<h3 class="wp-block-heading">Sub: Proposed call for &#8220;Bonus Day&#8221; by AIRF and rallies &amp; demonstrations by NFIR on 20th October, 2020 by its affiliated Unions throughout Indian Railways on the issue of Productivity Linked Bonus to Railwaymen.</h3>



<p>It has come to notice that AIRF will organise &#8220;<strong>Bonus Day</strong>&#8221; across the length and breadth of Indian Railways by all its affiliated Unions on 20th October, 2020. NFIR has also given call for launching rallies and demonstrations on 20th October, 2020 throughout the Indian Railways involving all sections of Railway employees on the issue relating to payment of Productivity Linked Bonus to Rail workforce. The Federation has called upon its affiliated Unions to organise demonstrations and rallies at all levels expressing strong protest against delay in payment of PLB.</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/20th-october-2020-as-grant-bonus-day-for-central-government-employees-confederation/"><strong>20th October 2020 as Grant Bonus Day For Central Government Employees – CONFEDERATION</strong></a></h4>



<p>3. In view of aforesaid, there should not be any room for complacency on the part of the Railway administrations and all necessary stringent steps must be taken to ensure discipline and smooth functioning of rail movement. It must be ensured that Railway Servants need to seek necessary permissions from the Competent Authority on their respective Railways/ Production Units to leave their headquarters.</p>



<p>4. Their particular attention should be drawn to relevant penal provisions i.e. Section 173, 174 and 175 of the Railways Act, 1989 which are attracted in cases of abandoning train without authority, obstructing running of train and endangering the safety of persons by disobeying rules etc.</p>

<p>5. In case any Railway Servant participates in the aforementioned rallies and demonstrations, a report indicating the number of Railway Servants who take part in the proposed rallies and demonstrations may be conveyed to Board’s office on the evening of 20th October, 2020.</p>

<p>Sir/Madam ,</p>



<p>Please refer to the above said subject.</p>



<p>The work relating to the assessment of Productivity Linked Bonus for the year 2019-20 has been taken up. The <strong>Productive Linked Bonus (PLB) for the employees of EPFO is assessed on the basis of the productivity achieved</strong> and manpower used in respect of field offices separately. For Head Office (including PDUNASS), it is worked out based on average of All India Productivity and Manpower. Information relating to parameters and performance as per the Scheme is to be furnished in the <strong>Annexure A to C</strong> (copies enclosed).</p>

<p><strong><u>ACCOUNTS&nbsp;</u><u>&amp;. CASH</u></strong></p>



<p>2. The time-limit of 20 days (calendar days) has been notified for settlement of PF, EPS &amp; EDU claims, transfer including advances cases .In case, the job is not completed within 20 days, weightage would be reduced for the work done beyond 20 Date of receipt of claim form (complete in all respects) and the date of despatch of cheque / transfer through NEFT would be taken into account for reckoning 20 calendar days.</p>



<p>3. As regards issue of “Annual Statement of Accounts “, it has been classified into two groups, Viz (1) current year’s Accounts slips issued and (2) Previous year’s Accounts slips issued during the current year. Accounts slips relating to the “current Year” and those pertaining to previous years but issued during the current year should be shown separately.</p>



<p><strong><u>ENFORCEMENT&nbsp;</u><u>&amp;. DAMAGES</u></strong></p>



<p>4. The activities of “Enforcement &amp; Damages” include:</p>



<ul class="wp-block-list"><li>No of 7A notices issued.</li><li>No. of Speaking Orders of 7A passed and compliance effected.</li><li>No. of Speaking Orders passed for Levy of Damages.</li><li>No. of Recovery Certificates Executed:-<ul><li>For default in all the five Accounts (A/c No. 1,2,10,21 &amp; 22)</li><li>For default in 3 or 4 of the five Accounts.</li><li>For default in 1or 2 of the five Accounts.</li></ul></li></ul>



<p><strong><u>7-A NOTICES</u></strong></p>



<p>5. Only one notice has to be taken into account for all the three Schemes.In case three separate notices are issued for the three Schemes, it has to be taken as one Further, only the initial notice issued has to be taken into account and not the notices issued every time after adjournment of proceedings due to any reason. With the amendment of Section 7A, the RPFCs are required to decide not only the quantum of dues but also to decide the Applicability .In such cases also if more than one notices are issued, it should be taken as one only for the purpose of PLB return.</p>

<p>6. Against this item all the speaking orders passed under Section 7A should not be Only those orders passed, which have been complied with, should be shown. However, instructions contained in the preceding para as “7A Notices” should also be kept in view.</p>



<p><strong><u>SPEAKING ORDER</u></strong><strong><u>S&nbsp;</u></strong><strong><u>FOR LEVY OF DAMAGES</u></strong></p>



<p>7. All the speaking orders passed for levy of Damages may be shown against this However, if separate orders are passed for all the three schemes, only one order should be taken into account for the purpose of Bonus return.</p>



<p><strong><u>RECOVERY CERTI</u></strong><strong><u>F</u></strong><strong><u>I</u></strong><strong><u>CATES EXECUTED</u></strong></p>



<p>8. Only those Recovery Certificates, which have been duly executed and not merely issued, should only be shown against this i This item has been classified into three categories namely: </p>



<ul class="wp-block-list"><li>For default in all the five Accounts (Bank A/c 1, 2, 10, 21 &amp; 22)</li><li>For default in 3 or 4 of the five Accounts.</li><li>For default in 1or 2 of the five Accounts.</li></ul>



<p>Hence, information may be furnished separately against the three categories.</p>



<p><strong>PROSECUTIONS</strong></p>



<p>9. The number of Prosecutions launched against the defaulting establishments/ employers under Section 14 of the Act and Section 406/409 !PC has to be indicated against the relevant item under this head.</p>



<p><strong>MANPOWER</strong></p>



<p>1o. Manpower in position as on <strong>31st August 2019 </strong>all over the region has to be The manpower reckoned for the purpose of assessment of PLB shall be as follows: </p>

<p>Detailed information of various sections/staff coming under all the above four heads is given in&nbsp;<strong>Annexure-C .&nbsp;</strong>All the Regional offices may forward the consolidated information in respect of the Region.</p>



<p>11. The information relating to Staff in position in respect of the Zone as on <strong>31.08.2019 </strong>has to be furnished in <strong>Annexure-B.</strong></p>

<p>As Dussehra/ Durga Puja Festival is approaching fast and Railwaymen are awaiting eagerly for payment of PLB, it would be in all appropriateness that, payment of PLB to <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a> employees, for the financial year 2019-20, should be made, considering the facts mentioned in our letter dated 7th August, 2020.</p>

<p>As you are aware that the Productivity Linked <a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus </a>(PLB) is being paid to railway employees based on the formula that was finialised in November, 1979, as a result of agreement between the AIRF and Railway Ministry. The ceiling limit for computing the PLB, is still Rs. 7000 despite our president demand to remove this ceiling.</p>



<p>It would not be out of context to mention here that the payment of PLB to railway employees is made before Dussehra Durga Puja every year and during the previous 8 years <strong>PLB equivalent to 78 days wages</strong> (computed on the basis of Rs 7000 per month as salary). During the previous financial year i.e 2019-20, the railwaymen have performed even better and the freight loading has superseded the previous record. This performance of the Railway employees should be assessed as extra ordinary, because of more than 2 Lakh vacancies in the system and most of the Railway employees compelled to perform 12 hrs duty against 8 hrs duty roster.</p>



<p>Unfortunately, the Railway Board always try to undermine the performance of the railwaymen ot the plea of capital input given by the system. In this connection You may appreciate that whatever capital input is given the same is for expanding infrastructure etc. to provide better services to the rail users and the performance of the railwaymen should not degraded on this account.</p>



<p>Hence it is worth mentioning that inspite of Lockdown and COVID-19 pandemic, railwaymen have put all their effort to maintain the supply of essential commodities in the country.  Any reduction in PLB will definitely demotivate the lakhs of railwaymen who have put their all efforts without bothering for corona while operating Goods/Parcel as well as Shramik special and special trans and more than 100 railwaymen has lost their life due to COVID-19 while performing duty.  The dedication shown by railwaymen should not therefore be ignored be ignored.</p>



<p>AIRF, therefore request that payment of PLB to railway employees for the financial year 2019-20 should be made, considering the above aspects and that too well before Dussehra/ Durga Puja festival as hitherto.</p>
