Sub: Productivity Linked Bonus for the Accounting year 2023-24.

The undersigned is directed to convey the sanction of the President for payment of Productivity Linked Bonus for the Accounting year 2023-24 equivalent of emoluments of 60 (Sixty) Days to the following category of
employees of Department of Posts:

• i. MTS, /Group ‘C’ and non-gazetted Group ‘B’.
• ii. Ex-gratia payment of bonus to regularly engaged Gramin Dak Sevaks.
• iii. Ad-hoc bonus to Full Time Casual laborers and Temporary Status Casual Laborers.

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:

2. REGULAR EMPLOYEES:

2.1 Productivity Linked Bonus will be calculated on the basis of the following
formula:

Average emoluments X Number of days of bonus
30.4 (average no. of days in a month)

2.2 The terms ‘emoluments‘ for regular department employees includes basic pay in the Pay matrix, Dearness Pay, S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty Members in Training Institutes. In case of emoluments exceeding Rs.7000/- (Rupees Seven Thousand only) in any month during the accounting year 2023-24, the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand only) per month only.

2.3 ‘Average Emoluments‘ for a regular employee is arrived at by dividing by
twelve, the total salary drawn during the year 2023-24 for the period from 1.4.2023 to 31.03.2024, by restricting each month’s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/

2.4 In case of those employees who were under suspension, or on whom diesnon was imposed or both, during the accounting year, the clarification orders issued vide Paras 1 & 3 respectively of this officer order No. 26-8/80-PAP (Pt.I) dated 11.6.1981 and No. 26-4/87-PAP (Pt.II) dated 8.2.1988 will apply.

2.5 Those employees who have resigned/ retired or left services or proceeded on
deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31.03.2023 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.

3. GRAMIN DAK SEVAKS (GDSs)

3.1 In respect of GDSs were on duty throughout the year during 2023-24, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2023 to 31.3.2024
divided by 12. However, where the Time Related Continuity Allowance exceeds
Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 The TRCA drawn by a substitute GDSs will not be counted towards exgratia bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDSs who were engaged in short term vacancies in
Postmen/ MTS Cadre will be governed by instructions issued by this Directorate
vide OM No. 23-01/2019-GDS dated 23.10.2019.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put on duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.

3.4 Those Gramin Dak Sevaks who have resigned/ discharged or left service
after 31.03.2024 will also be entitled to proportionate ex-gratia Bonus. In case of all
such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions
of Para 3.1 above.

3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarification orders issued vide Paras 1 & 3 respectively of this office order No 26-08/80-PAP (PtI)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.

4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS
CASUAL LABOURERS.)

4.1 Full Time Casual Laborers (including Temporary Status Casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.03.2024 will be paid ad-hoc bonus
on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only). The
maximum ad-hoc bonus will be calculated as below:

Accordingly, the rate of bonus per day will be worked out as indicated below:

which the services of such casual laborers had been utilized during the period from 1.4.2023 to 31.03.2024. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2023 to 31.3.2024, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head ‘Salaries’ under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met
from the sanctioned grant for the year 2024-25.

6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures are intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (Category-wise) to whom it was
disbursed for the Department as a whole.

7. This has the approval of Honarable Finance Minister vide Ministry of Finance,
Department of Expenditure’s ID Note No. 11/1/2017-E.III(A) (3970378/24) dated 11.10.2024 and issue with the consultation of AS & FA vide Diary No. 131/2024-25/FA-CS(P) dated 11.10.2024.

Sir/Madam,

It has been decided by the Competent Authority to grant an advance against the Productivity Linked Bonus admissible for the eligible Group C and Group B (Non-Gazetted) employees of the Employees’ Provident Fund Organization for the year 2023-24.

2. Accordingly, an advance of Rs. 13,816 (Rs. Thirteen Tpaid and Eight Hundred sixteen Only) against the Productivity Linked Bonus equal to 60 (Sixty) days’ wages to the eligible serving Group C and Group B (Non-Gazetted) employees of Employees’ Provident Fund Organization for the year 2023-24, is to be paid.

3. The payment of the advance is subject to the condition that an undertaking (in the enclosed Performa) to the effect that “the advance will be adjusted against the PLB due for the year 2023-24 and any excess payment made towards PLB for the year 2023-24 would be refunded forthwith”, shall be submitted by each eligible employee.  The payment of advance is subject to the same terms and conditions that are applicable to the grant of PLB and are appended. However, advance is not admissible in respect of employees who have already retired from the services of EPFO.

4. The amount of advance may be paid before 11/Oct/2024 under intimation to this office. The number of such employees and the amount disbursed may also be intimated.

5. The expenditure incurred for payment of this advance may be debited from the budget head “Productivity Linked Bonus.”

Terms and conditions for payment of advance against Productivity Linked Bonus to the employees of the Employees’ Provident Fund Organization for the year 2023-24

1. All regular employees of Group ‘C’ and Group “B” (Non- Gazetted) whether temporary or permanent shall be eligible for the advance against Productivity Linked Bonus provided they were in service on pro rata basis, and also on the last day in March of the relevant financial year i.e. 2023-24. Casual/ contract/ extra departmental employees shall not be eligible for any Bonus.

2. The employees who were in service for less than one year during the relevant financial year shall be allowed the advance against PLB on proportionate basis, provided they were in service for at least six months during the financial year 2023-24.

3. The employees drawing monthly wages of more than Rs. 7,000/- shall been entitled to the advance against PLB at the rate admissible to those drawing wages of Rs. 7,000/- per month.

4. The employees who happen to be on extraordinary or half pay leave during the month of March will be paid the advance against PLB based on the pay and allowances that would have been payable but for their being on EOL, HPL etc.

UNDERTAKING

I, Shri/Smt./Ms. ______, (Name)  ____, (Designation) do hereby undertake as under: –

1. that I understand that the advance against the PLB due and admissible to me for the year 2023-24, equal to 60 days’ wages (subject to the maximum of Rs.14000/-) has been provisionally sanctioned and being paid to me.

Cabinet approves and announces Productivity Linked Bonus (PLB) for 78 days to railway employees

In recognition of the excellent performance by the Railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved payment of PLB of 78 days for Rs. 2028.57 crore to 11,72,240 railway employees.

The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group C staff.  The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

Payment of PLB to eligible railway employees is made each year before the Durga Puja/ Dusshera holidays. This year also, PLB amount equivalent to 78 days’ wages is being paid to about 11.72 lakh non-gazetted Railway employees.

The maximum amount payable per eligible railway employee is Rs.17,951/- for 78 days. The above amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group ‘C staff.

The performance of Railways in the year 2023-2024 was very good. Railways loaded a record cargo of 1588 Million Tonnes and carried nearly 6.7 Billion Passengers.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.

Severe discontent is there amongst employees and pensioners, over the delay in Announcement of the same.

Similarly, Durga Puja festival is approaching and the PLB and Adhoc Bonus too, are to be declared.

The Confederation seeks your immediate intervention in the above matter and request you to kindly cause the Declaration/ Issuance of DA/ DR order’s and the Bonus order’s, timely.

Respected Sir,

With due regards, your kind attention is invited to the assurances made by higher authorities of Ministry of Defence to the recognised federations of Civilian employees of MoD that the service conditions of employees, who are on deemed deputation for a period of two years in newly incorporated DPSUs, will not be changed and they will be given better options of service conditions in new scenario.

But, those assurances are proving daydreaming at this budding stage. The PLB has always been declared and disbursed before Dussehra festival to the employees of Ordnance Factories, DGQA & DGAQA. But at this time, there is no decision taken on the matter for these employees.

It has come to notice of the federation that DOO has made a proposal for approval of the Ministry only for first six months of previous year i.e. pre-corporatisation period. But for later period of the year, no proposal/ decision has been communicated either by Govt or by the Corporations. There is unrest amongst employees over the issue.

Therefore, you are requested to look into the matter and do the needful to ensure timely payment of PLB, as per existing formula, to the employees of Ordnance Factories, DGQA, DGAQA for the year 2021-22.

The Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2020-21 for the employees of EPFO vide letter No 11-5/2018-E III(A) (300507484/ 2021) dated 26.10.2021.

2. Accordingly, the competent authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2020-21 for 60 (Sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of data/information submitted by the Zonal Offices in compliance to Head Office letter dated 06.10.2021. The payment of bonus is to be released to all Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.

3. The terms and conditions governing payment of P.L.B. will be as per the instructions and other terms & conditions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III (A) dated 18.10.2021 for payment of bonus. The quantum of bonus may be assessed as per the following formula:-

Sub: Forwarding of details required for assessment and timely declaration of Productivity Linked Bonus for the year 2020-21.

Madam/Sir,

Please refer to the subject cited above.

The work relating to the assessment of Productivity Linked Bonus for the year 2020- 21 has been taken up. The Productive Linked Bonus (PLB) for the employees of EPFO is assessed on the basis of the productivity achieved and manpower used in respect of field offices separately. For Head Office (including PDUNASS), it is worked out based on average of All India Productivity and Manpower. Information relating to parameters and performance as per the Scheme is to be furnished in the Annexure A to C (copies enclosed).

ACCOUNTS & CASH

2. The time-limit of 20 days (calendar days) has been notified for settlement of PF, EPS & EDU claims, transfer including advances cases. In case, the job is not completed within 20 days, weightage would be reduced for the work done beyond 20 days. Date of receipt of claim form (complete in all respects) and the date of despatch of cheque/transfer through NEFT would be taken into account for reckoning 20 calendar days.
3. As regards issue of “Annual Statement of Accounts”, it has been classified into two groups, Viz. (1) current year’s Accounts slips issued and (2) Previous year’s Accounts slips issued during the current year. Accounts slips relating to the “current Year” and those pertaining to previous years but issued during the current year should be shown separately.

ENFORCEMENT & DAMAGES

4. The activities of “Enforcement & Damages” include:
5. No. of 7A notices issued.
6. No. of Speaking Orders of 7A passed and compliance effected.
7. No. of Speaking Orders passed for Levy of Damages.
8. No. of Recovery Certificates Executed:-
   1. For default in all the five Accounts (A/c No. 1,2,10,21 & 22)
   2. For default in 3 or 4 of the five Accounts.
   3. For default in 1or 2 of the five Accounts.

7-A NOTICES

5. Only one notice has to be taken into account for all the three Schemes. In case three separate notices are issued for the three Schemes, it has to be taken as one only. Further, only the initial notice issued has to be taken into account and not the notices issued every time after adjournment of proceedings due to any reason. With the amendment of Section 7A, the RPFCs are required to decide not only the quantum of dues but also to decide the Applicability. In such cases also if more than one notices are issued, it should be taken as one only for the purpose of PLB return.

SPEAKING ORDERS OF 7A PASSED AND COMPLIANCE EFFECTED

6. Against this item all the speaking orders passed under Section 7A should not be shown. Only those orders passed, which have been complied with, should be shown. However, instructions contained in the preceding para as “7A Notices” should also be kept in view.

SPEAKING ORDERS FOR LEVY OF DAMAGES

7. All the speaking orders passed for levy of Damages may be shown against this item. However, if separate orders are passed for all the three schemes, only one order should be taken into account for the purpose of Bonus return.

RECOVERY CERD FICATES EXECUTED

8. Only those Recovery Certificates, which have been duly executed and not merely issued, should only be shown against this item. This item has been classified into three categories namely: –

1. For default in all the five Accounts (Bank A/c Nos. 1,2, 10, 21 & 22)
2. For default in 3 or 4 of the five Accounts.
3. For default in 1or 2 of the five Accounts.

Hence, information may be furnished separately against the three categories.

PROSECUDONS

9. The number of Prosecutions launched against the defaulting establishments I employers under Section 14 of the Act and Section 406/409IPC has to be indicated against the relevant item under this head.

MANPOWER

10. Manpower in position as on 31st August 2020 all over the region has to be furnished. The manpower reckoned for the purpose of assessment of PLB shall be as follows :

(1) Accounts & Cash – LDCs, DPAs/DEOs, SSAs & Sr. SSAs posted in different Sections/Groups connected with the work of Accounts and Cash.

(2) Enforcement & Damages – LDCs, SSAs & Sr. SSAs deployed in any of the Sections/Group connected with the work of Enforcement and Damages.

(3) Inspection – All Enforcement Officers in position in whole of the Region.

(4) Administration – LDCs, SSAs & Sr. SSAs in position in all Sections other than those mentioned in (1), (2) and (3) above.

Detailed information of various sections/staff coming under all the above four heads is given in Annexure-C. All the Regional offices may forward the consolidated information in respect of the Region.

11. The information relating to Staff in position in respect of the Zone as on 31.08.2020 has to be furnished in Annexure-B.

Subject: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2020-21.

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2020-21 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages exceed Rs.7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are Rs.7000/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules, 2016 and Dearness Allowance drawn during the financial year 2020-21. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3, It has also been decided that in the case of eligible employees mentioned ’in Para above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2020-21 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of Rs. 47,951/- towards Productivity Linked Bonus for the financial year 2020-21. In the case of employees other than those mentioned above, pe amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-I/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2020-21 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.

6. The above decision for payment of PLB has been taken despite adverse financial situation caused by COVID-19 challenges. Despite shortcomings in certain Railways pertaining to Operating Ratio, Earnings, Loading etc., PLB is being paid uniformly to all Zonal Railways. In view of unusual circumstances creating by COVID-19 pandemic, an appeal is made to all the Railwaymen to resolve all the shortcomings in the Railways for enhance productivity and financial viability.

5.10. Item No. NC-48/4/21: Introduction of Productivity Linked Bonus (PLB) in place of ad hoc Bonus: raising the minimum ceiling for the purpose of payment of Bonus to Rs. 18000/- in accordance with 7th CPC.

The demand, in brief, is that the Bonus be increased to Rs.18000/-.

Addl. Secretary (Pers), DoE, stated that the Payment of Bonus Act, 1965, provides the eligibility ceiling/ limit and calculation ceiling limit. The present eligibility monthly ceiling is Rs.21000 and the calculation monthly ceiling is Rs.7000. The remaining central government employees, not covered by any PLB Scheme, are being authorized ad-hoc Bonus (non-PLB) of Rs. 7000 per year, on the analogy of the relevant provisions of the said Act, wherein the limit is fixed by the M /o Labour and Employment.

Decision: The item may be closed for now.
