<p>Ministry of Electronics and Information Technology (MeitY) has framed Model Technical Specification of Desktop PCs for procurement to be made by Ministries / Departments and their agencies / PSUs. Accordingly, it has now been decided that level of PCs to be provided to Officers/staff and purchase limit is as per the following:-</p>

<p>2. This new ceiling limit will not form the basis for replacement of PCs. The replacement will continue to be done only on age-cum-condition and functional requirement basis.</p>

<p>QUESTION<br />†2221. SHRI GANESH SINGH:<br />Will the Minister of CORPORATE AFFAIRS be pleased to state:</p>



<p>(a) the details of the total appointments made during the period from 08.09.1993 to 31.12.2020 in the Public Sector Undertakings (PSU), banks and insurance companies/financial institutions with 51 per cent Government stake along with the details of backlog posts PSU-wise, bank-wise, insurance company-wise, financial institution-wise, post-wise and category-wise ;</p>



<p>(b) whether reservation rules are applicable to all the various PSUs/financial institutions in which Government stake is 51 per cent or more;</p>



<p>(c) if so, the details thereof;</p>



<p>(d) whether reservation rules apply to PSUs/financial institutions having 50 per cent Government stake;</p>



<p>(e) if not, the details of the order issued by the Government in this regard;</p>



<p>(f) whether 27 per cent reservation policy for OBC has not been implemented in many PSUs/Banks/insurance companies/financial institutions etc till date inspite of having 51 per cent or more than 51 per cent Government stake; and</p>



<p>(g) if so, the corrective steps taken by the Government in this regard?</p>



<h3 class="wp-block-heading">ANSWER</h3>



<p>THE MINISTER OF STATE FOR FINANCE AND CORPORATE AFFAIRS (SHRI ANURAG SINGH THAKUR)</p>



<p>(a) to (g): The Ministry of Corporate Affairs administers Companies Act, 2013 (the Act), Limited Liability Partnership Act, 2008, Insolvency &amp; Bankruptcy Code, 2016.</p>



<p>However, the Ministry of Heavy Industries and Public Enterprises, Department of Public Enterprises and Public Enterprises Selection Board (PESB), Department of Personnel and Training (DoPT) have informed as under:</p>



<p>I. Ministry of Heavy Industries and Public Enterprises, Department of Public Enterprises has informed that Public Sector Undertakings (PSUs) is a wider definition and includes all central organizations including banks, insurance companies, Central Public Sector Enterprises (CPSEs), and other autonomous organizations of Central Government. Department of Public Enterprises (DPE) is a nodal coordinating Department for CPSEs only excluding banks and other financial institutions &amp; autonomous organizations. CPSEs, banks, and other financial institutions function under the administrative control of their respective Ministry/ Department. DPE collects limited information in respect of CPSEs only. The information available in respect of CPSEs is as follows:</p>



<p>As on 31-03-2020, the 366 CPSEs has employed 14.18 lakhs persons. The category wise detail is as follows:</p>

<p>The provisions relating to reservation formulated by the nodal department i.e. DoPT stand mutatis mutandis extended to CPSEs also. As per the information available with DPE, the representation of SC, ST &amp; OBCs in the operational CPSEs in respect of regular employees as on 31.03.2020 is given below:</p>

<p>II. Public Enterprises Selection Board (PESB), Department of Personnel and Training has informed that PESB is responsible for making selection/ recommendation of candidates for Board level posts in CPSEs. Subsequent, appointments of the recommended candidates are made by the Ministry/Department concerned under the procedure laid down.</p>



<p>As per the extant policy of the Government, there is no reservation applicable to Board level posts in CPSEs. Accordingly, the PESB, while inviting applications for filling up Board level vacancies, does not seek information related to the category of the candidate to which he or she belongs.</p>

<p class="has-text-align-center"><strong>7th CPC HRA hike</strong></p>



<h2 class="wp-block-heading">HRA will be hiked for 7th CPC Central Govt. employees and Armed Forces personnel, as DA crossed 25%, from 1st Jan 2021:</h2>



<p>Since 1st January 2021, the calculated Dearness Allowance is 28%. As per 7th CPC, there is a condition that HRA will be revised if DA crosses 25%. So, accordingly the HRA will be increased to 27 % / 18 % / 9 % from presently 24 % / 16 % / 8 %, based on the population of city. But, this increase will not be implemented now, as the DA/DR is freezed till 30.06.2021.</p>



<p>This new HRA will be applied from 1st July 2021 in addition to the revised DA. So, where DA will be increased in the range of 30-35%, HRA will also be increased to 27%, a hike of 3%, for metro cities. While the losses in salary, suffered for 18 months from Jan’20 to Jun’21 due to the freezed DA/DR order, can’t be compensated in any manner, still we can get consoled by the dual increments in DA/DR as well as HRA.</p>



<h2 class="wp-block-heading">Official Order of Implementation of 7th CPC for grant of House Rent Allowance (HRA) to Central Govt. employees: <a href="https://doe.gov.in/sites/default/files/HRA%20Eng_1.pdf" target="_blank" rel="noreferrer noopener">doe.gov.in</a></h2>



<p>The Department of Expenditure (DoE) under the Ministry of Finance has issued the HRA order dated 7th July 2017, for the 7th CPC Central Govt. employees.</p>



<h2 class="wp-block-heading">Official Order of Implementation of 7th CPC for grant of House Rent Allowance (HRA) to Armed Forces Personnel :</h2>



<p>The department of Defence (DoD) of Govt. of India has issued the HRA order dated 11th October 2017, for the 7th CPC Armed Forces Personnel.</p>



<h2 class="wp-block-heading">HRA will be hiked for 3rd PRC CPSE or PSU employees, as DA may cross 25%, from 1st july 2021:</h2>



<p>Since 1st January 2021, the calculated Dearness Allowance is 23.68 %, but it may certainly cross 25 % from 1st July 2021. As per 3rd PRC, there is a condition that HRA will be revised if DA crosses 25%. So, accordingly the HRA will be increased to 27 % / 18 % / 9 % from presently 24 % / 16 % / 8 %, based on the population of city. But, this increase will not be implemented before, as the DA/DR is freezed till 30.06.2021.</p>

<h2 class="wp-block-heading">What is HRA, House Rent Allowance (HRA) for employees?</h2>



<p>Many employees who work in Central Govt. job, State Govt. job, Public sector units (PSUs) or a private company, they have two options of having residence. Either they will reside in their own home / on-rent or they will reside in the Govt.’s provided or Company’s provided house.</p>



<p>So, if one resides in the Govt.’s provided or Company’s provided house, they will not get any house rent allowance (HRA) in the salary. But, for those employees, who reside in their own home or on rent, they will be given house rent allowance (HRA) in the salary.</p>



<h2 class="wp-block-heading">HRA, House Rent Allowance (HRA) for 6th CPC Central Govt. employees &amp; Armed forces personnel and for 2nd PRC PSUs or CPSEs employees:</h2>



<p>In the 6th CPC and 2nd PRC, the HRA slabs were divided among 3 categories based on the population of city.</p>



<ol class="wp-block-list"><li>HRA for 6th CPC and 2nd PRC employees was paid @ 30%, for city X (population of 50 lakh &amp; above),</li><li>HRA for 6th CPC and 2nd PRC employees was paid @ 20%, for city Y (population of 5 to 50 lakh),</li><li>HRA for 6th CPC and 2nd PRC employees was paid @ 10%, for city Z (population of below 5 lakh)</li></ol>



<h2 class="wp-block-heading">HRA, House Rent Allowance for 7th CPC Central Govt. employees &amp; Armed forces personnel and for 3rd PRC PSUs or CPSEs employees, when DA is below 25%:</h2>



<p>In the 7th CPC and 3rd PRC, the HRA slabs were also divided among 3 categories based on the population of city, but with reduced rate of HRA.</p>



<ol class="wp-block-list"><li>HRA for 7th CPC and 3rd PRC employees is paid @ 24 %, for city X (population of 50 lakh &amp; above),</li><li>HRA for 7th CPC and 3rd PRC employees is paid @ 16 %, for city Y (population of 5 to 50 lakh),</li><li>HRA for 7th CPC and 3rd PRC employees is paid @ 8 %, for city Z (population of below 5 lakh)</li></ol>

<h2 class="wp-block-heading">Highlights of HRA for 7th CPC Central Govt. employees, Armed forces and PSUs or CPSEs:</h2>



<ol class="wp-block-list"><li>The rates of HRA will not be less than Rs. 5400/-, 3600/- &amp; 1800/- at X, Y &amp; Z class cities respectively.</li><li>The rates of HRA will be revised to 27%, 18%, and 9% for X, Y &amp; Z class cities respectively when Dearness Allowance (DA) crosses 25 percent and further revised to 30%, 20%, and 10% when DA crosses 50%.</li><li>The term “basic pay” in the revised pay structure means the pay drawn in the prescribed pay levels in the Pay Matrix and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP), etc., or any other type of pay like special pay, etc.</li><li>Special orders on the continuance of HRA at Delhi (X’ class city) rates to Central Government employees posted at Faridabad, Ghaziabad, NOIDA, and Gurgaon, at Jalandhar (‘ Y’ class city) rates to Jalandhar Cantt. at “Y” class city rates to Shillong, Goa &amp; Port Blair and HRA at par with Chandigarh (‘Y’ class city) to Panchkula. S.A.S. Nagar(Mohali) has been allowed to continue to vide Para ‘4’ of MoF O.M. No. 2/5/2014-D.II(B) dated 21.07.2015 and O.M. No. 2/2/2016-E.II(B) dated 03.02.2017, shall continue till further orders.</li></ol>

<p>The Government of Tamil Nadu has announced recently Deepavali bonus worth around <strong>Rs.210.48 crore</strong> for the employees working in the PSUs. It will benefit to nearly <strong>2,91,975</strong> employees especially <strong>Group ‘C’ and ‘D’ category workers and employees</strong> working in all profit/ loss making public sector undertakings will be given a <strong>bonus of 8.33% and an ex-gratia of 1.67%</strong> in order to celebrate the festival across India with much more delightful.  According to the press release, the bonus amounting 10% will be disbursed to these employees.</p>

<p>Given the prevailing circumstances in which the world is increasingly moving towards adopting digital force-multipliers for productivity, the Government of India has decided to follow this best practice.</p>



<p>There is to be no activity towards printing wall calendars, desktop calendars, diaries and other such material for use in the coming year by any Ministries/Departments/PSUs/PSBs and all other organs of the government.</p>



<p>All such activity shall go digital and online.</p>



<p>There is to be a concerted effort towards incorporating innovative methods in such matters. Using technological innovations for planning, scheduling and forecasting is well known to be economical, efficient and effective.</p>



<p>Prime Minister Shri Narendra Modi and his governance model have always seen technology as an enabler. Integrating technology into our work is in line with his vision.</p>



<p>Therefore all calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally. Publication of Coffee Table books will also be stopped and appropriate use of E-Books is encouraged. All Ministries / Departments / PSUs / PSBs and all other organs of the government are to adopt innovative means to use digital or online methods for the same. Innovative digital and online solutions which will achieve the same result as physical calendars or diaries are to be prioritized and to be put into practice.</p>

<p>As the world is increasingly moving towards adopting digital force multipliers for productivity and given the fact that using technological innovations for planning, scheduling and forecasting is known to be economical, efficient and effective, the Government of India has decided that there will be no further activities towards printing wall calendars, desktop calendars, diaries, festival greeting cards and similar materials by all Ministries / Departments / Autonomous Bodies and other organs of the Government. All such activities including materials which were earlier printed in physical format shall be done digitally online. The printing of Coffee Table books is also banned and appropriate use of E-Books is encouraged. Therefore, all concerned are directed to make efforts to adopt innovative means to use digital or online method for the above activities.</p>

<p>The order book volume of Defence PSUs depends on the customers which is primarily the Armed Forces and export opportunities in the International market.  The steps taken to improve the order book position includes modernization of production capacity and infrastructure; emphasis on import substitution and indigenisation; promotion of exports; introduction of new technologies; product diversification; setting up of JVs with foreign companies and preference being given to ‘Buy (Indian – Indigenously Designed, Developed and Manufactured)’ equipment under Capital Acquisition in Defence Procurement Procedure 2016.</p>

<p>The instructions issued by Government on India under Article 16 (4) and 16 (4A) of the Constitution are, mutatis mutandis, followed by the Public Sector Undertakings (PSUs), Financial Institutions including the Public Sector Banks under the Central Government. Implementation of the reservation provisions are insisted upon as a pre-condition to receive grants-in-aid by the voluntary organizations, autonomous bodies/institutions etc. where:-</p>



<ul class="wp-block-list"><li>the recipient body employs more than 20 persons on a regular basis and at least 50% of its recurring expenditure is met from grants-in-aid from Central Government; and</li><li>the body is registered society of a cooperative institution and is in receipt of a general purpose annual grants-in-aid of Rs. 2 lakhs and above from the Consolidated Fund of India.</li></ul>



<p>Ministries/Departments have been directed to include suitable clause in the terms and conditions under which voluntary agencies / organizations etc. are given grants-in-aid by the Government for reservation for SCs/ STs/ OBCs in the posts and services under such organisations or agencies. It has further being provided that while sanctioning further grants, the progress made in employing SCs/ STs/ OBCs should be kept in view.</p>

<blockquote><p>The undersigned has been directed to convey the Approval of the Competent Authority towards revision of remunerations being paid to, the retired Government servants engaged in Department of Telecommunications(Head Quarters) with effect from 1st January, 2016 as under:</p>
<p>(a) In the case of Government servants retired after 01.01.2016 engaged as consultant:</p>
<p>The consolidated fee/ remunerations for the consultants shall be restricted to an amount equal to the difference between the last basic pay (as per 7th CPC) drawn by the retired officer and basic pension (as per 7th CPC), plus dearness allowance on the difiference as applicable to the Central Government Servants fiom time to time.</p>
<p>(b) In the case of Government servants retired prior to 01.01.2016:</p>
<p>In case of those engaged as consultants in DOT H Qrs. who retired prior to 01.01.2016 i.e. before implementation of 7th CPC, their last pay drawn shall be fixed notionally in accordance with para 4 of DOP&amp;PW OM No.38/37/2016-P&amp;PW(A) dated 12.05.2017 i.e., their last pay may be fixed notionally in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay band A and grade pay at which they retired. The consolidated fee/ remunerations for the consultants shall be restricted to an amount equal to the difference between the last basic pay arrived as above and basic pension (as per 7th CPC), plus dearness allowance on the difference as applicable to the Central Government Servants from time to time.</p>
<p>(c) In the case of retired officers from PSUs viz. BSNL, MTNL etc.</p></blockquote>
<p>The remunerations of such PSU employees engaged as consultants may be fixed by multiplying both the notional basic pay as per 6th CPC and basic pension of PSU retirees by factor 2.57 and their difference plus Dearness Allowance on the difference as per 7 CPC at the rate applicable to Central Government Servants from time to time or the existing remunerations, whichever is higher.</p>
<p>2. Para 4 of OM No. 3-2/2009-SEA-I dated nil February, 2010 and para 1 (iv) of the approved policy for “Engagement of Consultants” issued vide OM No. 03-10/2014-SEA-I/Fin. Dated 28.02.2015 stands modified to the extent stated in para 1 of this OM w. e. f. 01.01.2016.</p>
<p>3. The nodal sections/wings of DOT HQ will revise the consolidated fee/remunerations in respect of the consultants Working in their wings on the basis of copy of the letter from the Department/Ministry from which they retired (giving details of revision of pension) addressed to CPAO with copy given to pensioners. The remuneration so revised should be got vetted for the first time from IFD before making payment.</p>
<p>4. The above revision of the consolidated fee/ remunerations as per 7th CPC and its implementation will be applicable in respect of consultants engaged in various wings of DOT HQs was well as in CCA Offices.</p>

<p>Proposals for diversification of portfolios to maintain business performance are taken up by the Boards of Central Public Sector Enterprises (CPSEs) with the approval of competent authority after considering their techno-economic feasibility and viability. In addition, the Boards of Maharatna and Navratna CPSEs have been delegated powers, inter-alia, to (i) incur capital expenditure without Government approval on purchase of new items or for replacement, to take up new projects, modernization, etc., (ii) make equity investment to establish financial joint ventures and wholly owned subsidiaries, and (iii) undertake mergers &amp; acquisitions subject to laid down conditions. The Boards of Maharatna and Navratna CPSEs have also been delegated powers to raise debt from domestic and international markets.</p>
<p>This information was given by Minister of State in the Ministry of Heavy Industries and Public Enterprises Shri Babul Supriyo in reply to a written question in the Rajya Sabha today.</p>

										<content:encoded><![CDATA[<p><strong>Highlights of the Monthly Account of the Government of India upto October 2017</strong></p>
<p><em>The Monthly Account of the Government of India upto October 2017 has been consolidated and reports published. Highlights of the same are given below:</em></p>
<p>The Government of India has received Rs.7,67327 crore (47.9% of corresponding BE 17-18 of Total Receipts) upto October 2017 comprising Rs. 6,33,617 crore Tax Revenues (Net to Centre), Rs. 95,151 crore of Non-Tax Revenues and Rs.38,559 crore of Non-Debt Capital Receipts. Non-Debt Capital Receipts consists of Recovery of Loans (Rs. 8,394 crore) and Disinvestment of PSUs (Rs. 30,165 crore).</p>
<p>Rs.3,37,280 crore has been transferred to the State Governments as Devolution of Share of Taxes by Government of India in this period.</p>
<p>Total Expenditure incurred by Government of India is Rs.12,92,648 crore (60.2% of corresponding BE 17-18), out of which Rs.11,29,853 crore is on Revenue Account and Rs.1,62,795 crore is on Capital Account. Out of the total Revenue Expenditure, Rs.2,57,909 crore is on account of Interest Payments and Rs.1,91,336 crore is on account of Major Subsidies.</p>
