Sub: Reviewing of the selection process for promotion to the posts in the categories of Teachers, Law Assistants etc.

Attention is invited to Para 215(a) of IREM Vol. I (Revised Edition 1989), First Re-print Edition, 2009, detailing the selection process for promotion to the categories of selection posts wherein it is inter alia mentioned that the positive act of selection shall consist of only written test to assess the professional ability of the candidates except in the selection for promotion to the posts in the categories of Teachers, Law Assistants, Physiotherapists, Telephone Operators, Stenographers, Chief Typists, Protocol Inspectors, Receptionists, Publicity/ Advertising Inspectors, Photographers/ Cameramen and Hostel Superintendents, where the positive act of selection shall consist of both written test and viva voce.

The aforementioned categories for which viva voce formed a part of the selection process has been reviewed by Board, and it has been decided that the positive act of selection shall consist of both written test and viva-voce only in the categories of Teachers, Law Assistants, Protocol Inspectors, Receptionists, Physiotherapists, Telephone Operator and Publicity/ Advertising Inspectors.

Accordingly, Para 215(a) of Indian Railway Establishment Manual, Volume-I (Revised Edition 1989) First Re-print Edition, 2009 is amended as per ACS No. 281 enclosed herewith.

Extension of air travel to CAO/USBRL for officers posted on USBRL Project: Railway Board Order for delegation of power vide Order dated 02.02.2023

Sub: Delegation of Power with regard to extension of air travel to CAO/USBRL for officers posted on USBRL Project while travelling on duty.

Ref: (i). Northern Railway’s letter No. 98-G/Model SOP/ RB/ Corrs/201 1-23 dt. 13.01.2023. (ii). Board’s letter of even number dated 13.09.2018, 06.12.2019, 17.09.2020, and 02.02.2022.

In terms of Board’s letter of even number dated 13.09.2018, regarding delegation of powers to permit Air Travel in connection with Udhampur- Srinagar- Baramula Rail Link (USBRL) Project, the power to permit Air Travel on duty on Delhi- Jammu- Srinagar- Delhi circuit for officers of all Grades (JS, SS, JA & SAG and above) posted in USBRL Project was delegated to CAO/C/USBRL for officers under his administrative control as a special case for a period upto 30.09.2019. The currency of this delegation of power was last extended up to 31.03.2023 vide Board’s letter of even number dated 02.02.2022.

It has now been decided, with the approval of Board (MF) that the above mentioned delegation of power to CAO/C/USBRL may be extended for a further period of one (01) year beyond 31.03.2023 i.e. upto 31.03.2024 or till the completion of the USBRL project, whichever is earlier. The other terms & conditions contained in Board’s letters of even number dated 13.09.2018, 06.12.2019, 17.09.2020 and 02.02.2022 would remain unchanged.

2. Subsequently queries have been received from various field units regarding modalities to be followed while implementing the aforesaid orders. The queries have been examined in consultation with concerned directorates of Railway Board and clarified as under:-

Sub: – Upgradation of pay structure of certain cadres.

Consequent upon approval conveyed by Ministry of Finance vide their ID Note No. 36(1)/E.TI(B),2015 dated 01.11.2022, the President has now accorded his approval for upgrading the pay structure of certain Group ‘C’ cadres of Ministry of Railways detailed in the list enclosed as Annexure-I in following manner :-

• (i) Upgradation of 50% posts from Level-7 (PB-2/GP-4600)/Group ‘C’* to Level-8 (PB-2/GP-4800)/Group *C’.
• (ii) Further upgradation of these 50% posts in Level-8 (PB-2/GP-4800)/Group ‘C’ to Level-9 (PB-2/GP-5400)/Group “C* on non-functional basis after 4 years of service in Level-8(PB-2/GP-4800).

2. Modalities governing above upgradation are enclosed as Annexure-II.

Sub: Reporting of Officials in Board’s Office during lockdown period

Enclosed is a copy of DOP&T’s OM No.11013/9/ 2014-Esttt.A-IIT dated 23.04.2020 regarding attendance of Officers / Staff during the lockdown period.

2. Attention in this connection is invited to para 3 of Office Order No. 25 of 2020 and also para 2 of DOP&T’s enclosed OM for following the extant instructions in letter and spirit. While preparing the roster /asking Officials below Deputy Secretary level for reporting to Office, the guiding principle should be that only upto 33% Officials and depending on the requirement be called for working from Office and all others who are not being called at Office or are residing at Containment Zones should work from home and be available at all times on Mobile phones and other Electronic means of Communications. Officials below Deputy Secretary level should not regularly be called to avoid crowding in the Office, except in case of exigencies of work.

3. Further, Officials may be called at staggered timings as stated in para 3 of the enclosed DOPT’s OM.

4. Based on above, if required, separate rosters may be prepared by all controlling Head of the Directorates (PEDs & EDs).

Sub: Preventive measures to contain the spread of COVID-19- regarding wearing of mask.

In order to contain the spread of COVID-19, it has been decided that all Officers / Staff should invariably wear Safety Mask / cover their nose and mouth with cloth at all times while in Office and outside also for their own safety. It may be noted that masks is to be worn at all times including during meetings and while entering in any Officers Chamber / Branch too.

2. Further, in order to ensure clean and hygienic environment, spitting of tobacco, pan, gutka etc., inside Rail Bhawan premises (including Toilets) is strictly prohibited.

Sub:- Discontinuation of Direct Recruitment to the posts of Senior Section Engineers (SSEs).

Attention is invited to Board’s letter No. E(NG)I/2008/PM1/15 dated 03.09.2009 which inter alia lays down that 20% of the vacancies in Group ‘C’ posts of Senior Section Engineer(SSE) in Civil Engineering, Electrical, Mechanical, Signal & Telecom and Track Machine Organization (TMO) Departments will be filled by direct recruitment.

This provision of direct recruitment in the post of SSEs has since been reviewed by Board. It has been decided to provisionally discontinue direct recruitment in the post of SSEs. This decision will be reviewed after one year. Therefore, all direct recruitment in all technical supervisory categories for the present be only in the post of Junior Engineers (JEs). Vacancies of SSEs may accordingly be added to those of Junior Engineers (JEs) for the purpose of direct recruitment.
