<h3 class="wp-block-heading">Sub: Report on system for crew review of running staff and modalities for periodic balancing of staff excess/ shortage.</h3>



<p>A committee of EDs was constituted vide order No. ERB-I/2022/23/07 dated 08.02.2022 to examine the present system of crew review and recommend modalities for periodic balancing or excess/ shortage of such staff between Division/Zonal Railways. The committee consisted of the following members:</p>



<p>i) Executive Director Establishment (N) &#8211; Convener<br />ii) Executive Director/ TT(S) &#8211; Member<br />iii) Executive Director/ Finance (E) &#8211; Member<br />iv) Principle Executive Director/ EE(RS) &#8211; Member</p>



<p>The terms of reference of the Committee are “<strong>To examine the present system for crew review and recommend modalities for periodic balancing of excess/ shortage of such staff between Division/ Zonal Railways</strong>”.</p>



<p>The Committee submitted its recommendations. After deliberations, the recommendations of the Committee have been accepted/ approved by the Board. Hence,&nbsp;Zonal Railways are directed to implement the following recommendations of the Committee&nbsp;and take necessary action in this regard:</p>



<p>a) Presently, all Zonal Railways do not follow a uniform procedure or norms for reviewing the running staff, which needs to be rationalized. Two parameters namely 10 % allowance for bunching allowance or fluctuation of traffic allowance and 3.5 % allowance for future growth in traffic, presently being considered in calculating crew required per POL may be dispensed with as these parameters need to be accounted for in assessing Traffic / POL projections. This will reduce crew assessment by 13.5 % or 0.6 per loco from its present value of 7.67, roughly amounting to 8% reduction (0.6 / 7.67) which may likely translate into approximately 10,000 posts.</p>



<p>b) The provisions for 30 % Leave reserve and 10% Trainees reserve in crew assessment per POL may be reviewed and decided at the Zonal railway level based on percentage of working days running staff has been on leave or training in the past 3 years. The provision for these parameters may be prescribed as 30% in total or actual percentage described above, whichever is lower.</p>



<p>c) Considering advancement in Rolling Stock technologies, length of the beat served by loco running staff may be increased to at-least 250 kms.</p>



<p>d) Zonal Railways to rationalize their requirement of lobbies and as far as possible, retaining only essential lobbies while increasing distance between Two lobbies to upto 250km irrespective of divisional/zonal boundaries. Staff links should however be made within the HOER statutory requirements.</p>



<p>e) Increase in the beat length would also lead to running staff working more frequently across Divisional and Zonal Railway boundaries for which suitable working arrangements may be instituted between divisions / zones.</p>



<p>f) As seen in data above, since there is poorer utilization of Coaching crew, Coaching links may be revised to enhance average duty hours. For such enhancement of duty hours, crew beat of Mail/Express trains may be extended from the present beats.</p>



<p>g) Coaching crew Link Management System (CCLMS), being developed by CRIS should be rolled out at the earliest for optimal utilization of coaching crew.</p>



<p>h) Integration of CMS with COA for enabling visibility of on duty time of crew to section controller along with train details for better planning of trains To reach next crew changing point within prescribed running/overall duty limits and if required advance notice to crew for extended duty can be served. This will also help Section Controller for reducing the Pre-Departure detention (PDD) with better planning of trains in section under his control.</p>



<p>i) At present, minimum 8 hours rest at out station is prescribed irrespective of hours of duty performed. It Is recommended that if duty is less than 5 hours, the crew may be given option for availing 6 hour rest instead 8 hour rest.</p>



<p>j) Provisions should be made to deploy crew temporarily from one lobby to another to cater to any sudden peak in demand. Such deployment may be done even across divisional/ zonal boundaries if necessary for catering to enhanced traffic requirement with the approval of PCOMs and PCEEs of respective Zonal Railways.</p>



<p>k) Deployment across Divisions / Zones may be considered only after taking holistic view of crew availability in other units and may be done on option basis, with staff being given the option to revert back to their original units within 6 months to 1 year.</p>



<p>l) Such deployment shall be based on crew review done on yearly basis to balance surplus / deficit requirements at the lobby level within Division / Zones. A long term review every 3 years may be done to assess enhancement / reduction of cadre at the divisional / zonal level so that necessary action for new recruitment / redeployment of surplus staff may be done within time. Any redeployment / balancing done in this regard should be only with approval of concerned PHOD.</p>



<p>m) In case running crew are identified excess and declared surplus, they may be considered for redeployment under extant rules for surplus staff. Such redeployment may however be considered only after excess crew are adjusted by considering request for inter railway/ inter division in relaxation of 5 years’ service requirement.</p>



<p>n) If need arises, options of staff in these categories may be invited for absorption in other categories/ departments provided these are in the same pay level and they undergo suitable training. This deployment may be made against DR quota subject to the staff meeting prescribed eligibility criteria. Seniority and Pay fixation of such staff on their absorption in alternative categories should be as per extant rules for surplus staff.</p>



<p>Incase of additional requirement, posts may be created for new recruitment. However, In terms of instructions issued by Secretary (Expenditure), Ministry of Finance, Deptt. Of Expenditure vide O.M. No. 7(2)/E(Coord)/2020, dated 04.09.2020, all powers for creation of posts have been withdrawn by Ministry of Finance. As per para 2.(a) and 2.(b) of the aforementioned O.M. “There will be a ban on creation of new posts, except with the approval of Department of Expenditure, in Ministries / Departments, attached Offices, Subordinate Offices, Statutory Bodies and Autonomous Bodies. This ban will cover all creation of posts under powers which have been delegated to any organization regardless of the source of such authority or power.” Indian Railways should take up the matter with Department of Expenditure to exempt creation of posts of running cadre from this restriction.</p>



<p>0) The merger of cadres of Loco Pilots between electrical / mechanical may be implemented uniformly across all railways. All crew may be provided training for operating both types of traction as may be necessary keeping in mind local circumstances. Administrative control of loco running staff may be handled by a single point of command to ensure efficiency in decision making.</p>



<p>p) Crew review should be done on yearly basis (Calendar year, i.e. 1st January to 31st December) duly approved by DRM. The proposal for crew review should be sent from Divisions to HQ well in time so that sanction of GM may be obtained by 15th March and Divisions may be advised to submit indents by March end.</p>



<p>Extant process of filling up of post of running staff through direct recruitment by RRBs is time consuming and generally takes about 2.5 to 3 years. Crew review should be based on three years traffic projection so that any vacancies in anticipated cadre strength can be filled up in a planned manner.</p>



<p>These recommendations contain subjects pertaining to various directorates. If any clarification is required, Zonal Railways may approach the Technical Directorate concerned for further clarification.</p>

<p>While enclosing copies of Federation’s letters dated 24th February, 2020 &amp; 30th May, 2020 NFIR desires to convey once again that the medically decategorised running staff absorbed in the stationery pots are greatly disappointed over denial of annual increments. They are repeatedly pressing this organization to pursue the matter for allowing annual increments beyond the maximum of the pay, being unique problem.</p>

<p>In the Federation’s tenors dated 24th Feb,2020 and 30th May, 2020, specific cases of deprival of annual increments have been mentioned to facilitate the Railway Board to examine and take action for relaxing the extant provisions, enabling grant of annual increments and consequential benefits in those cases. It is however sad that although more than six months passed from the date of first letter of the Federation, there is no action on the genuine issue and there has been no reply also.</p>



<p>NFIR once again requests the <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a> Board to kindly see that the case is dealt on priority for relaxing the extant provisions and allowing annual increments to those former Loco Running staff absorbed in stationery posts.</p>

<p>I) In view of announcement of confirmed Corona Cases officially in different places in our country, the railway employees and their families are worried a lot about their safety. The running staff and other frontline categories staff with public interface are more vulnerable under the present circumstances. In the case of running staff, they have to mandatorily go through the Breath Analyser Test, by which, there are chances of quick spread of Corona Virus. If such unfortunate development takes place, the entire running staff will be affected adversely which may lead to disruption of train services on all zonal railways.</p>



<p>In view of the above critical scenario, NFIR requests the Railway Board (CRE) to consider that the staff who are supposed to undergo the Breath Analyser Test are not forced to take the test till such time Corona Virus is brought under control in India. While suspending Breath Analyser Test, the administration may make alternative mechanism for conducting checks.</p>

<p>II) The staff working in different public interface categories like commercial, operating etc., and also in the field are required to be provided masks to enable them wear while on duty and perform duties with self-confidence. Besides face masks, it may also be ensured to supply alcoholic soap/hand sanitizers at work-places to facilitate the staff to wash their hands very frequently.</p>



<p>III) The present system of Bio-metric Attendance would lead to spreading of virus from one person to another, in view of touching the machine to give attendance by large number of employees. In view of the risk involved, many Corporate Institutions have already suspended the system of Biometric Attendance to its employees. Similar action is also warranted in all the Railway Establishments/Workshops etc., till the period, the Corona Virus is fully controlled.</p>



<p>The Federation (NFIR), therefore, requests the Chairman, Railway Board to kindly arrange to issue instructions to the General Managers of Zonal Railways/Production Units for:</p>



<ul class="wp-block-list"><li>deferring Breath Analyser Tests on Running Staff</li><li>supplying face masks, hand sanitizers / alcoholic soaps at work places and;</li><li>suspending the Bio-Metric Attendance System in all all the Railway Establishments / Workshops etc., immediately.</li></ul>

<p><strong>Payment of 7th CPC Leave Salary to the Running Staff  &#8211; Railway Employees NFIR</strong></p>

<p>Subject: <strong>Payment of Leave Salary to the Running Staff after implementation of 7th CPC recommendations-reg.</strong></p>



<p>Ref: (i) NFIR’s PNM Items No. 47/2018 &amp; 57/2016.<br />
(ii) Railway Board’s letter No. E(P&amp;A)II/2017/RS-22 dated 28/12/2018 (RBE No.2204/2018).<br />
(iii) NFIR’s letter No. IV/NFIR/7th CPC (Imp)/Allowance/2016/Part II dated 12/01/2019, 18/03/2019, 28/05/2019 &amp; 17/08/2019.</p>



<p>Federation invites kind attention of the Railway Board to the references cited above relating to payment of Leave Salary to the Running Staff pursuant to the implementation of the recommendations of <a rel="noreferrer noopener" aria-label="7th Central Pay Commission (opens in a new tab)" href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank">7th Central Pay Commission</a>. Federation once again reiterates that though the Railway Board have issued orders vide RBE No. 204/2018 dated 28/12/2018 but, however, there is no clarity in the said orders regarding date of effect i.e. from 01/01/2016, consequently in the provision in IPAS, date of effect has been taken as 01/07/2017 and the Running Staff have been put to recurring financial loss for 18 months (from 01/01/2016 to 30/06/2017) leave salary. Though the Federation has been making efforts to persuade the Railway Board to set right the technical snag but however action to correct/up-date IPAS has no been taken yet with the result Federation continues to receive grievances from the Running Staff from Zonal Railways.</p>

<p>NFIR, therefore, once again urges upon the <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener" aria-label="Railway (opens in a new tab)">Railway</a> Board to kindly intervene and issue suitable instructions to all concerned to rectify/up-date the IPAS giving effect to the instructions vide RBE No. 204/2018 dated 28/12/2018 from 01/01/2016 repeat from 01/01/2016 and not from 01/07/2017.</p>



<p>Action taken in the matter may kindly be apprised to the Federation.</p>

<p>Copies of Federation&#8217;s letter dated 12/01/2019 &amp; 18/03/2019 are enclosed wherein following specific points have been mentioned:- </p>



<ul class="wp-block-list"><li>Instructions issued vide RBE No. 20412018 dated 21/12/2018 do not contain the relevant provision made in Para 3.23 (b) of Board&#8217;s letter No. E(P&amp;A)II-80/RS-10 dated 17/07/1981 which have not been incorporated.</li><li>Board&#8217;s instructions contained in Para 2 of RBE No. 204/2018 dated 28/12/2018 are not being complied with on many Zones/Divisions with retrospective effect i.e.01/01/2016 due to Technical problems being faced in IPAS which has failed to accept amendments from back date.</li></ul>



<p>NFIR, therefore, once again requests the Railway Board to kindly issue modified instructions to RBE No. 204/018 so that the remaining portion of Board&#8217;s earlier order dated 17/07/1981 also finds place in the<br /> instructions and at the same time payments are made to the Running Staff from retrospective effect i.e.01/01/2016 duly updating the IPAS. Action taken in the matter may kindly be apprised to the Federation.</p>

<p>Kind attention of Railway Board is invited to NFIR&#8217;s PNM Agenda Item No. 08/2011, Federation&#8217;s letter and Railway Board&#8217;s reply thereon, iited under reference.</p>



<p>The Railway Board through Action Taken Statement during NFIR&#8217;s PNM meeting held on 10th/11th May, 2018 conveyed that the issue has been referred to the Ministry of Finance vide Board&#8217;s letter dated 14/09/2016 and reminders vide dated 22/11/2016, 16/02/2017 and 17/05/2017 have also been sent to the Ministry of Finance (DoE), but however reply was still awaited. Railway Board may kindly appreciate that this is more than eight years old PNM Item without finality.</p>



<p>NFIR, therefore requests the Railway Board to kindly make special efforts for obtaining approval of Ministry of Finance in order to finalize this long pending PNM Item.</p>
