<p>Reference is invited to timeline prescribed for processing and payment of pension/family pension, gratuity and other retirement benefits prescribed under CCS (Pension) Rules and issued by DoP&amp;PW and O/o CGA. It has been noticed that payment of retirement benefits is getting delayed in many cases and  errors are also being reported in issuance of PPO.</p>



<p>2. In this regard, it is observed that PAO may receive number of pension/family pension cases where the pension forms are not properly filled and complete, particulars not furnished or authentication of HOO/DDO not given in the space provided, etc. These kinds of cases might have been returned to the concerned office for rectification / omissions which may result to delay in payment of pension/family pension. In this connection, it is advised that common errors noticed by PAO may be compiled and issued as internal guidelines. Accordingly, concerned HOO/DDOs may be advised to ensure due care while submitting pension/family pension cases to PAO so that pensioners/family pensioners get their dues well in time. PAOs may also be advised to fill all the columns of the PPO with due care.</p>



<p>3 It is further advised that, in case, delay is anticipated in payment of pension/ family pension, gratuity to the beneficiary concerned, then sanctioning authority may sanction provisional pension/ family pension/ gratuity to them, as per CCS (Pension) Rules,2021 so as to avoid hardship to the pensioner/family pensioner. In this matter, the provision enunciated under the Rule 65 of CCS (Pension) Rules, 2021 may be taken into account.</p>



<p>4. In view of above, all the Pr. CCAs/ CCAs/ CAs (/Cs) of the respective Ministries/Departments are requested to ensure that pension/family pension cases are processed within the prescribed timelines.</p>

<p><strong>Sub:- Stoppage of use of abbreviations in the name of Pensioner/ Family Pensioner in Fresh &amp; Revision Special Seal Authorities and PPOs- reg.</strong></p>



<p>Central Pension Accounting Office (CPAO) has been receiving various cases regarding clarification in the name of pensioner/ family pensioner. Where instead of using full details/name of pensioner/ family pensioner, the abbreviations are being used, which result in mismatch in the details/ name of concerned individual and cause hardship to CPAO and PDA in authorizing and disbursing the pension/ family pension. This problem arises due to abbreviations used by PAO, leading to mismatch of data in PPO/SSA/Bank account and other documentary records. To avoid mismatching of data, PAOs need to mention full name/details of pensioner/ family pensioner in PPO and revision authority as per service records only and no abbreviation should be used.</p>



<ol class="wp-block-list" start="2">
<li>In view of above, all the Pr. CCAs/ CCAs/ CAs/ AGs are requested to issue instructions to PAOs under<br />their control to follow the above mentioned instructions for smooth disbursement of pension/family<br />pension.</li>
</ol>

<p>The undersigned is directed to refer to the Ministry of Earth Sciences&#8217; SFS File No. DGM-HQ-43011(10)/5/2022 Note dated 8/8/2022 regarding seeking guidance/ direction of this Department on the subject mentioned above.</p>



<p>2. The matter has been examined in this Department. It is stated that there is no provision under CCS (Pension) Rules, 2021 or CCS (Pension) Rules, 1972 to delete the name of daughter from Pension Payment Order (PPO) of the Government servant. The daughter is assumed to be a member of family of Government servant as and when intimated by the Government servant in the prescribed proforma. Hence, the name of family members will remain in the PPO. The eligibility for Family Pension is decided after demise of Government servant according to existing rules. Ministry of Earth Sciences may take action accordingly.</p>

<p>The undersigned is directed to say that in accordance with Rule 62 of the Central Civil Services (Pension) Rules, 2021 (Rule 64 of the erstwhile Central Civil Services (Pension) Rules, 1972), the Head of Office is required to sanction a provisional pension/ gratuity, in cases where a delay is anticipated in issuing a PPO authorizing regular pension. <strong>Rule 65 of the CCS (Pension) Rules, 2021 further provides that in all cases where pension/ family pension/gratuity (including provisional pension/ family pension/gratuity) has not been sanctioned or is delayed, and it is clearly established that the delay in payment was attributable to administrative reasons or lapses, interest shall be paid on arrears of pension/family pension/gratuity at the rate and in the manner as applicable to General Provident Fund amount</strong>. Every case of delayed payment of pension/ family pension/gratuity in respect of employees of a Ministry or Department and the employees of its attached and subordinate offices shall be considered by the Secretary of that Ministry or Department or any other officer authorized by him, and where it is found that the delay in the payment of pension/family pension/ gratuity was caused on account of administrative reasons or lapse, interest shall be required to be paid to the affected pensioner/family pensioner. In such cases, responsibility shall be fixed and disciplinary action shall be taken against the Government servant or servants who are found responsible for the delay on account of administrative lapses.</p>



<h2 class="has-text-align-center wp-block-heading"><a href="https://centralgovernmentnews.com/pension-call-centre-new-toll-free-number/" target="_blank" rel="noreferrer noopener">Pension Call Centre &#8211; New Toll Free Number</a></h2>



<ol class="wp-block-list" start="2"><li>Although as per Rule 62 of CCS(Pension) Rules, 2021, payment of provisional pension shall not continue beyond the period of six months from the date of retirement of the Government servant, the Rule further provides that the Accounts Officer shall treat the provisional pension as final and issue pension payment order immediately on the expiry of the period of six months, if the final amount of pension and gratuity have not been determined by the Head of Office in consultation with the Accounts Officer within the aforesaid period of six months.</li><li>In view of the provisions of Rule 62 of CCS (Pension) Rules, 2021 (earlier Rule 64 of CCS (Pension) Rules, 1972), the Accounts Officer has to treat the provisional pension as final and issue pension payment order immediately on the expiry of the period of six months provided in the Rule, if the final amount of pension and gratuity have not been determined by the Head of Office in consultation with the Accounts Officer within the said period. Therefore, there should not be a situation where regular pension is not authorized by the Accounts Officer to a retired Government servant on expiry of the period of six months.</li><li>All Ministries/ Departments and their Account Officers are advised to strictly comply with the provisions of Rule 62 of the CCS (Pension) Rules, 2021. It is further emphasized that pension should not be discontinued under any circumstances, if, for any reason, PPO for regular pension could not be issued by the Accounts Officer till the expiry of the aforesaid period of six months.</li></ol>

<p>Subject: <strong>First Credit of pension on the basis of e-PPO into the account of the pensioner/ family pensioner followed by subsequent verification with physical PPOs &#8211; Regarding</strong></p>



<p>It has been observed that the first credit of pension into the account of pensioner/ family pensioner is delayed as the CPPCs of Banks await the receipt of the physical PPO for verification before starting the payment of benefits. The delay in crediting of pension to the pensioner’s account due to this has been causing undue hardship to pensioners.</p>



<p>2. With a view to streamline the process to expedite the payment of first credit, all the Heads of the CPPCs of Authorised Banks are hereby directed to ensure that the credit of the first pension into the account of pensioner/family pensioner is carried out immediately on the basis of e-PPO and e-SSA received from the CPAO. The physical PPO booklet and related documents will continue to be sent to CPPCs until further orders. On receipt of the same, the CPPC of Banks will verify the details and if any differences are found between the e-PPO and manual PPO, the same should be intimated to CCP, CPAO within a month for necessary corrective action.</p>



<p>3. It may also be ensured that the e-Scroll for all payments of pension made is submitted the Same day to CPAO while intimating RBI.</p>



<p>4. The order shall come into effect from the date of issue of this OM</p>



<p>This issues with the approval of the Controller General of Accounts.</p>

<p>Subject:- <strong>Expeditious settlement of family pension cases by banks.</strong></p>



<p>Sir,<br />I am directed to say that instances have been brought to the notice of this Department where, on the death of a pensioner, the spouse/ family members of the deceased pensioner are asked by the Pension Disbursing Banks to submit details and documents, which are otherwise not required for commencement of the family pension. This amounts to harassment of the spouse and family members and often leads to avoidable delay in commencement of family pension by the Banks.</p>



<ol class="wp-block-list" start="2"><li>The spouse/ family member, whose name is included in the PPO issued to the deceased pensioner, is required to submit only the following details/ documents for commencement of family pension to him/her:</li></ol>



<h4 class="wp-block-heading">I. In cases where the deceased pensioner and spouse were holding a joint account:</h4>



<ul class="wp-block-list"><li>A simple letter/application for commencement of family pension</li><li>Death certificate in respect of the deceased pensioner</li><li>Copy of PPO issued to the pensioner</li><li>Proof of age/date of birth of the applicant</li></ul>



<p>The spouse/ family member is not required to submit the details in Form 14 to the Bank for commencement of the family pension.</p>



<h4 class="wp-block-heading">II In cases where the spouse did not have the joint account with the deceased pensioner</h4>



<ul class="wp-block-list"><li>Application in Form 14 bearing the signatures of two witnesses</li><li>Death certificate in respect of the deceased pensioner</li><li>Copy of PPO issued to the pensioner</li><li>Proof of age/date of birth of the applicant</li></ul>



<p>Form 14 is not required to be attested by a Gazetted officer, etc. The paying bank will identify the spouse/family member based on the information given in the PPO and its own &#8220;Know Your Customer&#8221; procedures.</p>



<h4 class="wp-block-heading">III In cases where, on the death of the pensioner and spouse, the family pension has to pass over to another family member;</h4>



<ul class="wp-block-list"><li>If the other family member has been co-authorized for family pension in the PPO, the same procedure as in sub-para II above shall be followed.</li><li>If the name of the other family member is not included in the PPO, he/she may be advised to approach the office which the Government servant/pensioner last served, for the issue of a fresh PPO.</li></ul>



<ol class="wp-block-list" start="3"><li>You are requested to issue suitable instructions to the CPPC(s) and the pension paying branches of your Bank to obtain only the minimum essential details/documents, as mentioned above, from the claimants of family pension, and to ensure that they are not subjected to any harassment by seeking unnecessary details and documents. The details of family members, other than the Applicant, are not relevant for commencement of family pension by the bank, and the same should not, therefore, be sought from the Applicant under any circumstances.</li><li>A half-yearly statement on the progress of sanction of family pension may be submitted to this Department latest by 15th of October and 15th of April, in the enclosed format.</li><li>This may be treated as <strong>MOST URGENT</strong>.</li></ol>

<h3 class="wp-block-heading">Subject: Timely payment of retirement benefits to the retiring employees</h3>



<p>The undersigned is directed to say that timelines have been prescribed under the CCS (Pension) Rules, 1972 for each activity involved in the processing of a pension case and for payment of pension and gratuity to a retiring Government servant. As per this timeline, the process of verification of service and other preparatory work should be<br />undertaken one year before a Government servant is due to retire on superannuation, the Government servant should submit the forms six months before retirement, the Head of Office should send the pension case to the PAO four months before retirement and the PAO should issue PPO and send it to CPAO one month before retirement. The CPAO is required to issue the Special Seal Authority within 21 days, thereafter.</p>



<p>2. Instructions have been issued vide this Department’s OM No 1/27/2011- P &amp;PW (E) dated 01.08.2017 for handing over the copy of pensioner PPO to him/her at the time of retirement along with other retirement dues. The Rules also provide for sanction of provisional pension in cases where a Government servant is likely to retire before finalization of his pension and gratuity.</p>



<p>3. “BHAVISHYA’, the online Pension Sanction &amp; Payment Tracking System, facilitates online tracking of pension sanction and payment process by the individual as well as the administrative authorities and keeps the retiring employees informed of the progress of pension sanction process through SMS/E-Mail. The system is, therefore, very useful for ensuring timely payment of pensionary benefits to the retiring Government servant.</p>



<p>4. In spite of the timelines prescribed in the rules/ instructions and simplification/ streamlining of the procedures through <a href="https://centralgovernmentnews.com/bhavishya-pension-sanction-payment-tracking-system/" target="_blank" rel="noreferrer noopener">BHAVISHYA</a>, issue of the PPO and payment of retirement benefits continue to be delayed in a large number of cases. A significant percentage of the grievances registered on the CPENGRAMS relate to non-payment of retirement dues for several months after retirement. Delay in settlement of retirement dues also leads to avoidable litigation. In a number of cases, the courts have directed payment of interest for the delayed period to the affected pensioners, besides making adverse comments on the functioning of the administration.</p>



<p>5. In order to ensure timely payment of retirement dues in all cases, it has been decided that the progress of the pension cases should be regularly monitored by the Heads of the organizations and the Heads of Departments. An effective monitoring mechanism is required to be established in every office/ Department to review the progress of processing of the pension cases. The information available from the BHAVISHYA software may be utilized for this purpose.</p>



<p>6. Farewell programs are often organized in the offices on the occasion of retirement of employees. This is one of the most appropriate occasions that can be utilized to review the progress of the pension cases and to sensitize the concerned staff about the importance of timely payment of retirement dues. Accordingly, in every farewell function, Heads of organizations/ Departments/ offices may review the progress of pension cases of all the employees of that organization/ Department/ office, who are due for retirement in the next six months. Wherever the processing of any pension case is found to be behind schedule, proactive action must be taken to ensure that all retirement dues are paid on time to the retiring Government servant.</p>



<p>7. A half-yearly statement may be submitted by each Department/ organization/ office to the Secretary of the administrative Ministry/ Department indicating the particulars of the Government servants in whose case issue of PPO was delayed by more than two months after retirement on superannuation. The statement may also contain the reasons for the delay in issuing the PPO and remedial action taken to avoid such delays in future.</p>

<p>Sub:<strong> Inclusion of second wife’s name in <a href="https://centralgovernmentnews.com/category/cghs/" target="_blank" rel="noreferrer noopener">CGHS</a> pensioner card-regarding.</strong></p>



<p>Kind reference is invited to your email dated 3.2.2021 vide which clarification of this Directorate regarding subject matter was sought.</p>



<p>2. In this regard the undersigned is directed to request you to follow the procedure as enumerated under the Rule 18 of <a href="https://centralgovernmentnews.com/category/ccs/" target="_blank" rel="noreferrer noopener">CCS</a> (Pension) Rules, 1972 for endorsement of family pension entitlement of post retiral spouse in the Pension Payment Order of Central Government Civil Pensioners as given below:</p>



<ul class="wp-block-list"><li>(i) As and when a pensioner marries or re-marries after retirement he shall intimate the event to the Head of Office who processed his pension papers at the time of his retirement. He shall also furnish along with his application an attested copy of the marriage certificate from Registrar/ Gram Panchayat/ District Magistrate in respect of his post-retirement marriage.</li><li>(ii) The Head of Office on receipt of the application mentioned above and after due verification where necessary, forward the papers to the concerned Pay &amp; Accounts Officer for the issue of Corrigendum PPO. While forwarding the papers to the Pay &amp; Accounts Officer, the provisions of clause (b) of sub-rule (7) of Rule 54 of the CCS (Pension) Rules 1972 shall be kept in mind. When the pensioner does not have any child or children from his previous marriage, if any, the post-retiral spouse shall be eligible for a full family pension. Where the pensioner has any eligible child or children from another wife who is not alive, the family pension to the post-retiral spouse and the child/ children from the previous marriage will be authorized in terms of clause (b) of sub-rule (7) of Rule 54 ibid.</li><li>(iii) The Corrigendum PPO shall be forwarded by the Pay &amp; Accounts Office to the concerned pension disbursing authority through the Central Pension Accounting Office. A copy of Corrigendum PPO shall also be endorsed to the pensioner.</li><li>(iv) As far as children, including those born after retirement, are concerned, a fresh PPO will be issued as and when the turn of each child for receipt of family pension is reached as at present.</li></ul>



<p>3. To verify the genuineness of the marriage claim by the pensioner seeking CGHS facilities for his second wife, a corrigendum PPO may be demanded from the pensioner issued as per Rule 18 of CCS (pension) Rules 1972.</p>

<h3 class="wp-block-heading">Goa EPFO to collect life certificate from home for bedridden pensioners</h3>



<p class="has-text-align-right"><br />06 NOV 2020<br />Goa, 6 November 2020</p>



<p>In the present scenario of <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Pandemic, Employees Provident Fund Organization desires that all the Pensioners should stay safe and stay at home in the prevailing Pandemic situation. Therefore, <a href="https://centralgovernmentnews.com/category/epfo/" target="_blank" rel="noreferrer noopener">EPFO</a> has proactively partnered with Common Service Centre( CSC) to provide facilities to submit Digital Jeevan Pramaan Patra. Further Post offices have also started collection of Digital Jeevan Pramaan. A multi- agency model adopted by EPFO empowers EPS pensioners with choice and autonomy to select the service delivery agency as per their convenience.</p>



<p>In this regard, a key policy change has been brought by EPFO to allow <strong><a href="https://centralgovernmentnews.com/tag/EPS/" target="_blank" rel="noreferrer noopener">EPS</a></strong> pensioners to submit their Digital Pramaan Patra at any time during the year as per their convenience and not just during the months of November &amp; December. The Life Certificate will remain valid for One year from the date of submission. For example, The Digital Life Certificate submitted in November/ December 2019 is valid for release of monthly pension for one year i.e up to November / December 2020, respectively. This pro -pensioner step has been taken to provide hassle free Social Security cover to EPS pensioners.</p>



<p>EPS Pensioners are hereby requested to avoid visiting PF Offices and instead submit Aadhar based Biometric Digital <a href="https://centralgovernmentnews.com/tag/life-certificate/" target="_blank" rel="noreferrer noopener">Life Certificate</a> for Jeevan Pramaan Patra at respective Bank branches, nearest Post Offices or at Common Service Centers, for details about nearest Common Service Centre use link https://locator.esecloud.in. Pensioners only need to carry their mobile, Bank pass book, Pension Payment Order number and Aadhar number. They can also avail this service by contacting their local Postman/ Nearest Post Office. There are 254 post offices and 100 Common Service centers all over Goa providing services of Jeevan Praman Patra.</p>



<p>For bed ridden pensioners or those suffering for infirmity, Goa Office shall make arrangement to collect Life Certificate from their home for availing such facility, Pensioner/his her family members should send a request through email at ro.goa@epfindia gov.in with complete details.</p>



<p>Therefore, EPFO strongly advises the pensioners to visit their Pension disbursing Banks, nearest Post Offices, Common Service Centers to submit the Digital Life Certificate/ Jeevan Pramaan Patra, in this COVID-19 Pandemic situation in order to stay safe.</p>
