I am directed to forward herewith a copy of Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment (Amendment) Rules, 2020 dated 05.03.2020 notified in the Official Gazette of India, Extraordinary, Part-II, Section 3, Sub-section (i).

2. It is requested that the provisions of recruitment rules may be brought to the notice of all concerned.

NOTIFICATION

New Delhi, the 5th March, 2020

G.S.R. 157(E).- In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Posts Postman and Mail Guard (Group “C” post) Recruitment Rules, 2018, namely:-

Short title and commencement.–

(1) These rules may be called the Department of Posts Postman and Mail Guard (Group “C” post) Recruitment (Amendment) Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Department of Posts Postman and Mail Guard (Group ‘C’ post) Recruitment Rules, 2018, in the SCHEDULE, –

(A) in serial number 1 relating to the post of Postman, under column (7), for the existing entries, the following entries shall be substituted, namely:-

“(a) 12th standard pass from a recognised Board;

(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak (GDS). The candidate shall also possess the following, namely:-

• knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language upto 10th standard.
• knowledge of working on computer.

Note 1: The local language of a Postal Circle or Division shall be published by the Department of Posts.

Note 2: The person appointed to the post of Postman shall acquire a driving licence to drive two wheeler or three wheeler or light motor vehicle within a period of two years from the date of his appointment. However, persons with disability shall be exempted from the requirement of driving licence.

Note 3: A candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.”;

GDS – Limited Transfer Facility for all categories of Gramin Dak Sevaks (DoP)

(B) in serial number 2 relating to the post of Mail Guard, under column (7), for the existing entries, the following entries shall be substituted, namely:-

“(a) 12th standard pass from a recognised Board;

(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak. The candidate shall also possess the following, namely:-

(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language up to 10th standard;

(ii) knowledge of working on computer.

Note: The local language of a Postal Circle or Division shall be published by the Department of Posts.‖.

Respected Sir.

Sub:- Applicability of new wage scale and drawal of arrears to GDS substitutes- req – reg.

I would like to brought this to the kind notice of the Secretary, Department of Posts that after implementation of new TRCA to the GDS vide order dated 25-06-2018, all regularly working GDS have been dawn new TRCA w.e.f 01-07-2018. In case of substitutes working in place of GDS viz., vacant posts. officiating to Departmental posts (Postman/MTS/MG) and on other reasons has not drawn their allowances as per new TRCA slabs w.e.f 01-07-2018.

Further it is requested to issue the instructions to draw the arrears also from 01-01-2016 to 30- 06-2018 to the substitutes working in place of GDS. As it was drawn also at the time of implementation of Natarajamurty Committee recommendations vide Lr.No. No.6-1/2009-PE.II, Dated : 30-05-2012.

Hence it is requesting our Hon’ble Secretary. Department of Posts kindly cause to issue necessary instructions to the concerning authorities on the subject at the earliest in favour of GDS.

Subject: Discontinuation of execution of bond for direct recruit candidates as provided under Appendix 21 of P&T Manual IV.

Madam/ Sir,

I am directed to convey the approval of the Competent Authority to discontinue the practice of execution of bonds under the provisions stipulated in Appendix 21 of Postal Volume IV by direct recruit Multi-Tasking Staff (MTS), Postman, Mail Guard, Postal Assistant (PA), Sorting Assistant (SA) and Inspector of Posts (IP) at the time of joining Department of Posts.

2. Above decision may be conveyed to all appointing authorities of the Circles immediately.

3. These orders shall come into force with immediate effect.

Postal Bank to be launched soon – Minister says postal bank account can be opened by just dialing designated phone number – Swiping Machines to be carried by Postmen for transaction at place of account holder

NEW DELHI: Opening a postal bank account is just one phone call away and if you are a pensioner, the money will reach at your door step through your friendly postman. These are a few of the many customer friendly initiatives approved last week by the Postal Board.

Aimed at making postal banking a major commercial success, the board has identified a number of touch points that required ease of customer interface. Customers will soon be able to drop cheques in those forgotten red post boxes, to deposits money in their postal account. In order to open postal bank accounts, all a person has to do is call a number that will be announced soon. This call will be diverted to the local postman of the area. The postman will speak to the called number that will be displayed on his smartphone/tab, (to be soon issued to all post man) and fix an appointment to visit the caller.

He will take pictures of the necessary documents on his smart phone/tab and get it processed at the postal bank. Union Minister for Communications, Information Technology and Post Ravi Shankar Prasad has received the decisions taken by the board and is understood to have approved them.
The major support that postmen will offer is to the more than 5.5 million pensioners in India, who will soon get the benefit of receiving pensions at their door steps, delivered by their postman. “We have a target to launch these services before March 2017,” sources in the Department of Post said.

Among other benefits to customers include Core Banking Systems at all the places of historical, cultural and tourist importance, as well as all state capital cities. Which means that all the facilities that are available at major postal offices will be available to them The core banking system at all major post offices are in advanced stages of connecting to CBS.

• Postmen will carry hand held card swipe machines that will accept deposits and also withdraw money, if a prior request is made
• The Department of Port is aiming at a launch date before March 2017
• 5.5 million pensioners will get the benefit of receiving pensions at the doorstep, delivered by postmen
