<p><strong>Sub: Implementation of recommendations of 7th CPC &#8211; paras 11.40.83 &amp; 11.12.140 &#8211; grant of grade pay of Rs. 5400/- (PB-2)/Level-9 of Pay Matrix to posts in Accounts Department of Railways.</strong></p>



<p>In pursuance to acceptance of the recommendations of 7th Central Pay Commission as contained in paras 11.40.83 and 11.12.140 of its report read with para 10 of Ministry of Finance&#8217;s Resolution No. 1-2/2016-IC dated 25.07.2016 (Annexure-III A (I)) and Department of Expenditure/Ministry of Finance&#8217;s OM F No. 25-02/2017- IC/E.III(A) dated 27.04.2021, the President has now accorded his approval for upgrading pay scales of following posts of Accounts Department of Railways:-</p>

<p>2. Above orders shall be effective from 01.01.2016. After grant of upgradation on non-functional basis to aforementioned posts after completion of four years service, their designation, duties and responsibilities, and Classification of Posts as Group &#8216;C&#8217; shall remain unchanged.</p>

<p>Dear Sirs,</p>



<p>Please refer to Federations’ letters mentioned above primarily raising the issue of implementation of 7th CPC’s recommendations regarding grant of non-functional upgradation in Level-9 to Group &#8216;C&#8217; Supervisors of Accounts Department of Railways after completion of 4 years service in Level-8. NFIR may please also refer to the issue of upgradation of pay structure of Supervisors of Non-Accounts Department of Railways.</p>



<p>2. With respect to above, it is stated that as referred by Ministry of Finance’s Resolution dated 25.07.2016, 7th CPC&#8217;s recommendations regarding upgradation of pay structure of Supervisors of Accounts Department of Railways from Level-8 to Level-9 after completion of 4 years of service on the non-functional basis was referred to Department of Personnel &amp; Training (DOP&amp;T) and have been under consideration of a Committee constituted by DoP&amp;T to examine the said recommendations.</p>



<p>3. The said Committee has firmed its views in respect of categories under Accounts Department of Railways and the draft minutes forwarded by DoP&amp;T have-been agreed to by Ministry of Railways and further sent back to DoP&amp;T for further necessary action. After clearance of issues related to Accounts Supervisors, the issue of upgradation of pay structure of Supervisors of Non-Accounts Departments of Railways has also been taken up and is under deliberation in Board’s Office.</p>

<p>Sub: <strong>Rectification of MACPS Anomalies &#8211; Stepping up of pay of Senior incumbents at par with Juniors &#8211; Case of Railway Accounts Department-reg.</strong></p>
<p>The above subject has been taken up by the National Federation of Indian Railwaymen (NFIR), a recognized Federation of Railway employees, in the Permanent Negotiating Machinery (PNM) fora with the Railway Ministry. In the last meeting held between the Railway Board Members and the Federation on 17/05/2016, following agreement was recorded :-</p>
<p>&#8220;<strong>It was explained to the Federation that the 7th CPC have addressed this issue in one of their recommendations. Therefore, we may await for the final outcome on the 7th CPC recommendations. If their recommendation is accepted by the Government, past cases of similar nature may be examined accordingly. The General Secretary/NFIR requested to see that injustice done to the Senior qualified staff is removed duly granting them the benefit of GP 5400/-.</strong>&#8221;</p>
<p>Federation has since learnt that case file bearing No. PCV/2016/MACPS1(Pt1) dealing with the above subject has been sent by the Railway Ministry to the DoP&amp;T to obtain NOC and has been pending since long period. The delay in granting NOC is causing frustration and resentment among the staff of Accounts Department on the Railways.</p>
<p>NFIR, therefore, requests the Secretary/DoP&amp;T to kindly see that clearance from DoP&amp;T to implement the recommendation of 7th Central Pay Commission is granted to the Railway Ministry soon.</p>
<p>Federation may please be kept advised of the action taken in the matter.</p>
