Cabinet approves Productivity Linked Bonus for 78 days to railway employees

In recognition of the excellent performance by the railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi today approved payment of Productivity Linked Bonus (PLB) of 78 days for Rs.1865.68 crore to 10,91,146 railway employees.

Payment of PLB to eligible railway employee is made each year before the Durga Puja / Dussehra holidays.  This year also, PLB amount equivalent to 78 days’ wages is being paid to about 10.91 lakh non-gazetted railway employees.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

The maximum payable amount of PLB equivalent to 78 days’ wages for each eligible railway employee is Rs.17,951/-.  The above amount will be paid to various categories, of railway staff like Track maintainers, Loco Pilots, Train Managers (Guard), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff.

The performance of Railways in the year 2024-25 was very good.  Railways loaded a record cargo of 1614.90 Million Tonnes and carried nearly 7.3 billion passengers.

Cabinet approves and announces Productivity Linked Bonus (PLB) for 78 days to railway employees

In recognition of the excellent performance by the Railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved payment of PLB of 78 days for Rs. 2028.57 crore to 11,72,240 railway employees.

The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group C staff.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

Payment of PLB to eligible railway employees is made each year before the Durga Puja/ Dusshera holidays. This year also, PLB amount equivalent to 78 days’ wages is being paid to about 11.72 lakh non-gazetted Railway employees.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.

Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2019-20.

The President is pleased to decide that all Group ‘C’ & RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2019-20, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.III9A), dated 29th August, 2016.

2. The benefit will be admissible subject to the following terms and conditions:

78 days Bonus for non-gazetted Railway employees – Payment of Productivity Linked Bonus 2019-20

• Only those Group ‘C’&’D’ RPF/RPSF personnel who were in service on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
• The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs.7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)
• All payments under these orders will be rounded off to the nearest rupee.
• Various points regarding regulation of Ad-hoc/ Non-PLB Bonus are given in the Annexure.
• All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2019-20 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages exceed Rs.7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are Rs.7000/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules, 2016 and dearness allowance drawn during the financial year 2019-20. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2019-20 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of Rs.17,951/- towards Productivity Linked Bonus for the financial year 2019-20. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-1/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2019-20 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.

Sub: Payment of Productivity Linked Bonus (PLB) to the Railway employees for the year 2019-2020 – reg.

The Productivity Linked Bonus formula was finalized in November 1979 by an agreement between the Federations and Railway Ministry. However, the salary calculation ceiling for payment of PL Bonus continued to remain at Rs. 7000/- p.m. although the Federation has been repeatedly urging for removal of ceiling for payment of PL Bonus on actual wages as the bonus is linked with productivity and this issue is pending as of now.

With regard to payment of PL Bonus for the year 2019-2020 (to be paid to Railway employees before commencement of Dussehra Pooja holidays), NFIR requests the Railway Board (CRB) to kindly consider the following:-

• The Railway employees have, during the year 2019-2020, given qualitative output, shouldering additional burden on account of non-filling of over two and half lakh vacancies: More than 2 lakh Railway employees have been performing 12 hours duty per day despite justification exists for 8 hours duty under “continuous” classification under HOER. The Zonal Railways have not yet complied with Railway Board’s instructions dated 30/09/2016 for revising the classification from “Essentially Intermittent” to “Continuous”.
• During the year 2019-2020, the overall performance of Railway employees has been very exemplary as there has been no dislocation to the services on employees’ account.
• During the previous 8 years, the PL Bonus was paid equivalent to 78 days wages (with notional salary calculation). This time an increase beyond 78 days wages would motivate Rail Workforce to give better results.
• Federation re-iterates that capital input should not be taken as criteria, as the utilization of the capital is in the hands of management and workers are nothing to do with the said investment.
• The freight loading during the year 2019-2020 has surpassed previous years loading (barring 2018-19), and PLB equivalent to 78 days wages (with notional calculation) was paid during previous years.

NFIR, therefore, requests the CRB to kindly consider the above points for making payment of PL Bonus higher than previous years.

RAILWAY BONUS 2019

Indian Railways employees will get a bonus equivalent to 78 days of wages this year, Union Minister Prakash Javadekar said on Wednesday. The move, the minister said in a press conference after the Cabinet meeting, will benefit 11 lakh railway employees.

The bonus will cost the government Rs. 2,024 crore, he said.

Mr Javadekar also said this will mark the sixth straight year in which the Railway staff will get a bonus.

Sub: Need for revision of hourly rate of Incentive Bonus and Bonus Factor of Workshops/Production Units following implementation of 7th CPC – 3rd meeting of the Committee held on 26/09/2018.

The demand of NFIR vide PNM Item No. 12/2017 was discussed in the Board PNM meeting held on 13th /14th November, 2017. The NFIR’ s Agenda provides detailed background of Incentive Bonus rates from time to time and the need for upward revision of the rates in the wake of implementation of 7th CPC Pay Matrices for Workshops and PU employees on Indian Railways.

3rd Meeting of Committee for recommendation of hourly rates of incentive bonus and bonus factors of Workshops/PUs has been held this day 26th September, 2018 at Rail Bhavan, New Delhi. GS/NFIR assisted by Shri Gobinath SSE/ICF, Perambur have participated in the meeting. During discussion, NFIR has reiterated its point of view demanding revision of rates in accordance with the formula adopted in 1999 and confirmed by the Railway Board to the Ministry of Finance on 19th July, 2005. NFIR also expressed its strong resentment over abnormal delay in finalizing revision of rates and equally upward revision of Incentive Allowance to SSEs to 30% of Pay as the SSEs are presently paid the amount very less in comparison with other lower pay level staff.

After lengthy discussion, the Official Side of Railway Board responded that a draft proposal will be provided to the Staff Side soon i.e. in a fortnight and thereafter another round of discussion may be held to finalize the rates duly taking into account the points brought out by NFIR.

While thanking the Railway Ministry for its prompt reply to NFIR under reference No. E(P&A)II-2014/PLB-8 dated 16/02/2016, the Federation re-iterates the following facts for taking appropriate steps by the Government.

(i) The chronological developments since decades need to be taken into account for processing the case for payment of PL Bonus to the Railway employees at the revised wage calculation ceiling limit i.e. Rs. 7000/- p.m. w.e.f. 01/04/2014.

(ii) When the Bonus Act was amended, raising the wage calculation ceiling from Rs. 750 to 1600, the Railway employees were paid PL Bonus at the revised wage calculation ceiling limit. Subsequently, when the Bonus Act was amended, revising the wage calculation limit from Rs. 1600/- to Rs. 2500/-, the said rate was adopted by the Railway Ministry and PL Bonus paid to the Railway employees at the revised rates.

(iii) When the wage calculation ceiling was again revised to Rs. 3500/- w.e.f. 1st April 2006, the Federation took up the issue and explained the merits of the case for adopting the rate of Rs. 3500/- w.e.f. 01/04/2006 for ensuring payment of PL Bonus. The Railway Ministry had processed the case and obtained Union Cabinet’s approval and issued orders vide letter No. E(P&A)II-2008/PLB-10 dated 03/10/2008, duly revising the wage calculation ceiling to Rs. 3500/- with retrospective effect i.e, from 01/04/2006, consequently, PLB arrears for the year 2006-07 were paid to the Railway employees in October 2008.

From the above facts, it could be seen that the payment of P.L. Bonus has been ensured commensurating with the revision of wage calculation ceiling limit made through amendments to Bonus Act, 1965 without any deviation. Similarly when the wage calculation ceiling limit has been raised to Rs. 7000/- p.m., the Railway Employees are entitled for payment of P.L. Bonus at revised rates for the year 2014-15.

NFIR, therefore, requests the Hon’ble Railway Minister to kindly arrange to process the case on top priority for obtaining the approval of the Union Cabinet for making payment of PL Bonus arrears pertaining to the year 2014-15 to the Railway employees at the earliest.

Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ & `D’ RPF/RPSF personnel for the financial year 2014-2015

The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2014-2015, without any eligibility wage ceiling. The calculation ceiling of Rs.3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:-

a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.3500/-(where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500×30/30.4 = Rs.3453.95 (rounded off to Rs.3454/).

c) All payments under these orders will be rounded off to the nearest rupee.

d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.

e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.
