<p>Department of Posts with its omnipresent network of 1.5 lakh Post Offices, has taken &#8220;Har Ghar Tiranga&#8221; Programme to every citizen of the country. Within a short span of 10 days, India Post has sold more than 1 crore National Flags, through Post offices as well as online, to citizens. These Flags have been sold by the Department at a very economical price of Rs. 25/- . For online sale, the Department has provided free doorstep delivery to any address across the country; more than 1.75 Lakh flags have been purchased online by the citizens through the ePost Office facility.</p>



<p>4.2 lakh strong Postal employees across the country have enthusiastically propagated the message of “Har Ghar Tiranga” in cities, towns and villages, in border areas, in LWE Districts, and in mountainous &amp; Tribal areas. Through Prabhat Pheris, Bike  Rally and Choupals sabhas, India Post has taken the message of “Har Ghar Tiranga” to every section of the society. Social Media tools like twitter and facebook have also been extensively used for spreading the message of the programme among digitally connected citizens.</p>



<p>The sale of the National Flag through Post Offices is open till 15 August 2022. Citizens can walk in, to the nearest Post Offices or visit the epost office (<a href="http://epostoffice.gov.in/" target="_blank" rel="noreferrer noopener">epostoffice.gov.in</a>) and obtain their National Flag and become a part of “Har Ghar Tiranga” campaign. Citizens can also take a selfie with the Flag and upload it on <a href="http://www.harghartiranga.com/" target="_blank" rel="noreferrer noopener">www.harghartiranga.com</a> and register their participation in the largest celebration of New India.</p>

<p><strong>Guidelines of Drop box for depositing cheque in post offices</strong></p>

<h3 class="wp-block-heading">Sub:  Introduction of the system of “Drop box” for depositing cheques in post offices. -reg.</h3>



<p>Respected Sir/Madam.</p>



<p>Kindly refer to this Division’s D.O.No. 112-08/2018-SB dated 13.09.2018 regarding Drop Box system in post offices for cheque deposit.</p>



<p>In this regard, the undersigned is directed to request you to start the “<strong>Drop Box</strong>” system for cheque deposit in post offices chosen for the purpose by the circle.</p>



<p><strong>Following guidelines may be followed for smooth operation of “Drop Box” facility</strong> : </p>



<p>1. Drop Box facility should be provided in the Public Hall for easy access to public.<br />2. The following instruction for dropping cheques should be placed besides the drop box.</p>



<ul class="wp-block-list"><li>A. Please drop the cheque with filled pay-in slip (SB-103) duly filled in all respects.</li><li>B. Please correct Account Number, also write cheque number, bank name in the pay-in-slip.</li><li>C. Please write contact number on the back side of pay-in-slip and cheque.</li><li>D. For Cheque amounting 50000 or more, PAN card no. should be mentioned in pay-in-slip.</li><li>E. For Cheque of PPF/SSA scheme please check your prescribed limit for financial year.</li><li>F. For cheque of PPF/SSA account for matured account should be extended first for depositing cheque.</li><li>G. Post dated and outdated cheque should not be dropped in the drop box.</li><li>H. Non-CTS cheques should not be dropped in the drop box.</li><li>I. Cheque for opening of New Accounts should not be dropped in drop box.</li></ul>



<p>3. Drop Box opening timings may be fixed with reference to cheque clearance hours in the circle/Post Office.</p>



<p>4. Concerned PA should collect the cheques from the drop box twice in a day at fixed timing, make a list of the cheques &amp; then handover respective counters for depositing/making entries.</p>



<p>5. Proper Supervision to be made by the concerned supervisor on this to avoid any discrepancy or irregularity.</p>



<p>6. In case of any discrepancy noticed, depositor should be intimated through phone/ letter for completion of requsite details.</p>



<p>This issues with the approval of DDG(FS).</p>

<p>About thirteen (13) lakhs Central Govt. Employees participated in the nationwide one day strike on 8th January 2020 as per the call given by Confederation of Central Government Employees &amp; Workers.  The main demand of the strike is “<strong>Scrap New Contributory Pension Scheme (<a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener" aria-label="NPS (opens in a new tab)">NPS</a>) &amp; Restore Old defined Pension Scheme (OPS)</strong>”.  The strike is also to express the anger and protest of the <a href="https://centralgovernmentnews.com/">Central Government employees</a> and Pensioners against the neo-liberal policies being implemented by the Central Government in the Central Government services, as a result of which the job security, wage structure, social security and the trade union rights of the employees are in danger. None of the 10 points Charter of Demands submitted to the Government by Confederation are settled.</p>



<p>In Postal department about four and half lakhs employees participated in the strike all over the country. 1,55,000 Post Offices and about 400 RMS offices remained closed.  Gramin Dak Sevaks of rural post offices also went on strike. Delivery work also affected as Postmen joined the strike.</p>



<p>In Income Tax Department the strike is total in all the States.  Work of all Income Tax Offices came to a standstill. Employees of Audit &amp; Accounts department, Civil Accounts, Atomic Energy, Geological Survey of India, Customs and Central Excise, Survey of India, Botanical Survey of India, Postal Accounts, Indian Space Research Organisation (ISRO), Printing and Stationery, Indian Bureau of Mines (IBM), AGMARK, Central Government Health Scheme (CGHS), Medical Stores Depots, Film Division of India, Indian Council for Medical Research, Indian Council for Agricultural Research, Central Food Processing Laboratory, Census Department, National Sample Survey Organisation (NSSO), Defence Accounts, Rehabilitation Department, Central Public Works Department (CPWD), Canteen Employees, Institute of Physics, LNCPE, Sree Chitra Tirunal Institute of Medical Sciences, Employees Provident Fund Organisation (EPFO), Passport Department, Zoological survey of India, Patent Office, Central Drug Laboratory, NADMO, National Library, Marketing Inspection, Commercial Intelligence, Homeopathy Department, Archeological Survey of India and various other autonomous and Scientific Research Institutions participated in the nationwide strike.</p>



<p>Strike is near total in Kerala, West Bengal, Tamilnadu, Maharashtra, Karnataka, Odisha, Telangana, Andhra Pradesh, Chattisgarh, Jharkhand, Assam, North Eastern States including Tripura. 70 to 80% participation in Uttar Pradesh, Madhya Pradesh, Punjab, Haryana and Rajasthan. 60 to 70% strike in Uttarakhand, Bihar, Delhi, Himachal Pradesh, Gujrat and J &amp; K.</p>



<p>Solidarity demonstrations and dharnas are conducted by Central Government Pensioners Organizastions in various states.</p>



<p>National Secretariat of the Confederation thanked and congratulated the Central Government employees for their massive participation and for making the one day nationwide strike a resounding success.</p>

Whether the revised rates of 7th CPC for Cash Handling Allowance and Treasury Allowance are also applicable for cash handling to the Sub Postmasters in single and double handed Post offices and to those Sub Postmasters in Post Offices where there is no separate Treasury is justified.</p>



<p><strong>Clarification</strong>: Not applicable. Already clarified in para 2 (iv) and (v) of DOPT OM No. 4/6/17- Estt.(Pay-II) dated 18.01.2019.</p>



<p><strong><em>Query No.2:</em></strong> Whether Rs. 700/- rate of Cash Handling Allowance and Treasury Allowance is to be granted directly to all eligible operative staff as it fixed for amount &lt;=5 lakh average monthly cash handled or whether it is to be calculated and fixed every year based on the statistics of previous financial year’s average quantum cash disbursed for the Treasurers and Sub Postmasters in Post Offices where there is no separate Treasurer is justified.</p>



<p><strong>Clarification</strong>: As per para 2(iii) of the said OM dated 18.01.2019 ” the Cash Handling and Treasury Allowance should be reviewed every financial year.”</p>



<p><strong><em>Query No.3.</em></strong> Whether Cash Handling Allowance and Treasury Allowance will be allowed to all Treasurers in big offices if more than one Treasurer is working in those offices.</p>



<p><strong>Clarification</strong>: No. Already clarified in para 2(vi) of the of the aforesaid mention OM dated 18.01.2019 that “not more than one official should be allowed the Cash Handling Allowance and Treasury Allowance in an office.”</p>

<p>In supersession of all previous orders on the subject issued from time to time, the following guidelines will be followed with immediate effect for issue and review of Inspection Reports :-</p>
<p>Inspection Reports of Post Offices/Mail Offices/other Offices should be issued by strictly observing the following periodicity :-</p>

<p>i) The Reviewing Authorities of Inspection Report/Verification Report vis-a-vis the Inspecting Authority shall be:-</p>
<p>The previous IR shall be reviewed at the time of annual inspection by the immediate Inspecting Authority.<br />
The IRS of Heads of Circles need not be sent to Dtte. for review. Compliance on these IRs will however be personally monitored by the Head of the concerned<br />
The cycle of inspection of an office should be complete with action taken for compliance latest, by 4 1/2 months from the date of commencement of inspection of that office.</p>
<p>3. By 28th/29th of February of the year following the inspection calendar year, all Heads of Circles will furnish a certificate in the following format to Directorate:-</p>
<p>&#8220;This is to certify that all the inspections allotted for the year ______ have been completed by Inspecting Authorities of ____ Circle and Inspection Reports thereupon have also been issued by all Units in the Circle.&#8221;</p>
<p>The above certificate will be taken as one of the targets for APAR writing.</p>
<p>4. Orders for submission of all other reports i.e. quarterly, half yearly, annually etc to the Directorate issued from time to time related to completion of inspections/IR issued is hereby discontinued. However, Circles may continue to monitor timely completion of inspections Si issuance of IRs of all the offices under its jurisdiction.</p>

<strong>Cabinet approves Revised Cost Estimate for setting up of India Post Payments Bank<br />
</strong><strong>Boost to Banking Services at Post Offices across the country</strong></p>
<p style="text-align: right;">29 AUG 2018</p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of the project outlay for setting up of India Post Payments Bank (IPPB) from Rs. 800 crore to Rs. 1,435 crore. The additional sum of Rs. 635 crore in the revised cost estimates is on account of Rs 400 crore for Technology Costs and Rs 235 crore for Human Resource Costs.</p>
<p><strong>Details:</strong></p>
<ul>
<li>IPPB services shall be available at 650 IPPB branches and 3250 Access Points from 1st September 2018 and in all 1.55 lakh post offices (Access Points) by December 2018.</li>
<li>The project will generate new employment opportunity for about 3500 skilled banking professionals and other entities engaged in propagating financial literacy across the country.</li>
<li>The objective of the project is to build the most accessible, affordable and trusted bank for the common man; spearhead the financial inclusion agenda by removing the barriers for the unbanked and reduce the opportunity cost for the under banked populace through assisted doorstep banking.</li>
<li>The project will supplement Government&#8217;s vision of &#8220;less cash&#8221; economy and at the same time promote both economic growth and financial inclusion.</li>
<li>The robust IT architecture of IPPB has been built taking into consideration bank grade performance, fraud and risk mitigation standards and in line with the best practices from payments &amp; banking domain</li>
</ul>
<p><strong>IPPB services:</strong></p>
<p>The IPPB will provide bouquet of payments/financial services through its technology enabled solutions which will be distributed by the Department of Posts (DoP) employees/last mile agents transforming them from mail deliverer to harbinger of financial services.<br />
The IPPB shall pay incentive/commission to the last mile agents ( Postal Staff and Gramin Dak Sewaks) directly in their accounts for providing IPPB services so as to motivate them to promote IPP8 digital services to the customers.</p>
<p>A part of commission to be paid by IPPB to Department of Posts will be used for increasing the wherewithal of Post office.</p>

<p>Furthering the Digital India-initiatives of Govt. of India, Principal Controller of Defence Accounts(Pensions), Allahabad has startedissuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. What began in the first phase, for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017, has now been extended to all defence pensioners including defence civilians.</p>
<p>Principal Controller of Defence Accounts (Pensions), Allahabad is the sole agency under Ministry of Defence which sanctions Pensions for the Defence Services viz., Army, Coast Guard, Defence Research and Development Organization,General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians.</p>
<p>The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels.</p>

										<content:encoded><![CDATA[<p><strong>India Post Payment Banks (IPPB) to come up in 12 districts under Trichy region by September, 2018</strong></p>

<p>A total of 12 India Post payment banks would come up in the 12 districts under Trichy postal division including two in the district before September this year, the director of postal services, central region, A Thomas Lourduraj has said. He also revealed that the region had seen a growth of 8.87 per cent during 2017-18 compared to the previous year in overall business.</p>
<p>According to him, 37 payment banks would be established across the state. In an effort to provide banking services to the people, particularly in rural areas, the Union government had announced the establishment of 650 payment banks. He was speaking at a function to declare open the Trichy postal division’s migration to Core System Integration platform. The head post offices, sub-post offices and branch offices would be linked to the payment banks. The banks would provide banking services like savings accounts, payment and remittance services. However, they would not offer loans or credit cards, they said.</p>
<p>ATMs have been established at 24 centres in Trichy region including two in Trichy. In 2017-18, a total of 83,000 applications were received for Selvamagal Savings Scheme from which the postal department had realised Rs 436 crore across the region. They had received 8,168 applications under the postal insurance scheme and collected Rs 92.45 crore as premium during 2017-18. In the case of rural postal insurance, Trichy region received 40,509 applications and Rs 119.41 crore by way of premium, officials said.</p>

<p>India Post Payments Bank (IPPB) Expansion Programme continues to make brisk progress and a nation-wide roll-out is scheduled beginning April 2018. No decision has been taken to revise the timelines as reported in some sections of the media on Tuesday, 06th February 2018. Once the proposed expansion is completed, IPPB will be providing the largest financial inclusion network in the country, covering both urban as well as rural hinterland with ability to provide digital payment services at the doorstep with the help of Postmen and GraminDakSewaks (GDS). IPPB will also enable more than 17 crore active account-holders of Post Office Savings Bank to make interoperable digital payments including the benefit of NEFT, RTGS, UPI and bill payment services. Additionally, the IPPB will enable acceptance of digital payments across post offices in the country in line with the digital payments initiative of the government.</p>

<p>Will the Minister of COMMUNICATIONS be pleased to state:</p>
<p>(a) the total number of postal circles in the country and the number of GPOs, SPOs and EDBOs functioning under these circles alongwith number of these post offices located in rural and urban regions separately;<br />
(b) the number of post offices manned by Grameen Dak Sevaks (GDSs) State/UT-wise alongwith the details about the monthly salary of the GDS;<br />
(c) whether Grameen Dak Sevaks (GDSs) are eligible for pension like other Government employees and if not, the reasons therefor;<br />
(d) whether Government is contemplating to constitute any Committee to look into the salary structure and other service matters of Grameen Dak Sevaks and if so, the details thereof;<br />
(e) whether the said committee has submitted its said report and if so, the salient features of the said report; and<br />
(f) the time by which it is likely to be implemented?</p>
<p><strong>ANSWER</strong></p>
<p><strong>THE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS &amp; MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)</strong></p>
<blockquote><p>(a) Madam, the total number of Postal Circles in the country is 23. The total number of GPOs is 24, the total number of Sub Post Offices (SPOs) is 24753, the total number of Extra Departmental Branch Offices (EDBOs) is 129346. The details of these post offices rural and urban regions wise is enclosed at Annexure-I.</p>
<p>(b) The number of post offices which are manned by Gramin Dak Sewaks (GDS) is given in the Annexure-II. Details of the monthly wages admissible to various categories of Gramin Dak Sewaks are given in the Annexure-III.</p>
<p>(c) No, Madam. The legal status of the Gramin Dak Sevaks as held in 1977 by Apex Court is that they are holders of the civil posts outside the regular civil service. Being a distinct and separate category, CCS (Pension) Rules, 1972 are not applicable in the case of Gramin Dak Sevaks (GDS).</p>
<p>(d) Yes, Madam. To examine the system of Branch Post Offices, engagement conditions, existing structure of allowances and all other welfare issues pertaining to Gramin Dak Sevaks, a one-man Committee under the Chairmanship of Shri Kamlesh Chandra, Retired Member Postal Services Board was set up.</p>
<p>(e) Yes, Madam. The committee has submitted its report. The salient feature of the report is given in the Annexure-IV.</p>
<p>(f) The recommendations of the committee are being examined by the Department of Posts. No timeline is specified to implement the recommendations of the Committee.</p></blockquote>
