<p>As per the latest rules, the reckoning sports achievements period is present and/or immediate for the previous year for recruiting against the Talent Scouting Group sports quota. <h3 class="wp-block-heading">Sub. : Relaxation in period of reckoning Sports Achievements for recruitment against sports quota under Talent Scouting Category for the year 2020-21.</h3>



<p>Ref .: Railway Board’s letter No. 2010/E {Sports)/4(1)/1 (Policy) dated 31.12.2010 (RBE No. 189/2010).</p>



<p>As per existing instructions, the period of reckoning sports achievements for recruitment against sports quota under Talent Scouting Category is current and/or immediate previous one financial year. But, due to <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">covid</a> pandemic and nationwide lockdown, most of the national or international championships didn’t take place last year.</p>



<p>The condition for reckoning sports achievements for recruitment against sports quota under Talent Scouting Category has been considered by Board and to give a fair opportunity to sportspersons for recruitment under Talent Scouting Category in 2020-21, it has been decided that the sports achievement for this category may be reckoned for the previous two financial years, same as that for the recruitment under Open Advertisement category.</p>



<p>This also disposes of SERSA’s letter No. SERSA/ Recruitment/ TS&amp;OA/ 2020-21, dated 15.01.2021.</p>

<h3 class="wp-block-heading">Sub: Combined Cadre Restructuring of Group A, B and C services on the Railways</h3>



<ol class="wp-block-list"><li>Senior Section Engineers (SSE) in the category of Technical Supervisors were given no improvement in the Cadre Restructuring since 1984 and Junior Engineers (JE) are eligible for only one promotion in their cadre as apparent from the following table – in spite of manifold increase in duties and responsibilities of the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers:</li><li><strong>NO IMPROVEMENT FOR SSE IN THE CADRE STRUCTURE OF TECHNICAL SUPERVISOR</strong></li></ol>

<ol class="wp-block-list" start="3"><li>There has been no upgrading or Cadre Restructuring of the Apex Grade of Group ‘C’ ever on the Railways – (either in 1979, 1984, 1993, 2003 or 2013). Consequently there is extreme stagnancy &amp; resultant frustration amongst the incumbents of the Apex Grade ‘C’- especially amongst the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers on the Railways.</li><li>The post of SSE in the pay scale 2375-3200 in 4th CPC, Rs.7450-11500 in 5th CPC, G.P Rs.4600 in 5th CPC and Pay Level-7 in 7th CPC had not received any upgradation in the past five cadre restructuring exercises.</li></ol>



<ol class="wp-block-list" start="5"><li>There has been substantial increase in the duties and responsibilities over the years of the Technical Supervisors&nbsp;<em>I&nbsp;</em>Rail Engineers (JEs &amp; SSEs) due to modernisation and advancement of technology on the Railways – but this has not been recognised or remunerated in any manner whatsoever – especially in the case of Senior Section Engineers.</li><li>Most of the employees get 3 or 4 promotions or even more in their service in Railways, except JEs &amp; It is pertinent that JEs with Diploma in Engineering and one year training and SSEs with Graduate in Engineering and one year of on the job training – are getting stagnated in the Apex Group C scale without any further avenue of promotion except in rare 2% cases. JEs enter in Pay Level-6 will get only one promotion to Pay Level-7. SSE with Graduate in Engineering qualification enter in Pay Level-7 and will remain stagnant in the entry grade itself. The JEs &amp; SSEs rot at Pay Level-7 throughout their career since they have very meager number of posts in Group-B.</li></ol>



<ol class="wp-block-list" start="7"><li>Less than 2% of Technical Supervisors – (entering with Diploma or Degree in Engineering) – reach Group B level and only a small fraction thereof reach Group A level- due to very meager number of Posts in Group A &amp; B vis-a-vis Group ‘C’ and non­ implementation of DoPTs orders regarding Classification of Posts – issued after the last five Pay Commissions on the Railways. Large majority of Technical Supervisors do not get promotion to the Gazetted cadre except in a very few cases and that too at the fag end of their career. Even after acquiring long years of experience and expertise they remain and mostly retire in the Supervisory cadre itself.</li></ol>



<ol class="wp-block-list" start="8"><li>Terms of reference of Cadre Restructuring Committees have not allowed the CRC Committees to do the cadre restructure exercise in pan-railways approach taking all management &amp; cadre issue into Instead work of CRC committee had been restricted to Group ‘C’ defeating basic purpose of CRC.</li><li>In the new scenario of high speed train operation, technological improvements, improved passenger amenities, handling of higher volume of traffic and management requirements thereof, it is requested that Combined “Cadre Restructuring” of posts in Group ‘A’, ‘B’ &amp; ‘C’ may please be considered to upgrade adequate number of Group C posts to Group A &amp; B – to fully meet with the job requirements of the posts of Technical Supervisors on Railways – keeping in view the following facts:</li><li>In the Technical Departments of Engineering, Mechanical, Electrical, Signal &amp; Telecommunications and Stores, only 3447 Group B posts for 77 lakh posts of Group C &amp; D, i.e. just 0.44% posts are available in Group-B – as indicated in the Tables below:</li><li><strong>Analysis of Staff Strength in the Technical departments of IR as on 31st March 2019</strong></li></ol>

<ol class="wp-block-list" start="12"><li>In fact, number of Group-B posts in Technical departments of Railways had witnessed negative It was reduced from 4274 to 3447 between the year 2009 and 2019. Thus strength of Group-B posts was reduced by 20% in a period of ten years.</li><li>In spite of more complex nature of duties and higher responsibilities on account of requirements of Safety &amp; modernisation, Railways have the lowest %age of Gazetted posts in Group A &amp; B vis-a-vis total strength – in comparison to total strength of all Central Government departments.</li></ol>

<ol class="wp-block-list" start="14"><li>In the present scenario of huge investments and fast &amp; prompt completion of new projects, more number of posts in gazetted cadre is essentially required, so that decision making and accountability can be broadened in the administrative hierarchy.</li><li><strong>Railway Board made a principle decision for combined cadre restructuring long back, part of minutes of Board meeting is given under,</strong><ol><li>It would be relevant to point out that on Indian Railways, Group ‘B’ officers constitute only 5% of its total workforce whereas, the average in respect of Group ‘B’ officers for All India Central Government employees comes to 5.6% i.e. 10.6 times higher as compared to Railway Group ‘B’ officers. Further, with reference to the Ministry of Culture which has the second lowest percentage of Group ‘B’ officers this ratio is 1:6 as compared to Railways. In this context, it is imperative that for efficient and effective utilization of existing manpower resources on Railways, the ratio of Group ‘B’ officer vis-a-vis non gazetted employees is to be improved keeping in view the functional consideration.</li><li>b) While the proposal for upgradation on above lines was under consideration the earlier AM (Staff) discussed the matter with both the Federations regarding upgradation of certain percentages of Group ‘C’ posts to Group ‘B’ gazette post and also regarding simplification in the selection procedure for Group ‘B’ Based on the said deliberations a Note for Discussion in Board’s Meeting was submitted. The said Note was considered in full Board meeting held on 29.11.2011 and Board directed as under:-</li><li>c) <strong>“Board directed that a comprehensive proposal on restructuring involving Group ‘C’, Group ‘B’ and Group ‘A’ cadres be worked out to enable Board to take a considered view”</strong></li></ol></li><li>7th CPC in its report for Technical Supervisors vide para 40.113 recommended that, <em>“Considering</em> <em>the feedback provided by the Railway Board and upon close analysis of the cadre structure, we are of the view that there is </em>some <em>element of stagnation at the GP 4600 stage. Accordingly , it is suggested that Railway Board should consider enhancing</em> <em>the number of posts in the next higher level” </em>…</li><li>It is therefore requested that the combined cadre strength of Technical Departments including all posts in Group- A, B and C on Indian Railways may please be restructured as under – so as to be comparable with, if not higher than, the All India Average % age of Group A, B &amp; C of Central Government employees in other Departments:</li></ol>

<p><strong>Another
 chance to eligible Multiple Disability (MD) ‘Divyangjan’ Level-1 
candidates to rectify disability option for Railway jobs</strong></p>



<p><strong>Eligible  MD Divyangjan candidates who have filled in their Disability option  incorrectly while applying can now represent to the RRC of the Zonal  Railway they had opted for with proof. Option to be available from 23rd  December 2019 on RRC websites</strong></p>

<p>It may be recalled that Railway 
Recruitment Boards (RRBs) had advertised through their centralized CEN 
02/18 notification for around 63000 vacant Level-1 posts in early 
February,2018. Consequent to the notification of the revised Divyangjan 
Act (RPWD Act, 2016) and orders of the Hon’ble Delhi High Court in a 
case filed by an organization for one of the Divyangjan categories, a 
corrigendum was issued on Feb 28, 2018. An extended one month window was
 provided to enable the Divyangjan categories included in the revised 
Act, including candidates with identified Multiple Disabilities (MD) to 
apply for the examination. Around 1.17 crore candidates including around
 1.54 lakh Divyangjan appeared at the Computer based written tests. The 
number of vacancies reserved for Divyangjan&nbsp; is over 2400, with around 
equal number reserved for the four Disability categories of Locomotor 
Disability (LD), Visually Impaired (VI), Hearing Impaired (HI), and 
Multiple Disability (MD). MD refers to candidates having more than one 
Disability among the other three Categories of LD, VI and HI.</p>



<p>The
 vacant posts notified for any Zonal Railway are being filled in as per 
merit position among those who have opted for that zonal Railway and 
have secured the minimum qualifying threshold marks and qualified in the
 Physical Efficiency Tests (PET) conducted by the Railway Recruitment 
Cells (RRC) of the respective Zonal Railways. Divyangjan candidates have
 not only been fully exempted from PET, but have been accorded 2 marks 
relaxation in minimum qualifying cut-offs as well. Their final 
selection, subject to Document Verification and Medical Examination, is 
therefore based on their merit position in the Computer Based Tests for 
their Disability category and Zonal Railway they had opted for.</p>



<p>While
 over 1025 Divyangjan candidates have already been finally selected and 
several more candidates’ cases are under verification/medical 
examination, it has been observed that the MD category has remained 
mostly unfilled in all Zonal Railways. It is a fact that this Category 
has been included as per the revised Act fairly recently and the CEN 
02/2018 is among the earliest recruitment notifications to incorporate 
this Disability Category.</p>



<p>In this context, several 
Divyangjan candidates &amp; groups have represented that due to 
unfamiliarity with the revised Categorisation and application protocol, 
they have filled in only Single Disability (either LD or VI or HI) 
option in the application form, instead of two or more of the 
Disabilities that they are affected with. Due to this inadvertent 
exercise of option, such candidates have therefore been considered only 
against the respective single Disability Category of LD or VI or HI as 
per option, and not as MD to which they actually belong.</p>



<p>The
 above representation has been considered in the Ministry of Railways, 
and it has been decided to allow a window period for such candidates to 
represent for considering them against MD Category vacancies. 
Accordingly, those eligible Divyangjan MD candidates who actually have 
more than one benchmark Disability among the three single Disability 
categories of LD, VI and HI but have inadvertently opted for only a 
single Disability Category in their application forms for the Level-1 
CEN 02/2018 recruitment notification will now get another chance to be 
considered against unfilled MD Category vacancies of the Railway zone 
they had originally opted for. Such eligible Divyangjan MD candidates, 
who have a score of 38 or more in the written Computer Based Test (28 or
 more for Divyangjan of SC/ST/non-creamy layer OBC) will be able to 
represent to the RRC of the Zonal Railway they had opted for with proof 
of their belonging to MD Category. The notification and format for 
representation is scheduled to be available in the relevant RRC/RRB 
websites from 23rd December 2019 for around a fortnight. From amongst 
the eligible applications so received and scrutinised, shortlisting for 
further processing for filling up the unfilled MD vacancies will be done
 as per merit position. Indicative notice has already been published in 
newspapers for advance information of the eligible MD Category 
Divyangjan in this regard.</p>



<p>Indian Railways continues to
 remain committed to the cause of empowerment of Divyangjan and in 
following all applicable laws and provisions in this regard in letter 
and spirit. The dispensation being adopted above is an illustrative 
example in this regard.</p>

<p>Responding to Railway Board&#8217;s reply dated 23/04/2019, the Federation vide its letter dated 17/08/2019 has again conveyed to the Railway Board certain valid points with regard to fulfilment of 20% quota vacancies in GP 1800 Level-1 by Course Completed Act Apprentices of Railways.</p>

<p>NFIR once again re-iterates the following for re-consideration :-</p>



<ul class="wp-block-list"><li>The 20% quota meant to be filled by Railways trained Act Apprentices has, in fact, not been fulfilled due to inexplicable reasons which are beyond the control of RRCs. This is causing adverse impact on the IR system as the vacancies in Level-l particularly in Safety categories of Technical Departments continued to remain unfilled while at the same time the Course Completed Act Apprentices of Railways are out of job despite the fact that they possess required skills for performing technical jobs in Railways.</li><li>In Workshops and Depots/Sheds, the Act Apprentices (under training) are utilized by the authorities on regular jobs during training period due to heavy shortage of manpower, with the objective of achieving out turn targets fixed by the Railway Board. The earmarked 20% quota vacancies, if allowed to be filled under GM&#8217;s powers, the trained apprentices will have job opportunities and equally their skills will be of greater advantage for Railways to improve quality and efficiency.</li><li>Another important factor causing negative impact on the IR system is non-consideration of Inter Railway transfer requests of Level-l safety category staff (Track Maintainers, Helpers etc.,) due to non-availability of replacement. Even the options of optees to different projects on Indian Railways are not being forwarded by the Zonal Railways despite communications from Project Organisations in view of heavy vacancy position. </li><li>For ensuring quality and efficiency of Railways, adequate manpower possessing required skills is the need of the hour. The field position reveals that in Depots, Sheds and Workshops the staff strength is very much inadequate and for this reason, the GMs are required to be given powers for induction of course completed act apprentices against 20% vacancies in Level-l for meeting the exigency and urgency.</li></ul>



<p>NFIR, therefore, once again requests the Railway Board (MS) to kindly re-consider the matter for delegating powers to the General Managers to induct Course Completed Act Apprentices against 20% quota vacancies of Level-1 posts as laid down in RBE No. 71/2016  dated 21/06/2016 delinking with the recruitment process of RRC. Federation may kindly be replied on action taken on this letter.</p>

<p>Ministry of Railways has announced one of the world&#8217;s largest recruitment processes for 89409 posts in Group C Level I (Erstwhile Group D) &amp; Level II Categories. Online applications have been invited for the Group C Level II posts like Assistant Loco Pilots, Technicians (Fitter, Crane Driver, Blacksmith, and Carpenter) and Group C Level I (Erstwhile Group D) posts like Track maintainer, Points man, Helper, Gateman, Porter. This recruitment drive is open for candidates who have passed Class Xth &amp; ITI for Group C Level I posts &amp; Class Xth &amp; ITI or diploma in engineering or a graduation in engineering for Group C Level II posts like Assistant Loco Pilots, Technicians and aspire to join Indian Railways.</p>

<p>Ministry of Railways has published a notification no. CEN 01/2018 for Group C Level II Categories posts for the candidates in the age group of 18-28 years who have passed Class X and have an industrial training certificate (ITI) or diploma in engineering or a graduation in engineering.</p>

For Group C Level I (Erstwhile Group D) posts, the monthly salary along with allowances as per the Seventh Pay Commission (level 1) Scale (18,000- 56,900) will be given to the selected candidates. Applications for Group C Level II posts will be accepted till 5th March 2018 &amp; for Group C Level I (Erstwhile Group D) posts will be accepted till 12th March 2018.</p>

<div>Clarification was sought for vide letter under reference whether National Trade Certificate (NTC) obtained from I.T.I. in Machinist Grinder Trade can be accepted in lieu of NTC from I.T.I. in Machinist Trade for the post of Assistant Loco Pilot (Diesel/Electric) on the railways.</div>

<div>2. The issue has been examined in consultation with Directorate General of Training (DGT), M/o Skill Development &amp; Entrepreneurship and it is clarified that trade “Machinist” and trade “Machinist Grinder” are two different trades and content of curricula of both the trades are different, as such, ITI (Machinist Grinder) cannot be accepted in lieu of qualification of ITI (Machinist) trade.</div>

<p>The below information was given by the Minister of State for Railways, Shri Bharatsinh Solanki in written reply to a question in Rajya Sabha on 17.8.2012 regarding the topic of &#8216;Safety related vacancies&#8217;.</p>
<p>The number of vacancies in safety category posts as on 01.04.2012 is 149271 (provisional). Arising and filling of vacancies is a continuous process. Vacancies arise due to normal retirement, voluntary retirements, deaths, promotions, creation of posts, etc.</p>
<p>The policy of the Railway Administration is to fill up available vacancies promptly as per laid down procedures. Notifications for filling up of about 1,90,000 posts, including safety category posts have already been issued.</p>

<p><b>Railway Recruitment Boards invite applications for 12042 technician posts</b></p>
<p>The centralised employment notice has been issued on 16.6.2012 by the Railway Recruitment Board, applications are invited from eligible Indian Nationals for the posts of Technicians. &nbsp;The date of written examination will be held on 16.12.2012 and the closing date 16.7.2012.</p>
<p>Educational Qualifications for the posts of Technicican Gr.II, candidates should be passed 1st year B.Sc(Physics) and for other Technician posts applicants should be passed Act Apprenticeship/ITI approved by NCVT/SCVT with matriculation.</p>
<p>Age limit : Candidates age should be between 18 to 30 years as on 1.7.2012 and age relaxations will be extended as per rules.</p>
