<p>Reference No: Your Union Letter No. PF/NFPE/ PLI- RPLI dated 20.07.2023</p>



<p>Kindly refer to your Union letter dated 20.07.2023 regarding promotional incentive and monitoring structure of PLI/RPLI.</p>



<p>2. In this connection, it is intimated that CPC staff / account office staff works exclusively for PLI/ RPLI which includes scrutinising applications, data entry, quality check and approval. This is their core work. Further, salary to CPC staff is ultimately paid by PLI/RPLI in the form of ‘Recoveries’. On the other hand, the monitoring staff i.e. Divisional Heads, SDIs and ASP (HQ) have other core functions in day-to-day administration of Division/Sub-Division. Incentive to Divisional Heads, SDIs and ASP (HQ) is granted for the additional efforts of monitoring and motivating sales force under their jurisdiction in order to procure more PLI and RPLI business.</p>



<p>3. It is further intimated that incentive to GDS/ DE is paid till the date of discharge/ superannuation. They may register themselves as Field Officer and earn procurement and renewal incentive on PLI and RPLI polices afresh.</p>

<p><strong>Sub: MDR (Merchant Discount Rate) Charges in r/o PLI/RPLI online transactions to be borne by Customers w.e.f 17.01.2022</strong></p>



<p>In pursuance of para 3(ii) of Department of Expenditure (Ministry of Finance) O/o Controller General of Accounts OM no. R-180001/1/2020-GBA-CGA/918-1068 dated 17.09.2021, “no MDR shall be paid by the Government portal to the Authorized Acquirer Bank and their PGs/PGAs. All MDR charges would be paid by the Customer/Card Holder…”, the necessary orders are being implemented for PLI/RPLI online premium payment transactions.</p>



<p>2. In light of above, MDR charges shall henceforth be paid/borne by the customer/ card holder, wherever applicable for the online PLI/RPLI premium payment transactions w.e.f 17.01.2022.</p>



<p>3. This information may be disseminated among sub-ordinate offices, Marketing Staff, Customers and all concerned for their necessary information and compliance.</p>

<p>Department of Posts, Ministry of Communications, celebrated today the Postal Life Insurance (PLI) day as part of National Postal Week and Azadi ka Amrit Mahotsav Celebrations. Department celebrates the National Postal Week every year in October, starting with the World Post Day on 9th October, the anniversary of the establishment of the Universal Postal Union (UPU). This year it has been decided to celebrate the PLI Day on 12th October 2021 (Tuesday) during the National Postal Week, 2021.</p>



<h3 class="wp-block-heading">Activities carried out on PLI Day :</h3>



<p>To celebrate PLI Day on 12th October 2021, Circles organised financial inclusion melas in each district of the country with special focus on PLI and RPLI. Special claim settlement drives were conducted in Circles to bring down the pendency in claim cases. To recognise the contribution of top performing sales force in PLI and RPLI, awards were given at national and Circle level.</p>



<p>Some of the activities carried out by Postal Circles are mentioned below.</p>



<ul class="wp-block-list"><li>Street play being organised at Chembur HO, Mumbai to create public awareness on PLI</li><li>Financial inclusion mela with special focus of PLI/RPLI schemeorganised at Jharkhand Postal Circle</li></ul>



<h4 class="wp-block-heading">Brief on PLI :</h4>



<ol class="wp-block-list"><li>Department of Posts offers two types of life insurance schemes, namely Postal Life Insurance (PLI) introduced in 1884 and Rural Postal Life Insurance (RPLI) introduced in 1995.</li><li>Postal Life Insurance (“PLI”) was started as a welfare measure for employees of the Postal Department in 1884 and was extended to employees of the Telegraph Department in 1888. In 1894, PLI extended insurance cover to female employees of P &amp; T Department at a time when no other insurance company covered female lives. Benefits of PLI were available to government employees, like employees of central and state governments, PSUs, government aided educational institutions, nationalized banks, defence services and para-military forces. Recently, in September 2017, the benefits of PLI have also been extended to professionals (like engineers, doctors, bankers, lawyers, architects, journalists etc.) and employees of companies listed with National Stock Exchange (NSE) and Bombay Stock Exchange (BSE).</li><li>Rural Postal Life Insurance (“RPLI”) was started in 1995 to provide life insurance cover to people living in rural areas of the country who have attained the age of maturity.</li><li>Products offered by PLI as well as RPLI include 6 types of traditional policies (Whole Life, Endowment, Convertible Whole Life, Anticipated Endowment, Joint Life and Children policies). Low Premium and High Bonusare the unique feature of these policies, which distinguishes it from other life insurers in India. Apart from providing savings benefit and a life insurance cover, these policies also offer Loan facility to the customers. Maximum insurance limit (Sum Assured) offered is ₹50 Lakh for PLI policies and ₹10 Lakh for RPLI policies.</li><li>Presently, the number of active policies in PLI and RPLIare 47.18 lakh and 51.88 lakh respectively for an aggregate sum assured of more than Rs 3.5 lakh crores and the assets under management (AUM) of Rs 1.25 lakh crores.</li><li>PLI and RPLI policies are sourced and serviced through 1.55 Lakh Post Offices spread across the country. PLI and RPLI policyholders can pay their premium at any post office across the country. In case of salaried employees, recovery of premia from salary is possible. Premium may also be paid online through the customer portal using net banking, debit card, BHIM/UPI and wallet. Customer Portal offers a convenient any-time and any-where premium payment option to policyholders and allows policyholders to view the status of their policies on a real time basis</li><li>Policyholders can contact the nearest post office, Head Post Office (CPCs), office of Divisional Heads / Regional PMsG and CPMsG for redressal of their grievances.All types of claims in PLI and RPLI are settled as per prescribed citizen charter norms. Further, an appeal may be preferred by the claimant against rejection of death claim to the next higher authority in Department of Posts.</li></ol>

<p>2. The rates of Bonus for the Financial Year 2021-22 will be applicable from 01.04.2021.</p>

<h3 class="wp-block-heading">Sub: Clarification on &#8220;date of commencement of risk&#8221; for PLI / RPLI proposals.</h3>



<p>It has come to the notice of PLI Directorate that in many of the PLI/ RPLI policies being issued, “Date of proposal” is taken as “Date of acceptance” and “<strong>Date of Commencement of risk</strong>”, which is not in line with the provisions of POLI Rules, 2011.</p>



<p>2. “Date of acceptance” of a PLI/ RPLI policy and “<strong>Date of commencement of risk</strong>” must not be before the date on which the approving authority actually accepts/ approves the proposal.</p>

<p>In supersession of OM of this Directorate OM No. 25-1/2011-LI dated 19.10.2015 and to simplify the process of acceptance of new proposals and facilitate settlement of claims within Citizen Charter’s norms, approver limits for acceptance of new proposals and settlement of claims are hereby revised as following :-</p>



<p><strong>1. New proposals, revival, surrender, forced surrender, maturity, survival, death claims (except early death claims) &#8211; PLI &amp; RPLI</strong></p>

<p>2 Second or subsequent loan not exceeding the amount as prescribed in POLI Rules will now be granted by Postmaster /Manager of CPC instead of Postmaster General subject to the condition of full repayment of the previous loan, if any.</p>



<p>3 In case of reopening of claim cases (for example. in case of court case etc). the authority competent to approve claims may re-open the claim but would submit it to the next higher authority for decision.</p>



<p>4 The following non-financial/financial service requests will continue to be approved by Postmaster/ Manager of Central Processing Centre (GPO/ Head Office) concerned:</p>

<p>5. The revised approver limits will be effective from 25th of August, 2020.</p>

<p><strong>Sub: Standard Operating Procedure (SOP) for settlement of PLI/RPLI death claim cases.</strong></p>



<p>As per the norms laid down in Citizen Charter, the death claims of PLI/RPLI are to be settled within 30 days in respect of normal claim cases and 90 days in respect of those cases involving investigation.</p>



<p>2. In this connection, kindly find enclosed a Standard Operating Procedure (SOP) for settlement of PLI/RPLI death claim cases along with following annexures:-</p>

<p>3. This SOP may be widely disseminated across the’ Circles and all may be strictly instructed to follow the procedure laid down in SOP adhering to the timelines given in the SOP for carrying out different activities at various levels.</p>



<p>4, Necessary amendment required in Rule.39 of POLI Rules, 2011 in consequence of these instructions will be notified accordingly.</p>

<p>Subject: <strong>New Promotional and Incentive Structure of PLI / RPLI</strong></p>



<p>The promotional (sales) structure and incentive structure of PLI/RPLI was last revised in August 2016 &amp; April 2017 respectively. However, most of Circles had raised concerns in the implementation of the revised promotional structure.</p>



<p>2. In view of the concerns raised by Circles in implementing the promotional structure, low growth in procurement of new PLI/ RPIA business and decreasing trend in net accretion of PLI/ RPLI premia, the existing sales structure of PLI/ RPLI has been revamped based on the feedback received from the Circles.</p>

<p><strong>New Promotional (Sales) Structure of PLI/ RPLI</strong></p>



<p><strong>Salient features of new promotional structure:</strong></p>



<ol class="wp-block-list"><li>The post of Group Leader has been rechristened as Development Officer.</li><li>Each Postal Division will have one Development Officer. The responsibility of these Development Officers will be to take the charge of their Postal Division for development of PLI /RPLI business. Their responsibilities include marketing of PLI /RPLI business, meeting prospective clients, training and nurturing of Direct Agents in the Division and procuring PLI/ RPLI business through Direct Agents.</li><li>Sales force of PLI and RPLI comprise of Direct Agents, Gramin Dak Sevaks, Field Officers and Departmental Employees.</li><li>For procuring PLI /RPLI business, Departmental employees will also include Inspector of Posts (IP) and Assistant Superintendent of Post Offices (ASP).</li><li>Sales force of PLI/ RPLI can procure business from anywhere in the Postal Division. However, in exceptional circumstances, the sales force can procure PLI /RPLI business from outside the Postal Division with the permission of concerned ADM/ DDM (PLI) at Regional/ Circle Office level. In such cases, the PLI/RPLI policy will be indexed at the CPC where the insurant resides.</li></ol>



<p class="has-text-align-right"><strong><span style="text-decoration: underline;">Annexure-II</span></strong></p>



<p><strong>Selection and duties of Development Officer</strong></p>



<ol class="wp-block-list"><li>Every Postal Division will have one post of Development Officer, who will perform exclusively and only PLI/RPLI related work.</li><li>The existing post of Group Leader will be re-designated as Development Officer.</li><li>Presently, there are 185 sanctioned posts of Development Officers in Circles. The remaining posts of Development Officers in a Circle will be manned by diversion of the existing posts of PA Circle Office Cadre meant for PLI related work to Postal Divisions, failing which one of the posts of PA cadre in the sanctioned strength of the Postal Division will be earmarked for Development Officer. In the case of post of Development Officer being earmarked from the sanctioned strength of the Postal Division, their salary and other related costs will be borne from PLI/ RPLI fund.</li><li>The Development Officer will be a part of the Divisional Office. DO will report to the Divisional Head and will assist Divisional Head in achievement of business targets and after sales related issues of PLI /RPLI.</li><li>APAR of DO will be written by the Divisional Head. Leave and TA / DA of DO will be sanctioned by the Divisional Heads.</li></ol>

<p>In view of the threat posed by the outbreak of Corona Virus (<strong><a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong>), and the complete lockdown across India, Directorate of Postal Life Insurance (PLI), Department of Posts, Ministry of Communications has given an extension of period for payment of their due premium of March 2020 upto 30th April 2020 without charging any penalty / default fee. Directorate of PLI said that although many <a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Post Offices</a> are functional as part of essential services, Postal Life Insurance / Rural Postal Life customers are facing difficulty in approaching post offices for payment of premium. Therefore, as a measure of convenience to all the PLI / RPLI customers, the period of payment has been extended.</p>



<p>The decision is likely to benefit approximately 13 lakh policy holders (5.5 Lakh PLI and 7.5 Lakh RPLI) who have not been able to pay premium for current month. As compared to about42 lakh policy holders who paid premium last month, only 29 lakh of them have been able to pay premium for this month till today.</p>



<p>Customers registered on portal have also been advised to pay premium online using PLI customer Portal.</p>

<p style="text-align:center"><strong>POSTAL LIFE INSURANCE &#8211; ELIGIBILITY &#8211; FACILITIES &#8211; POST OFFICE GUIDE</strong></p>



<p><strong>Postal Life Insurance</strong></p>



<p>Postal life insurance was introduced on 1-2-1884 as a welfare measure for the benefit of Postal employees and now the scheme covers the employees of the following organizations :-</p>



<p><strong>Eligibility for P.L.I.</strong></p>



<p>(i) Central Government employees.<br />(ii) State Government employees.<br />(iii) Employees of Railways.<br />(iv) Employees of Defence – Armed Forces Personnel and civilians.<br /> (v) Extra-Departmental Agents of P&amp;T Department.<br /> (vi) Industrial and workcharged employees of the P&amp;T Department. All permanent and temporary employees with three years’ service of the following establishments :-<br /> (vii) Local Fund/local bodies.<br /> (viii) Universities established by Government.<br /> (ix) Government aided educational institutions.<br /> (x) Kendriya Vidyalayas.<br /> (xi) Council of Scientific and Industrial Research.<br /> (xii) Indian Standards Institution.<br /> (xiii) Medical Council of India<br /> (xiv) Dental Council of India.<br /> (xv) Nursing Council of India.<br /> (xvi) Pharmacy Council of India.<br /> (xvii) Provident Fund Organisation.<br /> (xviii) Indian council of Agricultural Research and its subordinate organizations.<br /> (xix) Agricultural Produce Marketing Committee.<br /> (xx) Reserve Bank of India.<br /> (xxi) State Bank of India and its subsidiaries.<br /> (xxii) Nationalised Banks.<br /> (xxiii) Five Central Financial Institutions i.e. :</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) Industrial Development Bank of India<br />(b) Industrial Finance Corporation of India.<br />(c) Industrial Credit and Investment Corporation of India.<br />(d) Industrial Reconstruction Corporation of India.<br />(e) Unit Trust of India.</p></blockquote>



<p>(xxiv) Employees State Insurance Corporation.<br />
(xxv) Khadi and Village Industries Commission</p>



<p>The following types of policies are issued by the P.D.I.F. :</p>



<p><strong>(i) Whole Life Assurance : </strong><br /> Premium has to be paid monthly until the person reaches the age of 50, 55, 58, 60 or 70 years. The full value with the bonus accrued will be paid to the nominee assigns/successor on the death of the insurant </p>



<p><strong>(ii) Endowment Assurance :</strong></p>



<p>Premium has to be paid monthly until the person attains the age of 30, 33, 35, 40, 45, 50, 55, 58 or 60. the full value with the bonus accrued will be paid to the insurant when the policy matures. In case of earlier death the full value with bonus accrued till the time of death will be paid to the  nominee/assignee successor. </p>



<p><strong>(iii) Convertible whole life assurance :</strong></p>



<p>Premium is required to be paid monthly at the rate applicable to whole life policy with premium ceasing at the age of 70. For the first five years, there will be an option to convert it into Endowment policy maturing at the age of 50, 55, 58 or 60, by agreeing to pay appropriate enhanced premium, at the end of 5 year from the commencement.</p>



<p><strong>(iv) Anticipated endowment assurance :</strong></p>



<p>This plan has two terms viz. 15 year term and 20-year term. In the case of policy for 15 years 20% of the sum assured is paid to the insurant at the end of 6th, 9th &amp; 12th years and the remaining 40% with bonus accrued at the end of 15 years. In the case of 20 year policy, 20% of the sum assured is paid to the insurant at the end of 8th 12th and 16th year and the remaining 40% of the sum assured with bonus accrued at the end of 20th year. In the event of death of the insurant during the currency of these policies, the full amount assured with the bonus accrued will be paid to the Nominee/ assignee/ successor irrespective of the amounts already paid as survival benefits. (See Tables IV). The maximum age limit for a 15-year policy is 45 years and 40 years for 20-year policy.</p>



<p>Eligible persons may insure for a sum not less than Rs. 100/- and not more than Rs. 100000 in the cases 3(i) (ii) &amp; (iii) above, and a minimum of Rs. 5,000/- and a maximum of Rs.1,00,000 in case of 3(iv) above.</p>



<p><strong>P.L.I. offers the following special facilities :-</strong></p>



<p>Lower premiums. &#8211; PLI premiums are lower. Extra premiums are not charged from Defense personnel, for war/aviation/high sea risk. Rebate at the rate of 5 paise per month per thousand is allowed on policies of Rs. 20,000/- and above. Rebate of 2 percent is admissible if premium for a year is paid in advance in cash.</p>



<p>Premium can be deducted at source from salary every month. The optional facility of payment of premiums in cash at the post office is also available. Premium Receipt Book is issued when premia are paid in cash.</p>



<p>Special concessions for payment of premiums to the insurants affected, by natural calamities.</p>



<p>There is provision for payment of premium by cheque when the amount is Rs.20/- and above. </p>



<p><strong>INCOME TAX REBATE.</strong> &#8211; PLI premiums are eligible for income tax rebate, under section 80-C of I.T. Act.</p>



<p>Loans can be obtained easily against PLI policies and repayment of principal before maturity is optional.</p>



<p>Whole life policy can be converted into an Endowment Policy.</p>



<p>Non-medical policies are also issued for those below 28 years of age under certain conditions.</p>



<p><strong>Exemption from Stamp Duty</strong>.- PLI policies and loan bonds are exempt from stamp duty.</p>



<p>All PLI policies are with profit policies.</p>



<p><strong>Nominations</strong>. &#8211; Facility of nomination and assignment is available at no extra cost.</p>



<p><strong>Higher Bonus</strong>. &#8211; PLI gives higher bonus. The latest rates of bonus on postal life insurance policies declared for the valuation period 1978 – 81 are as under :-<br /> (i) Endowment Policies Rs. 35.00 (Per thousand of sum assured per Bonus is paid on paid up policies also annum.)<br /> (ii) Whole Life Policies Rs. 44.00 (Per thousand of sum assured per Bonus is paid on paid up policies also annum.)</p>



<p>Credit is admitted on production of disbursing officer’s certificate.</p>



<p>Exemption from production of succession certificate in hard cases.</p>



<p>Payments for claims are made from the nearest Post Office.</p>



<p>Proposal forms for effecting insurance are available at departmental Post Offices. The forms should be filled in by the proposer in the presence of his immediate superior Development Officer who will then affix his signature at the proper place. After the Principal Record Officer/immediate superior furnishes the required certificates on the proposal form, the same will be made available to the nearest Government Medical Officer, authorized private medical practitioner. The Medical Officer, will after examination of the proposer will furnish the required certificates, to the P.M.G. for acceptance of the proposal in this regard.</p>



<p><strong>Rates of Premia</strong>. &#8211; The tables of premium for all the four types of policies are furnished at the end of this Section.</p>



<p><strong>Manner of realizing premia. &#8211;</strong> <br /> (i) The first premium should be paid in cash in the Post office selected by the proposer on or before the date intimated by the P.M.G. who accepts the proposal.</p>



<p>(ii) Subsequent premia can also be paid in cash in any post office selected by the insurant on or before 21st of every month, in case the insurant has exercised option to pay the premium in cash. In that case he will be issued a premium receipt book in which entries relating to the payment of each premium shall be made. Alternately, the premia can be recovered from the pay of the insurant. In such cases the premium for the month is recovered from the pay of the previous month (i.e. premia for February is recovered from the pay for January) and it will be the responsibility of the insurant to ensure that the premia are regularly recovered and credited to P.O.I.F by his premia are regularly recovered and credited to P.O.I.F. by his employer every month. Until recovery from pay commences premia should continue to be paid in cash at the Post Office.</p>



<p>(iii) In case of any insurant whose premium is recovered from pay, ceasing to be an employee of the organization which made him eligible for PLI and does not join any other organization of this nature as an employee for any reason, after the insurance has been effected, he should pay further premia in cash at a post office selected by him. He should inform the PMG about the change and request for issue of a Premium Receipt Book.</p>



<p><strong>Conversion</strong>. &#8211; Alteration of policy terms, reduction, discontinuance or commutation of premiums are permissible under certain conditions. Details can be ascertained from the P.M.G.</p>



<p><strong>Revival of policies.</strong> &#8211; A policy becomes void, if any premium due on it remains unpaid. It can, however, be revised by the PMG at his discretion, if all the premia due with such fine as he may impose are paid and a medical certificate of continued good health is produced. An application for revival should be made to the PMG. </p>



<p><strong>Loans</strong>. &#8211; Loans are granted on the security of the policies, provided the policy has been in force for at least three years, in the case of endowment policies; and five years. In the case of whole life policies, applications for loans should be made to the PMG.</p>



<p><strong>Surrender</strong>. &#8211; A policy may be surrendered for an immediate payment in cash, provided the policy is of not less than three years duration and is in force on the date of application.</p>



<p><strong>Settlement of claim.</strong> &#8211; 1.(a) The face value of the policy together with the bonus accrued on it becomes payable either :</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) on the insurant attaining the age specified in the policy, or<br />(ii) on the death of the insurant.</p></blockquote>



<p>(b) In the former case, the sum assured alongwith the bonus accrued will be paid to the insurant on his applying for it in the prescribed proforma (see appendix) and enclosing the following documents alongwith the application: &#8211;</p>



<p>(1) Policy document or the loan repayment book if a loan was taken.<br />(2) Premium receipt Book, in case premia was paid in cash.<br />(3) Certificate from the pay disbursing authority showing the recoveries of the last 6 instalment of premia, in case premium was paid through recovery from the pay of the insurant. The application with the documents should be submitted immediately after paying the last premium to the Postmaster General.</p>



<p>(c) In the case of the death of the insurant, the sum assured and bonus accrued is payable to the nominee/assignee of the insurant. In the absence of the nomination or assignment on the policy, the total amount will be paid to the legal heir/successor on production of evidence to that effect. The claimant should apply in the prescribed proforma (see appendix) and forward it to the Postmaster General along with the following documents: &#8211;</p>



<p>(1) Policy document or loan repayment book, if a loan was taken on the policy.<br />(2) Certificate of death of insurant.<br />(3) Premium receipt Book, if premia were paid in cash or pay recovery certificate for the last 6 months if premia were recovered from the pay of the insurant.<br />(4) Legal evidence to show that the claimant is the successor/legal heir to the insurant, in case there is no nomination or assignment.</p>



<p><strong>Bonus</strong>. &#8211; The rate of bonus for each type of policy is declared once in three years. The next valuation is due in 1984.</p>
