<p style="text-align: center;">Targets training of 30 thousand Apprentices in its 16 Zonal Units and 7 Production Units</p>

<p>As part of Skill India initiative, Ministry of Railways has been contributing in a big way to provide training to Apprentices in various disciplines training in categories like Fitter, Turner, Machinist, Welder, Painter, Carpenter, Electrician, Refrigerator and AC Mechanic, Mechanic (Motor Vehicle/Diesel) etc., since long. Ministry of Railways has kept a target of training of 30 thousand Apprentices in its 16 Zonal Units and 7 Production Units.</p>
<p>For the year 2017-18, about 26,000 training slots for Apprenticeship training have been notified. This is in addition to over 4000 persons already undergoing training in various establishments. An Employment Notification has been issued earlier in the week for recruitment of 62,907 staff in Level 1 pay scale and out of these, apprentices trained in Railway establishments will be given preference to the tune of over 12,000 vacancies which is in line with the recent amendments made in the Apprentices Act, 1961</p>
<p>With a large set up of Workshops and Production Units, Indian Railways has been in the forefront of implementation of the Apprentices Act, 1961. Railway Workshops have been imparting Apprentices. A large number of Apprentices were turned out from these Workshops and Production Units every year who were certified and granted the NCVT (National Council for Vocational Training) Certificate, making them employable for jobs in industry as well as for posts in Railways. In this way, the Indian Railways is contributing to Skill India.</p>
<p>Railway recognizes that skill development of the labour force is an important component of development of Human Resources. It is crucial for the industrial development of the country. Skill training imparted through formal institutions alone is not sufficient to make the labour force fully skilled. This needs to be supplemented by training in the actual work place.</p>
<p>Apprentices’ Training consists of Basic Training and On-the-Job Training/Practical Training at workplace. Basic training is an essential component of apprenticeship training for those who have not undergone any institutional training/skill before taking up on-the-job training/practical training. It counts for 20-30% of overall duration of Apprenticeship Training. The component of on-the-job training is performed and undertaken in the establishment itself.</p>

<p>Consequent upon the promulgation of Railway Services (Revised Pay) Rules, 2016, on the basis of the recommendations of the Seventh Central Pay Commission, the issue of revision of the rates of stipend to Special Class Railway Apprentices has been under consideration. The President is pleased to decide the following revised rates of stipend for SCRAs:-</p>

<p>The Union Public Service Commission will be conducting the Special Class Railway Apprentices’ Examination, 2014 on  January 12, 2014 at various centres all over India as per notification. E-Admit Cards are available on the Commission’s website http://www.upsc.gov.in.  Candidates are advised to download and check their e-admit cards carefully and bring discrepancy, if any, to the notice of the Commission immediately.</p>
<p>Rejection letters citing the ground(s) for rejection have been issued through e-mails and also put on the Union Public Service Commission’s website http://www.upsc.gov.in.  In case any difficulty is faced by the candidates in downloading e-admit cards, they may contact the UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 on any working day between 10.00 AM and 5.00 PM.  The candidates can also send Fax message on Fax No. 011-23387310.  No  Admit Card will be sent by post.</p>
<p>In case the photograph is not printed clear on the e-admit cards, candidates are advised to carry three (3) photographs (one identical photograph for each session) along with proof of identity such as Identity Card or Voter Identity Card or Passport or Driving License and printout of e-admit card at the venue of the Examination.</p>

<div>The Union Public Service Commission will be conducting the Special Class Railway Apprentices’ Examination, 2013 on 20.01.2013 at various centres all over India as per notification.  E-Admission Certificates are available on the Commission’s website http://www.upsc.gov.in.  Candidates are advised to download and check their e-Admission Certificates carefully and bring discrepancy, if any, to the notice of the Commission immediately.  Rejection letters citing the ground(s) for rejection have been issued through e-mails or speed post and also put on the Union Public Service Commission website http://www.upsc.gov.in.  In case any difficulty faced by the candidates in downloading e-Admission Certificates, they may contact the UPSC Facilitation Counter on Telephone Nos. 011-23385271, 011-23381125 and 011-23098543 on any working day between 10.00 AM and 5.00 PM.  The candidates can also send Fax message on Fax No. 011-23387310.  No Admission Certificate will be sent by post.</div>

<div>b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangements for their safekeeping cannot be assured.</div>

<div>Sub: Engagement of Course Completed Act Apprentices as substitutes in Group ‘D’ on Indian Railways</div>

<div>Board vide its letter of even number dated 02.12.2010 (RBE No.171/2010) has clarified that Diploma/Degree holders trained under the Apprentices Act 1961 (as amended from time to time) in Railway establishments can also be considered, (similar to ITI, etc trained Act Apprentices engaged as substitutes) for engagement as substitutes in Group ‘D’ posts within the General Managers’ powers in administrative exigencies subject to their fulfilment of the extant instructions prescribed for such engagement.</div>

<div>Some of the railways have sought further clarifications with regard to procedure/methodology to be adopted for engaging the Degree/Diploma holder Act Apprentices as substitutes in Group ‘D’. The same are clarified as under:</div>

<p><em><strong>Apprentices for the leave rules includes:</strong></em></p>
<p>Apprentice Mechanics under training in workshops.<br />
Other apprentices who are not governed by apprentices Act1961, attached to the workshops and printing Presses.<br />
Apprentices under training for non-gaztted posts in all other departments who are posted to supervisory posts after training such as Apprentice Train Examiners, Apprentice Permanent Way Inspectors, Stores Apprentices, etc.<br />
<strong>Casual leave </strong></p>
<p><strong></strong>10 days in a calendar year.</p>
<p><strong>LAP/LHAP</strong></p>
<p>Apprentices may be granted leave on full stipend for a period not exceeding 16 days and on half stipend on medical certificate for a period not exceeding 20 days in any year of apprenticeship.<br />
These leave will be non-accumulative and no leave shall be granted if it would interfere with the training.</p>
<p><strong>Extraordinary leave(ExL)</strong></p>
<p>Apprentices may be granted extraordinary leave (without stipend) by the General Manager under the rules applicable to temporary railway Servants<br />
Hospital leave</p>
<p>Apprentices injured on duty are entitled to hospital leave.<br />
<strong>Maternity Leave</strong></p>
<p><strong></strong>A female Railway employee (including an apprentice, temporary employee, casual labour with temporary status, irrespective of their length of service) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of 135 days from the date of its commencement. This leave shall not be debited against leave account.(Rule 1417 of IRMM).</p>
<p><strong>Paternity Leave</strong></p>
<p>A male railway servant (including an apprentice) with less than two surviving children may be granted Paternity Leave for a period of 15 days during the confinement of his wife.(Rule 1418 of IRMM)<br />
Recalculation of leave on absorption in service</p>
<p>On subsequent absorption, without a break, if the period of apprenticeship or training as probationer, is treated as service, recalculation of leave may be allowed as is permissible under the normal operation of the rules.<br />
