<p><strong>Periodic analysis of database to maintain accuracy and integrity of AADHAAR</strong></p>
<p>The methodology for generation of unique identity number (AADHAAR) for residents of India, involves usage of certain basic demographic (name, age, gender and address) and biometric information (ten finger prints, two iris images) with a photograph to uniquely identify a resident after a process of biometric de-duplication. The process of biometric de-duplication helps in ensuring uniqueness to a high degree of accuracy, exceeding 99%. The data collected during enrolment process is immediately encrypted and transmitted to Central Identities Data Repository (CIDR) of UIDAI for further processing. This information was given by the Minister of State (Independent Charge) for Planning, Shri Rao Inderjit Singh in a written reply in Rajya Sabha today.</p>
<p>The Minister said that after a series of validation/quality checks, the residents’ biometrics are matched against the existing database of UIDAI, on a 1:N matching basis, to determine if the resident has previously enrolled. Currently, over 700 trillion matches are carried out each day to ensure exhaustive de-duplication. The process involves various stages such as automated data validation, manual quality checks, demographic de-duplication, and biometric de-duplication. More than 9 crore enrollment packets have been rejected so far, that did not meet the quality and de-duplication criteria. Government is fully alive to the need of constantly monitoring and observing quality and veracity of Aadhaar database, and a dedicated Fraud Investigation and Analytics team has been deployed to ensure compliance with various fraud detection rules. Further, periodic exploratory data analysis of UIDAI database is undertaken to detect any fraudulent patterns in the system.</p>

<p>(a) whether Government is actively considering to merge existing dearness allowance payable to Central Government Employees with basic pay;</p>
<p>(b) if so, the details thereof, and if not, the reasons therefor;</p>
<p>(c) whether Government has received any representation from employees associations in this regard;</p>
<p>(d) if so, the details thereof and the details of action taken thereon; and</p>
<p>(e) the reasons for delay in constitution of 7th Central Pay Commission?</p>

<p>(a) No Sir.</p>
<p>(b) The 6th Central Pay Commission did not recommend merger of Dearness Allowance with basic pay at any stage. This has been accepted by the Government vide Resolution dated 29th August, 2008.</p>
<p>(c)&amp;(d) A number of representations have been received from Associations/Organizations of Central Government Employees demanding merger of 50% of Dearness Allowance with basic pay. However, in view of (b) above, the same has not been agreed to.</p>
<p>(e) The Government has already decided to constitute the 7th Central Pay Commission under the Chairmanship of Justice Ashok Kumar Mathur, Retired judge of the Hon’ble Supreme Court.</p>

<p>In the reply to a question<br />
in Rajya Sabha regarding strike called by Railways federations the Ministry of Railways stated about  setting up of 7th Central Pay Commission that:</p>
<p><strong>One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission (7CPC) . Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.</strong></p>

<p>(a)    whether it is a fact that all Railway trade unions have threatened to go on a general strike if their demand for a new National Pay Commission is not announced within a period of four months; and</p>

<p>(a) and (b): There are two recognized staff Federations on Railways. Both the Federations have made numerous demands concerning various service matters of railway employees like pay and allowances, promotion and pension. While one of the Federations have indicated that if their grievances are not resolved in a time bound programme, the Federation would be compelled to conduct strike ballot as a first step. The other Federation have decided to give a time of four months to the Government for satisfactorily settling their demands failing which the Federation will be compelled to give call for ‘Indefinite Strike’ on Railways. One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission. Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.</p>

(a) the action that has been taken by Central Government to recruit extremely talented personnel in cadre like IAS, IPS, IRS, IFS, etc. so that, these talented personnel would execute properly the policies of Government;</p>
<p>(b) the action that has been taken by Union Public Service Commission (UPSC) to avoid any external influence while recruiting above said cadre and the details thereof; and</p>
<p>(c) whether Central Government intends to depute or recruit officials from State Government in Indian Foreign Services (IFS) as currently State Government officials are not to get IFS cadre?</p></blockquote>

<blockquote><p>(a): Recruitment to IAS, IPS, IRS, IFS etc. is done through the Civil Services Examination (CSE) conducted by Union Public Service Commission (UPSC) every year within the parameter of CSE Rules notified by the Central Government. With a view to ensure that extremely talented personnel are recruited to the above services, the Central Government keeps on reviewing the scheme/pattern of the examination etc. from time to time. Recently with the same objective the Central Government has approved some changes in the Civil Services (Main) Examination, 2013.</p>
<p>(b): The UPSC discharges its duties as mandated by the Constitution of India. The examinations are conducted as per Rules notified by Government and merit is the only criteria for selecting the candidates. As such, there is no scope for external influence while recruiting civil servants for various services, viz, IAS, IPS, IFS, IRS, etc.</p>

<div>This information was stated by the Minister of State in the Ministry of Defence Shri.Jitendra Singh in written reply to a question by Shri.Prakash Keshav Javadkar in the Rajya Sabha on 5.12.2012.</div>
<div></div>
<div>Government has always been sensitive to the demand of One Rank One Pension. Keeping in view the spirit of the demand, several Commissions / Committees were appointed. Though the demand was not accepted, their recommendations resulted in improving the pension of past pensioners.</div>
<div></div>
<div>A Committee was set up under the Chairmanship of the Cabinet Secretary in June, 2009. The Committee went into the demand and other related issues. It made seven recommendations aimed at narrowing the gap between earlier and current pensions. This has benefited about 12 lakh retired PBORs / Officers at an annual cost of Rs.2200/- crores approximately.</div>

<div>Government constituted another Committee in July, 2012, headed by Cabinet Secretary for looking into the pay and pension related issues of relevance to Defence service personnel and Ex-servicemen. The Committee submitted its report. Its recommendations have been accepted by the Government and are in the process of implementation.</div>
<div></div>
<div>Substantial improvements have been made in the pensions of Armed Forces Personnel after 01.01.2006. However, improvement of pensionary benefits is an ongoing process.</div>

<p>The statement was given in the Rajya Sabha in reply to starred question by the Minister of Civil Aviation Shri.Ajit Singh on 4.12.2012 regarding exploitation of passengers by Airlines.</p>
<p>The airfares are not regulated by the Government and the airlines follow dynamic airfare policy.</p>
<p>They offer different fare buckets for each flight. The fare-buckets vary from flight to flight. The airfares are dynamic and they increase with the increase in demand for seats. From September, 2012 the scheduled domestic airlines have introduced a lowest fare bucket for advance purchase.</p>
<p>Scheduled domestic airlines have been asked to display established tariff route-wise and fare category-wise on monthly basis and also to notify noticeable changes to Directorate General of Civil Aviation (DGCA) within 24 hrs. of affecting such a change. The intention behind the above directions is to keep the passengers informed of pricing pattern of airlines.</p>
<p>Further, DGCA also monitors tariff on specific sectors on regular basis.</p>

<div>There is no proposal to increase the monthly contribution of subscribers by the Government.  The Government provides matching contribution for the Central Government employees who are covered under the NPS scheme.  In case of NPS Swavalamban accounts, Rs. 1000/- per annum is being contributed by the Government.</div>

<div>NPS Trust consisting of professionals with expertise in the field of Investment and Asset Management has been constituted.  The NPS Trust regularly monitors the performance of the Pension Funder Managers (PFMs) appointed by Pension Fund Regulatory &amp; Development Authority (PFRDA).  PFMs manage the investments of subscribers of NPS in conformity with the Investment Management guidelines prescribed by the NPS Trust.</div>

<div>Information about appointments secured on the basis of fake/false caste certificates is not centrally maintained.</div>
<div></div>
<div>However, the Central Government had taken one time exercise to collect information about appointments secured on the basis of fake/false caste certificates in the year 2010. As per information received from various Ministries/Departments etc., 1832 appointments were allegedly secured on the basis of fake/false caste certificates. Disciplinary proceedings had been instituted in all the cases. It was reported that out of the above 1832 cases, 276 had been resulted in suspension/removal etc., whereas 521 cases were entangled into litigations and in remaining 1035 cases disciplinary proceedings were pending.</div>
<div></div>
<div>The Government instructions provide that an appointing authority should verify the caste status of SC/ST/OBC candidates at the time of initial appointment as well as every important upturn of the employee’s career.</div>
<div></div>
<div>Chief Secretaries of States/Union Territories have been requested to issue instructions to the District Magistrates/District Collectors/Deputy Commissioners of the Districts to the effect that when asked to verify the veracity etc. of caste certificates, they should ensure at their own level that veracity of the caste/community certificate referred to the district authorities is verified and reported to the appointing authority within one month of receipt of request from such authority. In order to rule out collusion between candidates holding false/forged certificate and employees at the district level or sub-district level, disciplinary proceedings may be initiated against officers who default in timely verification of caste status in such cases or issue false certificates.</div>

<div>The Winter Session, 2012 of Parliament (12th Session of Fifteenth Lok Sabha and the 227th Session of the Rajya Sabha) is scheduled to commence on Thursday, the 22nd of November, 2012 and subject to exigencies of Government Business, the Session will conclude on Thursday, the 20th of December, 2012.  The Session will provide 20 sittings spread over a period of 29 days.</div>

<div>The Session will mainly be devoted to essential Government legislative and other business, including financial business relating to Supplementary Demands for Grants for the year 2012-13 in respect of General Budget.</div>
<div></div>
<div>To finalise the Government Business for the Winter Session, 2012, Minister of Parliamentary Affairs Shri Kamal Nath held a meeting with the Secretaries/Senior Officers of the various Ministries/Departments on Friday, the 16th of November, 2012. The Ministers of State in the Ministry of Parliamentary Affairs co-chaired the meeting.  Shri Kamal Nath addressed a Press Conference on the ensuing Winter Session of Parliament in New Delhi today. He said that the Government will attempt to arrive at political consensus on the business to be transacted during the coming session of the Parliament.
