ALL INDIA BANK OFFICERS’ CONFEDERATION (AIBOC)
ALL INDIA BANK OFFICERS’ ASSOCIATION (AIBOA)
INDIAN NATIONAL BANK OFFICERS’ CONGRESS (INBOC)
NATIONAL ORGANIZATION OF BANK OFFICERS (NOBO)

Date: 03.08.2020

Shri Debasish Panda
Secretary
Department of Financial Services
Ministry of Finance
Government of India
New Delhi

Dear Sir,

INTRODUCTION OF 5 DAY WORKING WEEK IN BANKS

At the outset, we convey our greetings on behalf of four officers’ organisations of the banking industry. You are aware that the M.O.U of the XIth Bipartite Wage settlement has been signed on 22nd July 2020 after protracted negotiations spanning over two and a half years. There had been a number of roadblocks on the way, which have been resolved amicably through your timely intervention and fruitful suggestions. We take this opportunity to place on record our appreciation for the positive role played by your good office in resolving many of the issues confronting bankers.

Also check: Bipartite talks on 22 July 2020 – Bank issues like Merger of Special Allowance with Basic Pay

2. Sir, we draw your kind attention to a two day strike call given by the four officers’ organisations on 26th and 27th September 2019 in the backdrop of the announcement of Merger of 6 Public Sector Banks with 4 other banks as was announced by Hon’ble Minister of Finance on 30th August 2019. The strike notice served on the authorities (Government of India, and IBA), inter alia, had incorporated certain other pertinent issues too besides the merger of Banks were viz. a) Issuance of Mandate for wage revision by 5 banks to cover all officers; b) 5 day week; c) Pressure on officers to sell the third party products ; d) Revision of Family pension and e) Updation of Pension af ai.

3. On 23rd September, 2019, the representatives of the four officers’ organisations had a purposeful initial interaction with by Or. Madnesh Kumar Mishra, Joint Secretary DFS and subsequently with Shri Rajeev Kumar, the then Secretary, DFS where other senior functionanes of DFS were also present. During the discussions held with the then Secretary, DFS, on 5 day week, it was categorically assured that the demand would be actively considered. Even if ail Saturdays off at that point of time, could not be introduced, an additional Saturday off could well be worked out. Till date, there is no positive response In this regard.

4. As you are well conversant with the present day plight of the citizenry of our nation due for the pandemic COVID 19, we are of the considered view that with the spike in footfall, bank branches have become a community transmission hub of COVID 19, obviously a matter of serious concern, following the surge of infection amongst the bankers after the implementation of Unlock process. Several state governments have woken up to the realization and closed down bank branches on all Saturdays under N.I. Act to ensure that banks are closed on two consecutive days to “Break the Chain”. Further, despite tremendous constraints, the financial army has responded to the call of the nation in a magnificent manner during the period of crisis to render yeoman service with patience and precision. in the process, unfortunately hundreds of bankers have laid down their lives in the line of duty.

5. India is in the midst of digital revolution. As per experts, India is set to leapfrog many advanced countries in this space. Customers in the country are leaning towards digital adoption of financial services faster than previous estimates. There will be a paradigm shift in banking transactions from the brick and mortar banking to digital transactions concept. The PSBs have given priority in the development and expansion of alternate channel. Banks are making, in terms of long term planning, huge investment towards capex for alternate channel like ATM to cope with the digital revolution in financial services in the country. With the ongoing digital drive in the country, the number of users opting for online banking is expected to shore up significantly.

6. In the above backdrop, we would request your good self to explore introduction of 5 day working week on a pragmatic approach and take a holistic view on the issue in the given situation for a positive catalytic step in the direction of Digital India in conformity with Hon’ble Prime Minister’s vision. A positive move in this regard at this juncture will immensely benefit the centre fraternity of bankers along with the society to effectively combat the contagion.

With regards,
Yours sincerely,

Circular No: 24/2017

24th August, 2017

To all Affiliates/Office Bearers/CC/GC Members

Dear Comrades,

Move for Merger of PSBs
Hold Massive Demonstration
Call of UFBU

This is further to our Circular No.23/2017 of yesterday. You were informed of the decision of Central Cabinet meeting held yesterday to constitute “alternative mechanism” for giving in principle approval for merger of public sector banks in the name of consolidation.

Through our circular referred above we expressed our strong sense of resentment against the decision of the Central Cabinet as we are of the firm opinion that the decision of the Cabinet is nothing but a ploy to go ahead with the hidden agenda of privatisation of public sector banks.

UFBU, through telephonic consultations among the constituents, has decided to hold demonstrations at all State Capitals and major centres at the earliest, the date for which will be decided by state units of UFBU depending upon local convenience.

We call upon all our units to take immediate initiative for holding meetings/consultations of/with state units/constituents of UFBU and to decide the date for holding the demonstration at State Capitals and all major centres of concerned States.

All our State units have to ensure maximum mobilisation of our members in respective areas.

With greetings,

Comradely yours

FinMin seeks status report on pay revision talks from public sector banks

New Delhi: Keen to close pay negotiations in public sector banks by November 1, 2017, the Finance Ministry has asked the lenders to present status report on salary hike talks with their employee unions.

The chief executives of PSBs have been asked to intimate the ministry about “the present status/action taken by them so as to conclude the negotiations/next wage settlement by the effective date i.e November 1, 2017 positively”.

In January, the PSBs were asked to initiate the process of negotiations with the employees and conclude it prior to the effective date of November 1, 2017.

The communication to PSBs regarding wages comes in the backdrop of banks union threatening to join the strike called by trade unions on September 2 to protest against what they call anti-people policies of the government.

The wage revision of public sector bank employees has been due since November 2012. In the last wage negotiation between PSU banks employee unions and bank management, Indian Banks’ Association (IBA) had settled at 15 per cent hike.

There are 27 public sector banks in the country with a combined employee strength of about eight lakh. There are about 50,000 branches of these banks across the country.

Recently, RBI Governor Raghuram Rajan had said all public sector banks tend to over-pay at the bottom but under-pay their top executives, even as he rued, albeit jokingly, himself being “under-paid”.

No Comparison between pay Structure of Central Government Employees and of Bank Employees

The pay scales of employees in Public Sector Banks (PSBs) are determined as per the agreement between the management and Associations/Unions every five years. Besides the pay, employees in banks are also entitled to a number of other allowances and benefits.

The pay scale of the Central Government employees are finalised by Government taking the recommendations of Central Pay Commission into consideration and these pay scales are reviewed generally after ten years. The terms and conditions of service of Central Government employees and Bank employees are entirely different and are regulated in terms of the respective service conditions. Hence, no comparison can be drawn between pay structure of Central Government employees and of bank employees.

This was stated by the Minister of State for Finance, Shri Namo Narain Meena in a written reply to a question in the Lok Sabha today.
