Railways regularly monitor earning and occupancy of all trains including trains under flexi fare scheme. Review of all existing schemes is a continuous and ongoing process to effect further improvement. Accordingly, an interim review of the flexi fare scheme has been made and the following changes were made with effect from 20.12.2016 :-

(i) 10% rebate in basic fare on vacant berths/seats after preparation of first chart in Rajdhani, Shatabdi and Duronto trains.

(ii) Tatkal quota has been reduced in flexi fare trains from maximum 30% to 10% of the total available berths.

(iii) Discounted fare has been offered in T. No. 12015/12016 New Delhi-Ajmer Shatabdi Express for the passengers travelling between Jaipur-Ajmer and Ajmer-Jaipur and in T.No. 12007/12008 Chennai Central-Mysuru Shatabdi Express for the passengers travelling between Bengaluru-Mysuru and Mysuru- Bengaluru.

Operating cost of running of passenger services is increasing year after year resulting in adverse impact on profitability of passenger segment. Passenger segment is being cross subsidised by the freight segment. In order to generate additional revenues from passenger segment and reduce cross-subsidisation from freight, flexi fare system has been introduced with effect from 09.09.2016 in all classes of reserved accommodation except First AC and Executive class of premium segment trains (Rajdhani, Shatabdi and Duronto trains) which offer faster transit time and higher level of amenities. Additional earnings of about `551 crore has been generated from the trains under flexi fare scheme (Rajdhani, Shatabdi and Duronto trains) during the period from 09.09.2016 to 30.06.2017.

Facilities for Women Passengers for buying Train Tickets at Reservation Counters

Ministry of Railways has been providing special facilities to women passengers for conveniently buying tickets at railway reservation counters. The Ministry has further elaborated facilities as follows: –

(a) At computerized reservation office, a separate reservation counter should be earmarked for ladies if the average demand per shift is not less than 120 tickets.

(b) In case, there is no justification for earmarking of exclusive counter for ladies, the requests received from ladies should be dealt with along with the reservation requests of the specific categories viz. senior citizen, physically handicapped, ex. MPs, MLAs, accredited journalists, freedom fighters etc.

(c) At those reservation offices where separate reservation counters have not been earmarked for ladies and also those locations which have not been computerized, ladies/female passengers should not be compelled to join the general queues and be attended to separately at the same counter as for general passengers. A suitable notice board about the availability of this facility should also be displayed near the reservation counter. This facility will however be available only from 11:30 hours to avoid misuse of this facility by unscrupulous elements to block accommodation during opening hours of general and Tatkal reservation.

(d) Ladies may be allowed to purchase tickets from these reservation counters irrespective of persons for whom the reservation is being sought. However, no other persons will be allowed to purchase ticket for them from these counters.

(e) As far as earmarking of separate unreserved ticket counters for ladies, zonal Railways have been asked to assess the demand and do the needful based on the same.

Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is not allowed and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.

It is, therefore, once again impressed upon all concerned not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc. and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.

The undersigned is directed to say that several references are received by this Department from various Ministry / Departments seeking clarification regarding admissibility of travel by Premium Trains run by Indian Railways while availing of LTC.

2. The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it has been decided that travel by Premium Trains is not permissible on LTC. Hence, the fare charged by the Indian Railways for the journey(s) performed by Premium trains shall not be reimbursable for the purpose of LTC. Cases where LTC travel in such Premium Trains has already been undertaken by the Central Government Employees, the train fare may be reimbursed restricting it to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.
