<p>Subject:- <strong>Procedure to process cases to accord exemption for air travel in airlines other than Air India in individual cases &#8211; Regarding.</strong></p>
<p>Reference is invited to Department of Expenditure O.M. No.19024/1/2009-E.IV dated 07.06.2016 on the ‘subject ‘cited above. In this context it is observed that a considerable number of cases in connection With travelling on official tour/LTC in private airlines (other than Air India) are being received for according post-facto approval. Availing the services of private airlines and subsequently seeking post-facto relaxation/approval is not a healthy practice.</p>
<p>2. With a view to avoid the following procedure is prescribed for travelling on official tour/LTC:-</p>
<p>(a)Officers should prepare tour programme sufficiently in advance and tickets for Air India be booked.</p>
<p>(b) The guidelines issued by the Ministry of Finance for relaxation to travel by airlines other than Air India must be adhered to and request for relaxation be Submitted at least seven (7) working days in advance from the date of travel.</p>
<p>(c) The tickets in either case should be booked either from the website of the Airlines or through the authorized agents nominated by the Ministry of</p>
<p>(d) Proposals for according post-facto approvals will not be entertained. However, in deserving cases, the proposal may be submitted with full justification for not obtaining prior approval.</p>
<p>3. The contents of this Circular may be brought to the notice of all concerned.</p>

<p>Attention is invited to the DoPT O.M. No.31011/7/2014-Estt.(A-IV) dated 13th January 2017 wherein it is stated that Facility to travel on LTC by private airlines to Jammu &amp; Kashmir (J&amp;K) under the special dispensation scheme was allowed for a period of one year. This facility ended w.e.f.28.11.2015 and was re-introduced on 01.06.2016. It has been decided to allow the claims of those Government employees who had travelled by private airlines to Jammu &amp; Kashmir on LTC during the gap period of 28.11.2015 &#8211; 31.05.2016. This shall be subject to the condition that tickets have been booked through the authorized modes and at LTC-80 fare or less and other conditions perscribed in DoPT’s O.M. No.31011/7/2014-Estt.(A-IV) dated 28.11.2014.</p>

<p>Subject: <strong>Central Civil Services (Leave Travel Concession) Rules, 1988 &#8211; Relaxation to travel by private airlines to visit Jammu &amp; Kashmir.</strong></p>
<p>The undersigned is directed to refer to this Ministry’s O.M. of even no. dated 28.11.2014 on the subject noted above and to say that vide aforesaid O.M., facility to travel on LTC by private airlines to Jammu &amp; Kashmir (J&amp;K) under the special dispensation scheme was allowed for a period of one year. This facility ended w.e.f. 28.11.2015 and was re-introduced on 01.06.2016.</p>
<p>2. Many references have been received about Govt. employees who had inadvertently travelled by private airlines to J&amp;K during the gap period i.e. from 28.11.2015 to 31.05.2016, under the impression that the facility was still operational and were later facing difficulties in settlement of their LTC claims.</p>
<p>3. The issue has been examined in consultation with Department of Expenditure and Ministry of Civil Aviation. In relaxation to this Department’s O.M. of even no. dated 28.11.2014, it has been decided to allow the claims of those Government employees who had travelled by private airlines to Jammu &amp; Kashmir on LTC during the gap period of 28.11.2015 – 31.05.2016. This shall be subject to the condition that tickets have been booked through the authorised modes and at LTC-80 fare or less and other conditions prescribed in DoPT’s O.M. <p><b><span style="text-decoration: underline;">Sub:- Delegation  of powers  to Financial Advisers  to accord exemption for air travel  in  airlines other than Air India  in individual cases – reg. </span></b></p>
<p>Reference   is  invited  to  Department   of Expenditure’s O.M. of even number  dated  13th July 2009 which  provides  that  in all cases  of air  travel,   both domestic and   international, wherein the Government  of India bears  the cost of air   passage,  officials have to travel  in Air  India only. For cases of air travel  by Airlines  other than Air India  because of operational  or other reasons or on account of non-availability, <b>  the  powers  were  vested  with    Ministry of Civil Aviation  to accord exemption  in individual cases. </b></p>
<p>2.The  matter   has  been  examined   in  consultation   with the   Ministry   of  Civil Aviation. Accordingly,      powers      are    hereby     delegated     to     the     Financial     Advisers    of     the Ministries/Departments to accord  exemption  for  air travel,  both Domestic  and International,  by airlines other  than  Air  India.  In respect of individual  cases of Autonomous Bodies, the  Financial Advisers of the concerned Ministry/  Department  will  accord exemption  for Air travel  by Airlines other than Air India. The individual   cases   of Financial Advisers  for  air travel  in airlines other  than Air India,  will  be approved  by the  administrative   Secretary  of the concerned  Ministry.</p>
<p>3.    To regulate   the   individual  claims, <b>guidelines and proforma</b> for  seeking relaxation for travel by airlines  other than Air  India, are enclosed at Annexure – A &amp; B.</p>

<p><b>GUIDELINES  FOR RELAXATION  </b><b>TO</b><b>‘</b><b>TRAVEL</b><b>  BY AIRLINES OTHER THAN AIR INDIA</b></p>
</div>
<div align="left">
<p>1. Request for seeking relaxation  is  required   to be submitted  in the  Proforma  (Annex.   B)</p>
</div>
<div align="left">
<p>2. The request for  relaxation  must be submitted to Integrated Finance Division at  least 7  working  days in advance from  date  of travel.</p>
</div>
<p>3. There is  no requirement    to seek relaxation   for  those Sectors on which  General/blanket relaxation    has been accorded  by Ministry of Civil Aviation.</p>
<p>4. Those seeking  relaxation   on ground of Non-Availability of Seats  (NAS)  must enclose NAS Certificate  issued by authorized travel agents  or a copy of the sector  specific  snapshot of Air India website.</p>
<p>5. As per Ministry of  Finance, Department of Expenditure OM No.19024/1/2009-E.IV dated  13th July, 2009 for  sectors which  are not connected  directly  by any of the airlines, an employee  must  travel  by Air India upto  the  nearest hub. Relaxation will  be granted for the remaining  segment.</p>
<p>6. Relaxation to  travel  by airlines  other  than  Air  India while availing  LTC  will  be granted only  in  exceptional   circumstances. Non  availability   of  AI flight/seats on  a particular day/time  would not be considered as a valid ground for seeking relaxation.</p>
<p>7. Availability  of lower  fare is no criteria for seeking relaxation.</p>
<p>8. Those seeking relaxation  on the ground  of attending  meeting at a  particular  time,  must attach meeting notice and approved tour programme.</p>
<p>9. For foreign  travel  cases, where  full  or partial  grants  are received, journey  has to  be performed   on Air  India  upto  the  place  upto  which  Air  India  is  available  and  seek relaxation  for  the  remaining  sector.   On international   routes  where  Air India  has  code share partner, the same must be utilised.</p>
<p>10. For invitees  from  abroad   travelling  on Government  of India funding,  efforts  should  be made to book them  on Air India and Air India code share  flights  to the  extent possible.</p>
<p>11.Non-receipt  of approval   by the stipulated date does not  entitle  one to claim,  relaxation as a matter  of right.</p>

										<content:encoded><![CDATA[<p><strong>Exploitation of passengers by airlines</strong></p>
<p>The statement was given in the Rajya Sabha in reply to starred question by the Minister of Civil Aviation Shri.Ajit Singh on 4.12.2012 regarding exploitation of passengers by Airlines.</p>
<p>The airfares are not regulated by the Government and the airlines follow dynamic airfare policy.</p>
<p>They offer different fare buckets for each flight. The fare-buckets vary from flight to flight. The airfares are dynamic and they increase with the increase in demand for seats. From September, 2012 the scheduled domestic airlines have introduced a lowest fare bucket for advance purchase.</p>
<p>Scheduled domestic airlines have been asked to display established tariff route-wise and fare category-wise on monthly basis and also to notify noticeable changes to Directorate General of Civil Aviation (DGCA) within 24 hrs. of affecting such a change. The intention behind the above directions is to keep the passengers informed of pricing pattern of airlines.</p>
<p>Further, DGCA also monitors tariff on specific sectors on regular basis.</p>

<div><strong>TRAVEL ON PRIVATE AIR LINES-CLARIFICATION</strong></div>
<p>&nbsp;</p>
<div>For travel on official tours i.e. permanent posting &amp; temporary duty by Airlines other than Air India because of operational or other reasons or on account of non availability of Air India flights, individual cases for relaxation are to be referred to M/o Civil Aviation. The same is not required for the areas or sectors where <strong>Ministry of Civil Aviation have issued specific sanction for journey by private airlines</strong> e.g. officer posted in NER, Delhi-Leh-Delhi sector or for sectors like Patna-Ranchi, Patna-Kolkata, Bangalore-Coimbatore and Bangalore-Kochi etc.</div>
