The undersigned is directed to forward copies of the following communications for information and further necessary action at your end:

(i) The DGOS, IHQ of MoD(A), New Delhi letter No. A/26576/ PLB/OS-8C (Policy) dated 22.12.2022 (alongwith the enclosures of the letter).

(ii) The DGOS, IHQ of MoD(A), New Delhi letter No. A/26576/ PLB/OS-8C (Policy) dated 10 Mar 2023 whereunder a copy of MoD letter No. 24(6)/80/ D(JCM) dated 28 Sept., 1983 has been forwarded.

2. It is requested to issue necessary instructions regarding the observation raised by LAO, 222 ABOD on applicability of Productivity Linked Bonus to all Gp ‘B’ Non Gazetted and Gp ‘C’ civilian employees of AOC as per their letter dated 17.11.2022.

3. This issues with the approval of Senior Joint CGDA (AT).

40 Days Bonus For Defence Defence Civilians Of The AOC For The Year 2017-2018

Subject: Productivity Linked Bonus for the eligible Defence civilians of the Army Ordnance Corps (AOC) for the year 2017-2018.

Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No. F.24(6)/80/D(JCM), dated 28th September, 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Forty days) wages in cash as PLO for the year 2017-2018 to the eligible civilian employees of the AOC.

2. The entitlement has been worked out on the basis of the working results for the year 2017-2018 in accordance with the agreed formula.

3. The PLB will be paid 30 21 eligible Gp. ‘B’ (Non.Gazetted), Gp. ‘C’ & ‘D’ civilian employees of AOC who are covered under PLB Scheme for the accounting year 2017-2018. The calculation coiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m.(1200×40/30.4) for the accounting year 2017-2018. However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB Is to be met out of the sanctioned budget grant for the year 2018-2019, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID No 922249/E.III(A) dated 04/10/2018 and Defence (Finance /AG/PB) vide their Dy.No.155/AG/PB dated 10.10.2018.

Sir,

I am directed to refer to the Productivity Linked Bonus Scheme already circulated ode this Ministry’s letter No.F.24(8)/80/D(JCM) dated 28th September 1983 as amend. from time to time and to convey the sanction of President to the payment of 26 days (Twenty Six days) wages in cash as PLB for the year 2017-18 to the eligible civilian employees of the EME.

2. The entitlement has b.n worked out on the basis of the working results for the year 2017-18 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted). Gp. ‘C’ and Gp civilian employees of the EME who are covered under PLB Scheme for the accounting year 2017-18 The calculation ceiling of Rs.7000/- (7000×26/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

ORDER

Ministry of Railways (Railway Board) have decided to constitute a Committee for evolving a new formula for Productivity Linked Bonus on Indian Railways. The Committee will consist of the following :-

i) Additional Member (Staff), Railway Board – Convener
ii) Additional Member (Budget), Railway Board – Member
iii) Additional Member (Civil Engineering), Railway Board – Member
iv) Additional Member (Mechanical Engineering), Railway Board – Member
v) Additional Member (Commercial), Railway Board – Member

2. The Terms of reference of the Committee will be as under :
“To evolve a new formula for calculation of number of Productivity Linked Bonus days keeping in view the recommendations of the Sixth Central Pay Commission and the views of the Ministry of Finance.”

3. The Headquarter of the Committee will be at New Delhi.

4. The Committee shall submit its report within a period of four months from the date of its Constitution.

5. The Convener and Members of the Committee will be eligible to draw TA/DA, as per extant rules.

Sub: Productivity Linked Bonus to the Railwaymen for the year 2012-13.

Durga Pooja is the biggest festival of the Eastern part of the country. Durga Puja and Festive Season are approaching very last, and every time we have seen eleventh hour trouble creating lots of frustration and chaos among the Railwaymen. There is rumour in the corridors that, this year Productivity Linked Bonus may be reduced inspite of untiring efforts made by the Railwaymen in increased productivity.

AIRF has achieved PLB for the Railwaymen after lots of struggles and sacrifices. In this connection, it is worth-mentoning that PLB is a bilateral agreement arrived at between the Organized Labour and Ministry of
Railways, any tinkering with PLB Formula or any deviation from the inputs will definitely create confrontation

Since AIRF is maintaining very good harmonious industrial relations over the Indian Railways, we hope, nothing will be done to harm the industrial peace.

As per our calculation, Railwaymen must get increased PLB for the year 2012-13 in comparison to last year, since productivity has increased. In case Railway Board think it, otherwise the matter may be discussed, but no means that payment of PLB should be delayed, which may cause serious industrial relation.

Please treat the matter as Most Urgent and arrange the payment of PLB as per formula, already decided.

Sub: Payment of Productivity Linked Bonus to the Railwaymen for the financial year 2011-12.

The disbursement of Productivity Linked Bonus (PLB) is done every year well before Pooja Festivals so as to facilitate Railway employees to plan and celebrate the festival in appropriate manner.

The orders regarding payment of PIB in cash for the financial year 2011-12 are yet to be issued by the Railway Board, while Pooja Festivals are approaching.

You are. therefore. requested to take necessary action in the matter so that Railway Boards orders regarding payment of Productivity Linked Bonus (PLB) to the Railwaymen for the financial year 2011-12 in cash are issued at the earliest so that disbursement of the same is possible well before the commencement of Pooja Festivals.

An early action in the matter shall be highly appreciated.
