<p>In continuation of DPE’s OM of even number dated 08.06.2020 and 23.09.2020 regarding exemption of Employees under Persons with Disabilities (PwD) category and Pregnant Women from roster duty in the CPSEs due to <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> situation, it is reiterated that these instructions continue to remain applicable In the light of the DoPT OM No.11013/9/2014-Estt. A.III dated 7th October, 2020.</p>

<p><strong>Enhancement of Combined Reservation Quota of lower berths for Senior Citizens and Female Passengers</strong></p>

<p>Ministry of Railways has decided that the combined reservation quota of lower berths earmarked for senior citizens, female passengers 45 years of age and above and pregnant women may be enhanced.</p>
<p>At present, the following combined reservation quota of lower berths is earmarked in Sleeper, AC-3 tier and AC-2 tier classes for senior citizens, female passengers 45 years of age and above and pregnant women:-</p>

										<content:encoded><![CDATA[<p><strong>Cabinet approves Pan India implementation of Maternity Benefit Program</strong></p>
<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given ex-post facto approval to Pan-India implementation of Maternity Benefit Program which now has been extended to all districts of the country w.e.f. 01.01.2017. The Prime Minister in his address to the nation on 31.12.2016 had announced Pan-India implementation of Maternity Benefit Program.</p>
<p>The Maternity Benefit Program will provide compensation for the wage loss in terms of cash incentives so that the women can take adequate rest before and after delivery and not be deprived of proper nutrition.</p>
<p>The total cost of the proposal for the period from 01.01.2017 to 31.03.2020 including Central and State Government share isRs.12,661crore. Government of India&#8217;s share during the period 01.01.2017 to 31.03.2020 comes to around Rs. 7932 crore.</p>
<p><strong>Objective of the Scheme</strong></p>
<ol>
<li>        To provide partial compensation for the wage loss in terms of cash incentives so that the woman can take adequate rest before and after delivery of the first living child.</li>
<li>      The cash incentives provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mother (PW&amp;LM) to reduce the effects of under-nutrition namely stunting, wasting and other related problems.</li>
</ol>
<p><strong> </strong><strong>Target Group</strong></p>
<p>All eligible Pregnant Women and Lactating Mothers (PW&amp;LM), excluding the Pregnant Women and Lactating Mothers who are in regular employment with the Central Government or State Government or Public Sector Undertakings or those who are in receipt of similar benefits under any law for the time being. It has been decided to give the benefit of Rs.5000/- to PW&amp;LM in three installment for the birth of the first live child by MWCD and the remaining cash incentive as per approved norms towards Maternity Benefit under existing programmes after institutional delivery so that on an average, a woman will get Rs.6000/-.</p>
<p><strong>Conditions and installments</strong></p>
<p>Pregnant Women and Lactating Mothers who are eligible will receive a cash benefit of Rs.5,000/- in three installment at the following stages as specified in the table given below:</p>

<p>The eligible beneficiaries would continue to receive the remaining cash incentive as per approved norms towards Maternity Benefit under existing programmes after institutional delivery so that on an average, a woman will get Rs. 6000/-.</p>
<p><strong>Mode of cash transfer to the Beneficiaries</strong></p>
<p>The conditional cash transfer scheme would be in DBT mode.</p>
<p><strong><span style="text-decoration: underline;">Background</span></strong>:</p>
<p>The Government of India is committed to ensure that every woman gets adequate support and health care during pregnancy and at the time of delivery and every newborn is immunized on time which is the foundation for better health of the mother and the newborn. Normally, the first pregnancy of a woman exposes her to new kinds of challenges and stress factors. Hence, the scheme intends to provide support to the mother for safe delivery and immunization of her first living child. The improved health care seeking behaviour of the PW&amp;LM would lead to better health status for the mother and the child.</p>

<p>With a view to facilitating provisions of lower berths to senior citizens and female passengers, following facilities are available:-</p>
<p>(i) There is a provision in the computerised Passenger Reservation System (PRS) to allot lower berth automatically to male passengers above the age of 60 years and female passengers above the age of 45 years subject to availability of the same at the time of booking of ticket.</p>
<p>(ii) A combined reservation quota of two lower berths per coach is earmarked in Sleeper, AC 3Tier and AC 2Tier for following category of passengers when travelling alone:</p>
<blockquote><p>
a. Senior citizens;<br />
b. Female passengers 45 years of age and above; and<br />
c. Pregnant women.</p></blockquote>
<p>(iii) Instructions are also there to assist senior citizens and physically handicapped persons who have been allotted middle/upper berths by allotting them vacant lower berths available in the train by the ticket checking staff on first come first served basis (after making necessary entry in the reservation chart).</p>
<p>(iv) A six berths compartment in Sleeper Class is also earmarked in long distance Mail/Express trains for female passengers.</p>
<p>(v) It has now been decided that:-</p>
<blockquote><p>· The existing combined quota of two lower berths per coach in Sleeper class earmarked for senior citizens, female passengers 45 years of age and above and pregnant women (when travelling alone) may be enhanced to four lower berths per coach. There will, however, be no change in this quota being earmarked in 3A and 2A classes.</p>
<p>· The scope of instructions regarding assisting senior citizens and physically handicapped persons in getting lower berths in the train has been expanded to include pregnant women also. Hence, onboard ticket checking staff are now authorised to allot vacant lower berths available in the train to senior citizens, physically handicapped persons and pregnant women (who have been allotted middle/upper berths), on approach, on first come first served basis after making necessary entry in the chart.</p>
<p>· It has also been decided that the existing reservation quota of six berths for female passengers being earmarked in long distance Mail/Express trains should be in the middle of the coach and also to the extent feasible, the senior citizen quota should be earmarked in the middle of the coach.</p></blockquote>
