<p><strong>Shri Shiva Gopal Mishra,</strong> General Secretary, All India Railwaymen’s Federation said that inspite of the continuous negotiation with the Government of India &amp; Railway Ministry, the genuine pending demands of the Ratiwaymen has not so far been resolved &amp; lying as unattended.</p>
<p>Shri. Mishra further said that the 36 points charter of demands was discussed in the Central Council Meeting of AIRF on 3-4 July 2014 at and also on Working committee Meeting of AIRF held on 25-26 Aug, 2014 at Nanital, where the serious concern over the 36 point Charter of demand were engaged the attention of all members. The major demands are as regards- Scrapping New Pension Scheme, Filing up of the lakh of the Vacancies in Railways, Stop privatization &amp; contractization in Railways, Removal of the ceiling limit of Rs. 3500/- for calculation of the Productivity Linked Bonus, Removal of anomalies of VI CPC, Merger of Dearness Allowances, Interim Relief not yet granted although, the demand were raised in JCM forum, Redressai of pending problems of Running staff, stop Anti labour amendment in the various labour laws such as I.D Act. Factory Act, and Apprentice Act etc, Employment of ward of Railway employees.  Exemption limit on Income Tax be raised to Rs. 5 Lakh, Provision of basic amentias to the women workers at their work place etc,</p>
<p>Shri Mishra further mentioned that there is great resentment amongst the Railway Workers on the account of the unattended charter of demands in general and FDI, PPP in particular. The FDI, will definitely not be beneficial to the Indian Railway system and the Government decision is aimed to divide the activities of Railway into two different mode of functioning and hand it over to Multi National Private Companies through this dis-investmeflt &amp; Privatization.</p>
<p>The Anti labour attitude of the Railway Ministry &amp; Govt. of India has compelled us to organize a countrywide “<strong>Jan Jagran Abhiyan</strong>” from<strong> 3rd to 18 Sept, 2014</strong> in all over Indian Railway by AIRF affiliates and on <strong>19th Sept, 2014</strong> the countrywide “<strong>All India Protest Day”</strong> wifl be organized in front of All the Administrative Officers of Zonal Railway, workshop, Production units, station etc,. if the genuine demands of the Railwaymen are not addressed properly by the Govt of India and Railway Ministry, the Railway employee will be compelled to March for indefinite Strike as done in the past in year of 1974 for which Govt. of India / Railway Ministry will be responsible.</p>

Sub:<strong> Feedback on the meeting held today with the Member Staff, Railway Board on Staff Grievances</strong><br />
Ref: <strong>Strike Ballot</strong></p>
<p>The Member Staff, Railway Board, invited us called me for an meeting today at 15:00 hrs. on the above-noted subject.</p>
<p>During course of meeting, I explained him all the circumstances under which AIRF was forced to take the decision of Strike Ballot.</p>
<p>I also explained him that, due to non-redressal of genuine long-pending demands of the Railwaymen, like removal of anomalies (Running Staff grievances, merger of Technician II with Technician I, GP Rs.4800 to all the Supervisory Staff, abolition of GP Rs.2000 for the purpose of MACP Scheme), non-implementation of unanimously agreed decisions of the Railway Board &#8211; unanimous recommendations of Jt. Committee on Trackmen, regularization of railway accommodation in favour of wards of railway employees recruited under LARSGESS, extension of LARSGESS to the staff working TRD, Bridge and Power departments, cadre restructuring without matching savings, absorption of quasi-administrative offices staff in the Railways, parity in the case of Stenographers working In the field as well as Zonal Railways and Production Units, creation of additional posts in commensurate with increase in the number of trains and work load, stopping of outsourcing of perennial nature jobs, violating the provision of Contract Labour, etc. etc,</p>
<p>Similarly, judgements of various courts, in regard to MACP in hierarchical grade. Accounts Staff and Stenographers, reckoning of 100% Casual Labour Service rendered as Qualifying Service for seniority and pensionary benefits, have not being implemented. On the one hand, Railways are said to be the second line of defence, but the Ministry of Railways have not done any effort to pursue the matter with the Government of India to bring all the Railwaymen in Old Pension Scheme, as has been done by the Home Ministry in regard to Defence Staff.</p>
<p>I explained to the MS, AM (S) and ED(IR), Railway Board, present in the meeting, that though we had all along advised the Railway Board, right from top to bottom, every decision of the General Council as wel as 88th Annual Convention of the AIRF, and also in between no positive steps have been taken by the Railway Board in regard to Resolution of Charter of Demands submitted by the AIRF to the Railway Board, and that is the reason, our Patna 89th Convention of AIRF also put its seal on Strike Ballot (20-21 December, 2013) decision of the General Council of the AIRF as well as &amp; 8th Annual Convention of the AIRF.</p>
<p>Though the Member Staff requested for deferment of date of strike ballot, I told him very clearly that now it is too late, and until there are sorne visible action from the Ministry of Railways and Government of India is taken, we would not be able to defer our strike balot decision, decided by our General Council and Annual Convention.</p>
<p>In regard to continuation of dialogue, I explained that I would inform the Railway Board about the date, only<br />
after consulting the President/AlRF.</p>
<p>In the meeting issue of brutal killing of Late Sh.Sanjeeva Rao/TTE/SCR was also raised. I stressed upon the Member Staff to extend all resources so that relief to the bereaved family could be given at the earliest. I also apprised the MS about the anguish and concern of Railwaymen about this incident. Further emphasis was given to provide security for staff to avoid recurrence of such sorrow and painful incidents.</p>
<p>Corn. Mukesh Galav, General Secretary/WCREU and AGS/AIRF was also present during the course of meeting.</p>
<p>The above is for your information, and the latest update on the subject.</p>
<p>All of you are requested to take strike ballot as seriously as had been taken in the General Council and Annual Convention of the AIRF and motivate the Rawayrnen that, why we have been forced to go for strike ballot.</p>

in Rajya Sabha regarding strike called by Railways federations the Ministry of Railways stated about  setting up of 7th Central Pay Commission that:</p>
<p><strong>One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission (7CPC) . Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.</strong></p>

<p>(a)    whether it is a fact that all Railway trade unions have threatened to go on a general strike if their demand for a new National Pay Commission is not announced within a period of four months; and</p>
<p>(b)    if so, the details thereof and Government’s reaction thereto?</p>

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS<br />
(SHRI KOTLA JAYA SURYA PRAKASH REDDY)</p>
<p>(a) and (b): There are two recognized staff Federations on Railways. Both the Federations have made numerous demands concerning various service matters of railway employees like pay and allowances, promotion and pension. While one of the Federations have indicated that if their grievances are not resolved in a time bound programme, the Federation would be compelled to conduct strike ballot as a first step. The other Federation have decided to give a time of four months to the Government for satisfactorily settling their demands failing which the Federation will be compelled to give call for ‘Indefinite Strike’ on Railways. One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission. Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.</p>

New Delhi, 12th August, 2013: Aggrieved with the stony silence of the Ministry of Railways. All India Railwaymen’s Federation(AIRF) has decided to call is General Council Meeting on 13.09.2013 at New Delhi to decide the date of Strike Ballot.</p>
<p>The above is next step towards their decision taken in the 88th Annual Conference which was held at Visakhapatnam from 18 to 20 December, 2012.</p>
<p>The aforementioned decision was taken in the Standing Committee Meehng of the AIRF, attended by all the zonal railway unions’ Presidents and General Secretaries, which was presided over by Shri Umraomal Purohit, President AIRF.</p>
<p>Giving details here on the decision taken in the Standing Committee of the Federation, Shri Shiva Gopal Mishra, General Secretary AIRF stated that he has written and personally handed over letters along with the Resolution passed in Visakhapatnam to all the ministers, Chairman and Member Staff, Railway Board who were in office since January till today. Not only that, reminders were also given, and the above have been reminded repeatedly. The railwaymen are frustrated for non-fulfillment of their long pending genuine demands of removal of anomalies of VI CPC, non.merger of Technician Gr.II with Technician Gr. I, arrears to running staff w.e.f. 01.01.2006, GP Rs.4800 to Sr. Supervisors, forcing raliwaymen to work beyond 8 hour-a-day, non-maintenance of railway colonies, etc. etc.</p>
<p>Shri Mishra further added that, it has also been decided by the Standing Committee that the AlRFs’ affiliates will organize massive agitations by organizing gate meetings, dharnas and rallies on the next day of introduction of PFRDA Bill in the Parliament. He said that in our stake agenda &#8220;Scrapping of New Pension Scheme and appointment of VII CPC&#8221; are the main issues.</p>

<p>Railwaymen demonstrate in run-up to meeting on strike: TOI</p>
<p>AHMEDABAD: A two-day meeting of the All India Working Committee of the National Federation of Indian Railwaymen will be held from August 7. The working committee will decide on the date for taking a secret ballot vote to go on strike. The employees are protesting against delays in appointing the Seventh Pay Commission and <a href="http://centralgovernmentnews.com/category/promotion/">promotions</a> of over 3 lakh employees, among other issues.</p>
<p>A large number of railway employees held demonstrations across the state. In Ahmedabad, the demonstrations were led by J G Mahurkar, general secretary, WR Mazdoor Sangh. &#8220;The issue of the <a href="http://centralgovernmentnews.com/category/7cpc/">Seventh Pay Commission</a> and the implementation of the cadre-restructuring report for promotions have been pending with the railways and finance ministry for over two years. It&#8217;s time the government takes action,&#8221; said Mahurkar. They also demanded that the <a href="http://centralgovernmentnews.com/?s=nps">New Pension Scheme</a> be scrapped and guaranteed pensions be given to railwaymen who have joined since April 1, 2004.</p>
<p>On June 24, the steering committee of the National Federation of Indian Railwaymen and Western Railway Mazdoor Sangh had taken the decision to conduct a strike ballot and paralyze operations if these demands were not met within the next three months. The union leader has demanded entry pay of Rs 42,000 for station masters. He further said that the railway ministry should rectify the anomalies of the <a href="http://centralgovernmentnews.com/category/6cpc/">Sixth Pay Commission</a>, which are harming the operating staff and trackmen.</p>
<p>Mahurkar also demanded that the ministry increase the fixed medical allowance from Rs 300 to Rs 1,000 for pensioners.</p>
