<p>Dear Comrades,</p>
<p>As you are aware that for the last two years so many burning issues related to Postal, RMS and GDS employees are lying unsettled at the level of Directorate. We have discussed these issues several times with Secretary, Post and other higher officers of the Department in formal and informal meetings, but we are highly regretted to inform that there is no improvement in any matter.</p>
<p>NFPE Federal Executive Meeting held on 12.05.2017 has reviewed the whole situation in detail and after threadbare discussion, the following agitational programme has been decided for the below mentioned 10 points charter of Demand.</p>
<p>As per decision of Federal Executive we wanted to launch this agitational programme under banner of PJCA. We tried our best to convince the FNPO leadership to join but they are not agreed. So we have decided to launch the programme under banner of NFPE.</p>
<p><strong>AGITATIONAL PROGRAMME</strong></p>
<p>Phase- I &#8211; Mass Dharna in front of all Divisional offices.<br />
Date &#8211; 20.06.2017</p>
<p>Phase &#8211; II &#8211; Mass Dharna in front of all Circle/Regional offices.<br />
Date &#8211; 12.07.2017</p>
<p>Phase &#8211; III &#8211; Mass dharna in front of Postal Directorate, Dak Bhawan, New Delhi.<br />
Date &#8211; 26.07.2017</p>
<p>Phase IV &#8211; One day nationwide strike on 23.08.2017 (Formal notice of the strike will be served later.)</p>
<p><strong>CHARTER OF DEMANDS:</strong></p>
<blockquote><p>1. Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, Drivers and Artisans in MMS,MTS, PACO, PASBCO, Postal Accounts and GDS.</p>
<p>2. Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS.</p>
<p>3. Membership verification of GDS and declaration of result of regular employees membership verification.</p>
<p>4. Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.</p>
<p>5. Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th&amp; 7th CPC and settle other issues of casual labourers.</p>
<p>6. Stop Privatization, Contractorization and outsourcing.</p>
<p>7. Implement Cadre Restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.</p>
<p>8. Provision of CGHS facilities to Postal Pensioners also as recommended by 7th CPC.</p>
<p>9. Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.</p>
<p>10. Implement five days week working for operative staff in the Postal department.</p></blockquote>
<p>&nbsp;</p>
<p><strong>NPS CONVENTION</strong></p>
<p>A convention on New Pension Scheme is going to be held at Shah Auditorium Civil Lines New Delhi on 10th June &#8211; 2017 jointly under banner of Confederation &amp; All India State Govt. Employees Federation. NFPE has allotted quota to all wings. All are requested to ensure cent percent participation in the convention.</p>
<p><strong>GDS &#8211; MARCH TO COMMUNICATION MINISTER’S OFFICE</strong></p>
<p>AIPEU Union &#8211; GDS has decided to organize GDS-March to communication Minister’s office &#8211; Sanchar Bhawan &#8211; New Delhi 27th July 2017. All Circle, Divisional and Branch Secretaries of NFPE Unions are requested to mobilize maximum no. of GDS in March and more employees should take past from nearby circles and Divisions to Delhi. All leadership of NFPE union should also take part in the march.</p>
<p><strong>CASUAL LABOURER UNIONS PROGRAMMES</strong></p>
<p>All India Postal, Casual, Part-time, Contingent workers Federation has decided the following programme of action.</p>
<p>1. Indefinite hunger fast in front of Chief PMG office Chennai from 27th June 2017.</p>
<p>2. All India Workshop on 13th August 2017 (Venue will be intimated later).</p>
<p>3. Massive Dharna in front of Dak Bhawan, New Delhi on 14th August 2017.</p>
<p><strong>NFPE appeals to entire leadership to extend maximum co-operation and help to make the programmes of casual labourers union a grand success.</strong></p>
<p>Comrades,</p>
<p>The administration is in deep slumber. We have to awake them by giving alarming bell by organizing all these programmes in a very successful manner. As NFPE we have to prove our strength.</p>
<p>We as NFPE appeal to the entire rank and file to make every programme a grand success. We will chalk out campaign programme of All India leaders very soon.</p>
<p>All Circle, Divisional and Branch Secretaries are requested to Circulate the Charter of demands and agitational programme among all members after translating in regional languages.</p>
<p>Circle leaders should also chalk out campaign programme in their respective circles.</p>

<p>Sub: &#8211; <strong>Inordinate delay in settlement of the long pending problems faced by the Postal and RMS employees.</strong></p>
<p>Sir,</p>
<p>For the last two years we have brought the following burning issues of the Postal and RMS employees including Gramin Dak Sevaks and Casual Labourers to the notice of the Directorate for amicable settlement. We have also discussed these cases several times with the administration in the formal meetings and informal meetings. Every time, it was assured that immediate action will be taken for early settlement of the issues raised by us. But we are sorry to state that other than repeated assurances, the things have not moved an inch forward and even now the situation is the same. As a result, most of the important issues raised by us remain unsettled and day-by-day more issues are getting accumulated. Employees at the lower level are the worst victims of this situation and their anger and discontentment is growing day-by-day. Unless immediate remedial measures are not taken to settle the issues in a time-bound manner through negotiation, the situation may go from bad to worse.</p>
<p>The following are the issues pending settlement at Directorate level.</p>

<p>As a responsible organisation, we have been extending full support and cooperation to the administration, in running the department in a most efficient manner and also for induction of high technology and increasing the revenue and productivity. But we regret to note that it has become a one-sided affair and the top level administration has failed to reciprocate the positive attitude shown by the employees.</p>
<p>The Federal Executive meeting of National Federation of Postal Employees which met at New Delhi on 12.05.2017 has viewed with grave concern the situation prevailing in the Department of Posts. The meeting has come to the inescapable conclusion that we can no longer be taken for granted by the administration, if the genuine and legitimate demands of the employees are not settled in a time bound manner through negotiations. The Federal Executive meeting further decided to organize following phased programme of action culminating in strike, for realization of the demands mentioned above.</p>

<p>More than 32 lakh Central Government Employees working in various ministries of the Government of India, including Railways, Postal, Defence (Ordnance Factory and other Civilian Employees), Central Secretariat, Income Tax, Audit &amp; Accounts and other employees of the government departments are aggrieved since long on non-settlement of their various demands.</p>

<p>The report of the VII CPC has further made them aggrieved because of the retrograde recommendations, including non-scientific calculation of Minimum Wage and Fitment Formula. The issue of National Pension Scheme(NPS) had been very heart burning for more than 1.1 million young Central Government Employees who have been deprived from the Defined Pension/Family Pension and we are agitating this issue with the Central Government since its inception.</p>

<p>Under the above compelled circumstances, the National Joint Council of Action has taken a decision to go on “Indefinite Strike” from 06:00 a.m. on 11th July, 2016.</p>

<p>The Central Government Employees of this country have always stood for the development and good governance of the country, but do feel de-motivated because of the inaction on their pending demands.</p>

<p>We do have written to Hon’ble Prime Minister of India vide letter No.NC/JCM/2016/CS/PM dated 14.06.2016 (copy enclosed for ready reference) with the request that the government should immediately come forward for negotiated settlement with the NC/JCM on the demands of the Central Government Employees to avoid unnecessary confrontation.</p>

<p>I, on behalf of Staff Side, National Council(JCM), greet you on your joining as Cabinet Secretary, Government of India.</p>
<p>Sir, you are aware that, more than 26 lakh Central Government Employees, working in the Railways, Defence, Postal and other Central Government Organizations, are facing lots of problems, which are unresolved due to non-functioning of the NC/JCM.</p>
<p>More than 05 years have passed, there has not been a single meeting of the Departmental Council.</p>
<p>Non-resolution of the problems of the Central Government Employees has forced them jointly to resolve for a National Indefinite Strike from 23rd November, 2015.</p>
<p>I hope, you will take keen interest in resolution of the problems, submitted through our agenda as well as Charter of Demands at an earliest to keep industrial peace in the country.</p>
<p>I do not feel good to write all these issues in my first letter, but I am forced by the circumstances to write all this.</p>

<p><strong>MASSIVE DEMONSTRATION BY CENTRAL GOVERNMENT EMPLOYEES AT PARLIAMENT – INDEFINITE STRIKE FROM 23rd NOVEMBER 2015 ANNOUNCED</strong></p>
<p>Over one lakh Central Government employees belonging to Railways, Defence, Postal, Income Tax, Central Excise etc., have conducted massive demonstration in front of Parliament against Central Government’s anti worker policies and non-responsive attitude on the Charter of Demands presented to the Dr. M. Raghavaiah, Chairman of the National Joint Council of Action (NJCA) has presided over the massive meeting near Parliament. He declared that over 34 lakh Central Govemment employees will go on Indefinite Strike from 23rd November 2015 – 6 A.M. onwards if Government fails to reach negotiated settlement on the Charter of Demands out of which main demands are as follows :-</p>
<ul>
<li>Withdrawal of FDI, PPP in Railways, Defence etc., – Stop outsourcing, contractorisation and privatization,</li>
<li>Scrap New Pension Scheme,</li>
<li>Grant of Interim Relief to Central Government employees,</li>
<li>Merger of DA with Pay with retrospective effect and payment of Interim Relief,</li>
<li>Implement wage revision w.e.f. 01/01/2014,</li>
<li>Calculation of PL Bonus on actual wages,</li>
<li>Exemption of Transport Allowance from the purview of Income Tax,</li>
<li>Enhancement of contribution of GIS by atleast 10 times,</li>
<li>Merger of Technician II with Technician I in GP 2800/- (PB-I) in Railways,</li>
<li>Entry grade pay of Station Master as Rs. 4200/- in (PB-2),</li>
<li>Allotment of higher grade pay to Loco Pilots and Guards,</li>
<li>Upward revision of kilometrage rates of Running Staff w.e.f. 01/011/2006 and settle settlement of Running Staff issues as per agreement dated 07th February 2014 etc.</li>
</ul>

<p style="text-align: center;"><strong>RESOLUTION ADOPTED AT THE MASSWE RALLY AT JANTAT MANTAR (PARLIAMENT STREET) ON 28th APRIL 2015</strong></p>
<p>“The massive congregation of the representatives of Central Government Employees who have come from various parts of the country held at Jantar Mantar before the Indian Parliament on 28/04/2015 decided to commence the Indefinite strike action 23rd November 2015 from 6:00 AM having failed to elicit any positive response from the Government in settlement of the 10 Point charter of Demands submitted months back. It was also decided that the Railways and Defence organirations will conduct the strike ballot in July 2015 as per the provision of the Industrial Disputes Act and Recognition Rules before commencing the strike from 23.11.2015.</p>
<p>The massive gathering adopted the resolution unanimously exhorting the central Government Employees to prepare for the eventual strike action in all earnestness and make it a historic one.</p>
<p>The meeting congratulates the employees for forging exemplary unity and carrying out various programmes chalked out by the National Joint Council of Action (NJCA) after the National Convention on 11th December 2014. Even though the Government was compelled to set up the 7th CPC on account of the sanctions generated through the action programmes, Government has refused to grant Interim Relief and Merger of DA and excluded the Gramin Dak Sewaks of the Postal Department from the ambit of the 7tn CPC.</p>
<p>The meeting noted that the Government has purposely ensured the closure of Joint consultative Machinery, the negotiating forum set up in 1964 for Central Government Employees to discuss and bring about settlement of their demands.</p>
<p>The meeting chaired by Secretary (personnel) on 25th February 2015 did not bring about settlement on any single item of the Charter of Demands.</p>
<p>The meeting unanimously decided to demand the immediately and settle the following Charter of Demands.</p>
<p style="text-align: center;"><strong>CHARTER OF DEMANDS</strong></p>
<p>Effect wage revision of the Central Government Employees from 01/01/2014,regarding the memorandum of the Staff side JCM, ensure 5-year wage revision in future, grant Interim Relief and Merger of 100% of DA.</p>
<p>Ensure submission of the 7th CPC report within the stipulated time frame of 18 months, include the Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.</p>
<ul>
<li>No Privatization, PPP or FDI in Railways and Defence Establishments and no corporatization of postal services.</li>
<li>No Ban on recruitment/creation of post.</li>
<li>Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.</li>
</ul>
<p>No outsourcing, contractorisation, privatization of governmental functions, withdraw the proposed move to close down the Printing Presses, the publication form store and stationery departments and Medical Stores Depots, regularize the existing daily rated/casual and contract workers and absorption of trained apprentices.</p>
<p>Revive the JCM function at all levels as an effecting negotiating forum for settlement of the demand of the</p>
<ul>
<li>Remove the arbitrary ceiling on compassionate appointments.</li>
<li>No labour reforms which are inimical to the interest of the workers.</li>
<li>Remove the Bonus ceiling.</li>
<li>Ensure five promotions in the service career.</li>
</ul>
<p>The meeting authorized the National JCA to take appropriate and necessary steps indefinite strike begining from 23rd November 2015 an unprecedented and grand success’.</p>

<p style="text-align: left;">Subject:<strong> Clarification regarding list of hospitals/laboratories for conducting special medical examinations consequent on enhancement of sum assured limit in r/o PLI</strong></p>
<p>This has reference to para 4 &amp; 14 of this Directorate letter of even number dated 12.01.2015 regarding ‘Enhancement of sum assured to 50 lakhs in r/o PLI.</p>
<p>2.         The Circles are raising doubts regarding process of conducting special medical examination of proponent opting for higher sum assured policies i.e. more than Rs. 20 lacs and authorised medical doctors, hospitals and dispensaries for special medical examination of these proponents. In this regard, it is clarified that special medical examinations may be conducted at any hospital/laboratory approved by CGHS, Central/State Government or at any specialized hospital at CGHS rate.</p>
<p>3.         Status of Medical Officer conducting medical examination of proposer(s) based on special medical reports should be as under:-</p>
<blockquote>
<p style="text-align: left;">i) Civil Surgeon, Medical Officers in the employment of Government enjoying the status not lower than that of a Civil Surgeon or Chief Medical Officer, nearest to the place of duty of the proponent. CMO Grade I/Specialist Grade II shall also be considered as equivalent to the rank of Civil Surgeon.</p>
<p>ii) Medical Officer (Allopathic) equivalent to Civil Surgeon employed in Central and State Government, Public Sector undertaking both State and Centre with at least 10 years experience, nearest to the place of duty of the proponent.</p>
<p>iii) Retired Civil Surgeon, CMO Grade I and Specialist Grade</p>

<p>4.         Revised LI-24 (Proposal Form) for PLI proposals exceeding sum assured limit of Rs. 20 lac is being revised and will follow.</p>

<p><strong>MUMBAI &amp; MAHARASHTRA STATE GETTING READY FOR INDEFINITE STRIKE</strong></p>
<p>As per the decision of Joint Convention of Joint Consultative Machinery of Central Government Employees (JCM constituents) held at New Delhi on 11.12.2014, a meeting of leaders of JCM constituent organizations in Mumbai was held in Jagdish Ajmera Sabhagruh, WREU Complex, Grant Road (West), Mumbai on 14.01.2015 at 15.30 hours in order to form a Joint Action Committee for Mumbai &amp; Maharashtra State.</p>
<p>Accordingly, The Joint Action Committee was formed consisting of 22 leaders from Western Railway, Central Railway, Defence, Naval Dockyard and Confederation of Central Government Employees &amp; Workers with Postal, Income Tax, Atomic Energy.</p>
<p>With Com. J.R. Bhosale, Leader of Railways &amp; C.G. Employees, as its Convener and Com. R.P. Singh, Com. Pravin Bajpai and Com. Satyanarayan C.H. as Joint Conveners. The Committee decided to meet on 19.01.2015 at 16.00 hours in CRMS Office, CSTM, Mumbai.</p>
<p>The Committee decided to call a Joint Convention on 23.02.2015 at 14.00 hours at CSTM Auditorium, Fourth Floor at Platform No.14, CST, Mumbai. It has been also decided to have Joint Conventions in major industrial towns all over Maharashtra and a grand rally in Azad Maidan in protest against Government’s retrograde policies adversely affecting workers and to achieve 10 Points Charter of demands.</p>

<p>Department of Posts has proposed to set up a Post Bank of India. This will be an independent entity, separate from the current operations of Small savings Schemes being carried out by the Department on behalf of Ministry of Finance. The Department of Posts has accordingly submitted an application to the RBI on 28.06.2013 seeking a banking license subject to necessary Cabinet approvals.</p>
<p><em><strong>The details of financial services offered by the Post offices at present are as below:-</strong></em></p>
<p>(1)         Small Savings Schemes of Government of India (on behalf of Ministry of Finance)</p>
<blockquote><p>(i)  Post Office Savings Account<br />
(ii) Post Office Time Deposit Account<br />
(iii) Post Office Recurring Deposit Account<br />
(iv) Post Office Monthly Income Account<br />
(v) Senior Citizens Savings Scheme Account<br />
(vi) Public Provident Fund Account<br />
(vii) National Savings Certificates (VIII)  and (IX) issue</p></blockquote>
<p>(2)   Money Remittances</p>
<blockquote><p>(i) Money Order-Domestic<br />
(ii) Instant Money Order- Domestic (through selected post offices)<br />
(iii) Western Union Money Remittances –International Inward (through selected post offices)<br />
(iv) MoneyGram Money Remittances –International Inward (through selected post offices)<br />
(v) Money Order Videsh- International Inward and Outward (through selected post offices)<br />
(vi) Electronic International Money Order Service-Inward (through selected post offices)</p></blockquote>
