<h3 class="wp-block-heading">Subject: Review of periodicity of Induction training imparted to PAs/ SAs.</h3>



<p>With reference to the subject matter, it is informed that a review meeting on backlog of Induction trainings of PA/ SA/ IP cadre across PTCs/ RTCs was held recently at Directorate. After deliberations on the matter, it has now been decided by the competent authority that the Induction Training of Postal Assistants and Sorting Assistants (DR and Departmental) shall be conducted uniformly for 8 weeks and 7 weeks respectively.</p>



<p>2. Accordingly, all PTCs/RTCs are requested to make necessary changes in their Annual Training Calendar.</p>



<p>3. This has the approval of Competent Authority.</p>

<p>Sir/Madam,</p>



<p>References have been received from Postal Circles regarding cadre management of Postal Assistants in Return Letter Office. It has been observed that different Circles are following different Recruitment Rules and also treating PA (RLO) as separate and distinct cadre due to which these cadre officials are unable to seek transfer under Rule &#8211; 38 and also there is no uniformity across Postal Circles.</p>



<p>2. The matter has been examined in the Directorate and it has been decided that Postal Assistant and LSG in Return Letter Office shall be treated as part of Postal Assistant (CO/RO) and LSG(CO/RO) cadre respectively. Accordingly, roster for reservation maintained at Circle Office for PA(CO/RO) / LSG(CO/RO) shall include the sanctioned posts of PA(RLO) / LSG(RLO) in the Circle.</p>



<p>3. Incumbents borne on the gradation of PA(RLO) and LSG(RLO) shall be interspaced in gradation list of PA(CO/RO) / LSG(CO/RO) of the Circle as per instructions on fixation of seniority issued by Department of Personnel and Training from time to time. This may be brought to the notice of all concerned for immediate compliance.</p>

<p><strong>Sub: Request for provision of Cashless Treatment to the Department of Post’s Employees &#8211; reg.</strong></p>



<p>My union wish to bring to the kind notice of the Honourable Minister for Tourism. Culture &amp; Development of North Eastern Region of India for kind persuasion and for want of kind action keeping in view of welfare of the employees.</p>



<p>The Medical Facility provided to the employees of Department of Posts is having more clutches when compared to the other Central and State Government employees. Many of the employees of Department have been working in Rural Areas where there will be lesser medical facility and CGHS Centres will be far away to their working place and do not cover as per the prescribed jurisdictions of CGHS Wellness Centres.</p>



<p>For instance, an employee working at a Mandal Head Quarters in Rural area had fallen ill suddenly he has to be shifted to the nearest town where proper medical facilities are available or where the relatives of the employee feels that better medical assistance will be given. But in this scenario there are many procedural clutches like identification of that hospital by Central Government, prior intimation to the concerned authorities, permission from the authorities and getting advance from the authorities which will be difficult to be pursued and adopted by the near relatives of the employees in case of emergency. Sometimes causing delay in treatment in emergency conditions also with much psychological embarrassment.</p>



<p>All Postal Dispensaries are converted as CGHS Wellness Centres which have limitations in coverage of jurisdiction. Thus the CGHS are not fulfilling the needs of the employees working in Rural Areas.</p>



<p>Nowadays the General Public of the country are getting better medical treatment at Hospitals of their choice with the welfare policies have h introduced by the Central Government like Ayushman Bhava and State Governments like Arogya Sri in Andhra Pradesh and Telangana States with cashless treatment options.</p>



<p>At present the pensioners of Department of Posts are given with Cashless Treatment through CGHS. But in many CGHS identified hospitals the cases have not been admitted with a reason that the amounts have not been settled to them in time by the Central Government and huge amounts were pending to be settled.</p>



<p>It has come to know that other Central Government departments have been offered with Cashless Treatment in hospitals identified by the CGHS and many of the private and public sector organizations also offering cashless treatment to their employees at well equipped hospitals. Being the employees of Essential Service Department (India Post), the officials could not get the facility of Cashless Medical treatment’.</p>



<p>A letter was addressed to The Under Secretary (Employees Health Scheme/Medical Services), Ministry of Health and Family Welfare, Nirman Bhavan, New Delhi by the Department of Posts vide Lr. N. 24-3/2020-Medical dated 30-09-2021 regarding Cashless Treatment in response to my union letters dated 30-08-2021, Copy of which is enclosed.</p>



<p>In view of the above reasons My union requests the Hon’ble Minster for Tourism, Culture &amp; Development of North Eastern Region of India, for kind intervention and humble request to take up the following issues with the ‘Ministry of Health and Family Welfare’ keeping in view of welfare of the staff and their family members.</p>



<ul class="wp-block-list"><li><strong>1. Cashless Treatment to the serving employees of the Departments of Posts.</strong></li><li><strong>2. Clearance of Pending Bills of CGHS identified Hospitals and allotment of Sufficient Funds for clearance of medical bills</strong></li><li><strong>3. Identification of more number of Hospitals under CGHS up to District and Municipal Level.</strong></li></ul>

<p>Instructions have been issued vide Directorate letter no.1-20/2008-PCC dated 04.11.2013 regarding the application of Provisions of Para 5 of Annexure to OM on MACPs in case of officials covered by TBOP/BCR/ACP Schemes vis-a-vis Para 6.2 of Annexure to OM on MACPS dated 18.09.2009. In this context, further order was issued vide Directorate no.15(1)/10/PA/Admin. I dated 10.11.2014</p>



<p>2. Secretary General, FNPO is frequently raising the issue that, Circles have still not implemented the orders on MACP in respect of MTS and Postman staff with ref. to orders dated 04.11.2013.</p>



<p>3. For the implementation of MACP orders dtd 04.11.2013 and its subsequent orders, illustrations are prepared for Postman and MTS cadre. In addition to this, Presentation has also been prepared to show all the instructions which will be helpful in the implementation of MACP orders. The presentation is also being sent by email.</p>



<p>4. It is requested to issue instructions to all the divisions under your control to implement the orders on MACP and send the compliance within a fortnight.</p>

<p>As per the revised calendar of examinations issued vide letter No. A-34012/01/2020-DE dated 10.09.2020, the Limited Departmental Competitive Examination (LDCE) for promotion to the cadre of Inspector Posts for the vacancy years 2019 and 2020 was scheduled to be held on 06th &amp; 07th March, 202}. If has been decided to postpone the examination due to administrative reasons. The revised dates will be intimated in due course.</p>

<p>In the orders issued in Covid-19 guidelines the officials above 50 years of age and pregnant women were allowed to avail commuted leave without Medical Certificate due to <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid -19</a></strong> pandemic.</p>



<p>The same may kindly be extended further till the Covid-19 Crisis is over as there is no loss to the Department by giving this facility to the elderly officials and pregnant women officials.</p>

<p>It is a matter of pleasure that the vaccination programme against Covid-19 has been launched by the Government of India. In first phase it is to be provided to the front line workers.</p>



<p>Our Department of Post was also declared essential service and our Postal Employees have rendered their services in various ways including delivery of medicines and other item related to treatment during <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a></strong> crisis and lockdown period. Our Postal Staff including GDS have provided services of remitting money on the door step of public through A.E.P.S During service in pandemic crisis period so many of our officials got infected with Corona virus and so many have lost their lives.</p>



<p>Still there is threat to the <a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Postal Employees </a>while rendering various services.</p>



<p>It is therefore requested to kindly cause necessary efforts at your level to convince Govt. of India, Health Ministry to provide Corona Vaccine to Postal Employees on priority basis treating them as front line workers.</p>

<p>Madam/Sir,</p>



<p>Vide Directorate letter of even number dated 05.05.2016, it was conveyed to all Circles to count the induction training period undertaken by PA/SA (direct recruit) working in operative office. prior to 19K6, for the purpose of TBOP/ BCR scheme. Subsequently. various clarifications relating to the above instructions were sought by <a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Postal</a> Circles. which had been clarified vide Letter dated 07.02.2018.</p>



<p>2. It has been brought to notice of the Directorate by some Circles that there are cases of the officials whose training/ service records are not available /traceable as the officials have retired from service since long. It has also been intimated that in some cases entry for the training period is not recorded in respective service books which were being maintained from the date of entry in the Department at that time.</p>



<p>3. Accordingly, all Circles were requested to intimate the period of induction training that has been counted whose documentary proof are available in their Circles.</p>



<p>4. The issue has been examined and a decision has been taken by the Competent Authority that a period of 75 days of induction training of such officials whose documentary proof are not available shall be counted for TBOP/BCR scheme in terms of letter of even number dated 05.05.2016 with following conditions;</p>



<ul class="wp-block-list"><li>i) Official will require to give an undertaking that he/she had actually undertaken induction training prior to 01.01.1986.</li><li>ii) If any official raises objection towards numbers of days of induction training, he/she may be asked to submit the documentary prof for the same.</li></ul>

<p>Subject: <strong>Provision of Rs.10 lakh to GDS and Departmental employees of Department of Posts to cover death due to Covid-19 while discharging official duties &#8211; clarification regarding extension of guidelines dated 01.06.2018 &#8211; reg.</strong></p>



<p>Madam/ Sir,</p>



<p>I am directed to refer to this Directorate’s letter of even number dated 17.04.2020 whereby original guidelines for payment of compensation of Rs.10 lakh were extended to <strong><a href="https://centralgovernmentnews.com/category/postal-department/" target="_blank" rel="noreferrer noopener">Departmental employees</a></strong> and <strong><a href="https://centralgovernmentnews.com/tag/GDS/" target="_blank" rel="noreferrer noopener">GDS</a></strong> to cover death due to Covid-19 while discharging official duties. We have been receiving representations seeking clarification on the applicability of para 6 of the said Guidelines which bar claimant from claiming additional compensation’ from the Department.</p>



<h4 class="wp-block-heading"><strong><a href="https://centralgovernmentnews.com/twenty-thousand-rupees-financial-assistance-for-gds-employees-suffering-from-covid-19-dop/" target="_blank" rel="noreferrer noopener">2000/- rupees Financial assistance for GDS Employees suffering from COVID-19 &#8211; DoP</a></strong></h4>



<p>2.The matter has been examined in detail and it is stated that guidelines dated 01.06.2018 were meant for individuals other than the government employees and GDS i.e. persons engaged on contract or the private individuals whose death can be attributed to accidents related to works of the Department of Posts. However, in the exceptional circumstances, these guidelines were extended vide letter dated 17.04.2020 to the Departmental employees and GDS who succumb to <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a></strong> in performance of their duties. Thus, para 6 of the Guidelines dated 01.06.2018 is not applicable in case of Departmental employees and GDS. Therefore, their wards/next of kin will continue to be eligible for all such benefits, as per the Rules, what would have been available to them otherwise.</p>
