Sub: Issue of inclusion of other categories under the ambit of RBE No. 155/2022 dated 17.11.2022.

Subsequent to upgradation of pay structure of certain cadres in terms of Board’s letter RBE No. 155/2022 dated 17.11.2022, many Zonal Railways, Staff Association and Staff referred the issue of inclusion of other categories in the said upgradation.

2. With respect to above, it is stated that clarification on inclusion of identically placed categories of Engineering and Traffic/ Commercial departments have already been given vide Board’s letter No. PC-VII/2019/ RSRP/3 dated 01.12.2022. Apart from the categories mentioned in letter RBE No. 155/2022 dated 17.11.2022 and letter dated 01.12.2022, no other category is eligible for upgradation.

3. Nevertheless, the demands received for grant of upgradation on similar lines issued vide RBE No. 155/2022 is under examination. Once a final decision is taken by the Competent Authority on these demands, the same will be communicated to the Field Units.

4.It is advised that Staff representations received on the subject matter may be disposed accordingly.

5. This issues with the approval of Competent Authority.

Please find enclosed herewith minutes of meeting on implementation of online booking of Dog and Cat when transported in 1st AC/1st Class. Ministry of Railways approve repeat approve the flow and approach to be implemented for online booking of dog and Cat when transported in 1st AC/1st Class. As regards clarification on cancellation and refund of freight, it is informed that the same has already been decided and communicated vide this office letter of even no. dated 20.10.2022 (Refer: Para (iii) of instruction enclosed).

The above should be implemented at the earliest. IRCTC shall ensure implementation in consultation with CRIS. This issues in consultation with FM dtte of Ministry of Railways.

MoM for Online Dog/Cat Booking dated 21.04.2023

Online Dog/Cat booking will be provided in PMS system and link will be provided in IRCTC website.

PNR enquiry API will be provided by PRS/NGet system to validate the charting status and at least one 2 berths Coupe/4 berths Cabin of 1st AC/1st class have been allotted on single PNR.

Following approach may be implemented to book a dog/cat.

• PNR number and Mobile number will be input by the user, an OTP be sent to mobile number after successful cabin/coupe validation against PNR.
• After successful OTP validation, screen for input of details of Dog/Cat booking will be shown in PMS system, wherein freight will be calculated.
• After successful payment, e-Receipt will be emailed and SMS will be sent to mobile number described at beginning.
• Receipt number we informed to HHT through their API
• No refund will be allowed in PMS (Instructions to be issued in this regard)

Clarifications required:

• In case of passenger is cancelled after dog/cat booking, actions needed to be taken

ARPAN report also reveals that there are 21000 cases (PSB cases) approximately pending initiation of revision at Personnel Branch. Besides, there are 9900(other than PSB cases) pending revision. As has been stated in the above referred letter, AIRF and NFIR are expressing their concern over this pendency position.

Kindly have the position examined for taking suitable remedial action and apprise Board regarding the progress made in this regard by mail at npsrailwayboard [at] gmail.com latest by 25.6.2022.

Sub : Forwarding of one-way own request transfer applications to other Divisions/Railways.

It has come to the notice of Board that a large number of inter-Railway/ inter-Division one-way transfer requests are being forwarded by some of the Zonal Railways for NOCs without assessing the feasibility of relieving such staff on receipt of NOC.

This causes unnecessary building up of expectations regarding their imminent sparing among such employees puts avoidable pressure on the Railway administration.

2. Considering the above, Railways may ensure that henceforth only such Inter-Railway transfers requests be forwarded where there is reasonable possibility of relief in case of acceptance by the railway to which transfer is sought.

While doing so, various factors like number of staff likely to be inducted in the cadre by way of departmental promotions/Inter-Divisional/Inter-Railway Transfer from other Railways/Divisions and through RRB indents should be kept in view so that once NOC is received, the concerned employee can be relieved early.

Attention is invited to Board’s letter No. E(NG)I-2009!TR/29 dated 02.02.2010 which contains detailed guidelines governing the posting of spouses at the same station . Earlier, some Zonal Railways had raised doubts about the ambiguity caused by the term “all India service” appearing in parenthesis in the Sub-heading/title of Para 3(e) of Board’s letter ibid. AIRF has also recently drawn Board’s attention to this and pointed out that this is causing confusion as regards applicability of the guidelines to Railway Servants.

The matter has accordingly been carefully considered by Board. The guidelines dated 02.02.2010 were issued in the context of at least one of the spouses being a Railway Servant. To remove any ambiguity/confusion regarding its applicability, it has been decided that the phrase “all India service” appearing in parenthesis in the title of para 3(e) of Board’s letter ibid should be treated as deleted. All other content of the said letter ‘remains unchanged.

Sub: Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in lower post and method of fixation of pay from DNI, if opted for, in context of RS(RP) Rules,2016.

Ref: NFIR’s letter No.1/2/Part IV dated 13.11.2018.

Please refer to NFIR’s letter quoted above requesting Board to give 90 days’ time for exercise of option for fixation of pay on DNI instead of ‘one month’ period as circulated vide Board’s letter RBE No. 142/2018 dated 20.09.2018 from the date of issue of these orders on the ground that these orders have not been circulated by the Zonal Railways and the Divisions to field units with the result that the staff are unable to exercise option in time.

With respect to above, it is stated that generai instruciions relating to revised pay structure which are applicable to all central government employees issued by Ministry of Finance (MoF) are adopted in Railways in mutatis mutandis manner. The letter under question was also uploaded on Board’s website on date itself and also circulated amongst all concerned including Zonal Railways/Production Units, Board’s branches, Members of the Staff Council, NFIR, AIRF and other, staff associations. Federation may appreciate that MoF’s circulars/orders already remains in circulation before adopted in Railways, as such Railway employees have even more time to go through such circulars/orders in comparison to other central government employees. Further, no Railway has made any reference bringing on record delayed circulation in this regard.

In view of the above, unilateral deviation from MoF’s stipulation is not feasible.

The Railway Board has decided to revise the subscription rates of Railway Employees Liberalized Health Scheme (RELHS) as per the Pay Matrix Level recommended by the 7th Pay Commission.

Following the subscription calculation method of CGHS for Central Government Employees and Pensioners, the Railway Board has now decided and published the revised subscription rates for all the group of Railway employees through its official portal.

On 9th January, 2017 the Health Ministry published the new rates of monthly subscription for availing the CGHS facility. The Central Government Pensioners have an option to get their CGHS Pensioners Card by either making CGHS contribution on an annual basis (12 Months) or by making contribution for 10 years for life time validity.

The rate of contribution to join RELHS shall be last month’s basic pay drawn or the subscription rate indicated in the above table at different levels as per the 7th Pay Commission whichever is lower.

The revised rate of subscription as above shall be applicable to those railway employees who shall be retiring and joining RELHS on or after the date of issue of this letter (23.2.2017). Those who have already retired and are not member of RELHS shall be governed by the rules which were prevalent at the time of their retirement
