>In this connection, it has been decided that those doctors belonging to IRMS and Dental Doctors under the Ministry of Railways who transferred to clinical duties on attaining the age of 62 years will carry their travel entitlements in the same manner as it was prior to such extension.</p>

<p>Sub: <strong>Issuance of Special Passes on Medical grounds for follow-up medical treatment in outstation Hospitals.</strong></p>
<p>It has been brought to the notice of Board that difficulties are being faced by serving/retired railway employees &amp; their family members due to the present practice or issuing of Special Passes on medical grounds for follow-up medical treatment. Such passes are being issued just a few days before the due date of visit to specialized hospitals located in outstations. Due to this practice, the beneficiaries of such Special Passes are unable to secure confirmed advance reservation.</p>
<p>2. The matter has been examined in consultation with Health Dte. of the Ministry of Railways. Keeping in view the fact that the beneficiaries of such passes are normally those who are suffering from serious ailments like cancer, renal failure, heart ailments, etc. and in order to facilitate securing of advance reservation for them, it has been decided to stipulate the following procedure for issuing of Special Passes [under Schedule VII of Railway Servants (Pass) Rules, 1986 (Second Edition 1993) for follow-up medical treatment:-</p>
<blockquote><p>(i) The Competent Medical Officer in the Railway Hospital will issue necessary prescription on the basis of follow-up visit advice recorded by the outstation Hospital, as and when approached by the beneficiary, without waiting for the due date for follow-up visit to come nearer. In the said prescription, the period of travel validity (which is to be endorsed on the pass) must be indicated clearly, which shall be one week i.e. 7 days before and 21 days after the clue date of visit. For example, If a beneficiary has to reach a Hospital in Mumbai for follow-up treatment on 8th December 2018, the Medical Officer concerned should write in the prescription: &#8220;<strong>Special Pass valid for travel from 1st Dec, 2018 to 29th Dcc, 2018 may be issued</strong>.&#8221;</p>
<p>(ii) The PASS Issuing Authorities, on the basis of Aforementioned prescription and recommendation will issue Special Pass upto 5 months in advance endorsing thereon the travel validity period as &#8220;Valid for travel from __/__/_____ to __/__/_____&#8221; (i.e. the dates as recommended in the prescription).</p></blockquote>
<p>3. Moreover, representations are also being received in Board&#8217;s office. from the beneficiaries of Special Passes issued on medical grounds complaining of delays in issue of such passes. In this context, the Railways are directed to sensitize the concerned pass issuing officials to issue the Special Passes on medical grounds on the very same day of receipt-of the application in case of serious ailments and at the most, next day in all other cases.</p>

<p><strong>Modification in the AVC for promotion to Goods Guards in Grade Pay Rs.2800 (Level-5). </strong></p>
<p>Attention is invited to instructions contained in Board&#8217;s letter of even number dated 12.05.2017 regarding modification in the AVC for promotion to the post of Goods Guards in Grade Pay Rs.2800 (Level-5).</p>
<p>In para 2(i) of the aforesaid letter showing the feeder categories eligible to appear in General Selection against 60% quota for filling up the vacancies of Goods Guard in Grade Pay Rs.2800, the categories of Shunting Master-II and Shunting Jamadar, both in GP Rs.2400 (Level-4) may also be included.</p>
<p>This supersedes the earlier instructions contained in letter of even number dated 27.07.2018, wherein shunting Master &amp; Shunting Jamadar were inadvertently mentioned as eligible category for promotion to Goods Guard.</p>
<p>This also disposes off Northern Railway&#8217;s letter No.752-E/42/E1B/Pt.I dated 31.08.2018.</p>

<p>Sub:<strong> Fixation of pay/ admissibility of increment under Rule 13 of Revised Pay Rules, 2008 in the situation of placement on non-functional basis in higher Pay Band/ Grade Pay.</strong></p>
<p>Prior to implementation of recommendations of Sixth Central Pay Commission, fixation of pay of Railway employees on appointment from one post to another was governed by Rule 1313 {FR22(1)(a)(1)} and 1313 {FR22(1)(a)(2)} R-II depending upon whether situation involved assumption of duties and responsibilities of greater importance or otherwise. Rule 13 of Railway Services (Revised Pay) Rules, 2008 governing fixation of pay on promotion on or after 1.1.2006, however, envisage grant of one increment equal to 3% of sum of the pay in the pay band and existing grade pay (to be rounded off to next multiple of 10) in the case of promotion from one grade pay to another in the revised pay structure. Further clarification were issued vide Board&#8217;s letter No. PC-VI/2008/I/RSRP/1 dated 11.02.2009 (RBE No. 28/2009).</p>
<p>2. References have been received from some of the Railways/PUs and both staff Federations regarding admissibility of fixation with extra increment in terms of Rule 13 of RS(RP) Rules, 2008 in the situation of placement of Pharmacist (GP Rs. 2800) in GP Rs. 4200 on completion of two years regular service and placement of Private Secretaries Grade I (GP Rs. 4800) in GP Rs. 5400 (PB 2) on completion of 4 years regular service on non-functional basis. The matter has been examined in consultation with Ministry of Finance and DoP&amp;T and it is clarified that the benefit of fixation of pay in terms of Rule 13 of RS (RP) Rules, 2008 would be admissible in such situations of placement in higher Grade Pay on non-functional basis.</p>
<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President is pleased to direct that Appendix V of the Indian Railway Establishment Code Vol. I, (1985 Edition) (Third Re-print Edition 2008) be amended as in the Advance Correction Slip No. 134 attached.</p>

APPENDIX V,</p>
<p><strong>STUDY LEAVE RULES:</strong></p>
<p><strong>ADVANCE CORRECTION SLIP No.:- 134</strong></p>
<ol>
<li>In sub-rule 5(1) of Rule 1, after the word &#8220;Government&#8221;, following shall be inserted:-&#8220;(two years in case of Railway Medical Service Officer)&#8221;</li>
<li>In sub-rule 5(ii) &amp; (iii) of Rule 1, Rule 2(2), Rule 14(1) and each of the Forms namely Form &#8216;A&#8217;, Form Form &#8216;C&#8217; and Form &#8216;D&#8217; appended to study leave Rules contained in<br />
Appendix-V, wherever Five occurs, it shall be read as Eight.</li>
<li>In sub-rule (3) of Rule 5, the words &#8220;and subject to the other conditions laid down in rule (8) being satisfied, draw study allowance in respect thereof&#8221; shall be omitted.</li>
<li>Sub-rule (1) of Rule 7 shall be substituted with the following:-<br />
&#8220;During study leave availed outside India, a Railway servant shall draw leave salary equal to the pay that the Railway servant shall drew while on duty immediately before proceeding on such leave, in addition to Dearness Allowance and House Rent Allowance as admissible in terms of Board’s letter No. E(P&amp;A)II-20021HRA-2 dated 19.02.2002.&#8221;</li>
<li>Sub-rule 2(a) of Rule 7 shall be substituted with the following:-<br />
&#8220;During study leave availed in India, a Railway servant shall draw leave salary equal to the pay that the Railway servant drew while on duty immediately before proceeding on such leave, in addition to Dearness Allowance and House Rent Allowance as admissible in terms of Board&#8217;s letter No. E(P&amp;A)II-2002/HRA-2 dated 19.02.2002.</li>
<li>In sub-rule 2(c) of Rule 7, the words “as envisaged in sub-rule (2) of rule 8,” shall be</li>
<li>Sub-rule 2(d) of Rule 7 shall be omitted.</li>
<li>Rules 8, 9 &amp; 10 shall be omitted.</li>
<li>Rule 11 shall be substituted with the following:-<br />
&#8220;11. Admissibility of Allowances during study leave: Except for House Rent Allowance as admissible in terms of Board’s letter No. E(P&amp;A)II-2002/HRA-2 dated 19.02.2002 and the Dearness Allowance, no other allowance shall be paid to a Railway servant in respect of the period of study leave granted to him.&#8221;</li>
<li>In sub-rule 1(i) of Rule 14, the words “Study Allowance” shall be omitted.</li>

<p>As a result of General Secretary AIRF&#8217;s untiring efforts and his discussions today, i.e. 28.09.2018, with the Chairman and Member Staff, Railway Board, Railway Board vide their letter No.E(P&amp;A)I-2015/RT-43 dated 28.09.2018 (RBE No.151/2018)(copy enclosed) have issued amended letter to the General Managers of All Indian Railways, superseding their earlier letter of even number dated 26.09.2018(RBE No.150/2018.</p>
