<h3 class="wp-block-heading"><strong>Sub:</strong> Delegation of powers to Air Travel in connection with Final Location Survey of Bilaspur-Manali-Leh, new BG Line.</h3>



<p>In terms of Board’s letter No. F(E)I/2018 /AL-28/37 dated 06.06.2018 on the subject, the power to permit Air Travel in connection with Final Location Survey of Bilaspur-Manali-Leh, new BG Railway Line was delegated to CAO/C-II/NR as a special case for the period upto 31.03.2019. Currency of this arrangement was extended from time to time, the last being upto 31.07.2022 vide Board’s letter of even number dated 07.07.2022.</p>



<p>It has now been decided to extend the currency of this arrangement of re-delegation of power for the period beyond 31.07.22 and upto 31.03.2024, or till the finalization of the FLS related work of Bilaspur-Manali-Leh project; whichever is earlier, against clear fund availability.</p>



<p>The other provisions of letter No. F(E)I/2018/ AL-28/37 dated 06.06.2018 will remain unchanged.</p>

<p>Consequent to. implementation of Seventh Central Pay Commission’s recommendations, the rates of Cycle (Maintenance) Allowance were revised vide Board’s letter mentioned under reference.</p>



<p>It has been brought to notice of Board that Board’s instructions regarding grant of Cycle (Maintenance) Allowance are not being followed / have not been implemented by some of the Railways/ Divisions.</p>



<p>The instructions regarding Cycle (Maintenance) Allowance as contained in Board’s letter No .F(E)I/2017/AL-7/1 dated 11.08.2017 are therefore being re-circulated for information/ compliance.</p>

<p>The issuance of Passes and PTOs for serving/ retired railway employees has been made online through E-Pass/PTO Module of HRMS. Now e-tickets can be booked through IRCTC app/portal against the E-Passes/PTOs generated in HRMS Module. References have been received in this office to streamline ticket checking activity for Railway staff travelling with e-tickets booked on E-Pass/PTO.</p>



<p>2. The matter has been examined and it is desired that in case of railway staff travelling on e-ticket generated on E-Pass/PTO, the following may be ensured:-</p>



<ul class="wp-block-list">
<li>(i) During the journey, Railway personnel/ eligible family member booked on E-Pass/PTO will be required to carry the e-ticket in digital mode or printout. In case of non production of e-ticket in the aforesaid format, a penalty of ₹ 50/- as applicable in case of e-ticket shall be imposed.</li>



<li>(ii) Any one of the passenger booked on the E-Pass/PTO is required to carry one of the prescribed proofs of identity during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly. Prescribed proofs of identity will be the same which have been stipulated for undertaking journey in reserved Classes.</li>



<li>(iii) Passengers holding Wait Listed physical tickets issued from PRS counter against E-Pass/PTO can undertake journey if vacant accommodation is available in eligible Class, including in higher Class if eligible to travel on payment of difference of fare. In this case the E-Pass/PTO will be considered as used for that leg of journey, unless the PRS ticket is cancelled within the prescribed time limit stipulated in Refund Rules. Further, at present, in case the status of all the passengers booked on an e-ticket is Wait Listed at the time of preparation of first reservation chart, names of all the passengers booked on that e-ticket are dropped from the reservation chart and such passengers are not authorized to undertake journey in the train and if found travelling in the train, are charged as travelling without ticket. This provision will also be applicable in case of fully Waiting List e-tickets booked on E-Passes/PTOs. In such case, the E-Pass/PTO will become valid for further booking. In case of travel requirement on E-Pass/PTO after preparation of first Reservation Chart in a train having RAC/WL, unreserved tickets should be got issued from UTS/Station Booking Counter for undertaking journey in unreserved compartment/ available Class. If vacant accommodation becomes available, berths/seats as per entitlement of E-Pass/PTO holder may be allotted. E-Pass/PTO will be treated as used for the leg of journey upto which booking has been made in UTS/Station Booking Counter.</li>



<li>(iv) An intimation regarding above provisions should be given on the site of HRMS at the time of issuing E-Pass/PTO. A message on this account should also be sent to railway personnel at the time of issuing E-Pass/PTO/e-ticket.</li>



<li>(v) Passengers travelling with only E-Pass/PTO without booking a valid ticket on the same will be treated as travelling without ticket and charged accordingly.</li>
</ul>



<p>3. CRIS will make necessary modifications in the software if any.</p>



<p>4. Necessary instructions may be issued to all concerned for taking further necessary action accordingly.</p>

<p>The Divisional Executive Committee, All India Scheduled Castes and Scheduled Tribes Railway Employees association, Vijayawada Branch, Vijayawada had made allegations in latter dated 16-02-2023 and brought to the notice of the Liaison Officer for SC/ST. while transferring the Office bearer of the Association, Rly. Board’s instructions/guide lines are not being followed.</p>



<p>However, on being examined the cases brought to the notice of the Liaison Officer, the following instructions of the Railway Board issued from time are reiterated for information/guide lines for strict implementation while transferring the Office Bearers of SC/T Railway Employees of the Association.</p>



<p><strong>1. Railway Board’s letter No. 97-E(SCT)1/22/12 Dtd.05-03-1999.</strong></p>



<p><strong>As mentioned in the Board’s letter that, office bearers ofr Sc/ST Railway Employees Association are sometimes being subject to transfers without valid grounds, which adversely effects smooth functioning of the Association.</strong></p>



<p>It was desired vide Board’s letter No. 89-E(SCT)I/29/5 DATED 08-11-89 that, in the matter of postings/placements of officers/staff, no discrimination should be shown against those belonging to SC/ST and it should be ensured that incidents of harassment of SC/ST officers and discriminatory treatment against them do not occur. Wherein, it was also advised that transfer of elected office bearers of SC/ST Railway Employees Associations in the same grade not generally be resorted to in ordinary situations.</p>



<p>However, whenever such transfers are considered essential, the controlling authority may satisfy himself that the same is appropriately warranted according to the administrative needs. In such cases, the concerned Liaison Officer for SCs/STs may be appraised of the circumstances, under which such transfers have been ordered. This will enable the Liaison Officer to explain the background of a transfer to the office-bearers of the Association, if any representation against transfer of office-bearer of SC/ST Association is received.</p>

<h3 class="wp-block-heading"><strong>Sub: Aadhar authentication of Railway Employee regarding.</strong></h3>



<p>Attention is invited to Board’s letters, No. E(G) 2014/LE 1-27 dated 30.12.2014, No. E(G) 2017/LE 1-34 dated 03.11.2017 and No. E(G) 2020/LE 1-1 dated 04.02.2020 regarding introduction of Aadhar enabled Biometric Attendance System(AEBAS) on Indian Railways. The module for AEBAS activities for implementation; circulated under Board’s letter dated 30.12.2014 referred to above envisage inter alia possession/submission of Aadhar Card by every employee and verification of employees Aadhar ID submitted biometrically. This was required for department verification and seed the employee payroll database with the Aadhar ID.</p>



<p>2. As advised by the all zonal Railways/Units, the AEBAS has since been implemented on your railway/units after following due process and is fully functional. In continuation to the above exercise, it has been decided to further update (those still left out for some reasons) and correct the Aadhar based data, verify the Aadhar information and create Aadhar data in the HR database of Indian Railway. It will enable not only in having an update HR database of Indian Railway employees but also lead to identify impersonation of employees and weeding out duplication of employees/ ghost employees.</p>



<p>3. In view of the above, all the zonal Railways/Units are requested that the above exercise may be taken on Top Priority and a compliance report may be sent by 28.02.2023 duly indicating the additional number of railway employees added in AEBAS after due verification and the number of ghost employees, if any, weeded out during the process. It is needless to mention that UIDAI have expressed their willingness to provide necessary support in the above exercise.</p>

<p>Attention is invited to Board’s letter of even number dated 17.1.2020 referred to at item (ii) above, allowing retention of a maximum of 02(Two) Railway quarter per State JV for Railway officers proceeding on deputation to State JV Companies set up in partnership with Ministry of Railways. This dispensation was allowed for a period of 03 years counting from the date of expiry of earlier orders on the issue contained in letter dated 13.8.2018 referred to at item (i) above.</p>



<p>2. Now, on consideration of requests received from State JVs and in exercise of the powers vested in it to make reasonable relaxations in public interest for a class/group of employees in all or any of the provisions regarding house allotment/ retention, the Full Board have decided that permission granted to Railway officers/staff on deputation to State JVs to retain Railway accommodation under letter of even number dated 17.1.2020; which was available upto 11.8.2022, be extended for a further period of two years in lieu of leased accommodation to be made available by the State JVs to officers of concerned Zonal Railway(s), for all houses retained by State JVs, as per the officer’s choice according to Railway priority list, at the rate of lease entitlement of corresponding grade of officers of concerned JV. Quarter retention permission, however, is not admissible at Delhi as already clarified vide Board’s letters dated 13.8.2018 and 11.3.2019 referred to at item (i) above.</p>



<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p><strong>Sub: Railway Employees commuting in trains without valid travelling authority</strong></p>



<p>During ticket checking drive conducted by the Antifraud Cell of this Railway, it has been observed that a large number of Railway Employees are found travelling in trains without any travelling authority. On demand of travelling authority by checking staff, the Railway employees show their Railway Identity Cards, which is not a valid authority to travel. Habitual travelling of such Railway employees without ticket and merely showing Railway Identity Cards during ticket checking is not only very highly irregular and unbecoming of Railway employees; it also tarnishes the image of the Railways in front of the other bonafide passengers.</p>



<p>There are instances when bonafide passengers have shown resentment regarding Railway Employees travelling without ticket/ authority even in AC coaches. It is learned that the Railway employees are not issued with CTOs/ weekend CTO/ duty pass by the relevant pass sections.</p>



<p><strong>The table below indicates the fall in Railway employees travelling in concession tickets and loss of Railway revenue.</strong></p>

<p>In light of the above it is requested to instruct all concerned pass issuing sections to be prompt and ensure timely issue of necessary concessions to Railway employees commuting by trains daily or weekends.</p>

<h3 class="wp-block-heading">Sub: Reservation on Railway Passes/PTOs</h3>



<p>Ref: Letter No. 94/TG-I/20/P/14 dated 28.08.2009 (CC No. 39 of 2009)</p>



<p>Instructions were issued vide letter referred to above, stipulating detailed guidelines on booking of tickets on railway Passes. Consequent to introduction of facility for online booking of reserved tickets on railway Passes/PTOs issued through HRMS and also on receipt of requests for revising the guidelines for ticket booking on PTOs, the matter has been reviewed and it has been decided that the procedure to be followed for booking reserved tickets on the authority of Railway Pass/PTO will be as under:</p>



<ul class="wp-block-list"><li>Pass/PTO holders or their representatives should present their passes/PTO along with the requisitions duly filled in to the Reservation Clerk who will issue ticket on realization of due fare, if any, and make endorsement on the face of the pass/PTO indicating the PNR number, the train number, date of journey, status of tickets, etc.</li><li>The option to book reserved tickets online on the authority of Railway Pass/ PTOs can also be availed for that category of pass/PTO for which the same has been provided by CRIS/IRCTC.</li><li>Holders of Privilege, Duty, Post Retirement, Complimentary, Metal and other passes/PTOs may be allowed to seek fresh reservation only if the earlier reservation is cancelled before preparation of first reservation charts. The ticket booked across the computerized Passenger Reservation System (PRS) counter can also be cancelled through website of IRCTC within the stipulated time period prescribed in the Refund Rules. In such cases, it will not be mandatory to surrender the ticket across the PRS counter, if no refund is due. However, in case of due refund amount involved on tickets booked on pass/PTOs, surrender of original ticket across the reservation counter within the prescribed time limit shall be mandatory.</li><li>In case of confirmed reservation on privilege, Post retirement, complimentary and other passes/PTOs, the pass/PTO holder can make maximum three time reservations provided the earlier one has been cancelled before preparation of first reservation charts, failing which the the pass/PTO will be treated as used.</li><li>There will be no restriction in number of cancellations in case of Duty Pass, Metal Pass and in case of tickets having a status of fully/ partially waiting list (at the time of cancellation) against Privilege, Post Retirement and Complimentary passes/PTOs. However, fresh reservation will be given only after the earlier one has been cancelled within the normal prescribed time limits, which at present for waitlist/ RAC/ partially confirmed tickets 1s 30 minutes before scheduled departure of train.</li><li>Telephonic requests for reservation and cancellation will not be entertained.</li><li>The portion of break journey will be treated as separate journey i.e. instructions contained at para (iii) and (iv) will be applicable for each leg of journey Separately.</li><li>It will be the responsibility of officer/staff making reservation on Metal/ Duty Passes to ensure that between the same stations and on the same date, reservation should not be made in two separate trains.</li><li>The facility of modification of tickets booked on PTOs will not be available.</li><li>In case of PTOs, cancellation/clerkage charge as applicable shall be levied on each time of cancellation as per existing principles on cancellation of tickets booked on PTOs. However, after enabling of this option no modification option shall be allowed on PTOs issued across HRMS.</li></ul>



<p>2. CRIS will make necessary modifications in the software as required.</p>

<h3 class="has-text-align-center wp-block-heading"><span style="text-decoration: underline;">RPF ESTABLISHMENT MANUAL, 2019<br /></span>CORRECTION SLIP-I</h3>



<p>Points XI, XIN &amp; XIV of Para 4.6 of Chapter IV of Establishment Manual may be deleted and the following may be inserted as Para 11-A with the heading &#8220;Transfer of Gazetted Officers&#8221;:</p>



<p><strong>Para 11A: Transfer of Gazetted Officers:</strong></p>



<ol class="wp-block-list"><li>Total stay at a stretch at a particular station should not be more than 10 years and total cumulative stay in broken spells should not be more than 15 years. For deputation from a station, the total deputation period shall be included in the total stay at that Station, provided that a Gazetted Officer shall not be posted to the same post at that station after completing one tenure/ extended tenure.</li><li>Younger GOs (Direct appointed ASCs &amp; ACs) shall be preferably posted in Naxal/ Terrorist affected areas, NFR, crime affected divisions, sub-urban sections of metro cities like Delhi, Mumbai, Kolkata and Chennai &amp; Kashmir Valley to have exposure with other Forces.</li><li>ASCs/ DSCs/ Sr.DSCs will have atleast one posting in Northeast Frontier Railway, Kashmir Valley and naxal affected areas.</li></ol>
