<p>(a) whether the Government has taken any step to resolve the pre-November, 2002 retirees issue of Public Sector Banks (PSBs) by restoring payment of full neutralisation of Dearness Allowance, if so, the details thereof;</p>



<p>(b) the present position of the Ministry over the issue of pension updation of the PSBs; and</p>



<p>(c) whether the committee set up to look into the matter of pension updation of PSBs has submitted its report and if so, the details thereof?</p>

<p>(a): Bank employees and retirees are being paid Dearness Allowance (DA) and Dearness Relief (DR) respectively, settled through Bipartite Settlement arrived at between bank employees’ unions/associations and the Indian Banks’ Association (IBA), which negotiates on behalf of the participating banks. IBA has informed that unions/associations have demanded the neutralization of DA for Pre-November, 2002 retirees. However, no decision has been taken in the Bipartite Settlement regarding the same.</p>



<p>(b) and (c): Pension, a funded scheme, was also introduced in nationalised banks through Bipartite Settlement. The Boards of the respective nationalised banks accordingly made Employees’ Pension regulations in exercise of their powers under section 19 of the Banking Companies (acquisition and Transfer of Undertakings) Act, 1970/1980. These regulations do not have provision for revision of pension. However, DA/DR is being increased from time to time i.e. on quarterly/half yearly basis.</p>



<p>IBA has further informed that the committee set up to look into the matter of pension updation of PSBs has submitted its report to the Hon`ble Supreme Court and the matter is still subjudice.</p>

<p><strong>Ministries /Departments /PSUs /PSBs and all other organs of the government to adopt innovative means to use digital or online methods</strong></p>



<p>Given the prevailing circumstances in which the world is increasingly moving towards adopting digital force-multipliers for productivity, the Government of India has decided to follow this best practice.</p>



<p>There is to be no activity towards printing wall calendars, desktop calendars, diaries and other such material for use in the coming year by any Ministries/Departments/PSUs/PSBs and all other organs of the government.</p>



<p>All such activity shall go digital and online.</p>



<p>There is to be a concerted effort towards incorporating innovative methods in such matters. Using technological innovations for planning, scheduling and forecasting is well known to be economical, efficient and effective.</p>



<p>Prime Minister Shri Narendra Modi and his governance model have always seen technology as an enabler. Integrating technology into our work is in line with his vision.</p>



<p>Therefore all calendars, diaries, schedulers and similar other materials, which were earlier printed in physical format, will now be done digitally. Publication of Coffee Table books will also be stopped and appropriate use of E-Books is encouraged. All Ministries / Departments / PSUs / PSBs and all other organs of the government are to adopt innovative means to use digital or online methods for the same. Innovative digital and online solutions which will achieve the same result as physical calendars or diaries are to be prioritized and to be put into practice.</p>

<p>As the world is increasingly moving towards adopting digital force multipliers for productivity and given the fact that using technological innovations for planning, scheduling and forecasting is known to be economical, efficient and effective, the Government of India has decided that there will be no further activities towards printing wall calendars, desktop calendars, diaries, festival greeting cards and similar materials by all Ministries / Departments / Autonomous Bodies and other organs of the Government. All such activities including materials which were earlier printed in physical format shall be done digitally online. The printing of Coffee Table books is also banned and appropriate use of E-Books is encouraged. Therefore, all concerned are directed to make efforts to adopt innovative means to use digital or online method for the above activities.</p>



<p>2. This issues with the approval of Secretary (Expenditure) and will come into force with immediate effect.</p>

										<content:encoded><![CDATA[<p><strong>Cabinet approves equivalence of posts in Central Public Sector Undertakings (PSUs), Banks, Insurance Institutions with Posts in Government so that the children of those serving in lower categories in PSUs and other institutions can get the benefit of OBC reservations </strong></p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval to the norms for establishing equivalence of posts in Government and posts in PSUs, PSBs etc. for claiming benefit of OBC reservations. This addresses an issue pending for nearly 24 years. This will ensure that the children of those serving in lower categories in PSUs and other institutions can get the benefit of OBC reservations, on par with children of people serving in lower categories in Government. This will also prevent children of those in senior positions in such institutions, who, owing to absence of equivalence of posts, may have been treated as non Creamy Layer by virtue of wrong interpretation of income standards from cornering government posts reserved for OBCs and denying the genuine non creamy layer candidates a level playing field.</p>
<p>The Union Cabinet also approved the increase in the present income criterion of Rs. 6 lakh per annum for applying the Creamy Layer restriction throughout the country, for excluding Socially Advanced Persons/Sections (Creamy Layer) from the purview of reservation of Other Backward Classes (OBCs). The new income criterion will be Rs. 8 lakh per annum. The increase in the income limit to exclude the Creamy Layer is in keeping with the increase in the Consumer Price Index and will enable more persons to take advantage of reservation benefits extended to OBCs in government services and admission to central educational institutions.</p>
<p>These measures are a part of the Government&#8217;s efforts to ensure greater social justice and inclusion for members of the Other Backward Classes. The Government has already introduced in Parliament, a bill to provide Constitutional status to the National Commission for Backward Classes. It has also decided to set up a Commission, under section 340 of the Constitution, to sub categorize the OBCs, so that the more backward among the OBC communities can also access the benefits of reservation for educational institutions and government jobs. All these decisions, taken together, are expected to ensure greater representation of OBCs in educational institutions and jobs, while also ensuring that the more under-privileged within the category are not denied their chance of social mobility.</p>
<p><strong>Background:</strong></p>
<p>In its judgment dated 16.11.1992 in WP(C) 930/1990 (IndraSawhney case) the Supreme Court had directed the Government to specify the basis, for exclusion of socially and economically advanced persons from Other Backward Classes by applying the relevant and requisite socio-economic criteria.</p>
<p>An Expert Committee was constituted in February 1993 which submitted its report on 10.03.1993 specifying the criteria for identification of socially advanced persons among OBCs i.e. the Creamy Layer. The report was accepted by the then Ministry of Welfare and forwarded to DoPT which issued an OM dated 08.09.1993 on exclusion from the Creamy Layer.</p>
<p>The OM of 08.09.1993 specifies six categories for identifying Creamy Layer (a) Constitutional/Statutory post (b) Group &#8216;A&#8217; and Group &#8216;B&#8217; Officers of Central and State Governments, employees of PSUs and Statutory bodies, universities, (c) Colonel and above in armed forces and equivalent in paramilitary forces (d) professionals like Doctors, Lawyers, Management Consultants, Engineers etc. (e) Property owners with agricultural holdings or vacant land and/or buildings and (f) income/wealth tax asessee.</p>
<p>The OM further stipulates that the said parameters would apply mutatis mutandis to officers holding equivalent or comparable posts in PSUs, Banks, Insurance Organizations, Universities, etc. and Government was required to determine equivalence of positions in these organizations with those in Government.</p>
<p>Pending the equivalence to the established in these institutions Income criteria would apply for the officers in these Institutions.</p>
<p>However, this exercise of determining the equivalence of posts in Government and posts in PSUs, PSBs etc. had not been initiated. The determination of equivalence of posts has been thus pending for almost 24 years.</p>
<p>The matter of formulating equivalence has since been examined in detail. In PSUs, all Executive level posts i.e. Board level executives and managerial level posts would be treated as equivalent to group &#8216;A&#8217; posts in Government and will be considered Creamy Layer. Junior Management Grade Scale-1 and above of Public Sector Banks, Financial Institutions and Public Sector Insurance Corporations will be treated as equivalent to Group &#8216;A&#8217; in the Government of India and considered as Creamy Layer. For Clerks and Peons in PSBs, FIs and PSICs, the Income Test as revised from time to time will be applicable. These are the broad guidelines and each individual Bank, PSU, Insurance Company would place the matter before their respective board to identify individual posts.</p>

<p>QUESTION 2161. SHRI BALWINDER SINGH BHUNDER:</p>
<p>Will the Minister of FINANCE be pleased to state:-</p>
<p>(a):   whether it is a fact that Public Sector Banks (PSBs) give reservation in promotion up to DGM level and there is hardly any SC/ST officer above DGM level;</p>
<p>(b):  if so, the details, thereof, bank-wise and the details of SC/ST Officers above DGM level, bank-wise;</p>
<p>(c):    whether any training is provided to SC/ST  Officers at DGM  level so that they can share higher responsibility and be promoted to next level; and</p>
<p>(d):   the overall plan for growth of persons from SC/ST category in PSBs bank-wise?</p>
<blockquote class="tr_bq"><p><b>ANSWER</b></p></blockquote>
<p>THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI JAYANT SINHA)</p>
<p>(a)&amp;(b): No, Sir. At present Public Sector Banks (PSBs) give reservation in promotion up to Scale-I only. There is no reservation in promotion within the officers cadre. A statement of SC/ST officers above DGM level in at annexed.</p>
<p>(c)&amp;(d): Banks are periodically providing in-house /external training to all officers including SC/ST officers above DGM level to shoulder higher responsibilities. Department of Financial Services has been advising all PSBs to provide effective pre-promotion and in-service training to SC/ST employees. Instructions have also been issued to nominate a suitable number of SC/ST officers for foreign training programmes.</p>

Will the Minister of FINANCE be pleased to satate :-</p>
<p>(a) whether it is a fact that by 2020 around 35 percent of Officers/employees of Public Sector Banks (PSBs) would retire from service;</p>
<p>(b) if so, what preparations have been done by Bank; bank-wise to timely notify the vacancies and by IBPS to speed up recruitment process with a view to timely fill the vacancies;</p>
<p>(c) whether the Department of Financial Services (DFS) has issued any direction in this regards; and</p>
<p>(d) if so, the details thereof?</p>
<p><span style="text-decoration: underline;"><strong>ANSWER</strong></span></p>
<p>The Minister of State in the Ministry of Finance (Shri Jayant Sinha)</p>
<p>(a) The percentage of officers/employees that would retire by the year 2020 differ in Public Sector Banks (PSBs). On an average, about 25% of officers and employees would retire by the year 2020 in PSBs.</p>
<p>(b) PSBs assess/anticipate vacancies including retirements annually and take necessary action to fill the same including intimating their requirement to Institute of Banking Personnel Selection(IBPS) for making allotment well in advance.</p>
<p>(c) &amp; (d): Yes, Sir. Government has granted managerial autonomy to the PSBs in the matters related to Human Resource (HR) including recruitment. Government has also advised all PSBs to prepare a succession plan.</p>
