<h3 class="wp-block-heading">Insurance coverage to PMJDY account holders</h3>



<p class="has-text-align-right">20 SEP 2020</p>



<p>Under Pradhan Mantri Jan-Dhan Yojana (<strong>PMJDY</strong>), a free RuPay debit card is provided to the PMJDY account holders with inbuilt accident insurance cover of Rs. 1 lakh. This coverage amount has since been raised from Rs. 1 lakh to Rs. 2 lakh to PMJDY accounts opened after 28.08.2018. This was stated by Shri Anurag Singh Thakur, Union Minister of State for Finance &amp; Corporate Affairs in a written reply to a question in Rajya Sabha today.</p>



<p>Giving more details, the Minister said that all eligible and willing PMJDY account-holders can enroll under Pradhan Mantri Suraksha Bima Yojana (<strong><a href="https://centralgovernmentnews.com/tag/PMSBY/" target="_blank" rel="noreferrer noopener">PMSBY</a></strong>) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).</p>



<p>Under PMSBY, accident insurance coverage of Rs. 2 lakh is provided to enrolled beneficiaries in the age group of 18 years to 70 years with an annual premium of Rs. 12 only through auto-debit from bank account with express consent of the account holder.</p>



<p>Under PMJJBY, life insurance coverage of Rs. 2 lakh is provided to enrolled beneficiaries in the age group of 18 years to 50 years for an annual premium of Rs. 330 through auto debit from bank account with express consent of the account holder</p>

<strong>Building and Other Construction Workers Welfare Cess</strong></p>
<p style="text-align: right;">17 DEC 2018</p>
<p>Pursuant to the directions of Hon’ble Supreme Court contained in its judgement dated 19.03.2018 in W.P. (C) No. 318/2006, the Central Government has formulated a model welfare scheme for BOC workers which, inter alia, envisages following maternity benefit, out of the BOCW welfare cess fund, for those BOC workers who are not covered under Ayushman Bharat:-</p>
<blockquote><p>(i) Paid maternity leave to registered construction workers ranging from 90 days to 26 weeks for up to two deliveries.</p>
<p>(ii) Rs.6000/-per delivery for up to two deliveries to the wife of the registered construction workers, which will be in addition to any other benefit received from any Government Scheme in this regard.</p></blockquote>
<p>The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 provides safety, health and welfare measures for the building and other construction workers. For the purposes of the above said Act, a cess is levied and collected at the rate of 1% of the cost of construction by the State Governments under the Building and Other Construction Workers’ Welfare Cess Act, 1996. The States, through their respective State Building and Other Construction Workers Welfare Boards, constituted under BOCW Act, utilize the cess fund in terms of Section 22 of BOCW Act, 1996. The States and Union Territories have collected around Rs. 45473.1 Crore and have spent an amount Rs. 17591.592 Crore upto 30.9.18.</p>
<p>The Welfare Schemes funded from BOCW welfare cess fund are exclusively for the building and other construction workers. Diversion of the cess fund for welfare of other category of workers is not permissible under the BOCW (RECS) Act, 1996.</p>
<p>Utilization of Cess Fund under Section 22 of the Building and Other Construction Workers (RECS) Act, 1996 Act and the registration of building and other construction workers as beneficiary under section 12 of the said Act is done by the State Building and Other Construction Workers Welfare Boards.</p>
<p>Besides the above, the Government is implementing various Acts and Schemes to provide social security and welfare benefits to workers, both in the organised and unorganised sector. The social security to the workers in the organized sector is provided mainly through five Central Acts, namely, the Employees&#8217; State Insurance Act, 1948, the Employees’ Provident Funds &amp; Miscellaneous Provisions Act, 1952, the Employee’s Compensation Act, 1923, the Maternity Benefit Act, 1961 and the Payment of Gratuity Act, 1972.</p>
<p>In order to provide social security benefits to the workers in the unorganised sector, the Central Government is implementing Unorganised Workers’ Social Security Act, 2008, to provide welfare schemes in matters relating to life and disability cover, health and maternity benefits, old age protection to the unorganised workers. Various Ministries/Departments of the Central Government are implementing such social security schemes like Indira Gandhi National Old Age Pension Scheme (Ministry of Rural Development); National Family Benefit Scheme (Ministry of Rural Development); health and maternity schemes (Ministry of Health and Family Welfare). The Central Government has also converged the social security scheme of Aam Aadmi Bima Yojana (AABY) with Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) to provide life and disability coverage to the unorganised workers depending upon their eligibility. These converged schemes give coverage of Rs.2 lakhs on death at premium of Rs.330/- per annum and coverage of Rs.2 lakhs on accidental death at premium of Rs.12 per annum, besides disability benefits as per the scheme. The annual premium is shared on 50:50 basis by the Central Government and the State Governments. These schemes are implemented and monitored by Life Insurance Corporation of India and the concerned State Governments.</p>
<p>This information was given by Shri Santosh Kumar Gangwar Union Minister of State (I/C) for Labour and Employment in written reply to a question in Lok Sabha today.</p>

<p>Railway Board vide their letter cited, have advised to encourage the Railway Employees to enrol themselves for Insurance coverage under <strong>Pradhan Mantri Suraksha BimaYojna (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojna Bima Yojna (PMJJBY)</strong> to move towards creating a universal social system. <p>Accordingly, Personnel Department/Headquarters has planned the course of action for conduct of “Pradhan Mantri Suraksha Bima Yojna and PMJJBY Mela” exclusively for Railway employees working in Headquarters area to enrol themselves for the above Bima Yojnas. The following documents are required for enrolment.</p>
<p>1) Aadhar Card (Xerox) -2 copies<br />
2) PAN Card (Xerox) &#8211; 2 copies<br />
3) Details of the Nominee with the details of Name, Relationship &amp; age etc.<br />
4) The nominee should be a major (Aadhar Card Xerox to be submitted)<br />
5) Copy of Bank Pass Book (First Page)<br />
6) Latest Passport size Photos-2</p>
<p>The &#8220;Pradhan Mantri Surakshan BimaYojna and PMJJBY Mela&#8221; is fixed to be organised on 12.09.2018 from 09.00hrs. to 17.00hrs. at Butterfly Shed/ Rail Nilayam/ Secundarabad. The Officials of Syndicate Bank/Rail Nilayam Branch, State Bank of India.Himmat Nagar Branch and Lallaguda Branch are participating in the Mela for enrolment.</p>
<p>It is therefore requested to attend the&#8221;Pradhan Mantri Suraksha BimaYojna and PMJJBY Mela&#8221; on 12.09.2018 form 09.00hrs. onwards along with the required documents mentioned above to enrol themselves and reap and the benefits of these Schemes at a miniscule annual premium. Wide publicity may be given among the staff for enrolment.</p>

<p style="text-align: center;"><strong>Social Security Schemes</strong></p>

<p>The Ministry of Labour &amp; Employment, through its Labour Welfare Organizations across the country, implements welfare schemes relating to housing, education and health for beedi workers, mica mine workers, limestone &amp; dolomite mine workers, iron ore manganese, chrome ore mine workers and cine workers. These schemes were earlier administered through 5 Welfare Cess and Welfare Funds under various Cess Acts of Parliament. Now, these cesses have been abolished/subsumed in GST and the welfare schemes have been retained with funding from the Consolidated Fund of India. Salient features of these welfare schemes: are as follows:</p>
<p>(i) <strong>Revised Integrated Housing Scheme-2016:</strong> Subsidy of Rs.1,50,000 for construction of a new house is provided to the workers in three installments.</p>
<p>(ii) <strong>Education Scheme:</strong> Financial Assistance varying from Rs.250 to Rs.15,000 per year is provided to the wards of the workers studying in classes I to XII or pursuing non-professional and professional degree/graduate/post graduate courses.</p>
<p>(iii) <strong>Health Scheme:</strong> Health care facilities are provided to the workers and their dependents through 12 hospitals and 286 dispensaries under Labour Welfare Organizations across the country. In addition, reimbursement of expenditure for specialized treatment taken in Government recognized hospitals is also provided.</p>
<p>The above three schemes have been extended upto the financial year 2019-20. In addition to the above welfare schemes, the Central Government has recently converged the social security schemes of Aam Aadmi Bima Yojana (AABY) with Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) to provide life and disability coverage to the unorganised workers (in the age group 18-50 years) depending upon their eligibility. PMJJBY gives coverage of Rs.2 lakhs on death at premium of Rs.330/- per annum. PMSBY gives coverage of upto Rs.2 lakhs on accidental death and disability at premium of Rs.12 per annum. Under the scheme, the Central Government contributes 50% of the premium for eligible unorganized workers and has requested the States to contribute the remaining 50% premium.</p>

<p><b>Key Achievements and Initiatives of Department of Financial Services for providing Social Security and Credit to various sections of society and ensuring Financial Inclusion<br />

<p>Through its Major Schemes, Department of Financial Services is ensuring financial inclusion, providing social security to the people as well as providing credit to various sections of the society. The major achievements of various schemes under the Department are highlighted below.</p>
<p>1. <b>Pradhan Mantri Jan Dhan Yojana (PMJDY)</b></p>
<p>The deposit base of PMJDY accounts has expanded over time. As on 05.04.2017, the deposit balance in PMJDY accounts was Rs. 63,971 crore in 28.23 crore accounts. The average deposit per account has more than doubled from Rs. 1,064 in March 2015 to Rs. 2,235 in March 2017.  22.14 crore RuPay cards have been issued under PMJDY.</p>
<p>The Bank Mitra network has also gained in strength and usage. The average number of transactions per Bank Mitra, on the Aadhaar Enabled Payment System operated by Bank Mitras, has risen by over eightyfold, from 52 transactions in 2014-15 to 4,291 transactions in 2016-17.</p>

<p>2. <b>Pradhan Mantri Jeevan Jyoti Bima Yojana (</b><b>PMJJBY)</b></p>

<p>As on 12th April, 2017, Cumulative Gross enrolment reported by Banks subject to verification of eligibility, etc. is about 3.1 Crore under PMJJBY. A total of 63291 claims were registered under PMJJBY of which 59770 have been disbursed.</p>

<p>3. <b>Pradhan Mantri Suraksha Bima Yojana (PMSBY)</b></p>
<p>As on 12th April, 2017, Cumulative Gross enrolment reported by Banks subject to verification of eligibility, etc. is about 10 Crore under PMSBY.  A total of 12816 claims were registered under PMSBY of which 9646 have been disbursed.</p>

<p>4. <b>Atal Pension Yojana (</b>APY)</p>
<p>As on 31st March, 2017, a total of 48.54 lakh subscribers have been enrolled under APY with a total pension wealth of Rs. 1,756.48 crore.</p>
<p>5. <b>Pradhan Mantri Mudra Yojana     </b></p>
<p>Under the scheme a loan of upto Rs. 50000 is given under sub-scheme &#8216;Shishu&#8217;; between Rs. 50,000 to 5.0 Lakhs under sub-scheme &#8216;Kishore&#8217;; and between 5.0 Lakhs to 10.0 Lakhs under sub-scheme &#8216;Tarun&#8217;.</p>
<p>As per latest data, loans extended under the Pradhan Mantri Mudra Yojana (PMMY) during 2016-17 have crossed the target of Rs. 1,80,000 crore for 2016-17. Sanctions currently stand at Rs. 1,80,528 crore. Of this amount, about Rs. 1,23,000 crore was lent by banks while non-banking institutions lent about Rs. 57,000 crore.</p>
<p>Data compiled so far indicates that the number of borrowers this year were about 4 crore, of which over 70% were women borrowers. About 18% of the borrowers were from the Scheduled Caste Category, 4.5% from the Scheduled Tribe Category, while Other Backward Classes accounted for almost 34% of the borrowers.</p>
<p>6. <b>Stand Up India Scheme</b></p>
<p>The Scheme facilitates bank loans between Rs.10 lakh and Rs.1 crore to at least one Scheduled Caste/ Scheduled Tribe borrower and at least one Woman borrower per bank branch for setting up greenfield enterprises. This enterprise may be in manufacturing, services or the trading sector.</p>
<p>As on 11th April, 2017, Rs 5807.7 crore has been sanctioned in 28444 accounts. Of these, women hold 22708 accounts with sanctioned loan of Rs 4740.11 crore, Scheduled Caste persons hold 4487 accounts with sanctioned amount of Rs 825.17 crore while Scheduled Tribe persons hold 1249 accounts with a sanctioned amount of Rs. 242.43 crore.</p>

<p>7. <b>Varishtha Pension Bima Yojana (VPBY)</b></p>
<p>The revived Varishtha Pension Bima Yojana (VPBY) was formally launched by the Finance Minister on 14.08.2014 based on the budget announcement made during 2014-15 and has been opened during the window stretching from 15th August, 2014 to 14th August, 2015. Thus all those who subscribe to the VPBY during this period will receive an assured guaranteed return of 9% under the policy. As per LIC, a total number of 3,23,128 policies with corpus amount of Rs. 9073.20 crore have been subscribed to the Scheme.</p>
<p>8. <b>Other Initiatives</b></p>
<p>The Government of India in the Interim Budget of FY 2014-15, announced the setting up of <b>Venture Capital Fund for Scheduled Castes</b>under the head Social Sector Initiatives in order  to promote entrepreneurship among the Scheduled Castes (SC). The scheme is operational since 16.01.2015 with a present corpus of Rs. 290.01 crore contributed by Ministry of Social Justice and Empowerment, Govt. of India (Rs. 240.01 crore) and IFCI Ltd. as sponsor and investor (Rs. 50 crore).  As of 15.03.2017, IFCI Venture Capital Fund Ltd. has sanctioned and disbursed Rs. 236.66 crore and Rs. 109.68 crore to 65 and 32 beneficiaries, respectively under the scheme since launch of the scheme.</p>
<p>The <b>Credit Enhancement Guarantee Scheme (CEGS) for Scheduled Castes (SCs) </b>was announced by Govt. of India in the Union Budget of 2014-15 wherein a sum of Rs.200 crore was allocated towards credit facility cover for young and energetic start-up entrepreneurs, belonging to SCs, who aspire to be part of neo middle class category with an objective to encourage entrepreneurship in the lower strata of the society resulting in job creation besides creating confidence in SCs.</p>
<p>Banks have undertaken <b>Financial Literacy</b> programmes through 718 Financial Literacy and Credit Counselling Centres (FLCCs). A total of 17,422 skilling centres have been mapped with branches and literacy centres, and financial literacy imparted to 7 lakh students. The literacy materials have been developed in regional languages and disseminated.</p>
<p><b>Card acceptance infrastructure</b>: To augment card acceptance infrastructure for use of debit cards, a major drive was undertaken between December 2016 and March 2017, resulting in an increase in the number of Point of Sale (PoS) terminals by an additional 12.54 lakh, up from 15.19 lakh as on 30.11.2016. Further, to improve such infrastructure in villages, 2.04 lakh PoS terminals have been sanctioned from the <b>Financial Inclusion</b> Fund by NABARD.</p>
