<p>Pursuant to the presentation made by the GM/NWR to full Board on 06.03.2018, recommendations of the Committee have been considered by the Board (ME,MT,MS,FC,CRB) Following key recommendations have been approved by CRB.</p>
<p>1.  At the time of exercising option for fixation of pay the employee shall be provided with two options for calculation of pay so that he is able to pick up the best. As the employee would be exercising the option in a more informed manner, a wider window be provided to them, if they seek to change the option, and Master Circular for the pay fixation should be suitably amended.</p>
<p>2. Zonal Railways can consider providing accommodation (not leased) strictly for family of field level staff at a nodal station generally within 50-100 kms of the way side station where he or she is posted. The Zonal Railway may chose the nodal station on their own where they want to operate this scheme as per feasibility and allot vacant quarters at the nodal stations on the first come fist serve basis. If required some of the way side station quarters can be converted into transit camp or dormitories at the discretions of Zonal Railways. This would alleviate a major concern of out field staff who face problems on this account. GM’s may take necessary action based on the above.</p>
<p>3. It would be better to provide resting facility with toilets at manned level crossings for use by the trackmen and other field staff. This facility can be a temporary structure made up of porta cabins and be provided within the sanctioned budget of the Zonal Railways.</p>
<p>4. All other items which are apparently of general nature may be taken up as a pilot project by GM/NWR for which he is being fully authorized. The result of the pilot project be sent to Board for further action.</p>
<p>Concerned Directorates will issue necessary detailed instructions in respect of items at 1,2 &amp; 3 above in particular and other items listed in the Annexure wherever necessary.</p>

<p><strong>Sub : Reduction in the residency period for promotion from Helper (G.P Rs.1800, Level-1, Rs.18000-56900) to Technical-III (G.P.Rs.1900, Level-2, Rs.19900-63200)</strong></p>
<p>In terms of extant provision contained in Board’s letter No.E(NG)I-96/PM7/56 dated 2.2.1998, Helpers (G.P.Rs. 1800, Level-1) possessing the qualifications prescribed in the Apprentice Act, with a minimum of three years regular service are eligible to appear in the Selection against 25% qualified staff quota.</p>
<p>2. There has been a demand to reduce the residency period from existing three years to two years, at par with residency period of promotion for other categories. This issue has been raised by AIRF in the PNM forum.</p>
<p>3. Accordingly, the matter has been examined in consultation with the Zonal Railways, PUs &amp; technical directorates of Railway Board and it has been decided . that henceforth residency period for Helpers to appear in selection against 25% qualified staff quota will be two years.</p>
<p>The above instructions will be effective from date of issue of this letter.</p>
<p>Please acknowledge receipt of this letter.</p>

<p>Sub: <strong>Grant of Advances &#8211; Seventh Central Pay Commission recommendations &#8211; Discontinuance of Advance of Leave Salary.</strong></p>
<p>The Seventh Central Pay Commission vide Para 9.1.4 had recommended that all the interest free advances being granted to the Central Government employees should be abolished. The Government&#8217;s decision in this regard has been conveyed by the Ministry of Finance vide their OM No. 12(1)/E.II(A)/2016 dated 07.10.2016. According to the instructions contained therein, the Advance of Leave Salary in addition to six other advances has been abolished.</p>
<p>2. The Government&#8217;s decision in respect of abolition of advance of leave salary has been considered by the Ministry of Railways in consultation with Finance Directorate. It has been decided to abolish Advance of Leave Salary w.e.f. 07.10.2016. The cases where the advances have already been sanctioned need not be reopened.</p>
<p>3. The provisions in respect of advance of leave salary are contained in Rule No.548 of Indian Railway Establishment Code (IREC), Volume-I, 1985 Edition (Reprint Edition-2008). In view of this, in exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President is pleased to direct that Rule No.548 of IREC Vol.-l may be amended as in the enclosed Advance correction Slip No, 131</p>
<p>4. This issues with the concurrence of the Finance Directorate Railways.</p>

<div>Authority, subject to exigency and where joining at transfer station has to be effected with immediate effect. The air fare will, however, be admissible for self only. No family member of any Railway servant is entitled to travel by air on transfer.</div>

<div>Transfer Travelling Allowance in cases, where both husband and wife are in Government service and are transferred within 60 days of his/her transfer from the same place to the same place, shall not be admissible to the spouse transferred later. In cases where the transfer takes place within six months, but after 60 days of the transfer of the spouse, fifty per cent of the Transfer Grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfer after a period of six months or more. Other rules precluding Transfer Grant in case of transfer at own request or transfer other than in public interest shall continue to apply unchanged in theIr case.</div>

“The apprentices (whether mechanical or other categories) who are in receipt of the concession of free boarding and lodging at their headquarters may be allowed Travelling Allowance applicable to the category to which they are apprentices provided they are required to undertake such journeys as a part of their training and no free boarding is arranged for them.”</div>

<div align="justify">Sub: <strong>Status of Promotions, made between date of effect and date of Implementation of recommendations of 6th CPC, and Seniority of Staff in merged grades in pursuance of Recommendations of 6th CPC.</strong></div>
<div align="justify"><strong><br />
</strong></div>
<div align="justify">The issue of status of promotions made between date of effect and date of effect and date of implementation of 6th CPC and seniority of staff in case where two or more pre-revised grades were merged and placed in a common grade pay, in consonance with the recommendations of 6th CPC, was under consideration of Ministry of Railways in consultation with Department of Personnel &amp; Training (DoP&amp;T).</div>

<div align="justify">2. The matter has since been examined and it has been decided that status of promotions and seniority of staff holding post in grades which have been merged in pursuance to recommendations of 6th CPC will be determined as under :-</div>
<div align="justify"></div>
<div align="justify">(I) The promotions made between 01.01.2006 to 04.09.2008 date of implementation of 6th CPC on Railways will be protected as the same were made as per the provisions of statutory rules existing at that time. The merger of the pay scale(s) of the post(s) as recommended by 6th CPC have been made effective w.e.f. 01.01.2006; the seniority of government servant which existed on 04.09.2008 will be maintained. i.e., the holder of post having higher pay scale or post which constituted promotion post for the posts in the feeder grade, will rank enblock senior to those holding post having lower pay scale or the posts in feeder grade.</div>
<div align="justify"></div>
<div align="justify">(II) where posts having different pay scales prior to 6th CPC recommendations and now after merger have come to lie in the same Pay Band with same Grade Pay, the inter-se seniority of all the employees will be fully maintained with employee in a pre-revised pay scale being placed higher vis-à-vIs an employee in a lower revised pay scale being placed higher visá-vis an employee in a lower pay scale. Within the same pre-revised pay scale, seniority which existed prior to revision would continue.</div>
<div align="justify">(III) Where recruitment for the posts in different pre-revised pay scale(s) was initiated separately for each posts, prior to acceptance of recommendations of 6th CPC,  i.e., prior to 04.09.2008 but selected individual joined duty on or after 05.09.2008 in the revised pay scale(s) against the posts which have been granted same Grade Pay, such staff will be assigned seniority enbloc below those who were in position as on 04.09.2008.</div>
<div align="justify"></div>
<div align="justify">(IV) The availability of staff nominated on the basis of panel of promotion given by DPC or Select List given by Selection Board will be decided as on 04.09.2008. In case a staff from the panel given by DPC or Select List given by the Selection Board has joined on or prior to 04.09.2008. then status of all the staff included in panel given by DPC or Select List will be protected and all staff will be considered available and their seniority determined by following the basic principe of seliority, i.e., order of panel given by DPC or merit list given by Selection Board. In case all the staff included In the panel given by DPC or Select List given by Selection Board joins after 04.09.2008, then the seniority of such staff within a grade, will be determined by placing them below all available staff as on04.09.2008 but maintaining their inter-se seniority in order of panel of DPC or merit list given by Selection Board.</div>

<div align="justify">3. All the cases of determination of seniority except merged MTS posts will be decided accordingly. The issue of determination of seniority of merged MTS (erstwhile Group ‘D’) posts would be taken up separately.</div>
