No.2022/V-1 /VP/AIPR/1/1

Rail Bhavan, New Delhi
Dated 17.11.2022

The SDGMs/CVOs, Ne
All Indian Railways.

Sub: Timely filing of Annual Immovable Property Return by Railway officers – reg.

As you are aware, the Central Vigilance Commission (CVC) vide its guidelines dated 16.03.2022 has advised that timely filing of AIPR is a mandatory pre-condition for Vigilance clearance. Therefore, all Ministries/ Departments/ Organizations have been requested to ensure that all Officers, for whom vigilance input is solicited from the Commission, have filed AIPR within the stipulated time limit. Vigilance clearance shall be denied by the Commission to an officer if he fails to submit his annual immovable property return of the previous year by 31st January of the following year, as required under the extant instructions of the Government of India. Thus, it is. evident that filing of AIPR on time is a mandatory pre-condition for grant of vigilance clearance by CVC.

2. Subsequent to issue of above-mentioned instructions, while considering proposals of grant of vigilance clearance related to empanelment of Railway officers under Central Staffing Scheme, other higher-level appointments etc., it was noticed that a large number of officers had failed to file their AIPR for the previous year within the prescribed time limit. This. has been seen as a matter of concern. It is certainly an area where it is important that awareness be inculcated amongst officers so that they file their AIPR timely and avoid being in a Situation where higher-level appointments are negated on account of denial of vigilance clearance by CVC.

3. The matter has, accordingly, been. considered and the competent authority has a desired that SDGMs/CVOs should take necessary steps to disseminate the importance of filing of AIPR’ in: time by Railway officers through periodic circulars and training programmes. It would be appreciated that as a part of preventive vigilance, it becomes essential to put in place remedial measures to address the vulnerabilities in the systems and procedures. Special emphasis should be made to propagate this important message immediately since filing of AIPR for the ensuing year is to be done shortly.

4, Receipt of this letter may be acknowledged.

Ministry of Railways/Rail Mantralaya
(Railway Board)

RBE No.61/2018

No. F(E)I/2017/AL-28/41

General Manager,
All Indian Railways, PUs etc.
(As per Standard Mailing List)

Sub : Air Travel entitlements for journeys on tour or training; revision of instructions reg.

In partial modification of Board’s letters of even number dated 24.08.2017 & 25.09.2017 on the subject, it has been decided by Board to revise the Air Travel entitlements of railway officers for journeys on tour or training in the following manner:

2. Further, in partial modification of Board’s letter of even number dated 25.09.2017, it has also been decided by Board that grant of Air Travel permission to officers on Indian Railways, either one way or two way, may be approved personally by GMs of Railways with the prior personal concurrence of PFA.

3. As delegated vide pars 22 of Board’s letter No. F(X)II-2015/PW/7, dated 12.06.2017 of delegation of powers to GMs, these powers may be exercised personally by Chief Administrative Officer with the prior personal concurrence of PFA in case of COFMOW, New Delhi, DCW/Patiala and MTP/ Chennai.

4. The competent authority while approving Air Travel would apply his mind and consider whether the available train connectivity and time taken justifies the same. For example, while Delhi-Bangalore-Delhi may qualify for Air Travel, Delhi-Mumbai-Delhi can easily be covered by train comfortably. General Manager while using his discretion to permit one way or two way Air Travel may consider both the need of the journey and the urgency that necessitates Air Travel.

5. It may be ensured that permission for Air Travel is given judiciously and restricted only to absolutely essential official requirement that is recorded, subject to availability of budgetary provisions.

6. This has the approval of Board (FC & CRB).

7. These orders will take effect from the date of issue of this letter.

8. Please acknowledge receipt.

No. II/14/Part VI

Dated: 21/10/2015

The Secretary (E),
Railway Board.
New Delhi
Dear Sir,

Sub: Comprehensive transfer policy for Railway officers – Denial of inter-railway transfer requests of Group’C’ staff-reg.

Ref: (i) Railway Board’s letter No. E(O)III/2014/PL/05 dated 31/08/2015.
(ii) NFIR’s letter No. II/14/Part VI dated 28/09/2015.

*****

In continuation of Federation’s letter of even number dated 28/0912015, it is to convey to the Board that protest representations from staff are being received by NFIR against the restrictions clamped by the Board relating to inter-railway transfer requests of Group ‘C’ staff vide tettef No. E(O)III/2014/PL/05 dated 31/08/2015, NFIR strongly feels that the instructions contained under item no. (xi) in Board’s letterdated 3l/08/20l5 need to be deleted.

Complaints have also been received that the mutual transferequests wherever approved by the competent authorities are not being irnplemented, lt is further broughto the notice of the Federation that the mutual transfer applications of staff are not being entertained on the plea that 5 years minimum service condition not fulfilled. There are also representations from a few staff that inter railway request transfer applications on’spouse grounds’are not being considered citing “non-fulfilment of 5 years service condition'”.

NFIR, therefore, once again urges upon the Railway Board to review the matter and issue suitable revised instructions for mitigating the staff hardships in the above situations. A copy of the instructions issued may be endorsed to the Federation.

Yours faithfully,
(Dr. M.Raghavaiah)
