Ref: PCDA (P) Allahabad letter No. AT/Tech/70/XXV dated 11.08.2017.

The comments received under above cited letter have been examined in this HQrs CGDA Office. Initiation of first payment without physical presence of pensioners is essential to ensure implementation of orders issued by DOP&PW/MoD and circulated vide PCDA (P) Allahabad Circular No. 132 and 546 and also in the proposed CPDA scenario. In view of the procedure being followed by Civil Ministries for processing, calculating, making payments and also revising Retirement/ Death gratuity and CVP (in case payment not opted through bank) could also be adopted for Commissioned Officer, PBORs and Defence Civilians.

2. It is intimated that in case of Civil Ministries, the H.O.O. (through PAOs) are responsible for release of lump-sum payment following the date of retirement under intimation to CPAO (details also available on website of CPAO). Hence, PCDA (O)/AFCAO/NPO in case of Commissioned Officers, Record Offices/PAOs for JCOs/ORs and HOOs/AOs for Defence Civilians could be assigned the responsibility who will release these payments after retirement. This will only change the procedure/agency for payment of lump-sum pensionary benefits. The claim initiating agency shall reflect the amount worked out on account of Gratuity/CVP in the claim submitted to PSA. The receiving lump sum payments but also being uniformity in the procedures presently being followed by other Civil Ministries.

3. IT is, Therefore, requested that matter may please be examined and views on the above proposal may please be forwarded positively by 27th September’ 2017 for taking final decision in The matter.

Sub : Kendriya Vidyalaya Sangathan (KVS) to function as Rashtriya Adarsh Vidyalaya Sangathan (RAVS) for purpose of entering into concession agreements with selected entities in respect of 500 model schools to be setup under Public Private Partnership (PPP) mode and to manage and to administer the agreements thereon reg.

In pursuance of Ministry of HRD’s Office Memorandum No. 1-4/2013 Sch.-I (MS) dated 19.11.2013 and in partial modification of this Office Memorandum of even number dated 11.02.2013, Kendriya Vidyalaya Sangathan will function as the Rashtriya Adarsh Vidyalaya Sangathan (instead of Model School Organisation) for the purpose of entering into concession agreements with selected private entities in respect of 500 Model Schools to be set up under Public Private Partnership (PPP) mode and to manage and to administer the agreements thereon till setting up of a separate Rashúiya Adarsh Vidyalaya Sangathan(RAYS).

An outlay Rs. 63,363 crore has been proposed for 2013-14 rail budget which will be financed through Gross Budgetary Support of Rs. 26,000 crore, Railway’s Share in Road Safety Fund of Rs. 2,000 crore and internal resources of Rs. 14,260 crore.

Highlighting the importance of financially sustainability of Indian Railways for its efficient upkeep, operation and maintenance, Railway Minister, Shri Pawan Kumar Bansal said that we must be realistic in setting targets. He said that during the year the Railways shall have to borrow Rs. 15,103 crore from market and shall have to mobilize Rs. 6,000 crore through Public Private Partnership (PPP) route for its operations proposed in the Budget.

Expecting more revenue through freight and passenger tariff , the Railway Minister said that freight earning is expected to Rs. 93,554 crore, 9% higher than the previous budget year. Similarly passengers tariff earning is expected to increase to Rs. 42,210 crore.

Shri Bansal said that in view of expected growth of 11% and 10% in Other Coaching and Sundry earnings respectively, the Gross Tariff Receipts are expected to be Rs. 1,43,742 crore . While Ordinary Working Expenses for the year are expected to Rs. 96,500 crore. He said that the appropriation to the Pension Fund is estimated to Rs. 22,000 crore and the appropriation to Depreciation Reserve Fund has been kept at Rs. 7,500 crore.

Shri Bansal expressed the hope that Operating Ratio during the budget year will improve to 87.8% from the Revised Estimate of Rs. 88.8% and Railway would be able to close the financial year with the balance of Rs. 12,506 crore to Railway Funds.
