Sub: Validity period of Privilege Passes/ Post Retirement Complimentary Passes/ Widow Passes and PTOs w.e.f. 01.11.2024.

(ii) Board’s letter No. E(W)2007 /PS5-1/9 dated 26.03.2012.

Advance Reservation Period (ARP) has been reduced from 120 days to 60 days, vide Board’s letter cited under Ref.(i) above. Consequently, queries are being received from Railways as well as employees regarding validity period of Privilege Passes (PP)/ Post Retirement Complimentary Passes (PRCP)/ Widow Passes (WP).

2. In this context, attention is invited to instructions contained in Para-2 of Board’s letter cited under Ref.(ii) above, issued with the concurrence of Finance Directorate of Ministry of Railways, wherein it was stipulated that the validity period of PP/PRCP/WP and PTOs shall be 1 month more than the ARP but will not be less than 4 months, if ARP is reduced in future.

Responding to the instructions issued by the Railway Board vide letter dated 19/04/2018 with reference to NFIR’s PNM Agenda Item No. 06/2016, Federation vide series of letters, latest being dated 12/03/2019, requested the Railway Board to restore previous instructions issued vide No. E(W)2006/PS5-1/28 dated 18/04/2007 to facilitate the benefit of Post Retirement Complimentary Passes to the Former Defence Forces Personnel etc., working in Railways (as announced by Hon’ble MR in the Parliament during the course of presenting Rail Budget 2007-08). Federation further desires to bring to the notice of the Railway Board that the subject was also discussed with ED(IR) on 3rd July, 2018 while specific case belonging to North Western Railway was also cited wherein the Zonal Railway has taken negative view and declined to implement Board’s instructions dated 19104/2018 stating that the employee has not completed 20 years or more service in Railways, therefore not entitled for PRCP.

During NFIR’s PNM meeting held with the Railway Board on 25/26-4-2019 though the subject could not be discussed due to paucity of time, the position conveyed through Action Taken Statement to the Federation is as follows :-

” The matter is under re-examination on file in consultation with Associate Finance”

NFIR, therefore once again urges upon the railway Board to issue suitable clarificatory instructions, duly modifying earlier instructions dated 19/04/2018 to facilitate the Former Defence Forces Personnel/Central Government Employees who joined Railways, to avail the benefit of PRCP on the basis of length of service rendered in Railways and in the previous Central Government Organizations. A copy of the modified
instructions issued may be endorsed to the Federation.

Kind attention of Railway Board is invited to Federation’s demand contained in Agenda Item No. 06/2016, wherein it was requested to restore previous instructions issued under Railway Board’s letter dated 18/04/2007 facilitating the benefit of Post Retirement Complimentary Passes to ex-servicemen working in the Railways duly respecting the announcement of Hon’ble MR on the floor of the House during the course of presentation of Rail Budget 2007-2008. Though the Railway Board have issued instructions vide letter dated 19/04/2018, unfortunately these are not being implemented on Zonal Railways etc., on the pretext that such staff have not completed 20 years service or more in the Railways. In this connection, Federation vide its letter dated 17/08/2018, cited the specific case of North Western Railway, unfortunately no instructions have been issued though discussions were held by General Secretary, NFIR with ED(IR) on 3rd July, 2018. Thereafter a period of over two months has passed, unfortunately instructions duly modifying Board’s letter dated 19/04/2018 are yet to be issued.

NFIR, therefore, requests the Railway Board to issue clarification duly amplifying the instructions issued vide letter dated 19/04/2018 to facilitate the ex-servicemen or Central Government employees joined Railways, to avail the benefit of Post Retirement Complimentary Passes on the basis of length of service in Railways and in the previous Central Government Organization. A copy of the instructions issued may be endorsed to the Federation.

Sub: Issue of 2 sets of Post Retirement Complimentary Passes (PRCP) to Group ‘D’ employees retired on or after 01.01.2006.

The demand for issuance of 2 sets of PRCPs to the staff retired as Group ‘D’ before their reclassification as Group ‘C’ was raised by staff side in the DC/JCM Meeting (Item No.18/2012) and also by AIRF in PNM Meeting (Item No.38/2016) with Board.

2. The issue has been examined in detail and in order to bring uniformity in cases of all those employees who retired on or after 01.01 .2006 i.e. whether classified as Group ‘C’ or retired as Group ‘D’, it has been decided with the approval of the Competent Authority to amend the relevant provisions of extant Pass Rules. Accordingly, PRCP entitlement stipulated under Columns 1 and 2 of Schedule-IV (Post Retirement Complimentary Passes) of the Railway Servants (Pass) Rules, 1986 (Second Edition -1993) is amended as follows:-

3. Accordingly, PRCPs/Widow Passes, as per revised entitlement, shall be admissible to the employees retired/deceased on or after 01 .01.2006. However, higher number of PRCPs/Widow Passes, as per revised entitlement, will be issued from the current calendar year only. The number of sets of PRCP/Widow Passes in case of employees retired/deceased before 01.01.2006 shall continue to be the same as prevalent at that time.

4. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Sub:- Validation of Duty/Privilege/Post Retirement Complimentary Passes (PRCP) in Hamsafar Express trains, Gatimaan Express trains and all other Special trains including Suvidha Express, Special Trains on special charges, etc.

On a demand raised in PREM Group Meeting, a proposal for standardization of travel entitlement on Passes has been under consideration.

2. After due deliberations, Board have decided to allow booking of berths/seats by serving/retired Railway Servants on Duty/Privilege/Post Retirement Complimentary Passes, as follows:-

(i) The accommodation in Hamsafar Express trains for Duty/Privilege/PRCP shall be earmarked as at par with that being earmarked in Rajdhani/Duronto Express trains.

(ii) In Gatimaan Express train, the accommodation for Duty/Privilege/PRCP shall be earmarked as at par with that being earmarked in Shatabdi Express trains.

(iii) In all other special trains including Suvidha Express, Special Trains on special charges, etc., the accommodation shall be earmarked on the lines of Rajdhani/Duronto/Shatabdi Express trains depending upon the type of coaches being attached in that train to the extent of 1AC-4, EC4, 2A-6, 3A-16, CC-4, SL-20 and 2S-20.

2. Booking of tickets in above categories of trains will be allowed on the basis of extant stamping on passes for travel by Rajdhani/Shatabdi/Duronto Express trains with a minor modification that now the word “Rajdhani/Shatabdi/Duronto Express type trains” shall be stamped. No additional stamping containing the name of any other train is to be made on the passes. The Pass Issuing Authorities should ensure that stamping on the passes is strictly in compliance with the Pass Rules and duly authenticated.

3. This information may be brought to the notice of all concerned.

4. CRIS will make necessary modifications in the software immediately under intimation to Board and all Zonal Railways.

5. This issues with the concurrence of the Finance and Commercial Directorates of the Ministry of Railways.

6. Receipt of the letter may be acknowledged.

Railway Board had enhanced period of the advance reservation to 120 days vide Commercial Circular No.12 of 2012 dated 06.02.2012, validity period of full/half sets of Privilege Passes, Post Retirement Complimentary Passes, Widow Passes and Privilege Ticket Orders(PTOs) was also extended to 05 months from the prevalent four months, i.e. one month more than advance reservation period(Ref. Board’s letter No.E(W) 2007/PS 5-1/9 dated 26.03.2012(RBE No.41/2012).

Reference above, on earlier occasion Railway Board had enhanced period of the advance reservation to 120 days vide Commercial Circular No.12 of 2012 dated 06.02.2012, validity period of full/half sets of Privilege Passes, Post Retirement Complimentary Passes, Widow Passes and Privilege Ticket Orders(PTOs) was also extended to 05 months from the prevalent four months, i.e. one month more than advance reservation period(Ref. Board’s letter No.E(W) 2007/PS 5-1/9 dated 26.03.2012(RBE No.41/2012).

The period of advance reservation is now again been enhanced to 120 days w.e.f. 01.04.2015, as already pronounced during Budget Speech of the Hon’ble MR while presenting Rail Budget 2015-16.

The Board are, therefore, requested to extend validity of full/half sets of Privilege Passes, Post Retirement Complimentary Passes, Widow Passes and Privilege Ticket Orders(PTOs) to 05 months as was done vide Board’s letter dated 26.03.2012 supra. All concerned may be advised accordingly.
