<h3 class="wp-block-heading">Sub: Exemption of Single mother employees from the purview of periodical transfer to other stations-Clarifications reg.</h3>



<p>As the Railway administration are aware, detailed consolidated instructions regarding periodical transfer of non-gazzeted Railway employees exists vide RBE No. 48/2012 and further instructions issued from time to time.</p>



<p>AIRF vide agenda Item No. 28/2012 has demanded that lactating mothers should be exempted from the purview of periodical transfers.</p>



<p>Attention in this connection is invited to instructions contained in Board’s letter no. E(NG)I/2022/TR/19 dated 23.08.2022 which provides that single mother, if she holds a sensitive post cannot be exempted from the scheme of periodical transfer. However she may be shifted as far as possible to a different seat in the same place / adjoining area to meet the requirements of periodical transfer. These provisions would henceforth be applicable to lactating mothers holding sensitive posts also in such a way that lactating mothers when transferred as per periodical transfer policy may be adjusted by shifting laterally during the period of breast feeding or 1 year from child birth whichever is less.</p>

<p>Around 3,650 women candidates have been given employment in the Indian Railways in technical categories in the last three years.</p>



<p>In the past few years, against notifications issued for various technical posts, a total of 2,79,60,224 applications were received and out of these, 46,76,928 (16.73%) were from women. Wide publicity is given to Railway recruitment notifications and every candidate, irrespective of gender, etc. fulfilling eligibility criteria is free to apply.</p>



<p>Application fee collected from women candidates are refunded to those who appear in the examination. Also, upper age limit in case of widows, divorced women and women judicially separated from their husbands, who are not remarried, is relaxed up to the age of 35 years. In addition, for Level-1 categories, relaxed qualifying standards for the Physical Efficiency Test (PET) for women candidates are applied.</p>



<p>Provisions of separate rest rooms, cloak rooms, changing rooms and crèches have been made to ensure safe working conditions for women employees.</p>



<p>Wide publicity is given to Railway recruitment notifications to encourage women candidates to apply for Railway jobs. Facility of online application form ensures that women are able to apply even from their home for Railway recruitment notifications.</p>



<p>This information was given by the Minister of Railways and Commerce &amp; Industry, Shri Piyush Goyal in a written reply to a question in Lok Sabha today.</p>

<p>Sub: <strong>Hostel facilities for single women Railway employees at all Divisional headquarters.</strong></p>
<p>Following declaration by the then Hon&#8217;ble Railway Minister in his Budget speech (2013-14) in regard to provision of hostel facilities for single women Railway employees at all Divisional headquarters, the issue has been considered by the full Board.</p>
<p>2. The Board has decided that the single women Railway employees may be provided with hostel facilities at all the Divisional headquarters by making appropriate arrangement without any pay scale restrictions.</p>
<p>3. For this purpose the Zonal Railways may earmark appropriate number of staff quarters without resorting to new constructions at appropriate locations and furnishing those units with basic necessities such as bare essential furniture, skeletal kitchen set up etc. Further, whenever new quarters are sanctioned, the first priority should be given to women hostel.</p>
<p>4. This Issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>
