<p>Attention is invited to para 4 (b) of Board&#8217;s letter No.E(NG)H/2018/RR-1/31 dated 30.12.2019 which lays down that &#8220;wherever CGA into SSE is being recommended in rare cases (such as where candidate has graduated from premier institutions such as IITs or NITs); the case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.&#8221;</p>



<p>2. This condition of candidate having graduated from premier institutions such as IITs or NITs has since been reviewed. It has been decided to partially modify para 4(b) of Board&#8217;s letter No.E(NG)II/2018/ RR-1/31 dated 30.12.2019, which may be read as under:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(b) Wherever CGA into SSE is being recommended in rare cases it must be ensured that candidate is first class Engineering Graduate and is in possession of prescribed qualification for the post; and such case be recommended to HQ for consideration by an SAG Committee nominated by GM. Papers to be set to be of adequate technical standard.</p></blockquote>

<p>Please refer to Board’s letter cited above wherein the deadline for filing the self appraisal in e-APAR module of HRMS was extended till 31.12.2021 in view of certain issues faced by employees while filing their APARs through the HRMS system.</p>



<p>2. The present position of APARs pending finalization as provided by CRIS is as under:</p>

<p>3. The matter has been examined in Board’s Office and it has been observed that large number of APARs are pending at the Reporting Officers level. It may be appreciated that views of Reporting Officer are essential to have a true reflection of the performance of the employees in the past year for judging his/her suitability in matters relating to career progression of the employee.</p>



<p>4. Keeping in view these factors, it has been decided to extend the timelines in respect of pending APARs which is as under:-</p>



<ol class="wp-block-list" type="i"><li>The window for submitting the self appraisal through HRMS shall be available upto&nbsp;<strong>10.03.2022</strong>. The Controlling Officers may please ensure that all the employees may submit their self appraisal for the year 2020-21 by that date. Thereafter, the APARs of the employees who have not submitted their self appraisal shall be initiated by the concerned Reporting Officers as per the extant instructions.</li><li>The Reporting Officers shall focus on completing the appraisal process in respect of the e-APARs pending at Reporting Officer’s level by&nbsp;<strong>15.03.2022</strong>&nbsp;invariably.</li><li>The review and acceptance of APARs pending with the respective authorities shall be completed by&nbsp;<strong>20.03.2022</strong>.</li></ol>



<p>5. All the PCPOs are requested to monitor the process to furnish the complaints within the stipulated timelines as mentioned above. This process may be assigned as top most priority considering the fact that APARs for the current year i.e. 2021-22 is getting due by 1 April 2022.</p>

<h3 class="wp-block-heading">Sub: PROPOSAL OF MEDICAL INSURANCE SCHEME FOR RAILWAY EMPLOYEES.</h3>



<p>Ref: 1) Railway Board letter No.E(W)2020/Misc/ Dashboard-GIS, dated 27.10.2020<br />2) Railway Board order No.ERB-1I/2020/23/30, dated 20.10.2020.</p>



<p>1) Ministry of Railways constituted a committee to examine and tender their recommendations to bring all Railway Employees under the Medical Insurance Scheme for obtaining treatment in private hospitals. IRTSA submits the following for the kind consideration of Railway Board,</p>



<p>2) <strong>Indian Railways Medical Service (IRMS) </strong>is spread across the length and breadth of the country. IRMS is having 125 hospitals and 586 dispensaries, manned by 33,300 medical staff catering to approximately 66 lakh beneficiaries including 12.27 lakh serving employees. In the year 2018-19 Railway Hospitals treated 2.01 crore OPD patients, 5.08 lakh in-patients and performed 1.02 lakh major and specialty surgeries.</p>



<p><strong><a href="https://centralgovernmentnews.com/7th-cpc-transport-allowance-and-da-granted-for-indian-railway-medical-service-irms-officers-drawing-grade-pay-of-rs-10000-under-dacp-scheme/" target="_blank" rel="noreferrer noopener sponsored nofollow">7th CPC Transport Allowance and DA granted for Indian Railway Medical Service (IRMS) officers drawing Grade Pay of Rs.10,000/- under DACP Scheme</a></strong></p>



<p>3) Railway Hospitals performed pre-placement medical examination for 38,000 candidates and carried out periodical medical examination for 1.14 lakh employees. They also examined 12.51 lakh food and water samples.</p>



<p>4) Indian Railways total medical services expenses for the year 2018-19 including cost of medical staff is Rs. 6888.34 crore. That makes average medical expense per beneficiary as Rs.10,500.</p>



<p>5) No medical insurance company in India handles 66 lakh beneficiaries. Medical Insurance doesn’t cover OPD. Since Railway is catering 2.01 crore OPD patients in a year, it may not be possible to include huge OPD beneficiaries in private managed medical insurance.</p>



<p>6) In existing Railway medical system all medical services like OPD, diagnosing, medicines, Surgeries, in-patient care, major treatment/surgeries carried out in referral private/ CGHS hospitals and follow-up checking are part of employees’ welfare scheme offered to employees and their dependents. It is a part of service condition. For retired employees and their dependents who opted for RELHS on onetime payment, same medical services are extended.</p>



<p>7) In the Railway Medical system, no cost ceiling is fixed for entitlement of any required treatment. On the other hand, medical insurance cover is basically extended to in-patient treatments and for surgeries with a ceiling based on the premium paid.</p>



<p>8) For example, United India Insurance Company Limited offers Rs.10 lakh sum insured at premium rate per member Rs.12,386 in age group 41-45. If all 66 lakh Railway beneficiaries are covered under above premium Rs.8370.78 crore will be paid as total premium. Whereas total medical expense of Indian Railways for the year 2018-19 is Rs. 6888.34 crore which is for diverse services given in the Annexure.</p>



<p>9) In the same time there is a need for addition of more private empanelled hospitals in Indian Railways Medical Services with seamless cashless treatment, since large number of serving and retired health care beneficiaries live in the newly developed suburbs of various cities throughout India. It is pertinent to note that in case of emergency, beneficiaries first require to approach Railway Hospital, then they are referred to private hospitals and in many cases precious golden hours are lost in mere formalities endangering the life.</p>



<p>10) Beneficiaries living in faraway places from Railway Hospitals also find it difficult to get their regular treatments and minor treatments occasionally, since they are required to travel long distance to reach Railway Hospitals. These beneficiaries will be benefited if cashless treatment is extended to them in the hospitals available near their living place.</p>



<p>11) Hence it is requested that,</p>



<p>a. Existing Indian Railways Medical Service facilities may please be continued.</p>



<p>b. The proposal for Medical Insurance Scheme for Railway employees / Pensioners and their depended may please be made as additionally facility to the beneficiaries to get their regular treatments including OPD &amp; IPD in empaneled private hospitals, premium thereof may please be borne by Railways.</p>

<p>Board, in its meeting held on 29.09.2020, reviewed the following letters issued in connection with the one-time relaxation given to the allottees of Railway accommodation in view of Novel Coronavirus (<strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>):</p>

<p>Board have, in supersession of above orders, now decided that retention of <strong><a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a></strong> accommodation shall be allowed for the period from 17.03.2020 to 30.11.2020 by the officers/staff who were/are due to vacate their flats/ houses during the above period. No damage rent will be charged for this period. These relaxations will be given to such allottees also who have become unauthorized occupants of Railway accommodation before 17.03.2020. However, in such cases, excluding the retention period from 17.03.2020 to 30.11.2020, the damage charges at telescopic rates, as was continuing prior to this period will apply.</p>

<p>1) Indian <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a> Technical Supervisors Association (IRTSA) extends its fullest support and cooperation to the Government of India in its all-out effort to control <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> pandemic. Railway men are working on the forefront risking their lives to keep freight &amp; parcel services operational for ensuring uninterrupted supply of essential commodities across the country. Indian Railways have taken up many special tasks to fight against COVID-19 pandemic.</p>



<p>2) Railways’ and other government employees and pensioners have contributed generously to PM CARES for the fight against COVID-19.</p>



<p>3) It is, however, very disheartening that the Government has decided, as per the order cited above, that the DA/DR is frozen and would not be revised up to July 2021; and that no arrears will be paid. This has adversely affected the morale of the employees.</p>



<p>4) DA is a part of Pay, compensating for the erosion in the real value of the salary. DA can only be deducted either as a punitive measure or with the consent of the employees.</p>



<p>5) Assuming 4% additional DA &amp; DR for each of 3 spans of six months, the total loss of employees and pensioners would be over 1.5 months of Pay &amp; Pension and possibly even more than that, if the inflation is higher than 4 % in the next 2 spans.</p>



<p>6) <a href="https://centralgovernmentnews.com/freezing-of-dearness-allowance-to-central-government-employees-and-dearness-relief-to-central-government-pensioners-at-current-rates-till-july-2021/" target="_blank" rel="noreferrer noopener">Freezing of DA</a> will also delay the revision of HRA rates since as per decision of the Government on 7th CPC, whenever DA crosses 25%, rates of HRA will be revised.</p>



<p>7) It will also cause additional heavy loss to the employees who retire between 1-1-2020 to 30-6-2021 in terms of Gratuity and Leave encashment as the DA is counted for the same.</p>



<p>8) We fully realize that a lot of funds are required to combat the social &amp; economic impact of COVID. But freezing the DA &amp; DR would be counter-productive, as freezing this huge amount would give a further blow to the market as well as to the employees and the pensioners since the amount paid as DA and DR will actually flow out to the market. This will help boost the sagging economy in post-COVID times.</p>



<p>9) Government had advised all private sectors to pay their employees for the lockdown period. Government, as a model employer should set an example by not making any cut in the pay &amp; allowances of its own employees.</p>



<p>10) Lower and middle class employees and pensioners are hard pressed to meet their liabilities due to heavy inflation which is bound to increase in the post-COVID-19 scenario especially in respect of cost of Medicines and household requirements.</p>



<p>11) In the past,when funds were required for a National calamity like War, Floods or Cyclones etc., DA installments were deposited in the Provident Fund with the consent of the employees. It was never frozen as of now.</p>



<p>12) It is, therefore, requested that, keeping in consideration all the above aspects, the following proposals may please be considered sympathetically to avoid heart burning amongst employees and pensioners:</p>



<ul class="wp-block-list"><li>Order for freezing of Dearness Allowance and Dearness Relief may please be withdrawn.</li><li>Instead option may please be given to Employees for crediting of the amount of Additional DA to their Provident Fund in case of pre-1-4-2004 employees and to the Pension Fund (Tier 2) in case of those covered under the NPS.</li><li>Employees and pensioners may be encouraged to invest in Infrastructure Bonds etc. by increasing the ceiling limit thereof. This would provide the government with the requisite funds and the employees will not be at a loss in the long run.</li></ul>

<p>In view of complete lockdown of 21 days announced by Govt. of India, effective all over India w.e.f. 25.03.2020 on account of spread of pandemic <strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>, a number of officers / staff of this Railway who proceeded on sanctioned leave/ HQ leave/ Duty may not have been able to return to their respective place of duty owing to interruption of train service and road communication etc.</p>



<p>1. Therefore. in terms of Para 7.9 of Master Circular No. 10 of Railway Board, following instructions are issued for guidance:</p>



<p><strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank">TYPES OF LEAVE ADMISSIBLE: Leave Rules </a><a href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank" rel="noreferrer noopener">&#8211;</a><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/types-of-leave-admissible-leave-rules-ccs-leave-rules-1972/" target="_blank"> CCS (Leave) Rules, 1972</a></strong></p>



<ul class="wp-block-list"><li>Officers staff who could not assume duty after completion of sanctioned leave period, due to suspension of Train Road Communication during the lockdown period, their over-stay is to be treated as Special Casual Leave. Similarly,in case of staff who were on HQ Leave permission as on 25.03.2020, their absence from HQ during lockdown period may be treated as Special Casual Leave.</li><li>Staff who proceeded on duty prior ta 25.3.2020 bur could not return to their respective HQs, due to suspension of Train Road communication during the lockdown period, such forced halts period to be treated as on-duty.</li></ul>



<p>2. Officer Staff who arc above 50 years of age and having underlying conditions i.e. Diabetes, Respiratory problem, Renal Diseases and other life-threatening illness may be granted Commuted leave without insisting on RMC for a period up to 4th April vide Railway Board’s Lr.No. E(P&amp;ADI- 2020 /CPC/LE-3 dated 23.03.2020.</p>



<p>3. Officer staff who have been advised for quarantine by the competent authority, their salary may be drawn for the period. However, regularization of the said period will be decided later in due course.</p>



<p>4. Keeping in view the present scenario, the following guidelines / instructions are to be followed by all Bill compiling officers / staff of this Railway :</p>

<ul class="wp-block-list"><li>Salary / Stipend for April. 2020 may be drawn for off existing regular Employees / Apprentices Trainees irrespective of their presence / absence on duty during the lockdown period, except those who are unouthorisedly absent from their duties since long (unauthorized absence prior to 25.03.2020). Over-payment found, if any, will be adjusted in the regular salary of May. 2020 or later.</li><li>List of such employees who were on sanctioned leaves/ on duty/ home quarantined / under Quarantine should be prepared by respective Bill sections Unit in charges and should be sent through the Master Roll and also brought to the notice of respective controlling officers.</li></ul>



<p>This order is provisional and subject to further order guidelines of Railway Board that may be issued in this regard.</p>

<p>Consequent to implementation of 7th CPC recommendations, doubts have been arisen on applicability of provisions under Rule 1313 (FR-22)(I) (a)(1) of R-II vis-a-vis Rule 13 of Railway Services (Revised Pay) Rules, 2016 in cases where certain feeder and promotional posts of Railways lie in the same/identical Level(s) in the Pay Matrix.</p>

<p>During 6th CPC pay regime, similar situations were arisen and the matter was examined in consultation with Ministry of Finance and Federations and detailed instructions were issued vide Board’s letter No. PC-VI/2011/IC/1 dated 12.09.2013 (RBE No. 95/2013).</p>



<p>In the Pay Matrix recommended by <a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener" aria-label="7th CPC (opens in a new tab)"><strong>7th CPC</strong></a>, only replacement scales have been recommended for the categories covered under Board’s letter dated 12.09.2013 and no changes in circumstances have been observed, therefore, the guidelines contained therein will continue to be applicable in respect of following categories :-</p>

<p>This issues with the concurrence of the Finance Directorate of Ministry of Railways. However, above have been done only on provisional basis and is subject to the concurrence of Ministry of Finance. Further, it may be ensured that before the benefit is extended, a declaration from the concerned employee may be obtained to refund the amount in case, Ministry of Finance does not agree to this proposal.</p>

As I have discussed this issue personally with your goodself and tried to get resolved the issue regarding career progression of the staff working in GP Rs.1800; because in many departments; the <strong>employees working in GP Rs.1800</strong> are stagnating in GP Rs.1800 for 15 years and even 20 years, and these are the staff those who are working in GP Rs.1800 are virtually doing the job of skilled nature, in almost all the departments, including Technical and Non-Technical.</p>
<p>It would be in all fairness if 50% posts of GP Rs.1800 should be upgraded to GP Rs.1900, which will resolve the problems of the Railway Industry as well as the employees.</p>
<p>In this connection, it is worth-mentioning that, we have also requested your goodself for reduction in the Direct Recruitment Quota, and the employees having qualification of RRB should be given benefit for their selection against those vacancies through &#8220;<strong>LDCE open to all</strong>&#8221; policy, to facilitate the highly educated staff available over the Indian Railways.</p>
