<h3 class="wp-block-heading">Subject: Consolidated Guidelines and criteria for grant of 2 hours off/ concession to sportspersons and coaches for practice &#8211; reg.</h3>



<p>Madam /Sir,</p>



<p>The undersigned is directed to refer to the Department’s letters No. 8-2/2011-WI&amp;Sp dated 25.07.2011, 9-6/99-WI&amp;Sp dated 30.08.1999, 8-4/98-WI&amp;Sp dated 04.06.1998, 12-4/94-WI &amp;Sp dated 18.02.1994, 12-1/92-WL/Sports dated 17/3/92, 12-1/90- WL/SPORTS dated 30/1/1990, 12-5/88-WL/Sports dated 31/5/1988. 9-6/78-Sports dated 26/3/1979 and No. 9-6/78/Sports dated 6.11.1978 and all other correspondence inter alia regarding the grant of two hours off to sports persons and coaches for practice while working in the Department of Posts.</p>



<p>2. This office has received multiple communications from various Circles and Staff Unions regarding the implementation of the said guidelines in letter and spirit, including clarifications regarding eligibility and the competent authority to grant the said facility.</p>



<p>3. The previous guidelines have been reviewed and, to address all the queries, consolidated guidelines on the above-mentioned subject, assimilating all the previous orders, are being circulated as per Annexure.</p>

<h3 class="wp-block-heading"><strong>Consolidated guidelines on Two-Hours off to sports persons and coaches for practice</strong></h3>



<h4 class="wp-block-heading">1. General Conditions:</h4>



<ol class="wp-block-list">
<li>All Departmental employees (sports quota or non-sports quota) are eligible for grant of this facility subject to fulfillment of the below mentioned criteria.</li>



<li>The facility is subject to administrative exigencies and cannot be claimed as a matter of right.</li>



<li>The Postal Sports Board and Circle Sports Board reserves the decision to grant/ review/ discontinue the facility at any point of time.</li>
</ol>



<h4 class="wp-block-heading">2. Mode of application</h4>



<p>Officers/ officials wishing to avail this facility may submit an application with their performance certificates to their respective Circle Sports Boards. Circle Sports Board may specify formats or procedure for the same if deemed suitable.</p>



<h4 class="wp-block-heading">3. Criteria for grant of the Facility:</h4>



<ol class="wp-block-list">
<li>Two hours off (i.e. two-hours lesser duty time from total number of duty hours per day) for practice may be granted to the players/coaches who are actively/regularly participating and performing in National/International Level tournaments aid are also participating in All India Postal Tournaments (if the same is conducted in that discipline).</li>



<li>In case AIP Tournament in a particular sport is not being’ organized, participation/performance in National/International Level tournaments alone shall be taken into consideration for granting/reviewing the facility.</li>



<li>For cases where a non-sports quota player (or sports quota player of a different sporting event) is participating only in AIP tournaments (i.e. not in National/International Event of that sports), the facility shall be granted in a restricted manner while keeping in view the seriousness and performance level of the player.</li>



<li>The Postal Sports Board may include or exclude any particular sporting event from eligible sporting events for the purpose of this facility.</li>
</ol>



<h4 class="wp-block-heading">4. Definition of Active Participation</h4>



<p>Active participation for this purpose may vary from case to case, as it is observed that not all tournaments are conducted with the same frequency. To this effect, granting authority may ensure that the player is actually participating in maximum possible national/international sporting events and AIP tournaments (if conducted for that discipline), except if administrative exigencies doesn’t permit him/her (eg. Suppose an outstanding player is unable to take part in some of the tournaments due to administrative exigencies. In that case. he or she may still be granted the facility provided the granting authority is satisfied with the genuineness of the case).</p>



<h4 class="wp-block-heading">5. Granting and monitoring of the facility</h4>



<ol class="wp-block-list">
<li>Two hours off for practice may be granted each year by Circle Sports Boards in the month of April, based on previous years participation/performance/attitude towards the sports of the concerned player/coach.</li>



<li>Facility once granted shall be applicable till the end of the financial year or till next review. whichever is earlier.</li>



<li>Once the facility is granted by the Circle Sports Board, the divisional head concerned may monitor proper utilization of the facility by the official/player.</li>
</ol>



<h4 class="wp-block-heading">6. Review of the facility</h4>



<ol class="wp-block-list">
<li>Review of the facility may be done periodically however, not less than once per year at the level of Circle Sports Boards.</li>



<li>In light of administrative exigencies. the Divisional Heads, may require a player/official to work for the full hours of duty for a limited period, even if he/she has been granted the said facility, under intimation to the Circle Sports Boards that had granted the facility.</li>



<li>The facility shall be discontinued if the player/coach is found misusing the facility (eg. not utilizing the time to practice and instead of whiling away the time). However, for players of International Level, the case may be referred by the Circle to the Postal Sports Board before discontinuing the facility.</li>
</ol>



<h4 class="wp-block-heading">7. Facility for participants/artists of the Cultural Meet</h4>



<ol class="wp-block-list">
<li>For participants/artists of All India Postal Cultural Meet, the aforesaid facility may be extended only for 1 month before the event.</li>



<li>The facility may be granted for participants/artists of the All India Civil, Music, Dance, and Short Play Competition (organized by the Central Civil Services Cultural &amp; Sports Board) from the date of selection for participation until the end of the event.</li>

<h3 class="wp-block-heading">Subject: Sensitization of employees and verifying officers regarding due diligence in the application and verification process under Rule-38 Online Portal. </h3>



<p>Madam/Sir,</p>



<p>It has come to notice that certain transfers approved through the Rule-38 online portal have later been cancelled due to errors made during the application and verification process. The recurrence of such lapses raises serious concerns about the integrity and reliability of the current verification mechanism. Whether inadvertent or otherwise, these errors cast doubt on the bona fide intent of the actions taken by the applying officials and verifying authorities and undermine the transparency of the entire transfer process.</p>



<p>2. It has also come to light that a few Divisions/Units are not thoroughly scrutinizing service records of applicants prior to recommending their cases for transfer which has resulted in the approval of ineligible applications and Subsequently sometimes requests for cancellation of such transfers are being received in this office. This required an urgent and thorough review of existing procedures to restore confidence and ensure accountability.</p>



<p>3. All Circles are, therefore, requested to sensitize all concerned officers/officials, including employees and verifying officers, about the critical importance of exercising due diligence during the application and verification process under Rule-38. It must be clearly communicated that any further lapses will be taken seriously, and responsibility for such errors shall be fixed accordingly.</p>

<p>The undersigned is directed to refer to Ministry of Defences OM No.A-19018/27/2018-D (Estt.I/Gp.I) dated 07.03.2023 on the subject mentioned above and to say that payment of Transport Allowance at double the normal rates can be considered in the present referred case upto the expiration of the disability certificate subject to the fulfillment of other stipulated conditions as enumerated in this Department’s OM dated 15.09.2022. Thereafter, renewal/re-validation of disability certificate will be required to continue the drawal of Transport Allowance at double the normal rates.</p>

<p>With reference to the subject matter, it is informed that a review meeting on backlog of Induction trainings of PA/ SA/ IP cadre across PTCs/ RTCs was held recently at Directorate. After deliberations on the matter, it has now been decided by the competent authority that the Induction Training of Postal Assistants and Sorting Assistants (DR and Departmental) shall be conducted uniformly for 8 weeks and 7 weeks respectively.</p>



<p>2. Accordingly, all PTCs/RTCs are requested to make necessary changes in their Annual Training Calendar.</p>

<p>Sir/Madam,</p>



<p>Kindly refer to DoPT instructions dated 21-11-2014 (copy enclosed) making it mandatory to use Aadhar linked biometric attendance in all Central Government and its subordinate offices throughout the country. It has been seen that operative offices of the Department are yet to shift to Aadhar linked biometric attendance, in toto.</p>



<p>2. All Circles are therefore directed to immediately start Aadhar linked biometric attendance in all Departmental Post offices, Mail offices, PSDs, MMS units etc. In case, fingerprint scanners are required to be procured, the same may be procured from GeM on priority. The cost of such finger print scanners is not much and the entire expenditure can be booked under Non scheme OE/OC of Post offices.</p>



<p>4. The Aadhar numbers of all employees in operative offices may kindly be immediately obtained and registered on the Biometric Attendance System of NIC, in a time bound manner, latest by 30th May 2023. Sh Sudidhi Das, Director (IT) NIC Dak Bhawan (sudidhi [at] nic.in, 9810357708) shall provide technical support to Circles in this exercise.</p>

<p><strong>Subject: Intimations/ permissions under Rule 18 (2) of CCS (Conduct) Rules, 1964 and scrutiny of Annual Immovable Property Returns (AIPR) of all Group ‘A’ officers of Department of Posts &#8211; reg.</strong></p>



<p>The undersigned is directed to convey that the existing process of intimation / permissions under Rule 18(2) of CCS (Conduct) Rules, 1964 regarding acquiring and disposing of immovable property of Group ‘A’ officers of Postal Department either in their own name or in the name of any member of their family and scrutiny of the Annual Immovable Property Returns (AIPR), has been revised and it has decided that henceforth, the following procedure will be followed:</p>



<p>(A) In respect of all Group ‘A’ officers working in Directorate (Postal/PLI/BD/Parcel), CEPT and all CPMsG (including Director, RAKNPA):</p>



<ul class="wp-block-list"><li>(i) SPG Section to receive and process cases of intimation / permissions under rule 18 (2) of CCS (Conduct) Rules. The request shall include details of other party (ies), property proposed to be acquired /alienated and source of funds along with supporting documents.</li><li>(ii) SPG Section to scrutinize and process such requests completes in all respect and submit for information/approval to Director General Postal Services.</li><li>(iii) AIPR of such officers received, shall be checked to confirm whether any transactions through which any property was purchased/alienated is reflected in AIPR or not. At the same time, this is also to be confirmed whether any change in property returns is duly preceded by intimations/permissions for such transactions. After such scrutiny, these may be put up for information of DGPS.</li><li>(iv) Intimation/ permissions and AIPR of DGPS and Secretary (Posts) shall be put up to Hon’ble Minister-in-Charge after scrutiny by SPG Section.</li></ul>



<p>(B) CPMsG and Director (RAKNPA) shall exercise powers of HoD on this subject for all Group ‘A’ officers (in line with guidelines issued by Govt. of India vide G.I. M.H.A. No. 25/11/68-Ests. (A) dated 05.08.1968) working under their control. The manner of scrutiny of intimations/permissions under Rule 18 (2) and review of AIPR for all Group ‘A’ officers posted in Circles and RAKNPA would be same as mentioned above for Group ‘A’ officers posted in Directorate.</p>



<p>(C) 20% of AIPRs of Group ‘A’ officers may continue to be scrutinized by Sr. DDG (Vig.) &amp; CVO as provided in para 2.13(xii) of Chapter II of CVC Vigilance Manual (updated 2021).</p>

<h3 class="wp-block-heading">Subject: Regularization of the period of absence from duty in r/o Gramin Dak Sevaks during COVID &#8211; 19 pandemic periods.</h3>



<p>Madam/Sir,</p>



<p>This Department is in receipt of various references regarding regularization of the period of absence of Gramin Dak Sevaks of Department of Posts during lockdown / quarantine period, etc. The matter has been considered and with the approval of the competent authority, following orders are issued:-</p>



<p>(a) Period of absence due to restrictions on movement and travel imposed by the Central Government, State/UT Government, district authorities, local authorities, residential society etc. and due to residential area concerned notified as containment zone and due to Suspension of public transport due to which the GDS is not able to attend office – shall be treated as duty for all purposes.</p>



<p>(b) Period of quarantine/isolation, as prescribed by the authority from time to time, on coming into contact with a Covid positive person while in office or while carrying out official duty or while at place of residence – to be treated as duty for all purposes.</p>



<p>(c) In case of a GDS getting infected with Covid, a provision of paid leave on contracting Covid up to 30 days is provided. The Period of absence due to GDS contracting Covid 19 – sanction of paid leave upto 30 days would be regulated as following: </p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) Sanction of paid leave at credit of GDS</p><p>(ii) Sanction of emergency leave at credit of GDS</p><p>(iii) Sanction of paid leave/emergency leave which is not yet due and which shall be credited in leave account of GDS in subsequent half yearly periods.</p></blockquote>



<p>Total paid leave sanctioned as per (i), (ii) and (iii) above shall not exceed 30 days.</p>



<p>(d) In cases where the period left with the GDS before he/she is discharged on attaining 65 years of age is less than two years, he/she shall be able to avail paid leave/ emergency leave not yet due only to the extent of leave expected to be credited in his/her account till his/her attaining 65 years of age.</p>



<p>(e) In cases where the GDS who has availed paid leave/ emergency leave not yet due get discharged before the leave availed are adjusted against the future entitlement of leave, recovery from his/her Severance/ Gratuity may be made. As for GDS who have not completed 10 years of engagement period and thus not entitled for Severance Gratuity, will have to deposit amount equivalent to the leave not adjusted before discharge.</p>



<p>(f). Following undertaking shall be obtained by the leave sanctioning authority where paid leave/emergency leave not yet due is sanctioned: –</p>

<ol class="wp-block-list" start="2"><li>The leave sanctioning authority accordingly after satisfying himself/herself shall issue appropriate orders.</li><li>In case the GDS concerned is not satisfied with the decision of leave sanctioning authority, he/she may represent to next higher authority. The next higher authority will decide the representation within 15 days of receipt.</li><li>These orders shall cover all the period of absence of GDS due to covid-19 related circumstances since imposition of first lockdown i.e. 24.03.2020 and shall remain in force till end of Covid-19 pandemic declaration by government authorities.</li></ol>

<p>The undersigned is directed to say that vide O.M. no.1/4/2019-NS dated 30.06.2021 (copy enclosed), Govt. of India, Ministry of Finance, Department of Economic Affairs (Budget Division) has informed that the rate of interest on various National (Small) Savings Schemes for the second quarter of the financial year 2021-22 starting from 1st July 2021 and ending on 30th September 2021 shall remain unchanged from the current interest rates applicable for the first quarter (1st April 2021 to 30th June 2021).</p>
