<p><strong>Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.07.2015 onwards – reg.</strong></p>
<p><strong> </strong></p>
<p>consequent upon grant of another installment of Dearness Allowance, with effect from 1st July, 2015. to the Central Government Employees vide government of India, Ministry of Finance, Department of Expenditure’s O.M.No.1/3/2015-E-II (B) dated 23.09.2015, duly endorsed vide this Department’s letter No.8-1/2012-PAP dated 28.09.2015, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basis TRCA at the revised rate with effect from 01.07.2015. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 113% to 119% on the basic Time Related continulty Allowance, with effect from the 1st July, 2015.</p>
<p>&nbsp;</p>
<p>2. the additional installment of Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.</p>
<p>&nbsp;</p>
<p>3. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.</p>
<p>&nbsp;</p>
<p>4. This issues with the concurrence of integrated Finance Wing vide their Diary No.167/FA/2015-CS dated 06.10.2015.</p>

<p>The Undersigned is directed to refer to FOD’s Note No. A-12034/22/2009-E.III dated 9.9.2013 and Ministry of Finance Department of Expenditure’s U.O No. 41(1)/E.III B/2014 dated 15/07/2014(copy enclosed for ready reference) and as per provisions laid down in Part B of CCS (RP) Rules, 2008 on the subject mentioned above and to convey the approval of the Competent Authority for merging the posts of Assistant (Group B Non- Gazetted) in the pre-revised pay scale of Rs. 5000-150-8000/ and Office Superintendent (Group B Gazetted) in the pre-revised pay scale of Rs. 5500-175-9000/ and re-designate them as  Assistant in the Pay Band i.e. Rs. 9300-34800/ with Grade Pay of Rs. 4200/- in FOD.</p>
<p>2. As regards the supernumerary posts is concerned FOD may send a separate proposal for creation of supernumerary posts in a self contained note with full justification alongwith all supporting documents and in accordance with the provisions of Department of Expenditure’s O.M. No. F/8(4)-E.G.I/     61 dated 15th March, 1961.</p>

<p>Sub: – <strong>Clarification on reckoning of period of “Dies non” while &amp; granting ACP / MACP to officials.</strong></p>
<p>The issue of counting the period of “Dies non” for the purpose of ACP / MACP was raised in JCM (DC). The issue was examined in consultation with DoPT. The Nodal Department has clarified the issue vide DOFF ID NO. 78961/13/CR dated 14.11.13 as below:-</p>
<p>“Regular service for the purpose of grant of financial upgradations under MACPS includes all period spent, on deputation/foreign service, study leave and all other kind of leave, duly sanctioned by the competent authority. In terms of Government of India decisions relating to ” Treatment of willful absence from duty given under Rule 25 (leave) of CCS (Leave) Wes, 1973, the period of absence not covered by grant of leave shall have to be treated as “dies non” for all purpose, viz increment, leave and pension. Though the.period of dies non does not constitute break in service, but only the day (s) treated as dies non are not counted as duty for any purpose. Dies non is only a concession for permitting the beneficiary thereof to have subsequent service in continuation of the period of service before the beneficiary proceeded on unauthorized. absence.</p>
<p>“Accordingly, it is clarified that dies non period will not be counted as regular service for the purpose of grant of financial upgradation under ACP/MACP Schemes”.</p>

Subject: <strong>Grant of Split Duty Allowance-for the further period of 3 years w.e.f. 01.07.2011 to 30.06.2014, on existing rate</strong></p>
<p>Sir,<br />
The matter of continuance of payment of Split Duty Allowance to Group C &amp; D (now MTS) employees of Department of Posts who are placed on split duty has been examined further in the Directorate in consultation with Integrated Finance Wing and it has been decided by the competent authority to continue the payment of Split Duty Allowance at existing rate of Rs. 100/- p.m. for the further period of 3 years w.e.f. 01.07.2011 to 30.06.2014.</p>
<p>The terms and conditions will be as follows:</p>
<p>1. The break between two duty spells is not less than two hours.</p>
<p>ii. The Split Duty Allowance will be admissible only for the actual period for which the official is on split duty and when he is placed on a continuous duty, he will forfeit the right to draw the Split Duty Allowance.</p>
<p>iii. The Split Duty Allowance will not be admissible during the period of leave and training.</p>
<p>iv. The official residing beyond 5kms from his duty place are only eligible for this allowance.</p>
<p>2. This issues with the concurrence of the IFW vide their Diary No. 114/FA/13/CS dated 14.08.2013.</p>
