<p>Sub:-<strong> Non-settlement of GDS demands &#8211; Two days strike with Postal JCA &#8211; Reg.</strong></p>
<p>I would like to draw your kind attention on the following issues of GDS. The entire GDS employees are very much agitated on the non-settlement of GDS demands for the last 4 months. Implementation of positive recommendations of Shri Kamalesh Chandra Committee made partial and so many other positive recommendations are yet to be implemented. Regarding the drawal of Combined Duty Allowance, Composite Allowance and Risk &amp; Hardship Allowances are kept pending in many divisions for seeking necessary clarifications from the Directorate. Membership verification in GDS cadre has been stopped arbitrarily. Non-availability of proper net work connection in rural areas became tedious in the operation of RICT devices in BOs including IPPB. Drawl of benefit from SDBS to retired GDS even after 5-6 years became farce. Repeated requests to the administration through various forums became in vain.</p>
<p>In this background, we have no other option except to conduct a serious trade union action and AIPEU-GDS is decided to go for two days strike on 8th &amp; 9th January 2019 along with Postal JCA (NFPE &amp; FNPO) demanding to settle the following issues in favour of GDS.</p>
<p>1. Implement all positive recommendations of Shri Kamalesh Chandra Committee and grant civil servant status to GDS.</p>
<p>2. The recommendations of the GDS Committee should be implemented from 01-01-2016 regarding new wage scale for calculation of arrears.</p>
<p>3. All the recommendations on retirement benefits to GDS should be implemented from 01-01-2016. Consider perusal about the drawal of benefits from SDBS to the retired GDS in waiting since Jan, 2014.</p>
<p>4. Justified scale fixation to be granted to senior GDS as there are some anomalies while fixing the new wage scale caused drawal of lesser wage and meager benefit compared with new entrants.</p>
<p>5. Bring GDS under the purview of Gratuity Act as recommended by the GDS Committee up to Rs.5.00 laks w.e.f 01-01-2016.</p>
<p>6. Issue orders on the following recommendations as ensured in the minutes of the meeting dtd.31-07-2018 with GDS unions.</p>
<blockquote><p>(a) Children Education Allowance<br />
(b) Emergency leave to GDS<br />
(c) Accumulation of Paid Leave to a maximum of 180 days<br />
(d) Insurance Scheme<br />
(e) Limited transfer facility<br />
(f) Voluntary discharge scheme<br />
(g) Qualifying service for LDCEs.</p></blockquote>
<p>7.Restart the process of membership verification in GDS cadre as it was arbitrarily cancelled.</p>
<p>8.Combined Duty Allowance, Composite Allowance, Risk &amp; Hardship Allowance should be granted to GDS as per the recommendations of the GDS Committee without any modification.</p>
<p>9.All vacant posts of Departmental cadres viz., MTS, Postman, MG allotted to the GDS should be filled up as and when the vacancy arises every year keeping in view of the age of GDS and cut-off date of the examination. Conditions like 3yrs / 5yrs minimum service may be relaxed and allow the suggestions made by the GDS Committee. Condition of possessing Driving License at the time of examination may also be relaxed.</p>
<p>10.Fill up all vacant posts in GDS cadre to avoid combination of duties in the back ground of RICT &amp; IPPB rolled out in BOs.</p>
<p>11.Grant Pension to the promoted GDS to the Departmental cadres based on Supreme Court Judgement in SLP No. (C) 13042 of 2014.</p>
<p>12.Proper net work availability should be made in all rural areas after introduction of DARPAN in BOs.</p>
<p>13.Grant funds to draw all kinds of incentives liable to GDS viz., MNREGS, DBT Schemes, PLI/RPLI etc., pending for years in all Circles.</p>
<p>14.Necessary changes may be made in Rule-3A of GDS (C&amp;E) Rules, 2011 in case of Rule-3A (i),(ii),(iii),(vii)&amp;(ix) in favour of GDS in the changed pattern of working conditions in the BOs besides the recommendations of the GDS Committee.</p>
<p>15. Introduce Medical treatment facility to GDS as suggested by the GDS Committee.</p>

<p>A press statement regarding Nationwide One Day Strike today (16.3.2017) published by the General Secretary of Confederation of Central Government Employees and Workers.</p>
<p style="text-align: center;"><strong>PRESS STATEMENT</strong><br />
<strong>Dated 16th March 2017</strong></p>
<p>About thirteen (13) lakhs Central Government employees went on nationwide one day strike today (16.03.2017) as per the call of Confederation of Central Government Employees and Workers. The Strike was organized to protest against the betrayal of the Group of Cabinet Ministers of NDA Government by not honoring the assurances given to the National Joint Council of Action on 30th June 2016. Home Minister Rajnath Singh, Finance Minister Arun Jaitely and Railway Minister Suresh Prabhu has assured that a High Level Committee will be appointed to negotiate and settle the issues arising out of 7th Pay Commission inducing increase in Minimum pay, Fitment formula, Allowances etc. within a period of four months. Based on this assurance the Federations had deferred the proposed indefinite strike from 11th July 2016. Even after a lapse of eight months the assurances are not fulfilled.</p>
<p>Government issued orders to deal with the strike threatening imposition of break-in Service, suspension and dismissal in addition to dies-non. Employees participated in the strike defying such orders.</p>
<p>In Postal department about five Lakhs employees participated in the strike. INTUC Federation also jointed the strike in Postal. All RMS Offices and major post offices remained closed. Income Tax<br />
deparment the strike was total in all states as both employees and officers went on strike. Employees of Audit and Accounts department Civil Accounts, Ground Water Board, Botanical Survey Of India, Postal Accounts Survey Of India, Atomic Energy, Indian Space Research Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, AGMARK, Central Government Health Scheme, Medical Stores depot, Film Institute Of India, Indian Council of Medical Research, Customs and Central Excise, Central Food Laboratory, Census, Defence Accounts and various other autonomous and scientific Research institutions participated in the nation wide strike.</p>
<p>Strike was total in Kerala, West Bengal, Tamilnadu, Odisha, Telangana, Chattisgarh, Assam, North Eastern states including Tripura, Jharkhand, Karnataka and Maharashtra. 70 to 80% participation in Andhra, Punjab, Gujarat, Bihar and Madhya Pradesh, 60 to 70% in Uttar Pradesh, Uttarakhand, Haryana, 40 to 50% in Delhi and Rajasthan 30% in Himachal.</p>
<p>Solidarity demonstrations were conducted by All India State Government Employees Federation,  BSNL Employees Unions, Central Pensioners organisations, All India Defence Employees Federation  and many other organizations.</p>
<p>The National Secretariat of the Confederation thanked and Congratulated the employees who made the nationwide strike a resounding success.</p>

<p style="text-align: center;"><span style="color: #800080;"><strong>AN INJURY TO ONE IS AN INJURY TO ALL THE WEAK AND DOWNTRODDEN NEED PROTECTION</strong></span></p>
<p>The Government of India decided to extend the benefit of enhancement of bonus calculation ceiling from 3500 to 7000, to Central Government employees also, in the wake of 2016 September 2nd General strike, in which this was an important demand of the Confederation of Central Government Employees &amp; Workers and NFPE. Orders enhancing the ceiling to 7000/- was issued by Government of India on 29th August 2016 with retrospective effect from 01.04.2014. i.e; from Financial year 2014 to 15. Payment of arrears for the year 2014-15 was made to the departmental employees in the month of September 2016 itself.</p>
<p>Unfortunately, the benefit of enhanced bonus calculation ceiling is not extended to three lakhs Gramin Dak Sevaks till this date. They have neither been paid arrears for 2014-15 nor the enhanced bonus for 2015-16 also. Each GDS employee has suffered a loss of Rs. 14,000 for two financial years on account of limiting the bonus to the old ceiling of 3500. There is no convincing or valid reason for denial or delay in payment of enhanced bonus to Gramin Dak Sevaks.</p>
<p>Last time, the Nataraja Murthy committee’s recommendation had resulted in denial of enhancement of bonus calculation ceiling from 2500 to 3500. Nataraja Murthy has recommended that GDS should be paid only 50% of the bonus of regular employees, as their productivity is only 50% of full time employees. Government accepted this recommendation and refused to grant enhanced bonus calculation ceiling of 3500/- to GDS, Against this decision of the Government NFPE, Al PEU-GDS and Postal Joint Council of action conducted series of agitational programes including strike and finally Government approved 3,500/-bonus calculation ceiling to GDS also. Thus the issue was settled once for all and there is no need of raising any doubt by the Postal Board, this time.</p>
<p>But, surprisingly, the Postal Board instead of issuing orders for grant of enhanced bonus to GDS referred the issue to GDS Committee. Fortunately, unlike Nataraja Murthy (a sadist officer who snatched away many of the benefit of GDS through his most retrograde and inhuman recommendations), the present GDS committee Chairman Shri Kamalesh Chandra (Retired Postal Board Member) submitted a reasonable, balanced and judicious recommendation to the Postal Board. In his recommendation Shri Kamalesh Chandrahas made it clear that the difference between the revenue generated by Branch Post Offices (GDS) and the expenditure incurred for running the BOs is only 200 Crores, where as the total deficit of the Department of Posts is more than 6000 crores. That shows that major portion of the loss of the Postal Department is not due to GDS system. He recommended that as the productivity of GDS is equal or in some cases more than departmental employees, GDS are eligible for enhanced bonus ceiling of Rs.7000/-.</p>
<p>Inspite of this unambiguous recommendation, the Postal Board refused to issue orders. Instead, it has referred the file for approval of Finance Ministry. Now the file is pending with Finance Ministry. More than two months are over, after the Government issuing the enhanced bonus calculation ceiling order. Three lakhs GDS are totally disappointed and their anger and protest is increasing day by day. Grave injustice is done to the GDS and it cannot be tolerated.</p>
<p>There are 5.5 lakhs employees working in the Postal Department, out of that 2.75 lakhs are Gramin Dak Sevaks. Denial of enhanced bonus to 50% of the work force is a clear case of discrimination. It is not a case of GDS alone. In a family if somebody is affected, then it becomes the issue of all members of the family. Every member of the family shall stand together to help the affected member and to resolve the problem. Here also, the problem of GDS who are the most oppressed and down-trodden section of the Postal department is the problem of all. An injury to one is an injury to all.</p>
<p>It is in this background, Postal JCA comprising NFPE, FNPO, AIPEU-GDS &amp; NUGDS has decided to organise two day&#8217;s nationwide strike on 9th &amp; 10th November 2016, demanding (1) enhanced bonus to GDS and (2) payment of arrears of revised wages from 01.01.2006 to all casual labourers.</p>

<p>Dear Comrades,<br />
As you are aware, more than five lakhs Postal and RMS employees including Gramin Dak Sevaks and Casual, Part-time, Contingent employees, under the banner of Postal Joint Council of Action (PJCA) comprising National Federation of Postal Employees (NFPE), Federation of National Postal Organisations (FNPO), All India Postal Employees Union GDS (NFPE) and National Union of GDS have decided to go on nationwide indefinite strike from 6th May 2015. Main demands are (1) No Corporatisation or privatisation of Postal Services, (2) Inclusion of GraminDak Sevaks under 7th CPC and grant of Civil Servants status with all benefits. (3) Implementation of Cadre-Restructuring agreement and (4) Settlement of other cadre-related issues.</p>
<p>Confederation National Secretariat meeting held on 28-04-2015 at New Delhi, has decided to extend full support and solidarity to the Postal strike. Accordingly the following decision was taken:</p>
<p><strong>ALL CENTRAL GOVT.EMPLOYEES BELONGING TO ALL AFFILIATED FEDERATIONS/UNIONS/ASSOCIATIONS OF CONFEDERATION SHALL CONDUCT HALF-A-DAY’S WALK-OUT PROGRAMME AND SHALL ORGANISE MASS DHARNA AND DEMONSTRATIONS IN FRONT OF SELECTED POST OFFICES/RMS OFFICES THROUGHOUT THE COUNTRY ON 7TH MAY 2015 THURSDAY ie; THE SECOND DAY OF THE STRIKE. If the strike is prolonged due to the negative attitude of the Government, the Confederation shall decide and declare further course of action.</strong></p>
<p>All affiliated organisations and C-O-Cs are requested to take necessary action to implement the above programme successfully at all centres.</p>
