<h3 class="wp-block-heading">Sub: <strong>Upgradation of pay structure of certain cadres under RBE No. 155/2022 dated 17.11.2022.</strong></h3>



<p>Please refer to Board’s letter No. PC-VII/2019/RSRP/3 dated 17.11.2022 (RBE No. 155/2022) regarding upgradation of pay structure of certain Group ‘C’ cadres of Ministry of Railways as per the guidelines mentioned therein.</p>



<p>2. Vide Annexure-II (Point 2) of letter RBE No. 155/2022, it has been stipulated that in Phase-I of the implementation, on the cutoff date, 50% posts of the cadre strength of Level -7 (PB-2/GP-4600) is to be upgraded from Level-7 (PB-2/GP-4600) to Level-8 (PB-2/GP-4800) and in the Phase &#8211; II, further upgradation of the 50% of these posts in Level-8 (PB-2/GP-4800) to Level-9 (PB-2/GP-5400) on non-functional basis after 4 years of service in Level-8 (PB-2/GP-4800).</p>



<p>3. Now, in consultation with Ministry of Finance and with the approval of Competent Authority, it has been decided that percentage and mode of upgradation in Phase-II is to be modified to the extent that after completion of 4 years’ service in Level 8, all incumbents in Level 8 are to be upgraded to Level-9 on non-functional basis. The upgradation from Level-8 to Level-9 is non-functional in nature and the same is to be done for incumbents and not for the posts.</p>

<h3 class="wp-block-heading">Sub:&nbsp;Fixation of pay of State Government Employees on appointment to the posts under the administrative control of Ministry of Railways subsequent to the implementation of RS (RP) Rules, 2016.</h3>



<p>The method of fixation of pay of State Government servants on appointment to posts under the administrative control of Ministry of Railways has been spelt out in Board’s letter Nos. E (P&amp;A)-II-2001/ PP-7 dated 02-08-2001 and E (P&amp;A)-II-2016/ PP-1 dated 23-06-2016. The question of fixation of pay in such cases consequent upon implementation of Railway Services (Revised Pay) Rules, 2016, has been considered by the Government and the President is pleased to decide that in cases of State Government employees appointed to posts under the administrative control of Ministry of Railways on or after 1.1.2016, pay will be fixed in the following manner:-</p>



<ul class="wp-block-list">
<li>(a) Where the State Government has revised the Pay Scales/Grade Pays of their employees on the pattern of Seventh Central Pay Commission at the base index of 261.41&nbsp;<strong>as per AICPI (IW) 2001 series</strong>&nbsp;wef 11.2016, the pay of State Government employees on their appointment to the posts under the administrative control of Ministry of Railways would be fixed as follows:</li>
</ul>



<ul class="wp-block-list">
<li>When the appointment is to a post in higher Level, one increment shall&nbsp;be given in the Level from which the employee is appointed and he/she would be placed at a Cell equal to the figure so arrived at in the Level of the post to which appointed and if no such Cell is available in the Level to which he/she is appointed, he/she would be placed at the next higher Cell in that higher Level. However, if the amount so arrived at after adding the increment in lower Level is less than the minimum pay or the first Cell in the higher Level, the pay shall be fixed at minimum pay or first Cell of the higher Level.</li>



<li>Where the appointment is To a post involving identical Level, the individual shall continue to draw the same pay.</li>
</ul>



<ul class="wp-block-list">
<li>(b) Where the State Government has revised the Pay scales/Grade Pays of their employees after 1.1.2016 beyond the base index of 261.41 as per AICPI (IW) 2001 series, the basic pay of the employee is to be determined first in the Central Pay Matrix by reducing the element of DA, ADA, IR etc. granted by the State Government after 1.1.2016 beyond the base index of 261.41 as per AICPL (IW) 2001 series and thereafter the pay would be fixed as provided in the clauses (i) and (ii) under sub-para (a) above.</li>



<li>(c) Where the State Government has either not revised or revised the pay scale of their employees on or after 11.2016 below the base index of 261.41 as per AICPL (IW) 2001 series, the basic pay of these employees shall be determined first in the Central Pay Matrix, by adding the element of DA, ADA upto the base index of 261.41 as per AICPI (W) 2001 series, granted by the state Government and thereafter their pay would be fixed as provided in the clause (i) and (ii) under sub-para (a) above.</li>
</ul>



<p>2. These orders are applicable to employees of the State Government and Local. Bodies under the State including Emergency Divisional Accountants/ Divisional Accountants appointed to a post under the administrative control of the Ministry of Railways on or after 1.1.2016.</p>



<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p><strong>Sub : Issue of Pensioner&#8217;s Identity card in prescribed format through online &#8211; Reg.</strong><br />Ref : Railway Bd’s letter No. E(W)2016/PS5-8/1 dt. 20.09.2019 (RBE No.154/2019)</p>



<p>Reference to the letter cited above, revised format for issuing of Pensioners’ Identity Card has been circulated. Keeping in view of the difficulties facing by the Pensioners to approach Divisional Office for obtaining Pensioner’s Identity Card under Railway Services (Pension) Rules, 1993 and under ‘National Pension System (NPS), the BZA Division has first ever designed and introduced a WEB Portal for issuing Pensioner’ Identity Card through Web Portal (Online). The same web portal will be available with the following URL from 07.10.2022 for applying the Pensioner’s Identity Card by the pensioners.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://digitalscr.in/bzadiv/personnel/" target="_blank" rel="noreferrer noopener">PENSIONER&#8217;S IDENTITY CARD &#8211; LOGIN</a></h2>



<p>All pensioners are hereby advised to first register in the above said web portal duly furnishing the particulars of PPO No., registered mobile No., Designation &amp; Station. Password should be created by the pensioner. On completion of registration, Pensioners should “login” with the credentials i.e. PPO number as “User ID” and “Password” created while registration by the pensioner. :</p>



<p>After “login” to Web Portal, the details of the pensioner i.e. Name, Address, Phone No., Blood Group, Type of Scheme, DOB, DOA, DOR etc. are to be entered and also upload the pensioner’s photo &amp; copy of the PPO in JPEG format. The uploaded details of the pensioner will be verified by the verifying authority and the same will be forwarded to Competent Authority through Section In-charge for approval of issue of the Pensioner’s Identity Card.</p>



<p>On approval of competent authority, the same will be communicated to the pensioner through text message to the registered mobile number. Finally the pensioner has to “login” the web portal and download the Pensioner’s Identity Card.</p>



<p>The detailed flow chart for applying Pensioner’s Identity Card is enclosed for the ease of pensioners.</p>

<h3 class="wp-block-heading">Sub: Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in Shorthand at 100/120 w.p.m in the 7th CPC scenario &#8211; regarding.</h3>



<p>Please refer to this Ministry’s letter No. PC-VI/2010/ 1/7/5/2 dated 11.04.2011 (RBE No. 47/2011) regarding grant of advance increment(s)/ special allowance to Stenographers in subordinate offices for acquiring higher speed in Shorthand. Subsequent Clarification(s) on the subject matter issued from time to time are also referred.</p>



<p>2. Consequent upon the implementation of Central Civil Services (Revised Pay) Rules, 2016, the system of Pay Band and Grade Pay has been replaced by the Pay Matrix. The manner in which the advance increment(s) are to be computed and the guidelines for granting these advance increments to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.e.f., in 7th CPC Scenario, have been considered in Department of Personnel &amp; Training (Ministry of Personnel, Public Grievances &amp; Pensions) in consultation with Department of Expenditure, Department of Personnel &amp; Training have issued fresh guidelines on the Subject matter vide OM F. No. 1/7/201 7-Estt(Pay-I) dated 24.07.2020.</p>



<p>3. Revised pay structure has been implemented in Ministry of Railways vide Railway Services (Revised Pay) Rules, 2016. In the context of Railway Services (Revised Pay) Rules, 2016, guidelines issued by Department of Personnel &amp; Training vide OM No. OM F. No. 1/7/2017-Estt(Pay-I) dated 24.07.2020 (copy enclosed) are adopted in Ministry of Railways in respect of Stenographers of Subordinate Office in mutatis-mutandis manner.</p>



<p>4. This issues are with the concurrence of Establishment (N G) Dte.</p>

<p>In terms of Board’s letter under reference (ii) above, summary of recommendations duly accepted by DG/RS, Railway Board was issued for standardisation of safety books and money value items.</p>



<p>2. Now, it has been decided with the approval of Security Directorate, Railway Board, to print 2 more money value items viz. Cash Receipt Book and Cash Remittance Memo to levy fine for violating ban on smoking and littering in the trains and Railway premises, in addition to existing list of 46 money value items as per the details in the enclosed annexure.</p>



<p>3. Proforma for printing of above two money value items will be as detailed in Railway Board’s letter No.2009/AC-II/45/3 dated 06.07.2009 (RBE No.36/2009) (copy enclosed).</p>



<p>4. SCR, the nodal Railway, will allot the unified PL numbers for these two money value items.</p>

<p>Please connect Board’s letter ibid seeking status of Pension Revision as per 7th CPC recommendations. The reports from few Railways have been received and it is seen that the progress made is meager. ARPAN report also reveals that there are 21000 cases (PSB cases) approximately pending initiation of revision at Personnel Branch. Besides, there are 9900(other than PSB cases) pending revision. As has been stated in the above referred letter, AIRF and NFIR are expressing their concern over this pendency position.</p>

<h3 class="wp-block-heading">Sub: Amendments in the norms of minimum qualifications for recruitment/ promotion of teachers for classes Ito VIII in Railway Schools (Primary and Trained Graduate Teachers).</h3>



<p>Ref: Railway Board’s letter&nbsp;No. E(P&amp;A)I-2012/PS-5/PE-3 dated 09.12.2013 (RBE No. 127/2013).</p>



<p>Attention is invited to Railway Board’s letter under reference vide which the minimum qualifications for recruitment/ promotion of teachers for classes Ito VIII were laid down in line with National Council for Teachers Education’s (NCTE’s) Gazette Notifications dated 23.08.2010 &amp; 29.07.2011 for these categories of teachers. NCTE&#8217;s notifications dt. 23.08.2010 &amp; 29.07.2011 have further been amended vide their subsequent notifications dated 28.06.2018, 13.11.2019 &amp; 13.10.2021.</p>



<p>2. Accordingly, the issue of updating the existing minimum qualifications contained in the Annexure of the Board’s letter dated 09.12.2013 in line with those amended by NCTE in its subsequent notifications dated 28.06.2018, 13.11.2019 &amp; 13.10.2021 has been examined and it has been decided to update these qualifications as indicated in the annexure to this letter. There is no change in other existing qualifications.</p>



<p>3. These revised norms of minimum qualifications will take effect from the date of issue of this letter. Any selections already initiated would be conducted and finalized based on the notifications already issued.</p>



<p>4. In the context of Central Railway’s query pertaining to the six-month Bridge Course in Elementary Education recognized by the NCTE which is mandatory for appointment as a primary teacher (for Classes I to V) within two years of such appointment as a primary teacher, it is stated that at present the six-month Bridge Course is not being conducted by any of the Institutions and that NCTE is developing the norms &amp; standards and curriculum for the said course which may take some time to finalize. Therefore, all Railways are advised to follow the existing provisions in regard to the appointment of primary teachers as contained in the Board’s letter dated 09.12.2013 till such time the six-month Bridge Course is conducted by the National Institute of Open Schooling (NIOS). This disposes of Central Railway’s letter No. P/CR-HQ/W/458/KYN dated 29.09.21.</p>

<p><strong>(I) For point 1. QUALIFICATIONS FOR TEACHING POSTS IN RAILWAY SCHOOLS of Annexure of Board’s letter dated 09.12.2013, the following shall be substituted, namely:-</strong></p>



<h3 class="wp-block-heading">1. QUALIFICATIONS FOR TEACHING POSTS IN RAILWAY SCHOOLS</h3>



<h4 class="wp-block-heading">A. Primary Teachers (Rs. 9300-34800 + 4200/4600/4800) {Classes I-V} :-</h4>



<p>i. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name known), in accordance with the NCTE (Recognition Norms and Procedure), Regulations, 2002.</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)</p>



<p>OR</p>



<p>Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)</p>



<p>OR</p>



<p>Graduation and two year Diploma in Elementary Education (by whatever name known)</p>



<p>OR</p>



<p>Graduation with at least 50% marks and Bachelor of Education (B.Ed.)</p>



<p>OR</p>



<p>Post-Graduation with a minimum 55% marks or equivalent grade and three-year integrated B.Ed.-M.Ed.</p>

<p>ii. Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE for the purpose.</p>



<h4 class="wp-block-heading">B. Trained Graduate Teachers (Rs. 9300-34800 + 4600/4800/5400) {Classes VI – VIII}:-</h4>



<p>i. Graduation (in the teaching subject) and 2-year Diploma in Elementary Education {by whatever name known)</p>

<p>At least 50% marks either in Graduation (in the teaching subject) or in Post­ Graduation (in the teaching subject) and B.Ed.</p>



<p>OR</p>



<p>Graduation (in the teaching subject) with at least 45% marks and 1-year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard.</p>



<p>OR</p>

<p>(a) who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two years of such appointment as primary teacher.</p>



<p>(b) with D.Ed. (Special Education) or B.Ed. (Special Education) qualification shall undergo, after appointment an NCTE recognized 6-month Special Programme in Elementary Education.</p>



<p>(c) who has acquired the qualification of three-year integrated B.Ed.-M.Ed. from any National Council for Teacher Education recognised institution shall be considered for appointment as a teacher in classes Ito V:</p>



<p>Provided that the person so appointed as a teacher shall mandatorily undergo a six-month Bridge Course in Elementary Education recognised by the National Council for Teacher Education, within two years of such appointment as primary teacher.</p>

<p>A copy of Department of Pension &amp; Pensioners Welfare’s (DOP&amp;PW) OM No.38/09(02)/2020 -P&amp;PW/(A)(6721) dated 30th November, 2021 is enclosed herewith which shall apply mutatis mutandis on the Railways. Rule 9 and Rule 69 of the Central Civil Services (Pension, Rules1972 correspond to Rule 9 and Rule 10 of the Railway Services (Pension) Rules 1993 respectively.</p>



<p>2. As desired by DOP&amp;PW in para 5 of their O.M. dated 30.11.2021. a Quarterly Report may be furnished in the enclosed pro forma to Board’s Office starting with the quarter ended on 31.12 2021. The report may be submitted before 07<sup>th</sup> of the next month of the completed quarter In case there are nil cases, a ‘Nil Report’ be sent.</p>

<p>Ref.: Board’s letter No. E(P&amp;A)I-2017/HL-1 dated 30.08.2017.</p>



<p>In context of Board’s letter cited above, references have been received in Board’s office from some of the Zonal Railways, seeking clarifications regarding entitlement of National Holiday Allowance (NHA) to those non-gazetted employees who are getting higher pay level beyond level-8 under MACPS. This issue has also been raised in PNM Forum by AIRF as item No. 11/2018 and by NFIR as item No. 11/2018.</p>



<p>2. The matter has been examined in Board’s Office. MACPS provides for grant of financial upgradation to employees on personal basis and the concerned employees continue to discharge the duties and responsibilities of their substantive post. In view of this, it is clarified that National Holiday Allowance (NHA) may be granted to those eligible non-gazetted employees who are getting higher pay level beyond level-8 under MACPS, at the rates prescribed for the substantive post held by them.</p>



<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>



<p>4. This disposes of NWR’s letter No. 600-3/faeu/vai/ vaserqairse/19/2020 dated 23/03/2021.</p>

<p>Railway Board vide their letter dtd. 10.12.2019 had advised Zonal Railways to identify the list of sensitive posts of Gazetted categories as per the nature of duties rather than the nomenclature of posts. Accordingly, vide this office letter dtd. 11.12.2019, all the PHODs, DRMs &amp; CWMs were requested to identify such posts of Gazetted cadre of their respective departments/divisions.</p>



<p>After receiving the list of Officers of Gaz. Cadre identified as sensitive by the PHODs, some additional posts were also included by vigilance SECR, keeping in view the nature of duties performed by them and a consolidated list of sensitive posts of Gaz. Cadre of SECR was prepared and put up to GM for his approval. The list of sensitive posts, approved by GM was sent to Railway Board.</p>



<p>Board vide their letter under reference stated that sensitive posts as approved by concerned General Manager and submitted to Board Vigilance would be deemed as ‘Sensitive’ in nature including the posts indicated in Annexure 8.1 of IRVM, 2018.</p>



<p>Accordingly, a list of Gazetted posts, identified as sensitive over SECR and further approved by Board is enclosed herewith for information and necessary action please.</p>



<p>As per extant instructions, Officers/officials should not continue in the same sensitive post for more than 4 years. If any official is working in the same sensitive post for more than the stipulated period, necessary action may be taken for his immediate transfer from that post.</p>
