<h3 class="wp-block-heading">Subject: Declaration of Productivity Linked Bonus for Financial Year 2023-24- reg.</h3>



<p>Madam/Sir,</p>



<p>In continuation of the letter dated 08/Oct/2024 regarding Payment of Advance against PLB for 2023-24, it is to state that the Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2023-24 for the employees of EPFO vide letter no. DoE I.D. No. 11-05/2018-E.III A dated 27-03-2025.</p>



<p>Accordingly, the Competent Authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2023-24 for 60 (Sixty) days in all the offices of EPFO subject to a maximum of Rs. 13,816 (Rs. Thirteen Thousand Eight Hundred and Sixteen only). The bonus of 60 days has been assessed based on the previous year data/information submitted by the ZOs. The payment of bonus is to be released to all the eligible Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.</p>



<p>The terms and conditions governing payment of PLB will be as per the instruction and other terms and conditions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III (A) dated 10/10/2024 for payment of bonus. The quantum of bonus may be assessed as per the following formula: </p>

<p>The undersigned is directed to convey the sanction of the President for payment of Productivity Linked Bonus for the Accounting year 2023-24 equivalent of emoluments of <strong>60 (Sixty) Days </strong>to the following category of<br />employees of Department of Posts:</p>



<ul class="wp-block-list">
<li>i. MTS, /Group &#8216;C&#8217; and non-gazetted Group &#8216;B&#8217;. </li>



<li>ii. Ex-gratia payment of bonus to regularly engaged Gramin Dak Sevaks. </li>



<li>iii. Ad-hoc bonus to Full Time Casual laborers and Temporary Status Casual Laborers. </li>
</ul>



<p>1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:</p>



<p>2. <strong>REGULAR EMPLOYEES:</strong></p>



<p>2.1 Productivity Linked Bonus will be calculated on the basis of the following<br />formula:</p>



<p class="has-text-align-center"><strong>Average emoluments X Number of days of bonus<br />30.4 (average no. of days in a month)</strong></p>



<p><br />2.2 The terms &#8216;<strong>emoluments</strong>&#8216; for regular department employees includes basic pay in the Pay matrix, Dearness Pay, S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty Members in Training Institutes. In case of emoluments exceeding <strong>Rs.7000/- (Rupees Seven Thousand only)</strong> in any month during the accounting year 2023-24, the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand only) per month only.</p>



<p>2.3 &#8216;<strong>Average Emoluments</strong>&#8216; for a regular employee is arrived at by dividing by<br />twelve, the total salary drawn during the year 2023-24 for the period from 1.4.2023 to 31.03.2024, by restricting each month&#8217;s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/</p>



<p>2.4 In case of those employees who were under suspension, or on whom diesnon was imposed or both, during the accounting year, the clarification orders issued vide Paras 1 &amp; 3 respectively of this officer order No. 26-8/80-PAP (Pt.I) dated 11.6.1981 and No. 26-4/87-PAP (Pt.II) dated 8.2.1988 will apply.</p>



<p><br />2.5 Those employees who have resigned/ retired or left services or proceeded on<br />deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31.03.2023 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.<br /></p>



<p>3. <strong>GRAMIN DAK SEVAKS (GDSs)</strong></p>



<p>3.1 In respect of GDSs were on duty throughout the year during 2023-24, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2023 to 31.3.2024<br />divided by 12. However, where the Time Related Continuity Allowance exceeds<br />Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below: </p>



<p class="has-text-align-center"><strong>Average TRCA X Number of days of bonus<br />30.4 (average no. of days in a month)</strong></p>



<p><br />3.2 The TRCA drawn by a substitute GDSs will not be counted towards exgratia bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDSs who were engaged in short term vacancies in<br />Postmen/ MTS Cadre will be governed by instructions issued by this Directorate<br />vide OM No. 23-01/2019-GDS dated 23.10.2019.</p>



<p>3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put on duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.<br /></p>



<p>3.4 Those Gramin Dak Sevaks who have resigned/ discharged or left service<br />after 31.03.2024 will also be entitled to proportionate ex-gratia Bonus. In case of all<br />such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions<br />of Para 3.1 above.</p>



<p>3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarification orders issued vide Paras 1 &amp; 3 respectively of this office order No 26-08/80-PAP (PtI)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.</p>



<p><br />4. <strong>FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS<br />CASUAL LABOURERS.)</strong></p>



<p>4.1 Full Time Casual Laborers (including Temporary Status Casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.03.2024 will be paid ad-hoc bonus<br />on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only). The<br />maximum ad-hoc bonus will be calculated as below:</p>



<p class="has-text-align-center"><strong>(Notional monthly wages of Rs.1200) X (Number of days of bonus)<br />30.4 (average no. of days in a month)</strong></p>



<p><br />Accordingly, the rate of bonus per day will be worked out as indicated below:</p>



<p class="has-text-align-center"><strong>Maximum ad-hoc bonus for the year<br />365</strong></p>



<p>be applied to the number of days for<br />which the services of such casual laborers had been utilized during the period from 1.4.2023 to 31.03.2024. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2023 to 31.3.2024, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.</p>



<p>5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head &#8216;Salaries&#8217; under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met<br />from the sanctioned grant for the year 2024-25.</p>



<p>6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures are intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (Category-wise) to whom it was<br />disbursed for the Department as a whole.</p>



<p>7. This has the approval of Honarable Finance Minister vide Ministry of Finance,<br />Department of Expenditure&#8217;s ID Note No. 11/1/2017-E.III(A) (3970378/24) dated 11.10.2024 and issue with the consultation of AS &amp; FA vide Diary No. 131/2024-25/FA-CS(P) dated 11.10.2024.</p>

<h3 class="wp-block-heading">Sub: Payment of advance against the Productivity Linked Bonus admissible for the eligible Group C and Group B (Non- Gazetted) employees of Employees’ Provident Fund Organization for the year 2023-24 &#8211; reg.</h3>



<p>Sir/Madam,</p>



<p>It has been decided by the Competent Authority to grant an advance against the Productivity Linked Bonus admissible for the eligible Group C and Group B (Non-Gazetted) employees of the Employees’ Provident Fund Organization for the year 2023-24.</p>



<p>2. Accordingly, an advance of Rs. 13,816 (Rs. Thirteen Tpaid and Eight Hundred sixteen Only) against the Produc<strong>tivity Linked Bonus equal to 60 (Sixty) days’ wages to the eligible  serving Group C and Group B  (Non-Gazetted)</strong> employees of Employees’ Provident Fund Organization for the year 2023-24, is to be paid.</p>



<p>3. The payment of the advance is subject to the condition that an undertaking (in the enclosed Performa) to the effect that “the advance will be adjusted against the PLB due for the year 2023-24 and any excess payment made towards PLB for the year 2023-24 would be refunded forthwith”, shall be submitted by each eligible employee.&nbsp; The payment of advance is subject to the same terms and conditions that are applicable to the grant of PLB and are appended.&nbsp;<strong>However, advance is not admissible in respect of employees who have already retired from the services of EPFO</strong>.</p>



<p>4. The amount of advance may be paid&nbsp;<strong>before 11/Oct/2024</strong>&nbsp;under intimation to this office. The number of such employees and the amount disbursed may also be intimated.</p>



<p>5. The expenditure incurred for payment of this advance may be debited from the budget head “Productivity Linked Bonus.”</p>

<h3 class="wp-block-heading">Terms and conditions for payment of advance against Productivity Linked Bonus to the employees of the Employees’ Provident Fund Organization for the year 2023-24</h3>



<p>1. All regular employees of Group ‘C’ and Group “B” (Non- Gazetted) whether temporary or permanent shall be eligible for the advance against Productivity Linked Bonus provided they were in service on pro rata basis, and also on the last day in March of the relevant financial year i.e. 2023-24. Casual/ contract/ extra departmental employees shall not be eligible for any Bonus.</p>



<p>2. The employees who were in service for less than one year during the relevant financial year shall be allowed the advance against PLB on proportionate basis, provided they were in service for at least six months during the financial year 2023-24.</p>



<p>3. The employees drawing monthly wages of more than Rs. 7,000/- shall been entitled to the advance against PLB at the rate admissible to those drawing wages of Rs. 7,000/- per month.</p>



<p>4. The employees who happen to be on extraordinary or half pay leave during the month of March will be paid the advance against PLB based on the pay and allowances that would have been payable but for their being on EOL, HPL etc.</p>

<p>With due regards, your kind attention is invited to the assurances made by higher authorities of Ministry of Defence to the recognised federations of Civilian employees of MoD that the service conditions of employees, who are on deemed deputation for a period of two years in newly incorporated DPSUs, will not be changed and they will be given better options of service conditions in new scenario.</p>



<p>But, those assurances are proving daydreaming at this budding stage. The PLB has always been declared and disbursed before Dussehra festival to the employees of Ordnance Factories, DGQA &amp; DGAQA. But at this time, there is no decision taken on the matter for these employees.</p>



<p>It has come to notice of the federation that DOO has made a proposal for approval of the Ministry only for first six months of previous year i.e. pre-corporatisation period. But for later period of the year, no proposal/ decision has been communicated either by Govt or by the Corporations. There is unrest amongst employees over the issue.</p>



<p>Therefore, you are requested to look into the matter and do the needful to ensure timely payment of PLB, as per existing formula, to the employees of Ordnance Factories, DGQA, DGAQA for the year 2021-22.</p>

<p>The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Productivity Linked Bonus (PLB) equivalent to 78 days&#8217; wages for the financial year 2020-21 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel).</p>



<p>The financial implication of payment of 78 days&#8217; PLB to railway employees has been estimated to be Rs.1984.73 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs. 17,951 for 78 days.</p>



<p>About 11.56 lakh non-gazetted Railway employees are likely to benefit from the decision. Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well.</p>



<p>The PLB amount of 78 days&#8217; wages were paid for the financial years from 2010-11 to 2019-20. For the year 2020-21 also PLB amount equivalent to 78 days&#8217; wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.</p>



<p>The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country.</p>



<p>Method for calculating PLB:</p>



<p>a) The PLB has been paid as per formula approved by the Cabinet in its meeting held on 23.9.2000 for the years 1998-99 to 2013-14 (except 2002-03 to 2004-05 when slight changes were done with respect to Capital Weightage and Staff Strength). This formula was input : output based where output was reckoned in terms of equated net tonne kilometres and input was reckoned as the non-gazetted staff strength (excluding RPF/RPSF personnel) modified by Capital Weightage.</p>



<p>b) For the financial year 2012-13, PLB for 78 days was approved as a special case with the condition that the formula for PLB would be revisited keeping in view the recommendations of the Sixth CPC and the views of the Ministry of Finance. Consequently, the Ministry of Railways constituted a Committee to evolve a new formula.</p>



<p>c) The Committee recommended that weightage to both the formula of year 2000 and die new formula based on Operation Ratio (OR) may be in the ratio of 50 : 50. This formula ensured equal representation to the productivity in terms of physical parameters as well as financial parameters. The formula recommended by the Committee has been used for calculation of PLB from 2014-15 to 2019-20.</p>



<p>Background:</p>



<p>Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced in the year 1979-80. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of &#8216;The Payment of Bonus Act -1965&#8217;. Even though the Payment of Bonus Act does not apply to the Railways, yet the broad principles contained in that Act were kept in view for the purpose of determining the &#8220;Wage/Pay Ceiling&#8221;, definition of &#8216;Salary&#8217;/&#8217;Wage&#8217;, etc. The PLB Scheme for the Railways came into force from the year 1979-80 and was evolved in consultation with the two recognized Federations namely, All India Railwaymen&#8217;s Federation and National Federation of Indian Railwaymen and with the approval of the Cabinet. The scheme envisages a review every three years.</p>

<h3 class="wp-block-heading"><em>Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ &amp; ‘D’ RPF/RPSF personnel for the financial year 2019-20.</em></h3>



<p>The President is pleased to decide that all Group &#8216;C&#8217; &amp; RPF/RPSF personnel, may be granted <strong>ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2019-20</strong>, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc <strong><a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus</a></strong> under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.III9A), dated 29th August, 2016.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:</p>



<h3 class="wp-block-heading"><a href="https://centralgovernmentnews.com/78-days-bonus-for-non-gazetted-railway-employees-payment-of-productivity-linked-bonus-2019-20/"><strong>78 days Bonus for non-gazetted Railway employees – Payment of Productivity Linked Bonus 2019-20</strong></a></h3>



<ul class="wp-block-list"><li>Only those Group ‘C’&amp;’D’ RPF/RPSF personnel who were in service on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</li><li>The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs.7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</li><li>All payments under these orders will be rounded off to the nearest rupee.</li><li>Various points regarding regulation of Ad-hoc/ Non-PLB Bonus are given in the Annexure.</li><li>All the Group ‘C’ &amp; ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</li></ul>

<p><strong>Subject : Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2019-2020</strong></p>



<p>The President is pleased to sanction&nbsp;<strong>Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2019-20</strong>&nbsp;<strong>to all eligible non-gazetted Railway employees</strong>&nbsp;(excluding all RPF/RPSF personnel). Where, wages exceed Rs.7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are Rs.7000/- p.m.</p>



<p>2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules, 2016 and dearness allowance drawn during the financial year 2019-20. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.</p>



<p>3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2019-20 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of&nbsp;<strong>Rs.17,951/-</strong>&nbsp;towards Productivity Linked Bonus for the financial year 2019-20. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.</p>



<p>4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-1/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.</p>



<p>5. Disbursement of Productivity Linked Bonus for the financial year 2019-20 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.</p>

<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB)for the year 2019-2020 to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO, ESIC, etc. will be benefitted and the financial implication would be Rs.2,791 crore.</p>



<p>Non-PLB or ad-hoc Bonus is given to Non-Gazetted Central Government employees. 13.70 lakh employees would be benefited and Rs.946 crore will be the financial implication for the same.</p>



<p>A total of 30.67 lakh employees would be benefited by the Bonus announcement and total financial implication will be Rs 3,737 crore.</p>



<p>Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/ Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees to be disbursed immediately.</p>

<p>At the meeting, chaired by the Prime Minister Narendra Modi, approval was given for Productivity Linked Bonus or PLB for the year 2019-2020.</p>



<p>After a cabinet meeting, Union Minister Prakash Javadekar said today that about 30 Lakh government workers will get a bonus for 2019-2020.<br />Approval was granted at the conference, chaired by Prime Minister Narendra Modi, for the year 2019-2020 Productivity Linked Bonus or PLB.</p>

<p>16.97 lakh non-gazetted workers of commercial institutions like Railways, Posts, Defence, EPFO, ESIC &amp; other government sectors will benefit from this.</p>



<p>Non-PLB or ad-hoc bonus are granted to the Non-Gazetted <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener">Central Government Employees</a>, which would benefit 13.70 lakh employees, the government said.</p>
