OFFICE MEMORANDUM

Subject:- Promotion of Personal Assistants (PAs) of CSSS to Private Secretaries (PSs) of CSSS on ad-hoc basis:-regarding

The undersigned is directed to refer to this Department’s OM of even No. dated 25.10.2018, 26.10.2018 and 02.11.2018 respectively on the above mentioned subject. All the cadre units were requested to conduct DPCs of the eligible PAs of CSSS as shown in the Annexure-I to the OM of even no. dated 25.10,2018 to assess suitability for ad-hoc promotion to the grade of PS for a period upto 30.06.2019 .

2. The Cadre Units were also requested to complete the exercise of conducting the DPC meeting within one month and send duly filled option form to this Department as per Annexure­II of OM dated 25.10.2018.

3. Based on the information received from the Cadre Units, the Competent Authority has decided to nominate the PAs whose names appear in Annexure-1 of this OM to post them to the Cadre Units indicated against their names for their promotion to the Grade of PS of CSSS purely on ad-hoc basis and after having been found ‘fit’ by the DPC and clear from vigilance angle.

4. The ad-hoc appointment of these officials shall take place with effect from the date they assume charge of the post of PS in the allocated Cadre Units. The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of PS for regular appointment or to claim seniority in the PS Grade of CSSS. The period of ad-hoc promotion would be upto 30.06.2019 or till the regular PSs become available, whichever is earlier.

5. If any of the officers shown in the list is on deputation, he/she may be given the option to revert within one month with a view to avail of the Promotion. The ad-hoc promotion is subject to the conditions mentioned in para 3 of this Department’s OM of even number dated 10.2018.

6. The notification/order for promotion should be issued by allocated Cadre Units of officers after the due process is completed and a copy of such orders should invariably be endorsed to this Department for records. The fact that the appointment of the officer(s) would be subject to further orders which may be passed by Hon’ble Courts in the cases mentioned in para 3 (vi), (vii), (viii) and (ix) of OM dated 25.10.2018 and references to that extant in the connected court matters, should be clearly mentioned in the promotion order/notification.

7. Web Based Cadre Management System: Promotion of officers may be reflected in Web Based Cadre Management System. This is the responsibility of the nodal officers of all cadre units concerned.

Sub : Regarding payment of Allowances to PS Group “B” officers whose grade pay has been up graded from Rs.4800 to 5400.

Attention is invited to G.S.R. 721 (E) and copy of Resolution published under no. 1-2/2016-IC dated 25.7.2016 by Ministry of Finance circulated vide DP Posts OM No. 7-2/216-PCC and Para 4 of Ministry of Finance, Department of Expenditure OM No. 1-5/2016-IC dated 29.07.2016 circulated vide DG Posts No. 7-2/2016-PCC dated 01.08.2016 regarding implementation of recommendation of 7th Central Pay Commission.

2. In this connection various Circles and Associations have sought clarification regarding payment of Transport and other allowances to the officials whose Grade Pay has been upgraded on the implementation of the recommendations of the 7th Central Pay Commission.

3. The matter has been examined in consultation with Implementation Cell, Department of Expenditure and the clarification given by the Department of Expenditure vide the ID Note No. 30-1/7(ii)/2016-IC (Pt) dated 9.1.2017 is as under :

“regarding admissibility of Transport Allowance and HRA to Superindentdent (Posts) as per up-graded Grade Pay of 5400 (PB-2) from GP 4800 w.e.f. 1.1.2016, consequent upon the up-gradation of post vide this Department notification dated 25.07.2016 of CCS (RP) Rule, 2016.

The issue has been examined by this Department. Accordingly, the Department of Posts is advised to reckon and pay the Allowances (other than DA) to Superindentdent (Posts) corresponding to their up-graded Post in re-revised pay structure w.e.f. 1.1.2016 at the existing rate under the terms and conditions prevailing in the pre-revised pay structure till the date of effect of allowances (other than Dearness Allowance) be notified by this Department”.

4. This may be brought to the notice of all concerned for necessary action.

Subject: Policy on fixing an upper limit of the number of years for which officers can work in the personal staff of the Union Minister in their entire careers.

The Appointments Committee of the Cabinet (ACC) had laid down a policy -wherein a ceiling of 10 years in the entire career and a sub-limit of 05 years as PS/OSD within the ceiling of 10 years had been fixed beyond which no person was to be permitted to be appointed in the personal staff of Ministers. This was conveyed in DoP&T’s OM No.31/65/2009-EO(MM-I) dated 04.03.2010 and OM No.31/11/2010-EO(MM-I) dated 13.05.2010. This was reiterated vide Cabinet Secretary’s D.O. No.2/3/2010-EO(MM-I) dated 19.1 1.2012.

2. In this regard, the Appointments Committee of the Cabinet has decided that till the completion of the next General Elections, these instructions may not be made applicable in respect of officers who are at present serving in any capacity in the personal staff of Ministers and are proposed to be retained beyond-the laid down tenure limit.

Subject : Relaxation in the eligibility criteria for appearing in the Combined SO/PSLimited Departmental Competitive Examination (LDCE) for Private Secretary (PS) grade of CSSS- representations regarding.

The undersigned is directed to say that this Department has received a number of representations from the CSSS Association and various Ministries/Departments for grant of relaxation in the eligibility criteria to enable Personal Assistants (LDCE) of Select List Years 2004 & 2008 to appear in the Combined SO/PS Limited Departmental Competitive Examination for the years 2009 and 2011 respectively for the Private Secretary grade of CSSS.

2. The matter has been examined in this Department and it has not been found possible by the competent authority to accede to these requests for relaxation in the eligibility criteria.

3. All the Ministries/Departments are requested to bring the contents of this OM to the knowledge of all the concerned PAs, whose request have been forwarded to this Department.
