<p>(a)whether Government is considering implementation of 6th Central Pay Commission (CPC) recommendations to Private Sector employees, similar to Central/State Government employees for calculating Variable Pay or Grade Pay included in the basic pay for calculation of DA/PF etc.; and</p>



<p>(b)if so, the details thereof?</p>

<p><strong>MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SHRI RAMESWAR TELI)</strong></p>



<p>(a) &amp; (b): No, Sir. However, under the provisions of the Minimum Wages Act, 1948, both the Central and the State Governments are mandated to fix, review and revise the minimum wages of the employees employed in the scheduled employments in public and private sector under their respective jurisdictions. In order to protect the minimum wages against inflation, the Central Government revises the Variable Dearness Allowance (V.D.A) on basic rates of minimum wages every six months effective from 1st April and 1st October every year on the basis of Consumer Price Index for Industrial workers and accordingly it was last revised w.e.f. 01.10.2021. Statement showing increased rates of wages on account of revision in VDA from 01.04.2021 to 01.10.2021 is at Annexure.</p>

<p>Dearness Allowance and Dearness Relief for Central Government Workers as per the 7th Pay Commission Latest News &#8211; 3 Pending DA and DR Installments to be restored from July 2021.</p>

<p>In a written response to a question in Parliament, Minister of State for Finance Anurag Thakur stated that the Central Government saved more than Rs. 37530.08 crore by freezing three installments of Dearness Allowance and Dearness Relief. He also mentioned that beginning in July 2021, the three additional DA and DR installments would be restored.</p>

<p>a) whether freezing of Dearness Allowance (DA) to Central Government employees/pensioners till July, 2021 has subjected them to undue hardship;</p>



<p>b) if so, the reasons for not restoring DA to Central Government Employees and pensioners before July, 2021; and</p>



<p>c) whether Central Government employees and pensioners are not entitled to three installments of DA and, if so, whether Government would also release these installments and, if not, reasons therefor?</p>

<p>(a,&amp; b) In view of the crisis arising out of COVID-19 pandemic, the Government has decided to freeze three installments of Dearness Allowance and Dearness Relief to Central Government employees and pensioners due from 01.01.2020, 01.07.2020 &amp; 01.01.2021. The amount Rs.37530.08 crores saved on this account will help to tide over the economic impact of COVID-19 pandemic</p>



<p>(c) As and when the decision to release the future installments of Dearness Allowance due from 01.07.2021 is taken, the rates of DA as effective from 01.01.2020, 01.07.2020, and 01.01.2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from 01.07.2021.</p>

<h3 class="has-text-align-center wp-block-heading"><strong><span class="has-inline-color has-vivid-green-cyan-color">January 2020, July 2020 DA &amp; January 2021 DA Calculation</span></strong></h3>



<p>The Cabinet Committee already approved to increase 4% additional DA from January 2020 on the basis of the Consumer Price Index (CPI). The next installment from July 2020 is already decided to increase by 4% additionally (However, after the approval of the Cabinet Committee only the percentage of DA will decide!).</p>



<p>And another installment will also be expected to hike by 3% with effect from 1st January 2021. The below expected<strong> DA list</strong>, which is used in our software tool for your information:</p>



<ul class="wp-block-list"><li>1st January 2020 = Additional DA 4% (17% + 4% = 21%)</li><li>1st July 2020 = Additional DA 4% (21% + 3% = 24%)</li><li>1st January 2021 = Additional DA 4% (24% + 4% = 28%)</li><li>1st July 2021 = Additional DA 4% (Expected) (28% + 4% = 32%)</li></ul>

gratuity to employees of autonomous bodies under the Central Government;</p>

 if so, whether the Ministry has directed the Kendriya Vidyalaya 
Sangathan (KVS) for stoppage of retirement and death gratuity to the 
employees under the National Pension System (NPS);</p>



<p>(c) if so, the reasons therefor;</p>



<p>(d) the details of KVS employees benefitted so far;</p>



<p>(e) whether representations have been received from various stakeholders regarding restoration of the above benefit; and</p>



<p>(f) if so, the steps taken by Government in this regard?</p>

<p style="text-align:center">MINISTER OF HUMAN RESOURCE DEVELOPMENT<br />(SHRI RAMESH POKHRIYAL ‘NISHANK’)</p>



<p>(a)
 Ministry of Human Resource Development (MHRD) has conveyed approval for
 revision of pension as per recommendation of the 7th CPC to the 
employees of Kendriya Vidyalaya Sangathan who retired after 1.1.2016 as 
well as revision of pension/family pension of those pensioners / family 
pensioners who retired prior to 1.1.2016. Several other autonomous 
bodies under the MHRD have also been extended these benefits on a case 
to case basis in consultation with Ministry of Finance.</p>



<p>(b) Yes, Sir.</p>



<p>(c)
 As per the Ministry of Finance, Department of Expenditure OM No. F. No.
 1/1/2016-E.III(A) dated 13th January, 2017, the benefits implemented by
 Central Government in respect of Central Government employees (as part 
of their service conditions) are not directly applicable to the 
employees working in autonomous organizations. An advisory had 
accordingly been issued on 12.4.2017 that in case the benefits of 
retirement gratuity and death gratuity have been extended to the 
employees of any autonomous bodies / organisations covered under NPS, 
the same may be withdrawn till a final decision is taken in the matter 
with the approval of Department of Expenditure.</p>

										<content:encoded><![CDATA[<p><b>Pasting of Reservation Charts on Train Coaches Discontinued?</b></p>
<p style="text-align: center;"><b>Discontinuing Reservation Chart Preparation</b></p>
<p><b> </b>Based on a similar successful experiment conducted by South Western Railway, the practice of pasting of reservation charts on train coaches was discontinued at New Delhi, Hazrat Nizamuddin, Bombay Central, Chennai Central, Howrah and Sealdah stations of Indian Railways on experimental basis for a period of three months. Keeping in view the positive feedback received from Zonal Railways, it has been decided to discontinue pasting of reservation charts on reserved coaches of trains at all erstwhile A1, A &amp; B category of stations as a pilot project for six months starting from 01.03.2018.</p>
<p>The logic behind doing away with the practice of pasting of reservation charts on reserved coaches is as under:-</p>
<blockquote><p>(i) Passengers holding confirmed ticket are aware of their coach/berth number as the same is indicated on the tickets at the time of booking itself, except in case of First Class air-conditioned class.<br />
(ii) At present around 65% of the reserved tickets are being issued through internet for which, mobile number is invariably captured on which an SMS is sent at the time of booking.<br />
(iii) Waitlisted and Reservation Against Cancellation (RAC) passengers get their status update on their registered mobile number through SMS at the time of preparation of first reservation chart which is at least four hours before the scheduled departure of the train.<br />
(iv) Digital charting system has been installed at major stations and at other stations manual boards are installed for displaying the status of the waitlisted tickets to guide the passengers.<br />
(v) Apart from the above, Interactive Voice Response System (IVRS) service through 139, online booking website is available for passengers for checking the status of the tickets on real time basis.<br />
(vi) It will save the cost of stationery as well as savings on account of manpower involved in pasting of reservation charts.</p></blockquote>
<p>In view of the reasons mentioned above, now there is no need for the passengers to check their reservation status through the reservation charts displayed on the coaches. Moreover, reservation charts continue to be displayed on the station platforms for passengers including senior citizens who would like to view it on charts/ digital charts in all stations including A-1, A &amp; B category stations.</p>
<p>This information was given by the Minister of State for Railways and Coal Shri Rajen Gohain in a written reply to a question in Rajya Sabha on 14.3.2018.</p>

<p style="text-align: center;">ENHANCEMENT OF RESERVATIONS FOR SCs AND STs</p>
<p>No proposal for enhancement of reservation for Scheduled Castes in proportion to their population has been received in this Ministry. The Ministry of Tribal Affairs has informed that they received The Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of appointments or posts in the services under the State) Bill, 2017 through Ministry of Home Affairs for enhancement of reservations for Scheduled Tribes from existing 4% to 10% in the State for comments/views. The Ministry of Tribal Affairs has supported the proposal contained in the Bill.</p>
<p>As per the 9 judge Constitutional Bench judgement of Hon&#8217;ble Supreme Court in India Sawhney case, total reservation cannot exceed the limit of 50% . Clause (4) of Article 16 of the Constitution of India, which empowers the State to provide reservation for Scheduled Castes, Scheduled Tribes &amp; Other Backward Classes speaks of adequate representation and not proportionate representation.</p>
<p>This information was given by the Minister of State for Social Justice and Empowerment Shri Vijay Sampla in a written reply to a question in Rajya Sabha on 15.3.2018.</p>

<p>(a) whether Government is actively contemplating to increase minimum pay from Rs.18,000/- to Rs.21,000/- and fitment factor from 2.57 to 3, in view of resentment among Central Government employees over historically lowest increase in pay by 7th Central Pay Commission (CPC);</p>
<p>(b) if so, the details thereof and the date from which it would be implemented; and</p>
<p>(c ) if not, the reasons for the callous attitude of Government towards Government Employees?</p>

<p>(a), (b) &amp; (c ): <strong>The minimum pay of Rs.18,000/- p.m. and fitment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration.</strong></p>
