<p>Shri Harbhajan Singh expressed worries about the sports quota in government jobs at a recent Rajya Sabha session. The government&#8217;s present policy allows for a 5% sports quota reservation for deserving athletes in Group &#8216;C&#8217; posts, but no clear information or action plan was offered regarding how to quickly fill these vacancies. Furthering the promotion of sports, there was also no sign that the government planned to raise the percentage of sportspeople employed there.</p>

<p>(a) details of the vacancies in various Government jobs under sports quota, department-wise and total vacancies;</p>



<p>(b) whether there is any action plan to fill up these vacancies in a time bound manner;</p>



<p>(c) if so, the details thereof, if not, the reasons therefore; and</p>



<p>(d) whether Government will consider the suggestion to increase sports quota in Government jobs to promote sports in the country and if not, the reasons therefor?</p>

<p>(a) to (d): Reservation under sports quota is governed by the consolidated instructions issued by the Department of Personnel &amp; Training (DoP&amp;T) on 3rd October, 2013 vide their OM No. 14034/01/2013 -Estt.(D) on incentives for sportspersons. As per extant instructions, Ministries and Departments can recruit meritorious sportspersons to Group ‘C’ posts under the Government of India upto 5% of the direct recruitment vacancies in any year. However, the data regarding recruitment made by various Ministries / Departments is not maintained by this Ministry.</p>

<p style="text-align:center">Ministry of Labour &amp; Employment<br /> <strong>Maternity Benefits to the Women Employees</strong></p>



<p style="text-align:right">24 JUL 2019</p>



<p>Government is working on an incentive Scheme of reimbursement of 07 weeks wages for entities that provide 26 weeks maternity benefits to their woman employees as provided for in the Maternity Benefit (Amendment) Act, 2017. To enable an entity to avail of the incentive, the women employees working in their entity should be a wage earner of less than <strong>Rs.15,000/-</strong> per month and a member of Employees’ Provident Fund Organisation (<strong>EPFO</strong>) for at least one year and not covered by Employees’ State Insurance Corporation (<strong>ESIC</strong>).  The scheme is proposed to be administered through Employees’ Provident Fund Organisation and shall be implemented after obtaining the approval of the competent authority.</p>



<p>This information was given by Shri Santosh Kumar Gangwar, Minister of State (I/C) for Labour and Employment in written reply to a question in Rajya Sabha today.</p>

<p>(a): The 7th Central Pay Commission recommended that Family Planning Allowance should be abolished. The Government has accepted the recommendation with effect from 1st July, 2017.</p>
<p>(b): The 7th Central Pay Commission recommended that Diet Allowance granted to deputationists in Bureau of Immigration should be abolished. The 7th Central Pay Commission (<a href="http://www.7cpc.in/" target="_blank">7th CPC</a>) in paras 8.17.22 to 8.17.24 of its report recommended, inter-alia, that Haircutting Allowance and Soap Toilet Allowance admissible to Personnel Below Officer’s Rank of Defence Forces, as components of Composite Personal Maintenance Allowance(CPMA), should be increased by 50%. The Government has accepted these recommendations with effect from 1st July, 2017.</p>
<p>(c): The Committee on Allowances was set up in July, 2016, to examine the recommendations of the 7th Central Pay Commission pertaining to allowances.</p>

<p style="text-align: center;"><strong>Establishments of Kendriya Vidyalayas</strong></p>
<p>Kendriya Vidyalayas (KVs) are meant primarily to cater to the educational needs of the wards of transferable / Non-transferable employees of Central Government, State Governments, autonomous bodies, public sector undertakings and Institutes of higher learning. If seats remain vacant after giving admissions to the wards of employees mentioned above, these vacant seats are given to children of other categories.</p>
<p>Proposals for opening of new KVs are considered only if sponsored by Ministries / Departments of the Government of India or State Governments / Union Territories Administrations or Organization of employees belonging to the eligible categories thereby committing resources for setting up a new KV, and are subject to availability of resources with the Central Government. The Government of India had conveyed sanction for setting up of 54 new KVs in the country on 04.03.2014. Out of these, 32 KVs have been made functional so far. The state/UT-wise details are given in Annexure.</p>
<p>Across the country, States are being supported through the schemes including Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan to design and implement comprehensive quality improvement programmes to bring about overall changes in the teachers training, curricula, learning materials, learning processes, learning outcomes, assessment and monitoring systems in order to ensure that the quality of teaching learning is improved.</p>

<p>The Government of India is assisting States/UTs to implement the Sarva Shiksha Abhiyan (SSA) as a programme for universalising elementary education for all children in the 6-14 years age group. SSA provides Rs.3000/- per child per annum for the interventions related to education of children with special needs (CWSNs). The major interventions under SSA for the education of CWSNs are identification, functional and formal assessment, appropriate educational placement, preparation of Individualized Educational Plan, provision of free aids and appliances, transport and/or escort support, teacher training, appointment of resource teachers, therapeutical support and barrier free access.</p>
<p>As per Unified District Information System for Education (UDISE) data 2013-14, 25.03 lakh CWSNs were reported to be enrolled in schools. Through home-based education, SSA has been able to cover 1.28 lakh CWSNs. 36 States/UTs have appointed 21,056 resource persons. 764 NGOs in 31 States are currently involved in the Inclusive Education (IE) programme under SSA. 2.60 lakh CWSNs were provided assistive devices through various modes in 2014-15. 82.33% schools have been made barrier-free. Besides, 14.82% schools have also been provided disabled friendly toilets. 53.60% teachers were imparted a specific 3-6 day orientation to Inclusive Education (IE). 1.26 lakh teachers were trained on how to undertake curricular adaptations in an inclusive classroom in 2014 -15. 42594 Braille books and 39283 large print books were given to the visually impaired children. Apart from this 1,43,211 CWSNs were provided transport support and 1,32,400 CWSNs were provided escort support. Therapeutical support was provided to 1,61,144 CWSNs, while surgical support was provided to 13,535 CWSNs under the SSA.</p>

<td valign="top">Gramin Dak Sevaks, about 2,65,000 in number are a distinct category of employees, who do not form part of the regular civil service. They are governed by a separate set of conduct and engagement rules. They are engaged for 3 to 5 hours in a day. Their livelihood is not solely dependent on the allowances paid by the Postal Department. They are mandatorily required to possess independent sources of income for adequate means of livelihood. They are discharged on attaining the age of 65 years and while in employment are required to have residence mandatorily within the post village/delivery jurisdiction of the post office. The Hon’ble Supreme Court in the matter of Superintendent of Post Offices vs. PK Rajamma (1977)(3) SCC has also held that the Extra Departmental Agents [now called Gramin Dak Sevaks] are <span style="text-decoration: underline;">holders of the civil post outside the regular civil service.</span></td>

The term, ‘hard and deserving cases,’ is defined as cases earning more than 50 points designed from a point based criteria based on indigence. There is no justification to allow compassionate engagement in cent percent cases in cases of death of Gramin Dak Sevaks irrespective of indigence.</td>

Statutory Recruitment Rules for Postman provide for direct recruitment from amongst GDS to the extent of 50% of the vacancies on the basis of limited departmental examination.</td>

<p>Will the Minister of COMMUNICATION AND INFORMATION TECHNOLOGY be pleased to satate:-</p>
<p>(a)whether it is a fact that undivided Andhra Pradesh was the second largest State having 2.7 lakh Grameen Dak Sevaks (GDSs) working;</p>
<p>(b whether there have been demands for absorbing them as Postman;</p>
<p>(c) if so, how many GDSs have been absorbed as Postman during the last ten years, year-wise and State-wise with a particular reference to Andhra Pradesh; and</p>
<p>(d) the other demands being made by Grameen Dak Sevaks and the action taken by the Ministry on those demands?</p>

<div>(a) The number of Gramin Dak Sewaks (GDS) in Andhra Pradesh and Telengana taken together is 27,087 (Twenty Seven Thousand Eighty Seven). In terms of strength of GDS as on 01.07.2014, it is 2nd largest in the Country.</div>

<div>(b) The issue of demand by Gramin Dak Sevaks for absorption to Postman cadre does not arise as provision already exists for their absorption to the cadre of Postman, based on limited departmental competitive examination.</div>

<div>(c) Details of Gramin Dak Sevaks absorbed to the cadre of Postman during the last 10 years, year-wise and State wise with particular reference to Andhra Pradesh are as under:-</div>

										<content:encoded><![CDATA[<p><strong>Issues against CGHS &amp; Government initiatives to improve the services</strong></p>
<p>The Central Government Health Scheme (<a href="http://centralgovernmentnews.com/category/cghs/" target="_blank">CGHS</a>) is providing comprehensive healthcare facilities to the Central Government employees and pensioners and some other select categories of persons in 25 cities across the country. Government has taken a large number of initiatives over last few years to improve the functioning of CGHS which have yielded positive results. However, the Ministry has also been receiving suggestions, representations and complaints on various aspects of the functioning of this Scheme. The complaints reported from different States are generally of similar nature and can be broadly classified in the following categories:</p>
<blockquote><p>
1. The number of private hospitals on the panel of CGHS in some cities including Thiruvanathpuram, Kerala, is not adequate.</p>
<p>2. The number of CGHS dispensaries is not adequate.</p>
<p>3. Need to cover more cities under CGHS.</p>
<p>4. Shortage of doctors and staff in dispensaries.</p>
<p>5. Impolite and rude behavior of dispensary staff.</p>
<p>6. Delay in supply of indented medicines.</p>
<p>7. Overcharging and denial of credit facility by empanelled private hospitals.</p>
<p>8. Disruption in services due to break down in internet connectivity.</p>
<p>9. Delay in settlement of Medical Reimbursement Claims.</p>
<p>10. Delay in issue of plastic cards.</p>
<p>11. Non- supply of Ayurvedic medicines, etc.</p></blockquote>
<p><em><strong>Government has taken the following initiatives to improve the services of CGHS to its beneficiaries:</strong></em></p>
<blockquote><p>1. ‘Continuous Empanelment Scheme’ has been revived in all CGHS locations to empanel more number of eligible private hospitals and diagnostic/ imaging centres. The process of empanelment has also been decentralised by delegating powers at the city level.</p>
<p>2. CGHS beneficiaries residing in non-CGHS areas have been allowed to avail follow up and inpatient medical treatment in hospitals recognised under CS (MA) Rules and ECHS.</p>
<p>3. Ministry has mooted a proposal for opening at least one dispensary in the capital of the States where CGHS is not in operation.</p>
<p>4. CGHS engages retired Government doctors on short term contract basis to address the shortage of doctors wherever required. The powers to engage retired doctors on contract basis have also been delegated at city level.</p>
<p>5. Instructions have been issued to the doctors and other staff to be polite and courteous in their behaviour towards the beneficiaries.</p>
<p>6. There is a provision to penalise the authorised local chemists for delay in supply of indented medicines.</p>
<p>7. Appropriate actions are taken against the defaulting hospitals for overcharging and denial of credit facility.</p>
<p>8. Instructions have been issued to provide consultation/treatment even in case of breakdown of internet connectivity. Instructions have also been issued to create standby arrangement to ensure uninterrupted services.</p>
<p>9. Continuous monitoring of MRCs are done at the level of Additional Directors to ensure timely settlement. Time limit of 45 days has been fixed for final settlement of MRCs.</p>
<p>10.  The requirement for referral /permission for diagnostic tests/investigations has been done away with.</p>
<p>11.  ‘SMS-Alert’ system has been introduced by CGHS for close contact with CGHS beneficiaries</p>
<p>12.  CGHS beneficiaries can avail medical consultation and medicines from any CGHS Wellness Centres across the country.</p>
<p>13.  Biometric System for recording attendance has been introduced in CGHS to ensure punctuality.</p></blockquote>
