<p>This is in continuation of this office Order of even number dated 10.07.2019, which was <strong>regarding merger of Postmaster Cadre (Grade-I, II &amp; III) with General line (LSG, HSG-II &amp; HSG-I)</strong>.
 In para 3 of merger Order dated 10.07.2019, it was stated that 
instructions for merger of identified Postmaster Grade POs with other 
POs shall be issued separately in due course of time.</p>



<p>2.
 In this regard, this to mention that the Committee constituted to 
examine the issues relating to the Postmasters Cadre had observed that 
consequent upon restructuring of Group-C posts of General line, <strong>Post 
Offices earlier headed by LSG officials are now being headed by HSG-II 
officials. Similarly, Post Offices earlier headed by HSG-II officials 
are now being headed by HSG-I officials. Therefore, the Committee 
recommended that the Post Offices currently being headed by Postmaster 
Grade-I and Postmaster Grade-II may be headed by HSG-II and HSG-I 
officials respectively after merger. Post Offices currently being headed
 by Postmaster Grade-III may be headed by HSG-I.</strong></p>



<p>3.
 Further, this is to mention that the Postmasters Cadre was 
created/introduced by carving out posts from the existing General Line 
posts of LSG, HSG-II, and HSG-I and designating them as Postmaster 
Grade-I, Postmaster Grade-II and Postmaster Grade-III to preferably head
 HOs, MDGs, offices identified for CBS, major delivery office and major 
LSG SOs located in prime locations.<strong> Now, the Postmaster Cadre 
(Grade-I, II &amp; III) stands merged with General Line (LSG, HSG-II 
&amp; HSG-I) and there is a single unified cadre of General Line having 
LSG, HSG-II &amp; HSG-I level posts.</strong></p>



<p>4. Therefore, 
the Post Offices which were being headed by Postmaster Grade-I officials
 should be headed by HSG-II officials, Post Offices which were being 
headed by Postmaster Grade-II officials should be headed by <strong>HSG-I 
officials and Post Offices which were being headed by Postmaster 
Grade-III should be headed by HSG-I. However, no new post of 
HSG-II/HSG¬I has been created for the purpose.</strong></p>



<p>5. 
Therefore, it is requested to upgrade the posts of SPMs of Postmaster 
Grade-I POs to HSG-II, by downgrading equal number of SPM posts of 
Triple Handed POs and other norm based LSG posts in POs (which were 
upgraded to HSG-II after Cadre Restructuring of Group C posts) to LSG 
status. The posts of Postmaster Grade-I (Now LSG) may be 
redeployed/diverted to Triple Handed POs/LSG posts in POs which shall be
 downgraded to LSG status for this purpose.</p>



<p>6. 
Similarly, the posts of SPMs of Postmaster Grade-II POs may be upgrade 
to HSG-I, by downgrading equal number of HSG-I posts which were upgraded
 to HSG-I level from HSG-II level after Cadre Restructuring of Group- C 
posts, preferably in the following order:-</p>



<p>(i) By downgrading the HSG-I posts available as Dy. PM/APM/AD etc. in the bigger POs where there is more than one HSG-I posts.</p>



<p>(ii) By downgrading other HSG-I posts available in any other Unit/Office having more than one HSG-I posts.</p>



<p>(iii)
 At last, if sufficient number of posts are not available by exercising 
above two options, some HSG-I POs may be downgraded to HSG-II level 
which were upgraded to HSG-I level after Cadre Restructuring of Group C 
posts.</p>



<p>7. Further, the all the Postmaster Grade-III POs
 may be designated as HSG-I POs, as the Postmaster Grade-III and HSG-I 
were same level posts.</p>



<p>8. All the Postmaster Grade POs shall be de-identified and re-designated as per the guidelines given above.</p>

										<content:encoded><![CDATA[<p><b>Postal Department Has Overtaken SBI on Digital Connectivity: Ravi Shankar Prasad</b></p>
<p>MUMBAI: The postal department has surpassed the country&#8217;s largest lender, SBI, in terms of digital connectivity even before its payments bank launch, Union IT and Communications Minister Ravi Shankar Prasad today said.</p>
<p>&#8220;The core banking solution (CBS) or digital connectivity of the postal department has surpassed the State Bank of India&#8217;s digital connectivity,&#8221; Prasad said at a special session on the third day of the ongoing Make in India week here.</p>
<p>There are over 1.50 lakh post offices across the country, of which 1.25 lakh are in rural areas, and the department had embarked on CBS connectivity a few years ago.</p>
<p>The department is all set to launch a payments bank by March 2017.</p>
<p>SBI Chairman Arundhati Bhattacharya had in the past expressed reservations about the entry of payments banks.</p>
<p>The postal department has got in-principle nod to start a payments bank, along with 10 other players, including corporate houses like the Mahindras, the Birlas, Reliance Industries and telecom firms with a deeper distribution network such as Bharti Airtel.</p>
<p>The successful applicants have been given 18 months to start operations. They are required to present a final plan of operation to the Reserve Bank of India before final nod.</p>
<p>Speaking at the special session on IT and electronics, Prasad appealed all to invest more in the country, saying India will be a USD 1 trillion opportunity for digital companies in five years.</p>
<p>He elaborated that electronics will be a USD 350 billion industry while IT, IT-enabled services and e-commerce would bring in USD 350 billion and USD 250 billion for the communication sector.</p>
<p>The minister said electronics and IT manufacturing are also crucial for the success of flagship programmes such as Start-up India and Digital India.</p>
<p>He listed consumer, defence, automobile and medical electronics as the sub-sectors full with opportunities.</p>
<p>Prasad sees the target of having 500 million Internet users advancing by one year to 2016-end instead of 2017.</p>
<p>In the same vein, the minister said he is sensitive to the demand on the skilling front and added that over 1,200 doctoral candidates in 80 select universities will be benefiting under a special scheme.</p>

<p>This has the reference to your office letter 127/PM/G II/C-266 dated 17.07.2013 on the subject cited above.</p>
<p>2. In this context, I am directed to convey that GIO (1) below FR 26 provides that where a person has been selected for regular appointment and before formally taking over the charge of the post for which selected person is required to undergo training, training period undergone by such a Government servant whether on remuneration or otherwise counts as duty for the purpose of drawing increments. This order is applicable only in case of direct recruits. Further Rule 10 of CCS (RP) Rules, 2008 provides that employees completing six months and above in the revised pay structure as on 01st Jul will be eligible to be granted the Increment. Thus, from the contents of GIO (1) below FR 26 read with Rule 10 of CCS (RP) Rules, 2008, it is clear that &#8220;a Government servant who has completed the six month service including training period (whether on remuneration or otherwise) as on 01st Jul will be eligible for increment.&#8221; This is applicable only in case of direct recruits.</p>
<p>This issues with the concurrence of DDG (PAF) vide Diary No. TTL-4-PEA dated 11.10.2013.</p>

<p>SUBJECT: <strong>SCHEME FOR ENGAGEMENT OF A DEPENDENT OF DECEASED GDS ON COMPASSIONATE GROUNDS – MERIT POINTS AND PROCEDURE FOR SELECTION – CLARIFICATION REGARDING</strong></p>
<p>This has reference to your office letter No. Staff/175 -SEL / 2013 dated 29.08.2013 on the subject cited above.</p>
<p>2. In this context, it may be clarified that the Scheme was initially introduced in case of GDS subject to the same condition applicable to regular employees under No. 43-212/79/Pen dated 04.08.1980.  With the introduction of the merit points and procedure for selection under letter of even number dated 14.12.2010 as amended from time to time, all conditions applicable to compassionate appointment scheme relating to regular employees continue to apply in matters the Scheme does not envisage a specific provision in the context of compassionate engagement of a dependent of the GDC [in case of death only].</p>
<p>3. However, the doubts raised are clarified as under, which are in conformity with the provisions applicable to regular employees:-</p>

<td valign="top" width="294">Yes.  Brother or sister in case of unmarried GDS are considered as dependent family members for the purpose of consideration of engagement on compassionate grounds.</td>

<td valign="top" width="282">In a case where the son of the deceased official who is applying for the job have attained majority age, working as cultivator, married and is having children residing with the family of the deceased, will he, his wife and children be considered as dependent of the deceased official or only he will be considered (without considering his wife and children as dependent) for earning points/scores for compassionate appointment?</td>
<td valign="top" width="294">None.  A married son is not considered dependent on a GDS.</td>

<td valign="top" width="282">What is the definition of family for considering compassionate appointment cases, whether grandchild/grandchildren of the deceased official (blood relation) will also be considered part of the family of dependent/liability for education and marriage (in case granddaughter) for earning points/scores for compassionate appointment?</td>
<td valign="top" width="294">No. The Scheme was initially introduced in case of GDS subject to the same conditions applicable to regular employees under No.43-212/79/Pen dated 04.08.1980.  The term defined in case of regular employees holds good in case of GDS also.  Grandchild/children are not considered dependent on a GDS, Dependent family member for the purpose means:<br />
(a) Spouse; or<br />
(b) Son (including adopted son);or<br />
(c) Daughter (including adopted daughter); or<br />
(d) Brother or sister in case of unmarried GDS</td>

<td valign="top" width="282">Whether brother also is a dependent of the deceased official and if so up to what age he will be considered dependent and will he be entitled for points/scores for all liabilities?</td>
<td valign="top" width="294">Unmarried brother is considered dependent in case of unmarried GDS irrespective of age provided he was wholly dependent on the GDS at the time of his/her death &amp; he must support other dependent members of the family &amp; thus entitles to points/scores for all liabilities.</td>

<td valign="top" width="282">In case of an unmarried daughter/Son residing with the family and who have discontinued study at the time of death of the deceased official, whether education will be taken as liability and if so, up to what age?</td>
<td valign="top" width="294">No. Points will be allowed in those cases only where the dependent family member was undergoing education at the time of death of the GDS.</td>

<td valign="top" width="282">Whether divorced daughter returning to the family with children will be entitled for Points/ Scores for unmarried liability for  her subsequent ,marriage?</td>
<td valign="top" width="294">Yes.</td>

<td valign="top" width="282">Whether in case of death of departmental staff, the status of an only married daughter with husband staying with the family (with no other family member) of the deceased departmental official will be entitled to compassionate appointment in case of death of her father (a case of  Meghalaya) ?</td>
<td valign="top" width="294">So far as the matter is confined to compassionate engagement of dependent of the GDS is concerned, married daughter can be considered for compassionate engagement provided she was wholly dependent on the GDS at the time of his /her death in harness and she must support other dependent members of the family</td>

<strong>OFFICE MEMORANDUM</strong></p>
<p>Subject: <strong>Extending the facility of e-IPO for payment of RTI fee in Indian Missions by ‘Indian Citizens abroad&#8217;</strong>.</p>
<p>A service called e-IPO(Electronic Indian Postal Order) was launched w.e.f. 22.01.2013 to facilitate Indian citizens abroad across the globe to purchase an e-IPO by paying the fee online to access the information under the RT1 Act, 2005 from the Central Public Authorities.</p>
<p>2. The procedure to obtain e-IPO has already been explained vide this Department&#8217;s Office Memorandum of even number 22.03.2013.  The main points of the procedure are as under:-</p>
<p>[a] The user needs to get himself registered at either of the two websites <a href="http://www.epostoffice.gov.in/">http://www.epostoffice.gov.in</a> or <a href="http://www.indiapost.gov.in/">www.indiapost.gov.in </a></p>
<p>[b] He has to select the Ministry/Department k from whom he desires to seek the information under the RTI Act and the e-IPO so generated, by making payment using Debit- or Credit card, can be used to seek information from that Ministry/Department only.</p>
<p>[c] A printout of the e-1P0 is required to be attacMd with the RTI application. If the RTI application is being filed electronically, e-IPO is required to be attached as an attachment.</p>
<p>[d] This facility is only for purchasing an Indian Postal Order electronically. All the requirements for filing an RTI application as well as other provisions regarding eligibility, time limit, exemptions etc., as provided in the. RTI Act., 2005 will continue to apply.</p>
<p>3. It has been brought to the notice of this Department that Indian Citizens living abroad are facing difficulties in payment of fees for accessing information from Indian Missions/Posts abroad as the facility of e-IPO was not available with them.</p>
<p>4. In order to facilitate for obtaining the information under the RTI Act, 2005 by the Indian citizen living abroad from Indian Missions/Posts under Ministry of External Affairs, the facility of e-IPO is extended to 176 Indian Missions/posts. List is enclosed.</p>
<p>5. This may be brought to the notice of all concerned.</p>
