<p>Clarification on &#8220;Regular Employees&#8221; for <strong>GDCE</strong> -prescribed minimum service criteria for serving Railway employee: RBE No. 112/2023, issued October 6, 2023. The Railway Board releases clarification (RBE No. 112/2023) about the eligibility of &#8220;Regular Employees&#8221; in the General Departmental Competitive Examination (GDCE). Some railways questioned the need for a two-year service requirement to participate in the GDCE. The Railway Board confirms that no minimum service condition is currently required for this round of GDCE. Railways that previously imposed the two-year restriction should reconsider and allow rejected personnel more time to apply. The procedure should take around a month to finish.</p>

<h3 class="wp-block-heading">Sub: Clarification on “Regular Employees” for appearing GDCE &#8211; prescribing minimum service conditions for serving Railway employee.</h3>



<p>Ref:  i) East Coast Railway’s letter No. ECoR-HQ/PER dated 20.09.2023.<br />ii) East Coast Railway’s letter No. ECor-HQ/PERS (R) /16/2021(28/20230 dated 03.10.2023.<br />iii) Railway Board’s letter No. E(NG)I/92/ PM2/16 dated 20.08.93(RBE No. 129/93).</p>

<p>Attention is invited to Board’s letter No. Railway Board’s letter No. E(NG)I/PM1/12 dated 20.06.2023 (RBE No. 80/2023) wherein instructions were issued for conducting General Departmental Competitive Examination(GDCE) for filling up of 25% of the Direct Recruitment Quota Vacancies.</p>



<p>One of the Zonal Railways has raised a doubt as to whether 02 years’ minimum service condition is required for serving Railway employees for appearing in GDCE Examination. It has also been observed that different Railways are following different minimum service condition in this round of GDCE.</p>



<p>The issue of prescribing any minimum residency period to become eligible for future GDCEs is still under deliberation in this office. However, on the basis of precedence and practice followed all along by most Railways in terms of the instructions of RBE 129/93, it is clarified that while reiterating that regular employees are eligible, no minimum service condition has now been prescribed for appearing in this round of GDCE examination. Zonal Railways who have already advertised the 02 years service to be eligible for GDCE, are also advised to issue corrigendums to remove the 2 year restriction and re-invite applications giving a reasonable time to the employees who may have been excluded earlier on this account to apply and then scrutinize the same and finalize their list of eligibles.</p>



<p>Zonal Railways may please ensure that this fresh process should be completed in a time bound manner of not later than one month.</p>

<p><strong>Sub: Clarification regarding issuance of Privilege Pass Surrender Certificate (PPSC) and availing of Special Cash Package (SCP).</strong></p>



<p>Ref: (i) Board’s letter of even number dated 05.11.2020.<br />(ii) RDSO’s letter No. Pass/AILTC dated 18.02.2021.<br />(iii) North Western Railway’s letter No. 615E/Pass/ AILTC dated 18.02.2021.</p>



<p>With reference to letters cited under Ref. (ii) &amp; (iii) above, the issues on which clarifications sought have been examined in consultation with Finance Dte., of Railway Board. It has been observed that while extending the SCP Scheme notified by the Ministry of Finance for Railway  Servants, it has internally been specifically indicated under Para 4 of Board’s letter cited under Ref. that “SCP will be admissible to all those eligible for AILTC facility in terms of Board’s letter No. E(W)2017/PS5-1/3 dated 10.09.2018 and Privilege Pass Surrender Certificate will be a mandatory pre-requisite for availing SCP”. The AILTC Scheme, extended to Railway Servants vide Board’s aforesaid letter dated 10.09.2018, is. subject to the conditions stipulated by DoP&amp;T vide their OM No. 31011/15/2017-Estt.A-IV dated 27.03.2018. Vide Para 2(v) of DoP&amp;T’s OM ibid, it has been stipulated that “the Railway employees will surrender the Privilege Passes admissible to them in the calendar year in which they intend to avail the <strong><a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a></strong> facility……… Further, if the railway employee has already availed of a Privilege Pass, then LTC will not be allowed in that year.” In order to ensure compliance with this condition, appropriate procedure stands stipulated for issuance of PPSC, vide Para 4(iv) of Board’s aforesaid letter dated 10.09.2018.</p>

<p>2. The facility to avail the balance Passes in the Pass Account, as on 31st December of a calendar year, up to 30th May of next calendar year as Year-ending Passes, is applicable only for availing the passes. In the case of AILTC facility, as per the decision of DoP&amp;T, the Railway Servants are to surrender the Privilege Passes admissible to them in the calendar year in which they intend to avail AILTC. In terms of the Scheme “SCP equivalent in lieu of AILTC fare”, only the period for availing AILTC against PPSC of 2020, which would have lapsed on 31% Dec. 2020 stands extended upto 31.03.2021. As SCP is admissible to Railway Servants during the 4-year LTC block of 2018-2021, Railway Servants can avail SCP against the PPSC already issued during the year 2020 as well as during the current calendar year 2021.</p>



<p>3. Accordingly, it is clarified that (i) surrender of Privilege Passes of 2020 and issuance of PPSC for the year 2020 is not permissible in the calendar year 2021, and (ii) SCP is admissible against the PPSC of 2020 as well as of 2021, on the terms and conditions as stipulated and clarified by Ministry of Finance from time to time.</p>



<p>4. This issues with the concurrence of the Finance Directorate of Ministry of Railways.</p>

<p>Kind attention is invited to the correspondence cited above on NFIR&#8217;s PNM item No. 12/2016 pending with the Railway Board. Though the subject was discussed with the Railway Board (ED/PC-I) in the special meeting held on 04/06/2019 and Official Side conveyed that the matter was under consideration, unfortunately the issue has not yet been settled.</p>

<p>Federation further desires to convey to the Railway Board that pursuant to Railway Board&#8217;s instructions revising the designations of various erstwhile Group &#8216;D&#8217; Staff (RBE No. 201/2018 dated 27/12/2018), the following categories of staff working in the Railway Hospitals have been excluded from the payment of HPCA/PCA.</p>



<p><strong>1) Hamals, GP 1800 and 2) Peon Assistants, GP 1800 now revised as Hospital Attendant.</strong></p>



<p>In this connection, NFIR desires to state that the staff of above categories working in the Railway Hospitals also undertake various jobs and come into contact with the patients, therefore they should also be covered for payment of Hospital Patient Care Allowance / Patient Care Allowance.</p>



<p>NFIR, therefore, request the Railway Board again to review and issue instructions to the Zonal Railways etc., soon covering all the remaining categories of staff working in the Railway Hospitals for the purpose of payment of Hospital Patient Care Allowance / Patient Care Allowance as has been allowed to the staff of categories working in the Central Government Hospitals.</p>

<p>Kind attention of Railway Board is invited to NFIR&#8217;s PNM agenda item No. 1212016 and the correspondence cited under reference.</p>
<p>In this connection, Railway Board vide letter dated 1310912018 conveyed to the Federation that a Committee had been constituted to find out if any other category of staff working in Railway Hospitals Hlealth Units is eligible for HPCA/PCA and the recommendations of the Committee are being processed for further necessary action. Consequently, NFIR vide its letter dated 1910912018 requested the Railway Board to make available a copy of the recommendations of the Committee to facilitate the Federation to go through the same and make appropriate suggestions. A period of more than three months passed, copy of the Committee&#8217;s report has not been made available to the Federation.</p>
<p>NFIR, therefore, once again requests the Railway Board to please provide a copy of the recommendations of the Committee early for Federation&#8217;s perusal for discussing further, with the Board.</p>

<p><strong>Cabinet approves Productivity Linked Bonus for Railway Employees</strong></p>
<p><strong>Productivity Linked Bonus (PLB) equivalent to 78 days&#8217; wages for the financial year 2017-18 for all eligible non-gazetted Railway employees </strong></p>
<p><strong>About 11.91 lakh non-gazetted Railway employees are likely to benefit from the decision </strong></p>
<p><strong>Payment of 78 days&#8217; PLB to railway employees has been estimated to be Rs. 2044.31 crore</strong></p>
<p><strong>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the payment of Productivity Linked Bonus (PLB) equivalent to 78 days&#8217; wages for the financial year 2017-18 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel). The financial implication of payment of 78 days&#8217; PLB to railway employees has been estimated to be Rs.2044.31 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs.17,951 for 78 days. About 11.91 lakh non-gazetted Railway employees are likely to benefit from the decision.</strong></p>
<p>The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country. Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well. For the year 2017-18 PLB equivalent to 78 days&#8217; wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.</p>
<p><strong>Background:</strong></p>
<p>Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced in the year 1979-80. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of ‘The Payment of Bonus Act &#8211; 1965&#8242;.</p>

<p>Sub: <strong>Meeting of the Committee constituted to suggest measures for streamlining the implementation of the National Pension System (NPS) for Central Government Employees &#8211; reg.</strong></p>
<p>A Meeting of the Committee with JCM (Staff Side) under the chairmanship of Secretary (Pension), Department of Pension &amp; Pensioners Welfare was held at sardar patel Bhavan, New Delhi on 17th March 2017 at 15.00hrs. Brief on the discussions is given below:</p>
<blockquote><p>(i) At the outset, Secretary (Pension) stated that the Committee will try to consider and propose for safeguarding the interests of pensioners appointed on or after 01-01-2004. He said that the purpose of meeting was to elicit views from JCM (Staff Side) and make out report with an attempt to accommodate the views by and large.</p>
<p>(ii) Thereafter, the Additional Secretary (Pension) made a brief presentation highlighting the attempts of the Committee for formulating Rules. Regulations and procedures to be considered by the Government.</p>
<p>(iii) Initiating discussion, the JCM (Staff Side) leaders have reiterated their consistent stand that the Liberalized Pension Scheme needs to be made applicable to those who joined the Government service from 01-01-2004.</p></blockquote>
<p>2.The JCM (Staff Side) leader Dr.M.Raghavaiah and Standing Committee Member, Shri Guman Singh have participated in the meeting and pointed out as follows:</p>
<blockquote><p>(a) The Committee should consider for recommending 50% of Last Pay drawn as minimum pension to the retiring NPS subscribers irrespective of their total service.</p>
<p>(b) The Pension Rules of 1972 be incorporated in the proposed draft Rules in an appropriate manner, thereby pension is guaranteed to the families of retired/deceased employees and their dependents.</p>
<p>(c) While 60% of Pension wealth will be paid to the retiring NPS subscriber, the remaining 40% is invested by PFRDA on which retiring employee has no control. What is needed to be ensured is Guarantee for payment of 50% of Last Pat drawn as Pension. Remaining 40% pension wealth may be invested or used by PFRDA on which retiring employee may have no claim.</p>
<p>(d) In the Railways, the employer deducts 10% of wages from employee&#8217;s salary towards subscription and contributes equal amount. No Railway employee knows what their actual amount is, as no written statement is furnished by the employer. The JCM (Staff Side) is not concerned about the role of PFRDA -NSDL etc., as every Railway employee wants to know what is his/her amount (subscription plus contribution). It should be ensured that Railways should give at least annually, the statement of accumulated amount to the employee so that on the date of his retirement, he/she will know whether entire money was credited to PFRDA and equally he/she will know what would be 60% of the total pension wealth. The present defective system needs to be streamlined.</p></blockquote>
