Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2019-20.

The President is pleased to decide that all Group ‘C’ & RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2019-20, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.III9A), dated 29th August, 2016.

2. The benefit will be admissible subject to the following terms and conditions:

78 days Bonus for non-gazetted Railway employees – Payment of Productivity Linked Bonus 2019-20

• Only those Group ‘C’&’D’ RPF/RPSF personnel who were in service on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
• The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs.7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)
• All payments under these orders will be rounded off to the nearest rupee.
• Various points regarding regulation of Ad-hoc/ Non-PLB Bonus are given in the Annexure.
• All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Bonus for Central Government Employees -Non-Productivity Linked Bonus (ad-hoc bonus) for the year 2019-2020 – FinMin Order

Sir/ Madam,

The Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2019-2020 for the employees of EPFO vide letter No A- 26022/1/94 -SS-1 (Pt) dated 22nd October, 2020.

2. Accordingly, the competent authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2019-2020 for 60 (Sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of data/ information submitted by the Zonal Offices in compliance to Head Office letter dated 07.10.2020. The payment of bonus is to be released to all Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.

3. The quantum of bonus may be assessed as per the following formula:-

Subject : Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2019-2020

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2019-20 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages exceed Rs.7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are Rs.7000/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules, 2016 and dearness allowance drawn during the financial year 2019-20. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2019-20 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of Rs.17,951/- towards Productivity Linked Bonus for the financial year 2019-20. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-1/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2019-20 to all eligible non-gazetted Railway employees mentioned in Para 1 above should be made on priority in the same mode as payment of salary before the ensuing Puja/Dussehra holidays.

Cabinet approves Productivity Linked Bonus and non-Productivity Linked Bonus for 2019-2020

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB)for the year 2019-2020 to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO, ESIC, etc. will be benefitted and the financial implication would be Rs.2,791 crore.

Non-PLB or ad-hoc Bonus is given to Non-Gazetted Central Government employees. 13.70 lakh employees would be benefited and Rs.946 crore will be the financial implication for the same.

A total of 30.67 lakh employees would be benefited by the Bonus announcement and total financial implication will be Rs 3,737 crore.

Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/ Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees to be disbursed immediately.

After a cabinet meeting, Union Minister Prakash Javadekar said today that about 30 Lakh government workers will get a bonus for 2019-2020.

Non-PLB or ad-hoc bonus are granted to the Non-Gazetted Central Government Employees, which would benefit 13.70 lakh employees, the government said.

Sub: Proposed call for “Bonus Day” by AIRF and rallies & demonstrations by NFIR on 20th October, 2020 by its affiliated Unions throughout Indian Railways on the issue of Productivity Linked Bonus to Railwaymen.

It has come to notice that AIRF will organise “Bonus Day” across the length and breadth of Indian Railways by all its affiliated Unions on 20th October, 2020. NFIR has also given call for launching rallies and demonstrations on 20th October, 2020 throughout the Indian Railways involving all sections of Railway employees on the issue relating to payment of Productivity Linked Bonus to Rail workforce. The Federation has called upon its affiliated Unions to organise demonstrations and rallies at all levels expressing strong protest against delay in payment of PLB.

3. In view of aforesaid, there should not be any room for complacency on the part of the Railway administrations and all necessary stringent steps must be taken to ensure discipline and smooth functioning of rail movement. It must be ensured that Railway Servants need to seek necessary permissions from the Competent Authority on their respective Railways/ Production Units to leave their headquarters.

4. Their particular attention should be drawn to relevant penal provisions i.e. Section 173, 174 and 175 of the Railways Act, 1989 which are attracted in cases of abandoning train without authority, obstructing running of train and endangering the safety of persons by disobeying rules etc.

5. In case any Railway Servant participates in the aforementioned rallies and demonstrations, a report indicating the number of Railway Servants who take part in the proposed rallies and demonstrations may be conveyed to Board’s office on the evening of 20th October, 2020.

Please refer to the above said subject.

The work relating to the assessment of Productivity Linked Bonus for the year 2019-20 has been taken up. The Productive Linked Bonus (PLB) for the employees of EPFO is assessed on the basis of the productivity achieved and manpower used in respect of field offices separately. For Head Office (including PDUNASS), it is worked out based on average of All India Productivity and Manpower. Information relating to parameters and performance as per the Scheme is to be furnished in the Annexure A to C (copies enclosed).

ACCOUNTS &. CASH

2. The time-limit of 20 days (calendar days) has been notified for settlement of PF, EPS & EDU claims, transfer including advances cases .In case, the job is not completed within 20 days, weightage would be reduced for the work done beyond 20 Date of receipt of claim form (complete in all respects) and the date of despatch of cheque / transfer through NEFT would be taken into account for reckoning 20 calendar days.

3. As regards issue of “Annual Statement of Accounts “, it has been classified into two groups, Viz (1) current year’s Accounts slips issued and (2) Previous year’s Accounts slips issued during the current year. Accounts slips relating to the “current Year” and those pertaining to previous years but issued during the current year should be shown separately.

ENFORCEMENT &. DAMAGES

4. The activities of “Enforcement & Damages” include:

• No of 7A notices issued.
• No. of Speaking Orders of 7A passed and compliance effected.
• No. of Speaking Orders passed for Levy of Damages.
• No. of Recovery Certificates Executed:-
  • For default in all the five Accounts (A/c No. 1,2,10,21 & 22)
  • For default in 3 or 4 of the five Accounts.
  • For default in 1or 2 of the five Accounts.

7-A NOTICES

5. Only one notice has to be taken into account for all the three Schemes.In case three separate notices are issued for the three Schemes, it has to be taken as one Further, only the initial notice issued has to be taken into account and not the notices issued every time after adjournment of proceedings due to any reason. With the amendment of Section 7A, the RPFCs are required to decide not only the quantum of dues but also to decide the Applicability .In such cases also if more than one notices are issued, it should be taken as one only for the purpose of PLB return.

SPEAKING ORDER S OF 7A PASSED AND COMPLIANCE EFFECTED

6. Against this item all the speaking orders passed under Section 7A should not be Only those orders passed, which have been complied with, should be shown. However, instructions contained in the preceding para as “7A Notices” should also be kept in view.

SPEAKING ORDERS FOR LEVY OF DAMAGES

7. All the speaking orders passed for levy of Damages may be shown against this However, if separate orders are passed for all the three schemes, only one order should be taken into account for the purpose of Bonus return.

RECOVERY CERTIFICATES EXECUTED

8. Only those Recovery Certificates, which have been duly executed and not merely issued, should only be shown against this i This item has been classified into three categories namely:

• For default in all the five Accounts (Bank A/c 1, 2, 10, 21 & 22)
• For default in 3 or 4 of the five Accounts.
• For default in 1or 2 of the five Accounts.

Hence, information may be furnished separately against the three categories.

PROSECUTIONS

9. The number of Prosecutions launched against the defaulting establishments/ employers under Section 14 of the Act and Section 406/409 !PC has to be indicated against the relevant item under this head.

MANPOWER

1o. Manpower in position as on 31st August 2019 all over the region has to be The manpower reckoned for the purpose of assessment of PLB shall be as follows:

Detailed information of various sections/staff coming under all the above four heads is given in Annexure-C . All the Regional offices may forward the consolidated information in respect of the Region.

11. The information relating to Staff in position in respect of the Zone as on 31.08.2019 has to be furnished in Annexure-B.

12. It is requested that the aforesaid information in Annexure-A to C may be furnished In any case the information should reach the Head Office on or before 12th October, 2020 at rc.wsu@epfindia.gov.in.

13. All the ROs may furnish their data to their respective Zonal Offices and subsequently ACC (Zones) after compilation of the same, may forward the same to Head Office.

14. This has approval of ACC (HQ)-Finance.

Sub: Productivity Linked Bonus (PLB), for the year 2019-2020 to the Railwaymen – Payment – Reg.

Kindly recall our earlier communication of even number dated 7th August, 2020 (copy enclosed), on the aforementioned subject matter.

As Dussehra/ Durga Puja Festival is approaching fast and Railwaymen are awaiting eagerly for payment of PLB, it would be in all appropriateness that, payment of PLB to Railway employees, for the financial year 2019-20, should be made, considering the facts mentioned in our letter dated 7th August, 2020.

As you are aware that the Productivity Linked Bonus (PLB) is being paid to railway employees based on the formula that was finialised in November, 1979, as a result of agreement between the AIRF and Railway Ministry. The ceiling limit for computing the PLB, is still Rs. 7000 despite our president demand to remove this ceiling.

It would not be out of context to mention here that the payment of PLB to railway employees is made before Dussehra Durga Puja every year and during the previous 8 years PLB equivalent to 78 days wages (computed on the basis of Rs 7000 per month as salary). During the previous financial year i.e 2019-20, the railwaymen have performed even better and the freight loading has superseded the previous record. This performance of the Railway employees should be assessed as extra ordinary, because of more than 2 Lakh vacancies in the system and most of the Railway employees compelled to perform 12 hrs duty against 8 hrs duty roster.

Unfortunately, the Railway Board always try to undermine the performance of the railwaymen ot the plea of capital input given by the system. In this connection You may appreciate that whatever capital input is given the same is for expanding infrastructure etc. to provide better services to the rail users and the performance of the railwaymen should not degraded on this account.

Hence it is worth mentioning that inspite of Lockdown and COVID-19 pandemic, railwaymen have put all their effort to maintain the supply of essential commodities in the country.  Any reduction in PLB will definitely demotivate the lakhs of railwaymen who have put their all efforts without bothering for corona while operating Goods/Parcel as well as Shramik special and special trans and more than 100 railwaymen has lost their life due to COVID-19 while performing duty.  The dedication shown by railwaymen should not therefore be ignored be ignored.

AIRF, therefore request that payment of PLB to railway employees for the financial year 2019-20 should be made, considering the above aspects and that too well before Dussehra/ Durga Puja festival as hitherto.

 An early action shall be highly appreciated.
