<h3 class="wp-block-heading">Subject: e-NPS Govt offers ease &amp; convenience in account opening for the Subscribers</h3>



<p>PFRDA has enabled e-NPS for the benefit of Government Sector Subscribers &amp; the associated Nodal offices vide our Circular no. PFRDA/2021/34/SUP-CRA/1 Dated 23 August 2021.</p>



<p>2. e-NPS Govt provides the opportunity for the employees of Government Sector and empowers them to open NPS Acct with ease and lot of convenience in a paperless mode. Till date, nearly 9000 accounts are opened across various Accounting formations (refer to Annexure I) of the Central Government &amp; State Government. The data related to accounts opened through non-e-NPS channels for the corresponding period also provided. Currently e-NPS Govt is largely used by Central Autonomous Bodies (CAB) followed by Civil &amp; Defence Ministries.</p>



<p>3. The major benefits of e-NPS Govt. are faster account opening, higher efficiency and brings operational finesse to the nodal offices due to the paperless process &amp; optimizing their time due to non-deposit of the physical account opening forms to CRA FC which are collected in other modes of acct opening. Since e NPS – Government significantly reduces the turnaround time (TAT) for Acct opening, the monthly contributions of NPS for the employees can be invested timely which lead to higher investment returns for the benefit of Subscribers.</p>



<p>4. It was proposed that e-NPS for Government shall be made mandatory w.e.f. 1/4/2022. However, it is observed that still various depts/nodal offices under Govt sector yet to adopt e-NPS Government holistically for the on-boarding of new employees.</p>



<p>5. All Govt. Nodal officers of State/Centre/Autonomous Bodies are once again informed to adopt e-NPS Government for on-boarding their new employees in order to align with the goal of Govt. of India’s Digital India program to transform India into a digitally empowered society wherein its Citizens are not required for physical submission of documents &amp; certificates. Adoption of e NPS Government also brings various benefits for stakeholders and employees as provided in Annexure II.</p>

<h3 class="wp-block-heading">Subject: Trail commission to POPs on voluntary contributions through D-Remit by Subscribers associated to POPs under the All Citizen Model</h3>



<p>PFRDA had introduced the D-Remit (Direct Remittance) facility for the subscribers wherein they could deposit their voluntary contributions with greater ease by creating a static Virtual ID linked to their PRAN and remit the amount from their Bank Account.</p>



<p>2. D-Remit envisaged as a ‘subscriber centric measure’ to enable one to deposit contributions into PRANs from their savings bank account through Net banking/ IMPS/ UPI. The feature intends to optimize investment return by offering same day NAV, if Trustee Bank receives the contributions before 9.30 AM. It has become very popular because of its ease of use, operational convenience, the unique facility of setting up SI/auto debit, changing the auto debit amount, pause auto debit etc.</p>



<p>3. In order to support the Points of Presence (POPs) for their significant efforts and resources deployed by them for sourcing NPS Accounts and make them sustain their NPS outreach efforts, it has been decided that the trail commission shall be payable to POPs w.e,f. 01.09.2022. The trail commission on contributions made through D-Remit will be similar to eNPS (other mode of Online contribution) by those subscribers who were on-boarded by the respective PoPs. The charge structure for POPs were provided by PFRDA vide its circular dt. 31.01.2022.</p>



<p>4. The trail commission to PoPs for D-Remit Contributions of the associated Subscribers shall be @ 0.20% of the contribution amount (Minimum Rs. 15 and Maximum Rs. 10,000) similar to eNPS. The applicable charges would be recovered by unit deduction on periodical basis.</p>



<p>5. All CRAs, NPST and POPs are advised to inform the Subscribers &amp; Stake holders about the proposed charges through all means of communication including SMS, email, Social Media and by placing the circular in their websites.</p>

<p>It has been reported that in cases where multiple Pay and Accounts Officers (PAOs) are working in pension module to process pension cases, same Provisional Pension Payment Order (PPPO) number is sometimes being allotted to more than one NPS pensioner. Such cases only come to notice during processing of the case in Central Pension Accounting Office (CPAO).</p>



<p>2. The matter has been examined and it is observed that the error arises when PAOs are inadvertently entering different Permanent Retirement Account Number (PRAN) and PPPO number in the manual PPPO Booklet from the details submitted in PFMS while generating the PPPO number for the individual. As e-PPOs are not generated for NPS cases the error is not caught and the details in the CPAO database are updated as per the physical booklet SO Submitted by the PAOs.</p>



<p>3. The error comes to light when the NPS case of another pensioner whose details have been inadvertently mentioned in the earlier physical booklet submitted by the PAO and captured in the CPAO database is received in CPAO.</p>



<p>4. Therefore, in order to avoid difficulties being faced by pensioners due to the late processing of pension cases, all the Pr. CCAs/CCAs /CAs (with independent charge) are hereby requested to direct their respective PAOs to diligently enter the data such as PRAN and PPPO number in both manual booklet and PFMS.</p>



<p>5. This issues with the approval of the Chief Controller (Pensions).</p>

<p>PFRDA vide its earlier circular dated 4th September 2017 No.PFRDA /17/ 01/08 /0001/2017- SUP-CRA had allowed exits from NPS based on ‘Self Authorization by the Subscribers themselves using Aadhaar if the corpus in their Account was up to Rupees Five lacs. This mode was disabled post SC Judgement on Aadhaar e KYC. However post launch of Off line Aadhaar. PFRDA has digitally enabled opening of NPS accounts by using Off line Aadhaar with the explicit consent of the prospective Subscribers which offers instant account opening experience to such Subscribers.</p>



<p>2. It has now been decided by PFRDA to make the exit process more agile and seamless by extending the off line Aadhaar for the purpose of self-authorizing the exit requests of e <a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a> Subscribers. Under the process, the eNPS Subscribers with a corpus up to Rs.10 lacs (Rupees Ten Lacs) in their NPS Accounts, can furnish their off line Aadhaar details for the purpose of exit, in compliance with PFRDA’s exit regulations.</p>



<p>3. In addition, for eNPS Subscribers whose corpus is more than Rs.10 Lacs (Rupees Ten Lacs) as well as for the subscribers who are associated to POPs (Points of Presence) an online platform has recently been enabled. In this process, the exit requests of All citizen /Corporate sector subscribers would be verified by POPs, while exits of enps subscribers (not associated to any POP) would be verified by their respective banks which are registered as POPs with PFRDA.</p>



<p>4. The process of Self Authorization using Off line Aadhaar is given at the Annexure Central Record Keeping Agencies (CRAs) are advised to make available the feature at the earliest in the interest of Subscribers.</p>



<p>5. This circular is issued under Section 14 of PFRDA Act 2013 is available at www.pfrda.org.in and its contents overrides the provisions laid out on the subject by PFRDA vide its Circular No. PFRDA/17/01/ 08/0001/2017- SUP-CRA dated 4th Sep 2017.</p>

<h4 class="wp-block-heading"><strong>(Exit process flow through Self-authorization by e-NPS subscribers)</strong></h4>



<p>1. Subscribers login into CRA system using their PRAN and I-PIN.</p>



<p>2. Select Exit menu and provide the details viz Allocation of corpus, Annuity Service Provider (ASP) details, Annuity Scheme etc.</p>



<p>3. Bank Details will be shown in non-editable mode. Other details such as subscriber name, gender, father name, address details will be auto-populated in non-editable mode.</p>



<p>4. <strong>Document Upload</strong> : Subscriber will upload KYC documents, Withdrawal Documents, Bank Proof etc.</p>



<p>5. <strong>e-sign Authentication</strong> : After providing all the details, Subscriber will request do the e-sign.</p>



<p>6. <strong>Generation of Acknowledgement ID:</strong> On submission of the Exit request and Acknowledgment ID will be provided to the subscriber.</p>



<p>7. <strong>Self-authorization option</strong>: If the corpus is below Rs.10 lacs, then Self-Authorization option will be provided to the subscriber.</p>



<p>8. If subscriber opts for Self-Authorization, below process will be followed:</p>



<ul class="wp-block-list"><li>a. Subscriber will download the Offline Aadhaar XML File from UIDAI website. UIDAI Link and help page will be provided to the subscriber for download of Offline Aadhaar XML File.</li><li>b. Upload the Offline Aadhaar XML file in CRA system and provide the Aadhaar Share Code, Mobile Number and Email ID.</li><li>c. CRA system will validate the Aadhaar Share Code and Mobile Number with the Offline Aadhaar XML file.</li><li>d. Subscriber name in CRA records should match Aadhaar.</li><li>e. After successful validation, self-authorization withdrawal request will be accepted in CRA system for execution.</li><li>f. ‘Instant Bank Acct verification’ through penny drop shall be undertaken by CRAs and the cost shall be home by the respective subscribers.</li></ul>



<p>9. CRA system provides the subscriber’s details to concerned ASP.</p>



<p>10. ASP will issue the annuity policy to the Subscribers and will upload the Annuity details in CRA System</p>

<h3 class="wp-block-heading">Sub.: Revision in cut off time under D Remit for same day NAV</h3>



<p>Vide Circular no. PFRDA/ 2020/ 44/ SUP-CRA/17 dated 01st Oct 2020, PFRDA had introduced the D-Remit facility for the subscribers of all the sectors of NPS wherein they could deposit their voluntary contributions with greater ease by creating a static virtual ID linked to their Permanent Retirement Account Number (PRAN), and get same day’s NAV, provided contributions are received at Trustee Bank till 8.30 am.</p>



<p>2) Effective from 12th November 2020, the said timing has been revised and now the voluntary contributions received at Trustee Bank till 9.30 am. on any bank working day (other than Saturday, Sunday and Holidays) would be considered for giving the subscriber the same day’s NAV. The contributions received post 9.30 am. shall be considered for next working day NAV.</p>



<p>3) The users of 0-Remit may also note that the cut-off time as mentioned above is for the amount received at specified Trustee Bank’s Account and accordingly the remittance can be effected from the respective Subscribers Bank Account with sufficient margin, so that Trustee Bank receives the amount before 9 .30 am.</p>



<p>This circular is issued in exercise of powers conferred under Section 14 of PFRDA Act , 2013 to protect the interests of the Subscribers is available at PFRDA’s website (www.pfrda.org.in) under Regulatory Framework in the Circular Section.</p>

<p><strong>Subject: Option for Govt. employees to on-board NPS through eNPS  (Stake Holder Feedback)</strong></p>



<p>e-NPS is the online NPS on boarding portal hosted by the Central Record Keeping Agency (CRA) wherein a Subscriber can register and contribute online into NPS. Through <strong><a href="https://centralgovernmentnews.com/tag/eNPS/" target="_blank" rel="noreferrer noopener">eNPS</a></strong>, a Subscriber can register under NPS, generate a Permanent Retirement Account Number (PRAN) under All Citizens of India and Corporate Sectors. Further, the Subscribers who have already been registered under NPS across sectors with active PRAN can make contributions through eNPS as well as activate their Tier II account. The prospective NPS Subscribers under private sector can register in e-NPS either through ‘Aadhaar Offline e-KYC’ or through ‘PAN &amp; Bank Account</p>



<p>2. At present, the Government sector Subscribers are registered under NPS either through submission of physical form to CRAs or through online processes viz. OPGIVI (Online PRAN Generation Module ) adopted by the Nodal Offices of Govt. Now, PFRDA is exploring the possibility to enable e-NPS platform as an additional option to Government Sector employees to facilitate their online onboarding under NPS. Accordingly, the employees of Government Sector will have option to register under NPS through e-NPS. Further, an existing Subscriber of other sectors. on entering into the Government sector, shall have an option to shift to Government sector through e-NPS.</p>



<p>3. The proposed methodology is placed at Annexure I.</p>



<p>4. The proposed mode of e-NPS based registration of Govt Sector employees bring the following benefits to the stakeholders:</p>



<ul class="wp-block-list"><li>i. Ease of on boarding for employees and online verification/ authorization of employee NPS information by nodal officers.</li><li>ii. Paperless process of enrollment with e-Sign/OTP.</li><li>iii. Easing the work of Nodal officers from manual process of Acct opening and freeing them from handling papers and associated challenges of dispatching the physical forms to CRA.</li><li>iv. Optimizing the cost of Acct opening by end to end digitization.</li><li>v. Expediting the account opening process compared to existing modes of account opening methods made available to the Government sector.</li><li>vi. Timely PRAN generation and hence timely deposit of <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> contribution which would lead to higher investment benefits.</li><li>vii. Since the employees fill the data in e-NPS portal themselves while on-boarding, data entry error may come down and consequently the decline in rejection of forms.</li><li>viii. Currently, CRA-FC services are also utilized by SG/CG for data entry /digitization which may be prone to data entry error which results in return/re-submission of forms.</li><li>ix. The logistical cost associated with submitting physical forms by subscribers to nodal officers, by nodal officers to CRA-FC and resubmitting the return forms will be avoided.</li><li>x. <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid</a></strong> pandemic induced immobility leading to piling up of CSRF at Govt. offices can be overcome.</li><li>xi. Few State Govt. depts. are advising their new employees to open acct under UoS and carry out Inter Sector Shifting (ISS) thereafter which increases the cost of account opening and turn around time.</li><li>xii. By enabling eNPS onboarding for Govt employees, ISS can also be carried out seamlessly.</li></ul>



<p>5. In view of the above, PFRDA invites comments/ suggestions/ feedback from all the Government nodal offices on this proposal (Option for Govt employees to join NPS through e NPS). as per the format attached as Annexure II</p>

<p>One of the critical process in NPS is generation of PRAN for new recruitment. At present, in most of the Railway &amp; PUs, the same is being generated through submission of physical Subscriber Registration Form (CSRF Ver 1.5) to NSDL appointed CRA-FCs. Though the employee is supposed to register in <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong> immediately after his/her joining the Department, verification, authorisation and submission of the same to NSDL involves time and resources. It also results in delay in credit of contribution causing financial loss to the employees, which may give rise to Grievances and RTI queries in future, besides payment of penal interest.</p>



<p>The Online PRAN Generation Module (OPGM) developed by NSDL can surely mitigate the impact of delay in PRAN generation by simplifying the process and improving overall efficiency in implementation of NPS in IR. In addition to other advantages, the OPGM reduces data duplication and related errors by reducing manual efforts at the level of designated office. As you are aware, the ongoing pandemic has pushed working to a more digital world . OPGM is a one of the tools which will help to move to a digital platform in NPS. Some of the Railway/PUs viz. NWR, RCF/Kapurthala, SWR and DMW/Patiala have already implemented the OPGM process and the process has been running smoothly. Central Railway is in advanced discussion with NSDL to implement the same.</p>



<p>I n view of the above, it is requested to implement OPGM in time bound manner. The request for availing OPGM facility may be sent to NSDL under advise to <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railway</a> Board. Further, since OPGM is a maker-checker process, Rail ways are advised to identify the Users from Personnel and Accounts offices who will perform maker and checker role in OPG M process and same would also be part of OPGM request to NSDL.</p>

<h3 class="wp-block-heading"><strong>Subject : e-Nomination facility for NPS subscribers</strong></h3>



<p>Pension Fund Regulatory and Development Authority (PFRDA) has been established inter-alia is to protect the interests of subscribers of NPS and other pension schemes regulated by it. PFRDA has allowed comprehensive and digitally enabled solutions for subscribers’ varied needs from on-boarding till the process of exit.</p>



<p>2. Currently, the existing subscribers of NPS, who wish to change their nomination in their Permanent Retirement Account Number (PRAN), are required to submit S2 form (Request for change of Subscriber Master details) physically to the associated Nodal officers, corporates or Points of Presence (POPs) for updation.</p>



<p>3. In order to enable NPS Subscribers with ease of changing the nomination, PFRDA has allowed the ‘e sign based online facility’ to change of nomination through the Subscribers’ login credentials, as per the process flow given in Annexure-A. Central Record Keeping Agencies (CRAs) have been advised to introduce this feature in their system at the earliest.</p>



<p>4. The detailed provisions regarding ‘Nominations’ under NPS are specified under regulation-32 of PFRDA (Exits and Withdrawal) Regulations 2015. The relevant extracts of the regulations are provided under Annexure-B for ready reference.</p>



<p>5. This circular is issued under Section 14 of PFRDA Act 2013 and is available at PFRDA’s website (www.pfrda.org.in) under the Regulatory framework and in “Circular” section of CRA under intermediaries.</p>

<h3 class="has-text-align-center wp-block-heading">Annexure -A<br />(e-Nomination Process)</h3>



<p><strong>The steps to be followed by the Subscriber for e Nomination is given below:</strong></p>



<p>1. Subscribers access their respective CRA system with login credentials and select the option ‘Update Personal details’ under ‘Demographic changes’ menu.</p>



<p>2. On selection, subscriber modification screen will appear with multiple options, Subscriber is required to select the option ‘Add/Update Nominee details’ and then ‘Tier type’ for which nomination details have to be updated.</p>



<p>3. The subscriber is required to submit the details online such as name of the nominee, relationship with the nominee, percentage share etc. and save the details by clicking on ‘Save’ menu.</p>



<p>4. Once the details are saved and confirmed, subscriber is required to submit the ‘One Time Password (OTP)’ received on Registered Mobile Number.</p>



<p>5. On submission of OTP, subscriber is required to e-Sign to authenticate the changes by selecting option ‘e-sign and download’.</p>



<p>6. The subscriber will be taken on to ‘e signature service provider’s’ page for e-sign where he is required to enter Aadhaar/ Virtual ID and click on ‘send OTP’. OTP will be received on mobile number registered with UIDAI.</p>



<p>7. Subscriber needs to submit OTP and click on ‘Verify OTP.</p>



<p>8. Upon authentication, the nomination details will be updated in the NPS records. For Government/ Identified Corporate sector subscribers, the request needs to be authorized by the associated Nodal Office/Corporate before its updation.</p>



<p>9. The process of change of nomination is paperless. In case e-sign fails, the changes shall not be updated and the subscriber shall have to update the nomination through physical form as per the existing process.</p>

<p><em><strong>Tax benefits under NPS, the Government Subscribers can make an additional investment in their NPS Tier I account</strong></em></p>



<p><strong>Voluntary Contribution in Tier I account by Govt. Sector Subscribers</strong></p>



<p>In order to avail Tax benefits under NPS, the Government Subscribers can make an additional investment in their NPS Tier I account. An additional deduction for investment up to Rs. 50,000 in NPS (Tier I account) is available exclusively to NPS subscribers. This additional investment can be made by the Subscribers by either of the following ways:</p>



<p>A. Through associated Nodal Office<br />
B. Through eNPS portal<br />
C. Through NPS Mobile App<br />
D. By logging into the CRA System<br />
E. Through Point of Presence (PoP)</p>



<p><strong>A. Voluntary Contribution through associated Nodal Office {Pay and Accounts Office (PAO)/ Cheque Drawing and Disbursement Offices (CDDOs)}</strong></p>



<p>Govt. Subscribers may approach their associated Nodal Offices (PAOs/ CDDOs) for processing of Voluntary Contributions in their Tier I account. The Nodal Office is required to carry out the following activities:</p>



<p>Download necessary utilities for preparation of contribution file i.e. File Preparation Utility (FPU) and File Validation Utility (FVU). Kindly note, these are separate utilities through which only Tier-II and Tier I Voluntary contributions can be prepared and validated. The utilities are available on CRA website – www.npscra.nsdl.co.in at the following link:</p>

<p>Prepare voluntary contribution details by using the FPU. Ensure that contribution type is selected as “Voluntary Contribution”.</p>



<p><strong>Validate voluntary contribution file prepared using the FVU.</strong></p>



<p>Upload Subscriber Contribution File (SCF) in the NPSCAN application (www.npscancra.com) by logging with the User ID and Internet Password (IPIN) provided by NSDLCRA. The procedure of Contribution upload will be similar to the upload of regular contribution files in NPS.</p>



<p>Nodal Office shall upload the SCF in respect of the Subscribers for whom clear funds are available on daily basis. The Nodal Office is required to remit the funds to the Trustee Bank latest by T+1 day (T being the date of receipt of clear funds) post upload of contribution details in the CRA system.<br /></p>



<p><strong>B. Voluntary Contribution through eNPS portal</strong></p>



<p>The Subscribers can also pay voluntary contributions under Tier I online through eNPS. In order to contribute through eNPS, the Subscribers need to follow the below mentioned steps:</p>



<p>Visit the eNPS portal (https://enps.nsdl.com).</p>



<p>Click on the “Contribution” option.</p>



<p>On the next screen, the Subscriber will have to provide PRAN, Date of Birth, enter Captcha details and click on the “Verify PRAN” option. On clicking the “Verify PRAN” option, system will prompt for a One Time Password (OTP) and the same will be sent on the registered mobile number of the Subscriber. System will display a message to the Subscriber about generation of OTP. The Subscriber will enter the OTP and click on submit OTP option.</p>



<p>After submission of OTP, on the next screen the Subscriber will select the Tier Type as “Tier I” and enter the amount in “Voluntary contribution amount” section, select the “Payment Gateway Option”, tick on the declarations and finally click on “Make Payment” option.</p>



<p>Upon successful processing of the contribution, the units will be credited to<br /> Subscribers’ NPS account and an SMS/ Email alert will be sent to the Subscribers’ registered Mobile Number/ Email ID.</p>



<p><strong>C. Voluntary Contribution through NPS Mobile App</strong></p>



<p>Voluntary contribution in Tier I account can also be made using the NPS Mobile App.</p>



<p>NPS Mobile App can be downloaded from Playstore for android phones and Appstore for IOS phones (iPhone).</p>



<p>In NPS Mobile App, Subscriber is required to click on the “Contribution” option available on the Home screen.</p>



<p>On the next screen, Subscriber needs to enter the PRAN, Date of Birth and the Captcha details and click on “Verify PRAN” option.</p>



<p>App will prompt for a One Time Password (OTP) and the same will be sent to the registered mobile number of the Subscriber. App will display a message to the Subscriber about generation of OTP. The Subscriber will enter the OTP and click on submit OTP option.</p>



<p>After submission of OTP, on the next screen the Subscriber will select the Tier Type as “Tier I” and enter the amount, select the “Payment Gateway Option”, tick on the declarations and finally click on “Confirm Payment” option.</p>



<p>Upon successful payment, a receipt will get generated confirming the payment details.</p>



<p><strong>D. Voluntary contribution by logging into the CRA System</strong></p>



<p>One more option for Subscribers to contribute voluntarily in Tier I account is by logging into the CRA System with the User ID (i.e. the PRAN) and the Internet Password (IPIN).</p>



<p>In the CRA system, at the Home page, the Subscriber needs to go to Menu – Contribute Online &lt;&lt;&gt;&gt; Sub-menu &#8211; Make Online Contribution.</p>



<p>System will re-direct the Subscriber to the eNPS portal.</p>



<p>Further, the Subscriber needs to follow the procedure as explained under Point C above.</p>



<p><strong>E. Voluntary contribution through Point of Presence (PoP)/ Point of PresenceService Providers (PoP-SP)</strong></p>



<p>Subscribers may also approach the PoP/ PoP-SPs for making Voluntary Contribution in their Tier I account.</p>



<p>The list of PoPs/ PoP-SPs is available on CRA website (www.npscra.nsdl.co.in).</p>
